Abstract

Nationally, the program to rejuvenate oil palm has become a concern of the Government. It is supported by the policy of replanting grant funds using funds from the Oil Palm Plantation Fund Management Agency (BPDPKS), including West Sumatra Province. In Dharmasraya District, KUD Suka Maju received grant funds to realize replanting in 2019, while KUD Bukit Jaya was for realization in 2020. This paper describes the activities' results to the two KUDs in preparation for replanting oil palm using BPDPKS funds. The activity's objective is to encourage and revive the spirit of cooperation in the KUD and help accelerate the effective coordination among stakeholders in the replanting program in the district of Dharmasraya. In the context of broader regional development, particularly the development of sustainable oil palm plantations, this oil palm replanting program needs to involve stakeholders from the initial planning stages to implementation and evaluation. Coordination between related government agencies requires the participation of the Regional Development Planning Agency (Bappeda) as the coordinator of regional planning, and it is necessary to internalize the replanting program plan with all its aspects into the Office's Strategic Plan (Renstra) and the Regional Medium-Term Development Plan.

Abstract

This paper contributes to providing an understanding of the dynamics of infrastructure development planning in sustainable development. First, this paper will explain the concept of development from the beginning. The idea is used in a scientific context. Then it will also be described development planning and, in more detail about infrastructure development planning. The research method used is a qualitative approach with systematic literature review (SLR) from various sources of the best journals in googlescholar.com, sciencedirect.com and other relevant sources. The result of this article review is to explain the development of development planning concepts from different periods; development planning context (Developed and Developing countries); categories of physical or social infrastructure development planning; then the sustainability impact of infrastructure development planning, both positive and negative effects of economic, environmental and social aspects, the last about the relationship of development planning with political decision making Based on this paper it is known that the dynamics of infrastructure development planning related to the sustainability of development. Then development planning cannot stand autonomous as an idea or concept that is normative because political decision-making determines the success of the planning. Furthermore, it is necessary to collaborate and synergize development actors in realizing infrastructure development planning. The novelty in this paper is to raise some research questions that can be researched for the future about the dynamics of infrastructure development planning in sustainable development.

Abstract

Penelitian ini bertujuan untuk menganalisisfaktor-faktor yang mempengaruhi pelaksanaan pengarusutamaan gender pada kampung KB di Kota Bukittinggi. Penelitian ini menggunakan pendekatan deskriptif.Pengambilan data dilakukan dengan kuesioner berupa pertanyaan tertutup dan terbuka. Data yang diperoleh akan diolah dengan menggunakan metode SEM-PLS. Hasil analisis menunjukkan bahwa belum optimalnya peran laki-laki dalam pemanfaatan pelayanan KB-pria, sehingga laki-laki dan perempuan belum dapat secara seimbang berpartisipasi serta memperoleh manfaat yang sama dari pelayanan KB dan kesehatan reproduksi. Secara keseluruhan akses, partisipasi, kontrol, dan manfaat merupakan faktor-faktor yang mempengaruhi kesetaraan gender dikampung KB. Dalam hal upaya Pemerintah agar dapat meningkatkan kesetaraan gender dikampung KB adalah dengan mengembangkan program KB dan kesehatan reproduksi yang responsif gender, yaitu program yang perencanaan dan pelaksanaannya mampu memenuhi kebutuhan laki-laki dan perempuan secara seimbang. Kata Kunci :Pengarusutamaan gender, program keluarga berencana.

Abstract

Penelitian ini bertujuan untuk menganalisisperkembangan ekonomi dan kinerja Pemerintah Daerah Kabupaten Solok sebelum terjadinya pemekaran daerah dan setelah terjadinya pemekaran daerah.Penelitian ini menggunakan pendekatan deskriptif dan Metode indeksasi digunakan untuk mendapatkan penilaian Kinerja Ekonomi, Kinerja Keuangan Pemerintah Daerah, Kinerja Pelayanan Publik dan Kinerja Aparatur Kabupaten Solok sebelum dan sesudah pemekaran dengan mangacu kepada Studi evaluasi pemekaran daerah yang dilakukan oleh Bappenas dan UNDP tahun 2008. Hasil analisis menunjukkan bahwa Secara keseluruhan Indikator Kinerja Ekonomi (IKE), Indikator Kinerja Keuangan Pemerintah Daerah (IKKPD), Indikator Kinerja Pelayan Publik (IKPD) dan Indikator Kinerja Aparatur Pemerintah Daerah (IKA) Kabupaten Solok setelah pemekaran lebih tinggi daripada sebelum pemekaran. Jadi bisa dikatakan pemekaran memberikan dampak positif terhadap Kabupaten Solok. Tapi jika dibandingkan dengan Kabupaten Solok Selatan, Kabupaten Solok hanya lebih unggul di sisi Indikator Kinerja Ekonomi (IKE) dan Indeks Kinerja Aparatur (IKA). Sadangkan dari sisi Indikator Kinerja Keuangan Pemerintah Daerah (IKKPD), Indikator Kinerja Pelayan Publik (IKPD) Kabupaten Solok Selatan lebih unggul dari Kabupaten Solok. Dalam hal ini Pemerintah Kabupaten Solok hendaknya meningkatkan Peningkatan potensi daerah dan Peningkatan Porsi Belanja Langsung di Kabupaten Solok untuk meningkatkan pelayanan publik dan mendorong peningkatan pembangunan sedangkan upaya untuk meningkatkan kinerja pemerintah daerah dengan peningkatan kualitas aparatur Kata Kunci : Pemekaran, kinerja, ekonomi, keuangan, pelayanan public, aparatur

