Abstract

Public policy is a product of government implementation processes and a model of choice of actions that will determine the fate of citizens. Regional Regulation No. 13 of 2001 concerning Regulating Industrial Business in the City of Pekanbaru is a policy product that must be carried out by the people of Pekanbaru City. The main concern of the research in this Regional Regulation is in Chapter XI Article 21 concerning types of industries subject to licensing and retribution, one of which is the brick industry in Tenayan Raya District. So far the Regional Regulation has not been implemented properly, because there are still many brick industry players who do not have business licenses. The purpose of this study is to find out the implementation and factors that hinder the Regional Regulations concerning Regulating Industrial Business. The theoretical concept used in Dunn's evaluation theory (Nugroho, 2017) is effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. This study uses a qualitative method of case study using purposive sampling and snowball sampling techniques with data collection techniques of observation, interviews, library research, and documentation. The results of this study indicate that the implementation of regional regulations regarding industrial business regulation is still not optimal, as evidenced by the large number of brick industries that do not have business licenses in accordance with the provisions in the regional regulations. It is recommended that the city government make changes to this regional regulation because the regional regulations regarding the regulation of industrial business are not in accordance with the higher regulations, in order to create an orderly brick industry that can improve the welfare of the community.Keywords: Evaluation, Regional Regulations, Industrial Business Regulations

Abstract

Kampar is one of the regencies having the greatest agrarian conflict in Riau province due to many palm oil plantations as an agricultural sector that result in the highest causing factor of agrarian conflict particularly in Riau province, generally in Indonesia. One of the conflicts that occurred in Kampar regency is the conflict between Tasma Puja Company and Kampar village society. It had happened for a long time because the society did not obtain the land compensation from the company. The solutions previously taken did not work and demanded the conflict resolution. This research study, therefore, aims at exploring the role of Kampar regency government in conflict resolution between Tasma Puja Company and Kampar village society. The concept used in this study was the theory of conflict resolution adapted from Fisher in terms of negotiation, mediation, and arbitration. This research was a case study in qualitative method utilizing snowball sampling with observation, interview, library study, and documentation as the techniques of collecting data. The results of study indicate that resolving conflicts only reaches the negotiation stage, and the mediation stage. Not until the arbitration stage. Negotiation have not been effective in dealing with conflicts and the mediation stage led by the regent of Kampar, bright spot was found and the company was willing to pay compensation for the society.. It is suggested that the local government should abrogate the status of the conflict and recover it after the conflict in order to have a good relationship between the two parties.Keywords : Resolution, Conflict, Land

Abstract

Organization is a means or instrument achieving goals . Therefore, the organization is said to be a container or vehicle , the activities of people who work together to achieve goals . In container activity that everyone had a clear assignment of authority and responsibility , relationships and governance work . Further Consultative Body Kepenghuluan organization that is one element of government at the level of kepenghuluan , whose membership consists of representatives of concerned residents kepenghuluan defined by means of Deliberation and Consensus . What is meant by a representative masyawarakat in this case as the Chairman Pillars of Citizens , indigenous stakeholders and community leaders that serves to protect the customs, making the rules , and share their aspirations of society , and of the functions of the Consultative Body tersbut kepenghuluan Pujud Kepenghuluan in Rokan Hilir district Pujud districts have authority discuss the draft regulations kepenghuluan with the prince , to supervise pelaksnaan kepenghuluan rules and regulations of the prince , propose the appointment and dismissal of the prince , the prince of the selection committee formed , digging , accommodating , collect , formulate and channel the aspirations of the people , and arrange the order of kepenghuluan consultative body . So far Consultative Body Kepenghuluan in kepenghuluan Pujud Rokan Hilir subdistrict district Pujud not maximized in carrying out its functions and authority as a check and balance between the government and the public Kepenghuluan .The purpose of this study is based on research problems is to know how the Implementation of Functions and Powers of the Agency Consultative Pujud kepenghuluan Kepenghuluan in Rokan Hilir district Pujud districts .Theoretical concept used is the theory of functions and powers according to Prof. Kepenghuluan Consultative Body or Village Consultative Body . Drs . HAW . Widjaja . The indicators in this study is Pengayoman , Legislation , Supervision , and the community and share their aspirations . With descriptive qualitative research methods , and research sites in Kepenghuluan Pujud Pujud Rokan Hilir with key informant penghoeloe , Kepenghuluan device , the Chairman and Members of the CPC , as well as community leaders .From the results, it can be concluded that in carrying out its functions and authority Kepenghuluan Consultative Body in kepenghuluan Pujud districts Pujud Downstream Roak district is not maximized as they should be in accordance with the functions and authority of the Kepenghuluan Consultative Body , namely , nurturing , legislation , oversight , and share their aspirations as people who have mandated in Rokan Hilir Regency Regulation No. 04 Year 2009 on Kepenghuluan Consultative Body .Keywords : Analysis , Function and Powers , Kepenghuluan Consultative Body

