Abstract

LPG 3 kg has become a very important requirement. It can be seen from the demand for LPG 3 kg is increasing every year, both in use for households or for the development of micro enterprises. The purpose of this research was to determine how the LPG 3 kg distribution control in the Kelurahan Sidomulyo Barat Kecamatan Tampan by the Department of Industry and Trade of Pekanbaru City (case study: Sub Distributor LPG 3 kg) and to determine the factors that affect the control in the distribution of LPG 3 kg.Theoretical concepts used is controlling from Ukas. Indicators in this research accomplished the standard, compare result with standard, and take correction action. And to determine the factors that affect the control in the distribution of LPG 3 kg by the Department of Industry and Trade of Pekanbaru City in Kelurahan Sidomulyo Barat Kecamatan Tampan based on research in the field. The method used is descriptive qualitative with purposive sampling technique . Informants in this study is the Department of Industry and Trade of Pekanbaru City, PT . Pertamina ( Persero ), Distributor LPG 3 kg , Sub- Distributors LPG 3 kg and Consumers with accidental sampling technique .From the research, it can be concluded that controlling is done by Department of Industry and Trade of Pekanbaru City in Kelurahan Sidomulyo Barat Kecamatan Tampan no miximized. can be seen from sub distributors LPG 3 kg that did not apply the Standard Operating Procedure (SOP) one of which is a sub distributors who sells LPG 3 kg over the normal price in the distribution area Kelurahan Sidomulyo Barat Kecamatan Tampan.Keywords: Controlling, Distribution, Sub Distributors LPG 3 kg

Abstract

The management of telecommunication towers in Pekanbaru City still raises a number of problems including the large number of illegal and legal towers that affect the aesthetics of Pekanbaru City, the lack of socialization to the community regarding the impact of telecommunication towers, the location of telecommunication towers that have not and regulations, radiation concerns from the number of legal and illegal towers that are quite large in public health. The purpose of this study is to find out how governance and what factors influence the governance of telecommunications tower operations by the communications, informatics, statistics and coding systems of Pekanbaru City. The research method used is a type of qualitative research with a case study method with data collection techniques through interviews, observation, and documentation. The selection of research informants used a purposive sampling technique. The results of this study indicate that there are factors that influence the governance of telecommunications towers by the communications, informatics, statistics and coding systems of the City of Pekanbaru. These factors are insufficient human resources and lack of experts in the field of towers, inadequate facilities and infrastructure and limited funds or budgets.Keywords: Governance, Telecommunication Tower, Management

Abstract

How the government of Indonesia handled the prevail of education, are tobuild SMP Terbuka in Pekanbaru city. Because one of the problemthat faced Pekanbaru city iseducationand doesn’t maximal in implementation of SMP Terbuka. The main problem tocompleted the implementation of SMP Terbuka is how to ensured childrenwho graduated from elementary school continue into Junior High School throughSMP Terbuka for the less fortunate. All of the children will geteducationifthe infrastructure is available. This condition can’t be separated fromthe government of Pekanbaru cityto facilitate the infrastructure of education. The research aims to determine implementation of Ministerial Policy of Education and Culture Number 53 Year 1996 About Junior High School Terbuka(Case Study SMP Terbuka Pekanbaru)and examine the factors that influenceimplementation of of Ministerial Policy of Education and Culture Number 53 Year 1996 About Junior High School Terbuka (Case Study SMP Terbuka Pekanbaru).Theoretical concept used ispublic policy, education policyand implementationin Van Meter and Van Hornwho said thatthere are 6 variablesin implementationsuch as: 1. Standards and policy goals, 2. resource, 3. Communication between organizations, 4. Characteristics of implementers, 5. political, economic and social condition, 6. Dispositon.Result of the research showedthat implementation of Ministerial Policy of Education and Culture Number 53 Year 1996 About Junior High School Terbuka (Case Study SMP Terbuka Pekanbaru)is not optimally yet. Known from bad communication, between the government, school and society. Abstract

The Optimization of Tuanku Imam Bonjol Museum and Rimbo Panti Hot Spring as Tourism Objects in Increasing Regional Income of Pasaman District. The purpose of this research was keen to investigate the way of optimizing Tuanku Imam Bonjol Museum and Rimbo Panti Hot Spring as tourism objects and the government strategies in optimizing the tourism objects in Pasaman District. The primary and secondary data data were collected through several techniques namely observation, interview, and library research. From the result of the study, it could be inferred that the primary touring destinations in Pasaman District were not fully optimized and the most of the employees found are positioned beyond their competencies.Key Words: Optimization, Tourism Objects, Management, Regional Income (PAD)

Abstract

Health personnels are individuals who work or serve in health enough knowledge and skills as well as ever and learning of health education for all types of condition requires the authority to make health efforts. The importance of the service sector in the private and government institutions. how important quality of the service itself to make a lot of impact with good services sector in institutions can improve themselves and the achievement of the the quality service. This research aims to determine the performance of health personnel in patient care in the Rantau Panjang Kiri public health centre and to know the factors those influenced performance of health personnels in patient care in the Rantau Panjang Kiri public health centre.the Research uses qualitative method with descriptive research. This research uses the theory of performance indicators from Agus Dwiyanto those are productivity, not only measures the level of efficiency but also the effectiveness of services, quality of service, responsiveness needs of the society, responbilitas implementation of organization's activities, accountability for implementing the organization's activities to work as the leader asking or listen the assumptions of subordinate. the research uses observation technique, interview and documentation with using triangulation analysis technique.The result of this research indicates that the personnel health performance in patient care in hospitalization of the Rantau Panjang public health centre has been good, although not fully. This was valued by means the personnel serves society with good and friendly treatment, to public health centre can be the experience and can improve the performance of health personnels to attend trainings, increase the capacity of patient rooms and complementary facilities and infrastructure.Keywords : performance, service, pramedis

