Abstract

Presence of illegal immigrants in the Pekanbaru City is one problems that is very warm discussed among people in the Pekanbaru City and other sosial media both at local and national level. Presence of illegal immigrants in Pekanbaru City in background because of interfence or threaths both in terms of economic, political, social, security and so forth. Pekanbaru City the one of cities tath are part of  Unitary State of Indonesian which lives on world trade and up holds human rigths especially those of the right to life. That is primary factor presence of illegal immigrants in Pekanbaru City. To overcome this problem the need for coordination and communication between policy, implementor and the environment in maintaining regional and state stabilitas. This research aims to look at the whole of illegal immigrants, government policy limiting factor in addressing the problems of immigrants in Pekanbaru City and also to see the impact that will occur the concept of theory Thomas R. Dye in William N. Dunn are three elements that make up a system policy. The third element of the policy is a public policy , stake holders and policy environment . This research using qualitative apporach using snowball sampling and data collection techniques with interviews, observation and documentation. These studies show that analysis of the issue of illegal immigrants in the city of  Pekanbaru that most man for illegal immigrants to obtain protection in their country there is chaos in various fields. Inhibiting factor because this issue is handled directly by the central government and only if there is a problem regarding the coordination of these immigrants and their impact on the surrounding communities concerns such as the spread of the Shi'a and their followers spread of Islamic State Iraq and Syria (ISIS) is currently the talk warmer world. Abstract

The creation of an effective and efficient general election is the purpose of organizing the elections. However, problems related to elections are still occurring today. Starting from the issue of selector list, voice mail to vote. Where the voting process relates to the use of E-KTP. Pekanbaru was one of the most popular elections in the year 2019. The Pekanbaru City General Election Commission as the organizing Committee was examined using the theory of Duncan (in Steers, 1985:53) quoted by Kharisma (2017:5). Methods of study used qualitative methods with a descriptive approach and technique of determination of informant using purposive technique. The results showed that the use of E-Ktp in voting in the elections in 2019 has notbeen effective there are factors that inhibit the implementation of such as: community participation, communication, data used, human resources, and facilities and infrastructure.          Keywords: effectiveness, E-KTP, general election

Abstract

The Kelurahan Siaga Sehat Jiwa (Rasa Sejiwa) Program is a program in the mental health services sector that is adopted by Puskesmas Nanggalo, Padang City, with the aim of to improve health services for people with mental disorders who are in the working area of the Nanggalo Community Health Center through training for mental cadres, monitoring taking medication, and implementing mental health services. The purpose of this study was to determine how the adopting process of the Rasa Sejiwa Program at the Puskesmas Nanggalo, Padang City and to find out what was the supporting factors in the adoption of this innovation. This research uses purposive sampling technique with qualitative research type, using a descriptive approach and the required data both primary and secondary data are obtained by interviewing and documentation techniques for further analysis. The results of this study indicate that the implementation of the innovation adoption of the Sense of Soul Program at Nanggalo Community Health Center, Padang City has gone well. The supporting factors for the adopting process this innovation are cross-sector cooperation, good leadership, and support from the community.Keywords: Innovation Adoption, Mental Health Service

Abstract

By improving the quality of Human Resources (HR) is one effort of government to bring number of poverty down. So, Government through Social Ministry formulated Program Keluarga Harapan. Program Keluarga Harapan is cash conditional transfer program. Pematangsiantar became one region of target implementation of this program in 2014. As a new program, Program Keluarga Harapan needs to be socializated as the beginning of implementation. The purpose of this research is to describe and analyze Program Keluarga Harapan especially in health sector.The theory concept that used is theory by Laswell. This theory consist of five components; the communicator, the contents of message, the media used, the communicant, and last the effects after socialization. This research used qualitative research methods to describe data. The needed data was collected through observation, interview, and literature study.After the research, it was found that socialization was optimal. Because few of RTSM as receiver change their mindset by checking up their health to destinated health facility.Keyword : Socialization, Program Keluarga Harapan, Health

Abstract

Work accident is one of the main problems in the Employment sector. To overcome problem work accident is needed a policy that accommodate the rights of workers in doing the work called protection labor. Strategy of the Department of Labor is the measures that have been planned and implemented by the Department of Labor in the performance of labor protective measures according to the vision and mission of the organization.This research aims to find out how strategies of the Department of Labor and factors affecting the strategy set forth by the Department of labor of Pekanbaru.This research used a qualitative approach by using a method of snowball sampling with data collecting technique by means of an interview, observation and documentation.Results of the research is a strategy Department of Labor in Pressing Numbers Work Accident in Pekanbaru city was not effective since the Department of Labor hasn't been able to optimize the power and opportunities owned by the Department of labor. Factors that affect the strategy of the Department of labor in Pressing work accident Rate among other things: the quality and quantity of human resources, maximizing socialization and need to surveillance periodically.Keywords: Work Accident, Strategy, Labor Protection.

