Abstract

The tourism sector as one of the pillars of national development has an impact on foreign exchange earnings, regional income and also the absorption of investment and labor in various regions in Indonesia. The development of the Lake Toba Tourism Area is one of the government's priority areas in developing tourism. With the issuance of Presidential Regulation Number 46 of 2016 concerning the Lake Toba Authority Management Agency, it is an initial capital that the government is currently conceptualizing tourism development in the Lake Toba area. The concept of developing a tourist village in the Lake Toba area is very interesting, where the customs and culture of the people are combined with the natural beauty of Lake Toba to become a tourist attraction. The purpose of this study was to find out and analyze what was applied in the development of a tourist village in Meat village. The research method is a descriptive research method with a qualitative approach. The results of this study indicate that the development of tourist villages in Meat is still not optimal, where access, attractions, and amenities are not adequate. Forobstacles in the development of tourist villages in Meat village, budget constraints and lack of human resources in the field of tourism.

Abstract

As an effort to increase food sovereignty, the Government requires protection and welfare for the main actors of food security, one of which is fishermen. The government protects fishermen through the SiMantep independent fishermen insurance program (Trusted Independent Fishermen Insurance). The SiMantep self-insurance program is a continuation of the Fisherman Insurance Premium Assistance (BPAN) program from the Ministry of Maritime Affairs and Fisheries (KKP) which was provided in 2016 and 2017. The purpose of this study was to analyze the implementation of the Trusted Independent Fishermen Insurance Program (Simantep) policy in Sibolga City, and the supporting and inhibiting factors for its implementation. This type of descriptive qualitative research. Methods of collecting data were observation, interviews and documentation. The results of the research. Implementation of the Trusted Independent Fishermen Insurance Program (Simantep) of the Fisheries, Food Security, and Agriculture (PKPP) Sibolga City has been running in accordance with the Regulation of the Director General of Capture Fisheries Number 3 of 2018 concerning Technical Instructions for Trusted Independent Fishermen Insurance (Simantep), but still there are several problems in its implementation, there is information that is not clear, not comprehensive, and the fisherman's thinking ability is still lacking which results in delays in program socialization. According to George Edwards there are four indicators of implementation, among others: Communication factors. The Fisheries Insurance Service for Fishermen has coordinated with PT Jasindo to socialize the implementation of the program to fishermen. Factors Resources, especially the staff they have are still lacking. So that data collection and verification of fishermen is fairly slow. The disposition factor/attitude of the implementers welcomed the policy of guaranteeing protection against the risk of work accidents for fishermen according to the Standard Operating Procedures (SOP) of the KKP technical guidelines. The inhibiting factor in implementation is the lack of participation of fishermen in understanding the importance of guaranteeing protection against the risk of accidents and secondly the lack of staff implementing policies for the guarantee program for protection against the risk of work accidents for fishermen.

Abstract

The involvement of women in the PKK is about how women can be active to achieve family welfare through involvement in the PKK so that the existence of women is recognized by all parties. The results of this empowerment can later be seen from an increase in the quality of family life and an increase in the economy of the family itself. To increase women's participation in the PKK, it is necessary to accelerate the PKK through PKK reform so as to optimize family welfare. The purpose of this research is to analyze demographic factors, approach factors, and social capital factors that affect the intensity of community involvement in the Family Welfare Empowerment Program (PKK) in Aceh Tamiang District. This research method uses mixed methods (combination) with a sequential approach. The size of the sample used the Taroyamane/Slovin formula with a precision of 10%, with a 95% confidence level, so the sample was obtained as many as 88.37 Dasa Wisma PKK groups in Manyak Payed District, Aceh Tamiang Regency which were then rounded up to 90 Dasa Wisma groups. The data collection technique carried out by the researcher used several methods, namely interviews, documentation studies, and a list of questions. Data Analysis Techniques The research technique used in this study is the Multiple Linear Regression Test technique, and the hypothesis testing of the Ftest and R2 tests and the partial test (t-test). Research results Simultaneously there is a positive and significant influence between Social Demography, Empowerment Approach and Social Capital on the Intensity of Community Involvement in the Family Welfare Empowerment Program (PKK) with the results of the regression coefficient test is 2,956 and the T test is 2.190 with a significant level of 0.031 (α <0.05). Thus the hypothesis can be accepted.

Abstract

This research is entitled "Survival strategy of rubber farmers when there is a decline in rubber prices in Ampung Padang Village, Batang Natal District, Mandailing Natal Regency". The location of this study was chosen because the majority of the population in Ampung Padang Village make a living as rubber farmers. This study aims to determine the survival strategy of rubber farmers when there is a decline in rubber prices in Ampung Padang Village, Batang Natal District, Mandailing Natal Regency and to find out the forms of strategies that rubber farmers use when rubber prices decline. The research method used is a descriptive study method with a qualitative approach. Data collection techniques were carried out by means of observation, in-depth interviews, and literature study. The informants in this study were rubber farmers in Ampung Padang Village, Batang Natal District, Mandailing Natal Regency. Data analysis used is data reduction, data presentation, and drawing conclusions or verification. The results showed that there were three strategies that rubber farmers used to survive, namely: active strategy, passive strategy, and network strategy. The active strategy carried out by rubber farmers is to look for side jobs, join family members to work and optimize all available resources. The passive strategy carried out by rubber farmers is to apply a frugal lifestyle and reduce family expenses. The network strategy used by rubber farmers is to ask for help from the social networks they have, both formal and informal networks.
