Abstract

Serdang Bedagai has successfully developed a literacy program. This success has led to Serdang Bedagai receiving the Literacy Award from the Ministry of Education and Culture in 2017. This success cannot be separated from the leadership role of Ir. H. Soekirman as Regent of Serdang Bedagai. There are two main roles of the Regent's leadership, Ir. H. Soekirman, in developing the literacy program in Serdang Bedagai. First, it acts as a literacy model. Soekirman has set an example by his fondness for reading books, writing books, writing rhymes and poetry. Every year he reads at least 6 books, and has produced 12 of his own. Second, it acts as a policy maker to make programs related to literacy. With his role, Soekirman has established local regulations related to literacy, Decree of the Literacy Program Implementation Team, Library Development Decree, and budget allocation policy for literacy

Abstract

The purpose of this study was to see the creativity of youth in developing the Lake Toba tourist area in Muara Regency. The method used in this study is a descriptive method with a qualitative approach. This study looks at how the tourist attraction of Muara Regency in terms of attractiveness, amenities, accessibility, and support. There are three roles and creativity carried out by youth as the motor of the development of the Lake Toba Region in Muara Regency. First, youth creativity as a driving force, in which youth implementation forms the Muara Inspirasi Community as a forum for implementing creative activities that functions to optimize all existing youth resources. Second, youth creativity as a motivator where in practice the youth continue to encourage and hope that the people living in Muara Regency to build an independent economy by making local businesses such as making lodging, restaurants and making ulos. In addition, the youth of Muara Insipirasi also motivate school-age children to increase their knowledge through reading houses. The third role and creativity is youth as innovators where Muara Inspirasi youth provide an overview of innovation to ulos weavers to become promotional media and historical stories of Lake Toba in Muara Regency. Abstract

This research aims to analyze the supporting & barrier factors of the implementation of corporate social responsibility program of PT. PP London Sumatra Indonesia, Tbk in helping the lives of the people around Bagerpang Plantation, Deli Serdang Regency - North Sumatra Province. Research methods are carried out with a qualitative approach using data collection techniques through interviews and field observations. The informants in this study consisted of CSR program recipients, corporate management who handle CSR departments and local village government apparatus. The research site covers Bagerpang estate which consists of 7 divisions / villages in 3 sub-districts namely Galang, Bangun Purba and STM Hilir. The results showed that PT. PP London Sumatra Indonesia, Tbk as a private company in the field of agro industry participated in assisting the government in development through the implementation of CSR programs as a form of social responsibility to the community and the environment for the impact sparked by its operational activities. PT. PT. PP London Sumatra Indonesia, Tbk has implemented CSR practices in several areas of work, namely education, health, infrastructure maintenance, social and religious and populist economic efforts. Researcher also introduced several supporting and barrier factors of the success and effectiveness of CSR implementation. The conclusion of this research is that the company is still focusing its CSR implementation goals and objectives on improving the quality of life of employees and their families not yet on the level of community empowerment._________________________________________________________________________

Abstract

Netizen Basis Democracy Volunteers are one of the community groups that carry out election socialization activities and educate democratic values to their segments of society or Netizens in the 2019 Elections. This study discusses the election socialization activities carried out by Netizen Basis Democracy Volunteers. The purpose of this research is to analyze the patterns of election socialization using the variable of political socialization. The author uses qualitative methods, data collection through interviews, documentation and literacy studies. The results showed that Netizen-Based Democracy Volunteers carry out election socialization activities using media and non-media facilities through volunteer and personal account posts. There are four patterns of socialization of Netizen-Based Democracy Volunteers, namely: Opening information posts, hanging out with Netizens, posting on social media and giveaway. For some people, especially Millennials, consider the Election socialization activity as an effort to represent the struggle to uphold people's sovereignty, this is supported by the composition of Netizen-Based Democracy Volunteers who are all students who are considered far from political interests, this is because Millennial is more familiar with social media so that it is easy and quickly keep abreast of information and relatively many have references. While some who refuse to assume that the socialization activities carried out by volunteers are less work activities and some even make fun of volunteers.

Abstract

The potential of coastal natural resources in Indonesia is so diverse and should be able to contribute to the economy of the people in Indonesia. The utilization of coastal natural resources depends on how the natural resource management patterns are. Location Desa Sei Nagalawan has coastal natural resources which are also managed by the community for their economic interests. This research was conducted with a mixed method of qualitative and quantitative methods to find out how the pattern of coastal natural resource management in Sei Nagalawan Village. This study wants to see whether the management carried out by the community includes management that adheres to the principles of sustainable development. The results obtained from this study are that the fishing communities who live in the coastal area of Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency have an organized management pattern. Management that is done is by taking marine life such as cuttlefish, shrimp, crab and fish which is done in the traditional way. In addition, coastal natural resources are also managed as tourist attractions. The coastal area in Sei Nagalawan Village has mangrove land which is well cared for and managed by the community. Management that is done is by processing the leaves and mangrove fruit for food.

