Abstract

Fiscal policy in managing state finances is the focus of Al-Mawardi's thinking in contributing his thoughts to Islamic economics. One of Fiscal policy in state finances talks about sources of state income. The aim of this research is to determine the sources of state income according to Al-Mawardi and their relevance in the modern sharia economic system. This research uses a descriptive qualitative approach, through a literature study type of research, with data analysis carried out to describe the problems studied in a clear, objective, critical and analytical manner regarding the sources of state income according to Al-Mawardi and their relevance in the modern sharia economic system. Al-Mawardi emphasized the importance of financial institutions, such as Baitul Maal, in managing state revenues, where each allocation must meet community needs proportionally. The concept of sources of state income in Al-Mawardi's perspective is not only relevant for the historical context, but also has significant applications in the modern sharia economic system which focuses on social justice and community welfare.

Abstract

This thesis explores the development of monetary policy in the Islamic world, from the Umayyad Dynasty to the Ottoman Empire. The research aims to analyze the evolution of monetary policies, including the minting and standardization of currency, tax administration, and fiscal systems across various Islamic empires that ruled between the 7th and early 20th centuries. During the Umayyad period, the standardization of dinar and dirham coins played a crucial role in international trade. Tax policies, such as jizyah and kharaj, strengthened the fiscal stability of the state. In the Abbasid era, banking and financial administration saw significant growth, with the establishment of institutions like the Baitul Mal and the implementation of the iqtāʿ system. The Umayyad Caliphate in Spain minted gold dinars, supporting the economy of Al-Andalus and connecting it to the Mediterranean trade networks. Smaller kingdoms, including the Fatimid, Mamluk, Safavid Persia, and Mughal India, each introduced innovations in monetary policy and trade, particularly in the use of gold and silver, as well as fiscal policies to maintain economic stability. The Ottoman Empire, as the last great Islamic power, faced significant challenges from internal economic crises and the influence of European colonial powers. Monetary and fiscal reforms were key in the Ottoman efforts to survive, though ultimately insufficient to prevent the empire's collapse. The research concludes that monetary policy in the Islamic world was historically influenced by internal factors, such as political stability and economic development, and external factors, including international trade relations and colonial threats. These policies played a vital role in maintaining economic stability during various periods of governance, but also highlighted the challenges faced by these empires in adapting to global changes.

Abstract

Abstract:  Investors in sharia cooperatives in Majalengka Regency suffered losses due to its administrators and managers who were not transparent in reporting their finances. This research aims to determine the effect of the application of sharia accounting standards and human resource competencies on investment decisions through financial reporting quality. The analytical techniques used in this study use path analysis. The results showed that the application of Sharia accounting standards had no significant adverse effect on investment decisions through financial reporting quality with an original sample value of -0.021 and Pvalue 0.554 > 0.05. In contrast, human resource competence significantly affected investment decisions through financial reporting quality with original sample values of 0.403 and Pvalue of 0.044 < 0.05. The implication of this research is to improve sharia cooperative management in financial performance to attract members to invest. The novelty of this research is the motive of investing in sharia cooperatives.Abstrak: Investor pada koperasi syariah di Kabupaten Majalengka mengalami kerugian karena ulah para pengurus dan pengelolanya yang tidak transparan dalam melaporkan keuangannya. Penelitian ini bertujuan untuk mengetahui pengaruh penerapan standar akuntansi syariah dan kompetensi sumber daya manusia terhadap keputusan investasi melalui kualitas laporan keuangan. Teknik analisis yang digunakan dalam penelitian ini menggunakan analisis jalur. Hasilnya menunjukkan bahwa penerapan standar akuntansi syariah berpengaruh negatif tidak signifikan terhadap keputusan investasi melalui kualitas laporan keuangan dengan nilai original sample sebesar -0.021 dan Pvalue 0.554 > 0.05, sedangkan kompetensi sumber daya manusia berpengaruh positif signifikan terhadap keputusan investasi melalui kualitas laporan keuangan dengan nilai original sample sebesar 0.403 dan Pvalue 0.044 < 0.05. Implikasi dari penelitian ini adalah meningkatkan manajemen koperasi syariah dalam kinerja keuangan sehingga menarik anggota untuk berinvestasi. Kebaruan dari penelitian ini adalah motif investasi pada koperasi syariah.

