Abstract

This article aims to explain the external persuasive actions of the Aceh Provincial Government in maintaining its Islamic identity through “The Light of Aceh” branding towards the global community. This action is referred to as paradiplomacy. As one of the subnational actors in Indonesia, Aceh Province is an area that has social and political dynamics from before independence to the present. Aceh has a distinctive identity and culture known as Serambi Mekah. Because of its efforts to maintain this identity, Aceh once fought for independence from Indonesia. Aceh's paradiplomacy certainly has different dynamics. However, the effort to maintain its identity has been a struggle from the past to the present. In the independence era, Aceh tried to fight for its identity with the struggle for independence, but in the post-independence era, Aceh fought for its regional interests through the framework of Regional Autonomy by establishing foreign relations and diplomacy to the global community. This research uses the theories of paradiplomacy and social identity to explain the persuasive actions taken by the Aceh Provincial Government through paradiplomacy to maintain its social identity. This research uses a qualitative method with data collection from interviews with relevant informants, documentation studies and internet-based studies. The results of this research show that the Aceh Provincial Government's paradiplomacy efforts to maintain its Islamic identity are carried out through branding “The Light of Aceh” by incorporating Islamic values in various components of the branding such as the main values of branding, logo philosophy, and branding commercial advertising videos. These values are socialised to the global community through various international activities by showcasing culture in dances, poems of clothing at international festivals, so that Aceh is better known by the global community with its Islamic identity.

Abstract

ABSTRACT Indonesia's air defense is one aspect that must be maintained to support the security and sovereignty of Indonesia's territory as a whole. However, until now there are still frequent violations in Indonesian airspace. The Indonesian Air Force is responsible for safeguarding Indonesia's national interests, including state sovereignty. However, in reality, this responsibility is not yet balanced with an adequate air defense system, both in terms of quality and quantity. In overcoming this, air defense cooperation with other countries that have advantages is needed, especially with the United States. This research uses qualitative research methods with data collection techniques including observation, interviews and literature study. The form of air defense cooperation between Indonesia and the United States is carried out in five forms of cooperation, namely providing TNI AU defense equipment, joint training, sending TNI AU personnel for education at various levels, sustainability programs for USA products and US Grant 333 and FMF grant programs for Airfield Resiliency Equipment and Maritime Security. There are four obstacles in Indonesia's air defense, obstacles which include the limited budget allocation of the Indonesian Air Force, the limited number of Indonesian Air Force personnel, the limited number of Indonesian Air Force defense equipment and the Indonesian Air Force's defense equipment which is not yet modern. Keywords: Bilateral, Defense Cooperation, Air Defense, Indonesian Air Force

Abstract

This paper aims to analyse the hydropolitical conflict on the Nile River as a form of struggle for natural water resources by the countries involved in the Middle East, especially Egypt and Ethiopia. The Nile River has strategic value in both political and economic aspects. Many agreements have been made to avoid hydropolitical conflicts on the Nile River both bilaterally and multilaterally, although some have created new problems. The existence of factors that can affect the amount of water in the Nile, population growth, climate change, and the construction of the GERD dam by Ethiopia are new challenges for neighbouring countries regarding the future of water in the Nile and solutions to deal with it. This research uses qualitative methods with data collection through documentation studies, archival studies and internet-based studies. The concepts of conflict and conflict resolution were used as a theoretical framework to unravel the problem. The author found that hydropolitical conflict caused by the struggle over the Nile River is one of the prominent forms of conflict that has the potential to threaten security and peace in the region. Cooperation and the drafting of agreements that are more inclusive and represent the interests of the disputing parties are needed.

Abstract

This article investigates the parallelism between the Bali Provincial Government and the Indonesian Central Government in the context of parallel diplomacy through the sister province program between Bali and Hainan Province. This research mainly focuses on the tourism and cultural sectors, analyzed through a cultural economic perspective, where culture is commercialized with certain modifications. However, the Bali Provincial Government, through the Cultural Office, does not prohibit these modifications as long as they adhere to cultural norms and ethics, distinguishing between elements that can be commercialized and those that cannot. This study employs a qualitative method, sourcing data through field studies and literature reviews. The findings indicate harmony and alignment in the relationship between the regional and central governments, reflecting mutually supportive collaboration without significant conflict. The study suggests that this synergy should be continuously strengthened to support the sustainability of cultural diplomacy and cultural economy internationally.

Abstract

This paper aims to analyze Indonesia's efforts through Indonesian defense diplomacy towards the US to optimize its air defense with the F-16 A/B Fighter eMLU (enhanced Mid-Life Upgrade) program. In facing the rapid development of military technology and potential threats from other countries, a defense equipment modernization program, increased personnel training, and the development of more integrated radar infrastructure and air defense networks are absolutely necessary to be able to carry out air defense functions optimally and effectively, and protect the sovereignty of Indonesia's airspace from various potential threats. However, in reality, Indonesia's air power is still faced with various obstacles, one of which is that the F-16A/B fighter aircraft currently owned by Indonesia is not optimal to match the strength of other countries' aircraft. To optimize this, modernization and improvement of weapons for the F-16 Fighter Aircraft are very important. The researcher uses the Defense Diplomacy Concept according to Cottey and Forster. The research was conducted using a qualitative method with data collection through interviews, internet-based research and literacy studies. The results of the research show that Indonesia's defense diplomacy towards the US is carried out through several instruments, military education and training, military meetings and dialogues, humanitarian missions, and military cooperation.

Abstract

Indonesia's Spice Route, historically a vital trade network, is now being strategically leveraged for nation branding, cultural diplomacy, and economic promotion. This study employs a SWOT analysis to evaluate Indonesia's strengths, weaknesses, opportunities, and threats in revitalizing the Spice Route. Findings highlight Indonesia’s rich spice heritage, government initiatives such as Indonesia Spice Up the World, and efforts to gain UNESCO recognition as key strengths. However, challenges include low productivity, inconsistent quality control, and competition from other spice-exporting nations. Opportunities lie in increasing global demand for sustainable spices and enhanced digital trade, while threats include regulatory barriers and fragmented stakeholder coordination. To maximize the Spice Route's potential, Indonesia must integrate cultural diplomacy, sustainable trade, and tourism strategies. This research contributes to discussions on nation branding, public diplomacy, and economic competitiveness, providing insights for policymakers and industry stakeholders.