Abstract

The number of public transportation in society environment is increasing day by day. It can be seen from the increasing of the number of vehicle’s on the street as one of transportation means for human to go somewhere to fulfill their needs. This can give effects to the traffic safety, especially in traffic accidence. In order to follow up the victims of accident, government has made an insurance institution that has the program of giving sympathetic care services. The name of this institution is PT. Jasa Raharja (Persero) that also exists in Riau..The theory that is used in this service is told by Agus Dwiyanto that has seen services as 5 categories, they are: official behavior, procedure, time, facility, and the implementation of the services. The aim of this research is to know how the implementation of care services of traffic accident in PT. Jasa Raharja (Persero) Branch Riau and the factors that affect it. The method of this research is qualitative method by descriptive investigation. The data collection technique is interviewing, observation and documentation by using purposive sampling method as a source of information and the data analysis techniqueis triangular technique.The result of this research shows that the implementation of care services of traffic accident in PT. Jasa Raharja (Persero) Branch Riau has been well done as what has been expected. However, the facility is unequal to the expectation. Moreover, the implementation of the care service is affect by the shortage of identity data of society in reporting the claims. In order to make the implementation of care services can be maximal and comprehensive, PT Jasa Raharja (persero) is expected to improve the services and give the transparency to the victims of accident to report the problem to PT. Abstract

Air is an important component in human life. Air quality is a buffer of thesurvival of not only plants and animals but also humans so that the compositionneeds to be maintained but now the air quality has changed its composition due to airpollution so it can not support life. Air pollution is one of the many problems faced byurban areas as well as in Pekanbaru City. The Government issued a decision on thecalculation and reporting and information of the Air Pollution Standards Index(ISPU). ISPUs are reports of air quality to the public to explain how clean orcontaminated our air is and how it affects our health after breathing in the air forseveral hours or days.Based on the decision of Environmental Impact Management Agency (Bapedal)Number KEP-107 / Kabapedal / 11/1997, ISPU delivery to the public can be donethrough mass media and electronics and boards in public places. Pollutants orairborne pollutants are usually converted into one index value displayed on theseairborne stations can be either public awareness or public warning.The purpose of this research is to know how Optimizing Function Board AirPollution Standard Index (ISPU) by Environment and Sanitation Office of PekanbaruCity. This research was conducted by using qualitative research method, withdescriptive data assessment. In data collection, researchers used interviewtechniques, observation, literature study and documentation.The results of this study indicate that the Office of the Environment andSanitation of Pekanbaru City has issued a policy of procurement of Air PollutionStandards Index (ISPU). But the function of the Air Pollution Standards Index (ISPU)is still less than optimal. Abstract

This study is a built-up study to describe the governance of community forests case studies forest and land rehabilitation. From the data obtained, from 2014 until 2016 the realization of forest and land rehabilitation in the community forest area has decreased in planting tree seedlings that are not in accordance with expectations by the Forestry and Plantation Pelalawan. The problem that occurs is less effective and efficient implementation and functions of the Department of Forestry Plantations dn Pelalawan in increasing reductions of critical land in the community forest and forest and land rehabilitation. The purpose of research is to know the people in forest governance case studies Pelalawan forest and land rehabilitation and determine the factors that impede governance of community forests in the district of Pelalawan stiudi case of forest and land rehabilitation. The concept of the theory used adalan management from the planning, organizing, implementing, and monitoring. This study uses a qualitative assessment of descriptive data. In collecting the data, the authors use the technique of interview, observation and documentation. By using key informants as a source of information and analysis of data. The results of this study suggest that the management in governance that needs to be done Department of Forestry and Agriculture to improve the reduction krisits land and forest and land rehabilitation melipuit step of the planning, organizing, implementing, and monitoring. Semetara the factors that affect the Forestry and Plantation step Kabupeten Pelalawan and immediately applied the solution covers, participation factor masyarakatt or dissemination of the importance of planting trees less masi. Factors of quality and quantity of human resources which masi is not sufficient to check the critical land area of private forests as well as operational funding budget that must be met. Abstract

Land and forest fires in indonesia was happened since 1982 and 1983. Which has adverse impacts and very harmful in various aspects specially the due of haze A fire was difficult switched off and many mog because of wildfire occured in peat land which of peat have an characteristics porous was caused the wildfire not only on surface but also in ground fire. Peat land should be wet and resistant to wildfire. However, many canals was built above cause water drained whithout under control so that peat was became dried up in summer and flammable. Therefore, should be done isolation on canal blocking.This reserach is aimed to know and analyze canal blocking development as solution wildfire prevention peatland and to know influencing factors canal blocking development in Sungaitohor Village Kepulauan Meranti district. This research was built by using concept of management theory by Luther Gullick. The method used in this study is qualitativ approach explorative. Data analysis was used with interview, observation and documentation.The research found that canal blocking development as solution widfire prevention in Sungaitohor village Kepulauan Meranti district was good and can be said successfull. The evidenced by the decrease of fire hotspots even in 2016 there was no spot of fire in Sungaitohor Village. Influencing factor canal blocking development in Sungaitohor village is society partisipation and the local wisdom society toward peat.key word: management, canal blocking, land and forest fires, peat