Abstract

Fiscal policy is a fundamental tool for achieving macroeconomic goals such as economic stability, growth, and income equality. This study explores the concept and philosophy of fiscal policy, emphasizing its role in both modern and historical contexts, including its implementation during the Prophet Muhammad’s era. Employing a qualitative methodology with a literature review approach, the research analyzes fiscal policy instruments, including taxes, subsidies, debt, and state budget expenditures, particularly within the Indonesian context. Findings reveal that fiscal policy reflects Keynesian principles, emphasizing government intervention to address market inefficiencies, stabilize the economy, and promote equitable growth. Historical analysis highlights the philosophical alignment of fiscal policies during the Prophet Muhammad’s time with modern practices, focusing on justice, equality, and sustainability through instruments like zakat, kharaj, and wakaf. The study underscores the effectiveness of fiscal policy during crises, such as the COVID-19 pandemic, in mitigating severe economic impacts and fostering long-term development. To optimize fiscal policy, this research suggest that governments should enhance transparency, accountability, and technological integration to improve resource management and efficiency. Additionally, adopting principles of equity and sustainability from historical Islamic fiscal policies and fostering collaboration among stakeholders can address contemporary economic challenges while upholding philosophical foundations.

Abstract

The global economic landscape poses significant challenges for developing countries, including Indonesia, particularly in managing inflation and exchange rate stability. This study investigates the role of central banks, with a specific focus on Bank Indonesia (BI), in maintaining economic stability amidst global economic uncertainties. Inflation, characterized by sustained price level increases and exchange rate fluctuations driven by international market dynamics and monetary policies, is identified as the primary concern affecting economic stability, purchasing power, and trade balance. The study highlights the pivotal role of BI’s inflation-targeting framework and adaptive monetary policy approaches in addressing these challenges and enhancing economic resilience. Using a qualitative descriptive analysis, the research draws on scholarly literature, official reports, and relevant academic sources to explore the effectiveness of BI’s strategies. Findings indicate that BI’s multifaceted role in inflation control and exchange rate management supports sustainable economic growth while adapting to global economic complexities. Recommendations emphasize the need for enhanced policy transparency, strategic collaboration with government and international stakeholders, and the development of adaptive monetary innovations to address digital disruptions and structural economic shifts. This study contributes to academic literature and offers actionable insights for strengthening Indonesia’s economic stability.

Abstract

Fiscal policy is a crucial aspect of economic management in a nation. In Islamic history, fiscal policy has functioned not only as a revenue collection mechanism but also as an instrument for achieving social and economic welfare. This study explores the evolution of Islamic fiscal policy, from the management of Baitul Mal to the development of modern taxation systems. This study employs a qualitative approach using heuristic and historiographical methods, analyzing secondary literature sources from various historical periods. The findings indicate that Islamic fiscal policy has historically aimed to achieve economic balance and social justice. Baitul Mal functioned as a wealth redistribution tool, while taxation systems were developed to finance public infrastructure. Despite challenges such as corruption and unequal resource distribution, the fundamental principles of Islamic fiscal policy remain relevant in the modern economic context. Therefore, this study recommends the implementation of transparency, accountability, and fiscal balance as guiding principles for contemporary economic policies to achieve stability and sustainable development.

Abstract

Fiscal policy had an important role in shaping the economic and social stability of society during the era of the Islamic Caliphate, starting from the Umawiyah and Abbasiyah periods, the Umawiyah in Spain to the Small Kingdoms. Fiscal policy during these times not only functions to collect revenue but also to support development, social welfare, and maintain political stability. This research aims to analyze the history of fiscal policy in various periods by highlighting the main sources of income, allocation of fiscal funds, and the effectiveness and benefits of policies in supporting economic development. This research approach uses a historical descriptive method by analyzing primary and secondary literature sources. The data collected includes aspects of fiscal policy such as the type and amount of taxes applied, financial administration systems, and budget distribution in various public sectors. The analysis is carried out comparatively to highlight the differences and similarities between fiscal policies during the times of large caliphates and small kingdoms in meeting the social and economic needs of society. The research results show that fiscal policy during the Umawiyah and Abbasiyah periods tended to rely on sources of income from agricultural taxes (kharaj), taxes on non-Muslims (jizyah), zakat, and trade taxes (usyr). During the Umawiyah period in Spain, fiscal policy succeeded in creating harmonious social and economic integration between Muslim and non-Muslim communities, thanks to fair tax policies and investment in community welfare.