Abstract

This research is motivated by the seriousness of the Pekanbaru City government to reorganize the potential for local taxes, one of which is an effort to increase Regional Original Income through the swiftlet nest tax sector. The target to be achieved in the implementation of the swallow nest tax is to increase swallow nest tax revenue in Pekanbaru City by carrying out the strategies that have been established in the Organizational Strategic Plan. This study aims to describe and analyze the strategy of the Regional Revenue Agency |in the application of Pekanbaru City Regulation Number 10 of 2011 concerning Swallow's Nest Tax. The method used in this study is qualitative, data collection techniques using interviews, observation, and documentation. This study uses Koteen's Theory which uses four types of strategies, namely: Organizational Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy. Based on the results of the study, it can be concluded that the strategy of the Regional Revenue Agency in the application of Pekanbaru City Regulation Number 10 of 2011 concerning Swallow's Nest Tax has not run optimally. The inhibiting factor for the Strategy of the Regional Revenue Agency in the Implementation of the Pekanbaru City Regulation Number 10 of 2011 concerning the Swallow's Nest Tax, namely, the payment provisions that have not been maximized, and the program implemented has not been maximized. This has an influence on the Strategy of the Regional Revenue Agency in the Implementation of Pekanbaru City Regulation Number 10 of 2011 concerning Swallow's Nest Tax

Abstract

The area of forest and burning land in Riau Province until 2016 has reached 3,218 hectares with the highest number of fires in Rokan Hilir Regency with 32 points. Other fire spots are also spread in Pelalawan, Meranti, Rokan Hulu, Bengkalis, Inhil, and Inhu districts. Meanwhile, forest fires and peat lands in the eastern coastal region also continue. Up to now, there have been 310.25 hectares of peat land already burned in Meranti Regency. To know and analyze the factors that influence the development of canal blocking as a peat land fire prevention solution in Sungai Tohor village, Kepulauan Meranti regency. The type of this research is qualitative with explorative method. In the construction of canal blocking as a peat land fire prevention solution in Sungai Tohor Village is influenced by several factors. The first is the government regulation factor, community participation in the form of participation and public awareness in the construction of canal blocking. As well as public awareness as a subject who felt the benefits of the existence of this blocking canal. Next is the local wisdom of peat communities. Which communities should maintain the sustainability of peat lands that are the source of their lives that have traditionally used them to cultivate sago.

Abstract

Penelitian ini dilatarbelakangi oleh keinginan masyarakat untuk membangun desa mandiri dan mencari jalan keluar dari permasalahan dampak kerusakan lingkungan melalui pemeliharaan dan pengembangan ekowisata. Kerusakan lingkungan hutan mangrove di Kabupaten Kepulauan Meranti semakin parah, abrasi pantai telah mengikis seluruh wilayah pesisir di Meranti. Tak terkecuali kawasan pesisir di Desa Banglas. Melalui strategi BUMDes Banglas Bestari dalam pengembangan pariwisata, lingkungan hutan mangrove kini menjadi Ekowisata Jembatan Pelangi yang diapresiasi oleh seluruh pengunjung dan masyarakat Meranti. Tujuan dari penelitian ini adalah untuk menganalisis dan menyusun strategi yang tepat bagi BUMDes Banglas Bestari dalam mengembangkan unit usaha pariwisata di Desa Banglas Kabupaten Kepulauan Meranti. Penelitian ini menggunakan pendekatan metode penelitian deskriptif kualitatif. Data penelitian diperoleh secara langsung melalui wawancara dengan informan, dan perumusan strategi ditentukan dengan analisis SWOT dari tabel IFAS dan EFAS. Hasil penelitian ini mengidentifikasi dan merumuskan strategi badan usaha yang dimiliki desa Banglas Bestari untuk menghasilkan Strategi SO dimana kekuatan dan peluangnya kuat dan besar. Rekomendasi strategi yang diberikan adalah strategi progresif, artinya organisasi dalam kondisi prima dan stabil sehingga sangat memungkinkan untuk terus berkembang, meningkatkan pertumbuhan dan mencapai kemajuan yang maksimal. Keadaan ini sangat menguntungkan, karena kekuatan yang dimiliki dapat dimanfaatkan untuk peluang yang ada.

Abstract

The peat phenomenon that occurs in Riau Province negatively impacts the environmental conditions resulting from the management and utilization of peat ecosystem areas that are out of control and irresponsible. For example, forest fires and land that occurred have an impact of smoke haze that hit Riau and Sumatra region. This study aims to analyze the Effectiveness of Peat Restoration in Riau Province. This research is done by using qualitative method. The peatland restoration program that has been established in several districts in Riau Province is also influenced by several factors that influence the implementation process, including the following: (1) Conceptualization of Peatland Restoration Program. Since the restoration program has been rolled out, there are still many parties who do not understand what peatland restoration is. This caused inequality in the implementation of the restoration program. So far, the community considers restoration of peatlands to the extent of government tasks, and for local governments the restoration program is only a pilot project of the central government. In fact, it is wrong, therefore the conceptualization of this restoration must be clear and submitted continuously to the government apparatus, stakeholders and the community. (2) Implementing Institutional Preparedness The readiness of the implementing agency in this case is whether the institutions involved in this peat land restoration program are ready to implement with all the preparations in the form of activity designs, socialization to be performed, supporting funding, and how to respond to society. (3) The Encouragement of Good Local and Formal Figures at Provincial, District, District and Village Levels. In implementing peatland restoration programs, encouragement or support of parties other than those of the relevant official are indispensable, both formal and informal. The conclusions of this study indicate that overall government efforts to implement peat restoration have not been too effective. Some districts have successfully restored their peatlands but in some districts peat restoration has not been an important agenda in the formulation and implementation of policies in the district

Abstract

Human mobility has been started since time immemorial, the activities carried out by a variety of purposes, among others, to find food, looking for a better place to live, flee from the invasion of other people and so on. In the mobility often brings the goods or not carrying goods. Therefore diperluhkan tool as a means of transportation. This article describes how to build a partnership between government, business and society in the public transport sector. The method used is: a method literature. Aspects of efficiency resulting from the development of transport in order to increase total factor productivity, a major factor to determine the extent of the relationship between transport and the economy. This is the basis for determining whether an increase in the supply of transport can provide something that is meaningful to increased competition or increased economic growth, social and environmental sustainability. Problems funding needs huge investments for the development of the transport sector can be overcome if the funds were handed over to private sector development as an owner of capital, while the government as a component of regulators should be bold and assertive in policy-making that comes from the community.
