Abstract

Tourism is not only done in urban areas but also has been in great demand in the countryside. This is due to the beauty of nature, cultural uniqueness, and other characteristics in rural areas that attract visitors. Besides aiming to reduce the fatigue of activities in the city, tourists also want to experience nature and the life of rural communities. This literature study research seeks to identify the main pillars of sustainable rural tourism development. Sustainable rural tourism development is the development of the tourism sector in the village by observing the sustainability of tourism, such as efficient use of environmental resources while preserving natural heritage and biodiversity, including respecting the socio-cultural authenticity of the local community in terms of inter-cultural tolerance and should provide socio-economic benefits to all stakeholders, using qualitative descriptive methods. The writer analyzed the objects of the study in terms of tourism development, rural tourism, sustainable rural tourism development, and the role of stakeholders in rural tourism development. The main pillars found are culture and community participation (socio-culture), ecology (environment), and policy (politics).

Abstract

The study aims to identify (1) the district which has the growth potential in Sijunjung district-based facilities. The facilities used are agricultural facilities. the methode analysis used for this research is scallogram and index centrality. (2) to identify basic comodities in plantation subsector in each sub-district, the methode analysis is analysis location quentiont (LQ) and shift share analysis (SSA). the analytical method use is descriptive quantitative. The result of analysis show points out that the main growth center first hierarchy in Sijunjung is Kamang Baru with centrality index value of 719,9 and the main commodities of first priority is palm oil and Koto VII district with centrality index value of 682,5 The lead of plantation commodities in Koto VII are rubber in first priority and coconut in third priority.

Abstract

This study aimed to analyze the economic value of prospective SFAL (Sustainable Food Agricultural Land) and residential land and provide policy recommendations on controlling the conversion of food land functions following field facts. The approach used was descriptive quantitative research. The data used were primary data sourced from farmers with prospective SFAL land and residents of housing. The results showed that the economic value of SFAL land is smaller than the economic value of residential land with a ratio of 1:27. Through the incentive scenario for the construction of an irrigation project, a ratio of 1:18 was acquired. The real value received by farmers per year when rice fields were used as rice farming land was IDR 1.346/M2/year, and the value of residential land was IDR 36,391/M2/year. Although the economic value of SFAL land was smaller than residential land, farmers still want to maintain rice fields because they were a source of food for their families. The SFAL policy launched by the government to protect agricultural food land with an incentive scheme was responded to positively by farmers. However, the disincentive scheme received a negative response from farmers because it was detrimental to them. Based on the research results, it was recommended policies that can support the implementation of SFAL in the future, namely adjusting the types of incentives preferred by farmers that could increase the economic value of agricultural food land. As a result, it can also increase the real value received by farmers.

Abstract

Persoalan kumuh menjadi bagian permasalahan kumuh bagi kota-kota besar di Indonesia dan menjadi tanggung jawab semua pihak dalam penanganannya. Berbagai upaya dilakukan dalam penanganannya untuk terciptanya lingkungan yang sehat, bersih, aman, tertib, layak huni, dan nyaman bagi penghuninya. Kelurahan Batang Arau Kota Padang salah satu kelurahan kumuh di Kota Padang sesui SK Kumuh tahun 2014. Penanganan kumuh telah dilakukan oleh beberapa pihak sejak 4 tahun terakhir sehingga perlu dianalisis efektifitas penanganan permukiman kumuh yang dilakukan. Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif dan kuantitatif. Pengumpulan data dilakukan dengan observasi lapangan, wawancara secara bebas. Data yang digunakan mencakup data kualitatif seperti data kondisi fisik wilayah, penggunaan lahan sedangkan data kuantitatif berupa data demografi, data sarana dan prasarana lingkungan, data numerik 7 aspek kumuh, dan data investasi kegiatan penanganan kumuh. Pengolahan data menggunakan analisis terhadap data baseline yang bersumber dari Program KOTAKU dan data kolaborasi kegiatan investasi penanganan kumuh tahun 2016-2019. Program Kota Tanpa Kumuh (KOTAKU) salah satu program nasional yang fokus pada pencapaian pengurangan luasan kumuh. Hasil penelitian menginformasikan bahwa 3 kriteria yang dinilai efektivitasnya yaitu upaya/usaha (effort) yang dilakukan oleh pemerintah dalam melaksanakan program sesuai dengan tujuan yang ingin dicapai dinilai tidak efektif, hasil (result) dari pelaksanaan program dibandingkan dengan hasil yang ditetapkan sebelumnya, dinilai tidak efektif serta dampak (impact) yang dirasakan langsung oleh masyarakat dari pelaksanaan program dinilai efektif. Berdasarkan hal tersebut, dapat disimpulkan bahwa efektivitas penanganan permasalahan permukiman kumuh di Kelurahan Batang Arau dinilai tidak efektif.