Abstract

Abstract: This research aims to examine and analyse the regulatory concept and legal position of guarantees in statutory regulations, and also seeks to explore the Harmonization of Sharia Economic Principles regarding Guarantees in statutory provisions. Analytical descriptive methods were used in this research, and a juridical-normative approach was used with qualitative research data types. Primary, secondary and tertiary data sources were obtained from several relevant literature. This research indicates that the concept of regulation and the legal position of guarantees in statutory provisions is contained in legislation that is made and ratified in writing. Conceptually, the legal regulation of guarantees can be divided into three, namely, the first concept of legal regulation of guarantees, which originates in Book II of the Civil Code, the second is the law of guarantees, which is regulated outside Book II of the Civil Code, the third is the legal regulation of guarantees according to law. sharia economics. Guarantee law acts as a subsidiary or complementary agreement. In connection with the harmonisation of Sharia economic principles, guarantees in statutory regulations can be understood through various principles of Sharia economic law reflected in legislation. These principles consist of the principle of worship (al-tauhid), the principle of justice (al-adl), the principle of amar ma'ruf nahi munkar, the principle of freedom (al-hurriyah), the principle of equality (al-musawah), the principle of helping each other (al -ta'awun), and the principle of tolerance (al-tasamuh), which is substantially contained in the legislation. Abstrak: Penelitian ini bertujuan untuk mengkaji dan menganalisis pengaturan dan kedudukan hukum jaminan pada peraturan perundang-undangan, dan juga untuk menggali Prinsip-prinsip Ekonomi Syariah tentang Jaminan dalam ketentuan undang-undang. Metode deskriptif analitis digunakan pada penelitian ini, dan menggunakan pendekatan yuridis-normatif, dengan jenis data penelitian kualitatif. Sumber data primer, sekunder, dan tersier didapatkan dari beberapa literatur yang relevan. Hasil penelitian ini menunjukkan bahwa Konsep pengaturan hukum jaminan pada peraturan perundang-undangan dibedakan menjadi tiga yakni pertama konsep pengaturan hukum jaminan yang bersumber di dalam Buku II Kitab Undang-undang Hukum Perdata (KUHPdt), kedua pengaturan hukum jaminan yang terdapat di luar Buku II Kitab Undang-undang Hukum Perdata ketiga pengaturan hukum jaminan menurut hukum ekonomi syariah. Hukum Jaminan berkedudukan sebagai perjanjian ikutan/pelengkap (Assecoir). Adapun alasan dibolehkannya objek yang dijaminkan pada akad pembiayaan di perbankan syariah didasarkan adanya kesadaran akan resiko terhadap munculnya moral hazard. Adapun Prinsip-prinsip ekonomi syariah tentang jaminan dalam peraturan perundang-undangan dapat difahami melalui berbagai prinsip hukum ekonomi syariah pada berbagai perundang-undangan jaminan yang terdiri atas prinsip ibadah (al-tauhid), prinsip amar ma’ruf nahi munkar, prinsip keadilan (al-adl), prinsip kebebasan (al-hurriyah), prinsip persamaan/al musawah, prinsip saling tolong menolong (al-ta’awun), dan prinsip toleransi (al-tasamuh), yang secara substansial sudah terdapat di dalam perundang-undang tersebut, hanya saja keberadaan prinsip tersebut belum sepenuhnya terimplementasikan dalam peraturan jaminan.

Abstract

The management of the State Budget (APBN) is a key instrument in fiscal policy, playing a crucial role in achieving economic growth, price stability, and income distribution. However, in recent years, Indonesia’s APBN management has faced various challenges, including a continuously increasing budget deficit, suboptimal expenditure efficiency, and limited state revenue sources. To address these issues, the Islamic economic perspective offers an alternative approach that emphasizes justice, transparency, and sustainability in public financial management. This study employs a descriptive qualitative method through a literature review to analyze APBN management based on Islamic economic principles. The findings indicate that the implementation of Sharia-compliant financial instruments, such as zakat, waqf, and sukuk, can reduce reliance on interest-bearing debt while sustainably increasing state revenue. Furthermore, applying transparency, accountability, and efficiency principles in APBN management in accordance with Sharia values can enhance public trust in the government and Islamic financial institutions. Optimizing APBN management from a Sharia perspective requires strengthening Islamic financial literacy, improving the capacity of zakat and waqf management institutions, and harmonizing regulations that support the integration of Sharia financial instruments into the national fiscal system. Through a more just and sustainable approach, Indonesia can achieve more effective budget management and promote inclusive and competitive national development.

Abstract

This study explores the role of fiscal policy instruments within the framework of Islamic macroeconomics, mainly through the principles of Maqasid al-Shariah, which emphasize social justice and societal well-being. Using a qualitative research approach with a descriptive analysis method, this study incorporates literature review and triangulation techniques, like document analysis and expert interviews, to assess the effectiveness of zakat, waqf, and sukuk in supporting economic stability and social welfare. The findings indicate that these instruments significantly contribute to poverty reduction and infrastructure development, yet challenges remain in governance, transparency, and public awareness. Strategic measures such as regulatory strengthening, institutional capacity building, and financial literacy campaigns are necessary to enhance the impact of Islamic fiscal policies. Additionally, leveraging technological innovations—such as digital zakat platforms and innovative waqf management models—can improve efficiency and transparency. By addressing these challenges, Islamic fiscal policy has the potential to serve as a sustainable and ethical alternative to conventional fiscal systems.