Abstract

The Effectivity of Homeless and Beggars Founding and Training Implemented by the Social and Cemetery Departement of Pekanbaru City. . And the purpose of this research are to know the efectivity of the founding and training of homeless and beggars by the Departement of Social and Cemetery of Pekanbaru and factors concerning the halt of progress of the founding and training. This research using the method of qualitative descriptive and data collection technique by the way of observation, interview, and library research obtained by research informant that has been predetermined based on snowball sampling technique. Based on research result that has been done based on the concept and theory researcher found out that the homeless and beggars founding and training provided by Pekanbaru’s Department of Social and Cemetery is not yet effective. Abstract: Retribution is one of the main sources of finance reception areain the original income component. Department of Transportation (Affair)Pekanbaru City is one of the City Government which is responsible for managingone of the primal source of income is the one area on the edge of the parking levya public road by Regulation No. 14 of 2001 concerning the organization andmanagement of perpakiran. One effort to increase revenue Pekanbaru, PekanbaruCity Department of Transportation through levies, saw the potential of publiccurbside parking levy has great potential to contribute to the reception area. Thepurpose of this study: To evaluate the acceptance of curbside parking fees inpublic in the city of Pekanbaru Transportation Agency, and to determine thefactors that influence acceptance of curbside parking fees in public in Pekanbarucity Transportation Department.Data analysis method used in this research is descriptive qualitativeanalysis method that is based on trying to explain the phenomena that exist andexplore all the facts relating to the subject matter covered by the results ofresearch on the evaluation of Levy Proceeds In Public Road Parking InDepartment of Transportation (Transportation Agency) Pekanbaru.Based on the research and the analysis that has been conducted on thisstudy , obtained In the sub- indicators of the development of the second highestGDP Pekanbaru in Sumatra after Medan . Thus the possibility of receiving aroadside parking levy greater than that in the target of Rp . 5.5 Billion . Abstract

Family is supposed to be a refuge for the whole family. However, in many households in the range of activity it became a place of suffering and torture as an act of violence. Integrated Service Center for Women and Children (P2TP2A) Riau Province as agencies that deal with cases of domestic violence (domestic violence) in general, the effectiveness of its performance is not maximized. The presence of constraints such as human resources are not adequate, facilities and infrastructure that have not been supportive, cooperation with relevant agencies that still needs to be improved. The problem in this study is how the effectiveness of Riau P2TP2A performance in achieving its goal of handling domestic violence and the factors to influence the effectiveness of the organization's performance.This study aims to determine the effectiveness of the performance P2TP2A Riau Province in 2013 in dealing with cases of domestic violence and to determine the factors that influence the effectiveness of the performance P2TP2A Riau Province in 2013 in dealing with cases of domestic violence.This study used qualitative research methods to the study of descriptive data. In collecting the data, the researcher used interview techniques, observation and documentation specified by purposive random sampling technique.From the analysis of the qualitative descriptive data that Riau P2TP2A Performance Effectiveness in handling domestic violence cases categorized yet effective. Therefore, the advice given in the last part of the study is how to improve the effectiveness of the performance of the Integrated Center for Women and Children (P2TP2A) Riau Province.Keywords: effectiveness, performance, domestic violence