Abstract

As an archipelago, Indonesia has a lot of marine tourism potential. Its development can help the economic growth of the State and society. To develop maritime tourism can be done with a variety of approaches, one of them through a bottom-up approach that is community based. So that the proposition can be proven theoretically correct, it is necessary to study literature about the development of community-based marine tourism and this is at the same time the goal of research. This research belongs to the type of library research. The data used are secondary data from various sources, especially scientific journals obtained from scientific journal websites (national and international), Open Journal of Access, and Google Scholar. Data collection techniques used are documentation techniques. The focus of the data in this study is the study of literature on the general description of Indonesian marine tourism and theoretical conceptual literacy as well as previous research on community-based marine tourism development and theories or concepts related to community-based development / development. The data analysis technique used is descriptive qualitative through analysis tools, namely content analysis. Many marine tourism potentials and destinations are scattered throughout the administrative regions of Indonesia. Indonesian marine tourism resources that are worldwide, such as biodiversity of coral reefs, snorkeling spots, dive spots, and surfing spots. To develop maritime tourism can be done by optimizing the potential of the community, such as local wisdom, culture, customs, religion. This approach is better known as community-based development / development. In its implementation, it needs accurate strategy and good planning so that the goal of developing marine tourism can be achieved well. Keywords: economic growth, coastline, islands, marine tourism

Abstract

This study aims to analyze economic growth of production centers of leading agricultural commodities food crops in West Sumatera Province. The data used in this study are secondary data with descriptive analysis tool by comparing the economic growth: GDP, agricultural sector and food crop subsector in West Sumatera Province before and after the establishment of production centers for food commodities. The productivity level of leading agricultural commodities in each region that has been determined tends to fluctuate and have not always increased. The rate of economic growth reflected in GDP of the food crops actually decreased significantly from 2014 to 2016. This illustrates that the establishment of production center areas has not fully been able to increase the productivity of production centers nor increase the economic growth of food crops subsector, agricultural sector and the overall economic growth rate in West Sumatera Province.

Abstract

It has been said that development requires sacrifice. This has been the experience of households living in Koto Panjang, Sumatra, Indonesia. Because of new dam construction, they have had to move to new settlements provided by the government. The displaced community consists of 4868 families from 10 villages. Many problems have arisen due to this removal. This study examines the influence of household participation and compensation on household welfare by using a Structural Equation Model. The sample consisted of 360 household heads from 12 villages in Koto Panjang whose households had been moved. The results show that compensation positively and significantly affected household welfare, while household participation could not be proven to affect household welfare.

Abstract

The construction of dams in many cases has led to forced displacement and resettlement of about 40-80 million people worldwide. Several studies have reported that Development Induced Displacement and Ressettlement (DIDR) cause negative impacts on living standards and livelihood outcomes of the resettled communities. Koto Panjang Dam has been in operation for 20 years. The impact of settlement movement due to the construction of a long Koto Panjang dam is also experienced by second generation resettlers. The objectives of this study were: a) to assess the profile access and control on household farming livelihood of second generation of resettlers, and b) to assess the level of household welfare of the second generation in Koto Panjang hydropower region, Riau Province.  All second-generation households in Koto Mesjid and Pongkai Istiqamah were taken for samples (92 households).  Profile access and control on households farming at the site of this study showed that men still dominated in access and control on farm management such as: land, working, credit, means of production, breeding, pest and disease control, education, training, and agricultural extension. Women were more dominant in processing and selling the yields. The poverty experienced by households in Koto Masjid village was largely due to limited land ownership, while that experienced by households in Pongkai Istiqomah village was due to the dependence of livelihoods on the rubber plantation, in addition to the limited field of other businesses in the village.

Abstract

The cooperation has long been a pillar of the national economy in Indonesia, especially in developing the economy in rural areas. The Village Unit Cooperation (KUD) was developed to accelerate agricultural development, aimed at improving the farmers 'and peasants' farming in rural areas. KUD has also assisted in the success of regional development programs based on the agricultural sector, one of the plantation sub-sector, which is a partner of the plasma of palm oil farmer group of People’s Core Plantation (PIR) program throughout Indonesia. In the province of West Sumatra, the PIR of palm oil plantations began in the 1980s as a base of regional development, and now the age of harvest has made the age of plants unproductive. Accordingly, KUD Bukit Jaya in Dharmasraya District, one of the KUDs who wishes to apply replanting to farmer groups whose members,t found some obstacles in the implementation. This activity aims to facilitate KUD Bukit Jaya in order to realize the replanting activities in its working area. This action research is conducted using four stages of approach, namely: [1] introduction of problems with dialogical approaches, using interview techniques and discussions with cooperative managers as well as farmers whose gardens have to implement replanting; [2] the team analyzes the problems found and contacts the parties related to issues conveyed by cooperatives and farmers; the parties are insurance companies, bappeda as coordinator of cooperative technical service; [3] holding discussions and discussions with the cooperation, farmer groups and involved parties (insurance companies, cooperative agencies, and district government); [4] agreed on assistance for the preparation of cooperative and peasant group work plans for the preparation and implementation of replanting

Abstract

Regional development was done before Indonesia's Independent day in 1945, but it still did not achieve the result as expected. The root cause of this problem is avoiding factors that influence regional development. The method used is an integrated review of research focused on regional development and competitiveness. This paper will discuss the external and internal factors of regional development to increase Indonesian position in regional competitiveness level. Internal factors related to regional development are management, resources, participation, local industry, infrastructure, technology, local policy, innovation, and entrepreneurship. Moreover, the external factors affecting regional development are the government, politics, market, and investment. Internal factors in regional development can be controlled; however, external factors are uncontrollable. Focusing on regional development to maintain competitive economic growth and become a competitive region should be put on innovation, entrepreneurship, and networking