Abstract

Padang has been determined to be a livable city in 2024, according to the Mission of the City Major 2019-2024. Some improvements have been made, such as more BRT corridors, widening the sidewalk, and adding benches along the sidewalks. However, achieving a livable city is far more than just those thingies; we also need to know what people need and what the government is willing to do. This study explores the determinant factors in achieving the livable city criterion for Padang, especially regarding transportation-related variables in the expert views along and public and government interests. The quadrant analysis of Expectation-Performance and Effort-Effect Analysis was used to identify the determinant and priority factors in improving the livability of Padang. The results show that improving some essential elements has satisfied public expectations. Still, more things need to do, such as an integrated transportation system, comfortable public transportation, transportation for disabled persons, and a more environmentally friendly transportation mode. With less effort and high effect, the most priority factors are comfortable and secure pedestrian facilities, improving traffic to reduce travel time, and improving public transport facilities.

Abstract

This research examines the concept and empirical basis of settlement and local wisdom. Settlements contain residential environments along with facilities and infrastructures to support functions. Local wisdom is local ideas that have good values or norms practiced and believed to be referenced in everyday life. This study observes the implementation of local wisdom in settlement management, which aims to assess the local wisdom contained in settlements Nagari Pariangan, Tanah Datar Regency, West Sumatra Province using a qualitative descriptive method. The novelty of this research reveals contextually the local wisdom of settlements in Nagari Pariangan, which has its characteristics, including Rumah Gadang and surau (prayer houses) owned by each suku (ethnic group), as well as tapian (banks) used for common purposes. Results of this study show that the values of local wisdom in settlements in Nagari Pariangan are manifested in the value of environmental conservation and social values, where these values are not fully maintained, and some have not been continued or implemented until now. To maintain the values of local wisdom can be continued it is necessary to provide learning to the younger generation and to activate the surau as a mean of learning and education.

Abstract

Pemerintah desa memiliki peran yang strategis dalam proses penyelenggaraan pemerintahan, pembangunan, dan pelayanan pada masyarakat dengan adanya undang-undang tentang desa dan dukungan dana desa. Penelitian ini bertujuan untuk mengetahui efektivitas pemanfaatan dana desa dalam pembangunan desa-nagari. Penelitian dilaksanakan di nagari yang termasuk kategori berkembang dan nagari kategori tertinggal di Kabupaten Solok Selatan. Data dikumpulkan dengan wawancara mendalam terhadap 18 informan kunci, dengan kuesioner terhadap 60 sampel. Analisis data dilakukan dengan metoda deskriptif kualitatif untuk menjelaskan kesesuaaian perencanaan dengan pelaksanaan. Analisis kuantitatif digunakan untuk mengetahui tingkat efektifitas pemanfaatan dana desa dengan memberi skor (1, 2 dan 3) terhadap 24 pernyataan pada kuestioner. Skor 24-40 termasuk kategori tidak efektif, skor 41-56 kurang efektif dan skor 57-72 termasuk kategori efektif. Penelitian ini menemukan bahwa terdapat ketidak sesuaian perencanaan dan pelaksanaan dalam pemanfaatan dana desa untuk pembangunan nagari, baik pada nagari yang berada pada kategori berkembang maupun tertinggal, yaitu 66% untuk kegiatan pemberdayaan dan 33% untuk kegiatan pembangunan fisik. Pemanfaatan dana desa pada tahun 2017 dan 2018 termasuk kategori efektif dari aspek pencapaian tujuan dan integrasi namun tidak efektif dalam aspek adaptasi. Namun demikian secara keseluruhan penggunaan dana tesa termasuk kategori efektif. Dengan demikian perlu pendampingan nagari dalam penyusunan rencana dan peningkatan partisipasi masyarakat dalam pemeliharaan hasil pembangunan desa.

Abstract

Sago is a native Indonesian plant that has the potential to be developed as a food and non-food source because it has several advantages, namely high starch content, resistance to climate change, being able to grow and adapt to marginal environments. Sustainability of sago plantation management must meet environmental, economic, social and institutional aspects. The purpose of this study is to identify the dynamics in the development of sago plantations and forms of local wisdom that can support the development of sustainable sago plantations. The research method used is a qualitative approach with Systematic Literature Review (SLR). The results of article review show that the development of sago plantations faces constraints of low productivity and unsustainability from social, economic, environmental culture and institutional aspects. Meanwhile in the community there are local wisdom sago management practices that have a positive effect on the five aspects of sustainability. However, previous study is still partial and does not focus on the sago plantation sector. Research questions about how to develop sustainable sago plantations based on comprehensive local wisdom is the novelty that are offered to be answered in future research.

Abstract

Land acquisition for the construction of toll roads is a key component of growth, however property acquisition has run into challenges. One of these challenges is that there hasn't been an adequate amount of community involvement and social and political studies of the impacted communities, which puts the community at risk while also impeding the efficient building of toll roads. With the use of the variables of community culture, political will, land governance, and community involvement in the decision-making process, this study tries to explain the elements that affect the decision-making process in land acquisition planning. The research strategy is a quantitative. 325 respondents completed questionnaires distributed to the impacted neighborhoods, which were used to gather research data. The data was then analyzed using structural equation models (Structural Equation Models) utilizing the AMOS application and the Sobel test. According to the study's findings, the decision-making process was significantly influenced by community culture, political will, and land governance. In light of community cultural characteristics such as political will, land governance, and community involvement, the study's conclusion shows that a model for land acquisition policy decision-making exists.