Abstract

This research raises the phenomenon of e-planning which is one of the systems and technology innovation programs in government today. The Tapanuli Selatan District through the Regional Development Planning Agency began implementing the e-planning system since 2016. It is interesting for researchers to see the development of the implementation of this e-planning system which has been running for 4 years. In this study, researchers used effectiveness theory with effectiveness measurement according to Duncan. This study uses a qualitative approach with data collection techniques through observation, interviews, and documentation. Meanwhile, data analysis techniques use data reduction, data presentation, and drawing conclusions. During this research, the researcher found data that the Tapanuli Selatan District, in this case BAPPEDA, was still not effective in implementing the e-planning system because it did not meet the variables that Duncan required. The unfulfilled variables are goal achievement and adaptation. Meanwhile, the fulfilled variable is integration. With this research, it is hoped that it can become a reference for the Tapanuli Selatan District to improve the implementation of the e-planning system so that it can fulfill all the requirements stated in the Duncan effectiveness measurement.

Abstract

The purpose of this study was to see modern market development with the Franchise concept and in collaboration with third parties opens a partnership space in the management of Village Business Stores carried out by BUMDes managers. This study aims to analyze the implementation of the business strategy developed by BUMDes-Mart Berkah Jatimulyo Village, Pegajahan District, Serdang Bedagai Regency, using the business model canvas as a tool to identify existing business models. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was carried out by collecting data, reducing data, presenting data and drawing conclusions. The results obtained are in the form of a description of the nine elements in the business model consisting of customer segments, value proposition, customer relationships, customer segments, channels, revenue streams, cost structure, key activities, key resources, key partners. This business model will find out the weaknesses and strengths of a business that is being run and to find out what strategies can be implemented in the future. In addition to these aspects, the findings in this study are that there are factors that influence the business model canvas on BUMDes-Mart, namely in terms of market and financial segments.

Abstract

Toba Batak culture is very important for the development of Lake Toba tourism in Parapat. Toba 3H Batak culture (Hamoraon, Hagabeon, and Hasangapon) is a culture that is strongly held by the Toba Batak people. And the culture is carried out in daily living habits including the way the Toba Batak people in Parapat treat tourists and if tourists are satisfied, of course there will be tourism development. So in this study will look at the attitudes, attention, actions, and anticipation of tourism actors both local Toba Batak communities, business people and related parties in increasing the development of tourism in Parapat. The methodology used in this research is qualitative research with a descriptive approach. The informants in this study were key informants in this study were tribal chiefs who knew Batak culture well, the main informants in this study were domestic tourists with Toba Batak and foreign tourists who ended up in Parapat and additional informants in this study were business actors and givers tourism services such as traders, hotel entrepreneurs, restaurant entrepreneurs, hotel servants, restaurant servants, parking attendants, etc., and tourism observers and responsible government agencies such as the Tourism Office and BPS The results of this study indicate that Batak Toba culture can have a positive and negative impact on Lake Toba tourism, but in this study it was seen that Batba Toba 3H culture had a negative impact on the development of tourism. It can be seen how the Toba Batak people serve tourists. The obstacles faced are the habit of the Batak Toba people who are very hard and want to be respected, making tourists not want to return to Parapat

Abstract

Aceh Tamiang Regency is one of the regencies through the division in 2002 in Aceh Province. In the 2019 Legislative Election, the Gerindra Party of Aceh Tamiang Regency succeeded in defeating the Party that has always been the winning party in the previous period, namely the Aceh Party, a party with religious ideology or conservative Islam . The majority vote was won by the Great Indonesia Movement Party by getting 6 seats or 20% of the total seats in the Aceh Tamiang DPRK. This research was conducted with in-depth interviews with 5 (five) informants and Focus Group Discussions (DKT) with 5 (five) people, the informants answered about what factors led to the election of legislative members in Aceh Tamiang Regency in 2020. Many people assumes that money and the popularity of the main capital in winning the Pileg contestation. However, in the context of the 2019 Aceh Tamiang Pilleg, this was not entirely the case, many other factors led to the election of legislative members from the Gerindra Party. Because many candidates who have more financial capital but are not elected, the electability of legislative members is influenced by their good track record, massive performance of the success team, and the support of religious and community leaders