Abstract

Environmental policy is a manifestation of sustainable management and utilization of natural resource and environment. In Batang Kuantan River Pasir Keranji Village there are many mining activities that cause river pollution. Based of research showed Environmental Impact Assessment Program by environmental Agency is not optimally yet. Based on this, researcher are interested to studying how the Implementation of Environmental Management Program of Indragiri Hulu Regency ( Case Study Environmental Impact Assessment Program Batang Kuantan River Pasir Keranji Village). Theoretical concept used is implementation in Van Meter and Van Horn (2008) who said that there was several variables that affected the performanced of the public policy implementation. This research used qualitative method by using snowball as information and the data analys thecnique by using triangulation technique. Result of the research showed that Implementation of Environmental Management Program of Indragiri Hulu Regency ( Case Study Environmental Impact Assessment Program Batang Kuantan River Pasir Keranji Village) is not optimally yet. This is caused lack of resources, infrastructure, insufficient funds. Social and economic factors of society become obstacle in Implementation of Environmental Management Program especially Environmental Impact Assessment Program in Batang Kuantan River. Abstract

Bengkalis regency has many potentials with various tourism objects such as natural and cultural tourist attractions are quite interesting that can be developed further as national tourism objects, one of them is Pantai Pesona North Rupat sub-district of Bengkalis regency. The government has conducted promotional activities and provided infrastructure facilities but there still very limited so it needs more development strategies in order to increase the interest of tourists.The theory concept used in this research is Theory of Sondang P Siagian (2012), SWOT analysis. The method used in this research is qualitative method by using descriptive approach. Data will be collected by using interview and documentation techniques.The results of this study indicate that the development strategy which carried out by the government of Bengkalis regency has not been maximized. This is can be seen from the unavailability of adequate facilities and infrastructures. The factor are human resources and financial resources. In developing this tourism object, cooperation with related parties is needed, furthermore the government should improve the quality of work, especially in utilizing the time.Keywords: Strategy, Development, Tourism Object

Abstract

Tourism development is one of the effects of the implementation of regional autonomy . Tourism is also a potential area that should be developed to improve the economic welfare of society . Construction and development of travel of Bono did not experience significant changes , so that the infrastructure facilities have not been constructed thoroughly. This research is aims to determine the potential of which is owned by the attraction of Bono and to describe the development as well as factors inhibiting and supporting the implementation of tourism development Bono by Department of Tourism CultureYouth and Sports Pelalawan.This research is Management uses the theory by Suwantoro. this theory consists of the Tourist attraction, tourist facilities and tourism infrastructure. Abstract

Pekanbaru city is one of the cities in Indonesia are experiencing a rapid increase in business development and investment in Indonesia. Disturbance Permit be one important factor in obtaining legality of local authorities towards the establishment of a business. Appropriation nuisance permit (HO) aims to protect the public interest and to maintain order and as a form of government oversight and pengedalian in certain locations which may cause hazards losses and disruption. Establishment of a gas station in the city of Pekanbaru often cause problems with the surrounding community. On the other hand there are many gas station stations that have not paid levies nuisance permit (HO). Integrated Service Agency and Investment (BPTPM) Pekanbaru City as an institution designated by the city of Pekanbaru who has authority in the permitting process and the levy charged for this permit in accordance with Regulation City of Pekanbaru No. 8 in 2012 regarding Disturbance Permit.Based on these findings, this study aims to determine the extent of implementation and the factors that affect the implementation of Pekanbaru City Regional Regulation No. 8 in 2012. This study uses the theory of implementation by Van Meter and Van Horn who has six variables, standards and objectives, resources, characteristics of the implementing agencies, communication between organizations, socio-economic conditions and political and disposition. The method used in this research is qualitative research. With the technique performed is purposive sampling to key informants. In this study, the informant is BPTPM, Disperindag Pekanbaru and related institutions. In gathering the data used qualitative approach with the method of observation and interviews, after the data is collected then analyzed by descriptive.Based on the research that has been carried out based on theoretical concepts, the implementation of Local Regulation No. 8 in 2012 Licenses Disorders at the Gas Stations, has been implemented by BPTPM. However, implementation of the regulations are not well realized. Weak sanctions make local regulation of fee collection process is not going well. The lack of resources in the form of personnel and technical team in the field also affects the implementation of the local regulation.Keywords: Implementation, Regulation, levies nuisance permit, gas stations
