Abstract

Covid-19 mempengaruhi segala aktivitas masyarakat termasuk pendidikan, Pemerintah Kota Bukittinggi melalui Perwako Nomor 19 Tahun 2020 Pasal 6, 7 , 8 tentang Pembatasan Pelaksanaan Pembelajaran di Sekolah atau Institusi Pendidikan. Pembelajaran dialihkan dengan metode daring, agar penularan Covid-19 dapat diatasi dan proses pembelajaran dapat dilanjutkan, namun pelaksanaan peraturan pembelajaran daring ini menimbulkan beberapa keluhan dari guru, siswa maupun orang tua siswa. Yang tentunya menjadi faktor penghambat dalam pelaksanaan kebijakan pembelajaran daring pada masa pandemi di kota Bukittinggi. Penelitian ini bertujuan untuk mengetahui kebijakan pembelajaran daring dapat terlaksana secara baik di SD dan SMP di Kota Bukittinggi, dan juga untuk mengetahui apa faktor yang mempengaruhi pembelajaran daring di Kota Bukittinggi. Penelitian ini menggunakan metode kualitatif denngan pendekatan studi kasus, yang menggunakan teknik pengumpulan data berupa Wawancara, Observasi dan Studi dokumen, sumber penelitian didapatkan dari Dinas Pendidikan dan Kebudayaan Kota Bukittinggi, guru, siswa SD, SMP, dan orang tua siswa di Kota Bukittinggi.

Abstract

Pelaksanaan digitalisasi pelayanan kependudukan di Disdukcapil Kota Pekanbaru memiliki beberapa jenis pelayanan seperti residen, pelayanan tunggu, kedatangan, SKP, smart dan sinopsis. Penelitian ini bertujuan untuk menganalisis digitalisasi pelayanan kependudukan dan bertujuan untuk mengidentifikasi faktor penghambat digitalisasi pelayanan kependudukan dalam perspektif digital era pemerintahan di Disdukcapil Kota Pekanbaru. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologis. Teknik pengumpulan data adalah observasi, wawancara dan dokumentasi. Abstract

Kabupaten Rokan Hulu dalam pelaksanaan budidaya burung walet telah diatur dalam Peraturan Bupati Rokan Hulu No.4 tahun 2009 tentang izin usaha pengelolaan dan pengusahaan sarang burung walet. Persoalan masih banyaknya sarang walet yang didirikan tidak sesuai dengan ketentuan yang ada di Peraturan Bupati Rokan Hulu, belum mengurus surat izin dan masih ditemukan masyarakat tidak mengetahui bahwasanya ada aturan yang mengatur tentang pendirian sarang burung walet ini. Penelitian ini bertujuan untuk untuk mengetahui implementasi Peraturan Bupati nomor 4 tahun 2009 tentang izin usaha pengelolaan dan pengusahaan sarang burung walet di Kecamatan Kunto Darussalam Kabupaten Rokan Hulu dan faktor penghambatnya. Teori yang digunakan adalah teori implementasi kebijakan public menurut George C. Edward III. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif. Hasil penelitian ini menemukan bahwa masih belum maksimalnya sosialisasi (komunikasi) yang diberikan kepada masyarakat. Sarana dan prasarana (fasilitas) yang belum maksimal dengan memanfaatkan website yang sudahada. Disposisi atau sikap pelaksana, aparatur sebagai pelaksana masih memiliki tanggung jawab dan komitmen yang rendah dalam menjalankan tugasnya. Standard Operational Procedure (SOP), syarat dan ketentuan sudah jelas. Namun masyarakat menilai bahwasanya persyaratan untuk urus izin usaha masih sulit. Faktorpenghambat dalam implementasi Peraturan Bupati Rokan Hulu No.4 tahun 2009 tentang izin usaha pengelolaan dan pengusahaan sarang burung walet yaitu kurangnya kesadaran dan komitmen aparatur Pemerintah dalam menjalankan tanggung jawab melaksanakan tugasnya.

Abstract

The Regional Revenue Agency (Bapenda) of Riau Province has adopted an innovation from West Java Province called Samsat GENDONG to make it easier for taxpayers to pay Motor Vehicle Tax, the name of the program is Samsat Transaction Pickup Between Kampungs (TANJAK). The TANJAK Samsat program is a tax payment service that does not have to come directly to the Samsat office, but this program picks up taxes from the taxpayer and makes it easier for taxpayers who live in the suburbs of Pekanbaru to pay the annual Motor Vehicle Tax (PKB). The purpose of this study is to describe and analyze the implementation of the Samsat TANJAK program and identify and analyze the inhibitory factors of the implementation of the Samsat TANJAK program in Pekanbaru City. The study used the theory of Charles O. Jones uses three indicators: Organization, Interpretation, and Application. The methods used in this study are qualitative research methods that are descriptive. With data collection techniques, observation interviews and documentation. The implementation of the TANJAK Samsat program carried out by the Riau Provincial Bapenda and run by every UPT, especially in Pekanbaru City, has not run optimally and maximally. This is because some of the factors that make the implementation process of the Samsat TANJAK program not optimal and maximum because the facilities and infrastructure provided by Bapenda are still less than sufficient, the socialization carried out by the Riau Provincial Bapenda was left to every UPT implementing the Samsat TANJAK program not adequately However, the lack of regulations specific to implementing the TANJAK Samsat program made the program in implementation less optimal. So that the implementation process of the Samsat TANJAK program can run optimally and maximally, then the above various factors and needs must be improved and implemented to achieve an optimal and more optimal program. Abstract

In Law Number 44 of 2007 Batam City is designated as a port and free trade area. In this free trade area, some barriers to trade such as tariffs and quotas are abolished. This makes Batam City considered to be able to increase imports in Indonesia and can reduce domestic production. Therefore, the government issued Minister Of Finance Regulation Number 199/Pmk.010/2019 Regarding Provisions On Customs, Excise And Tax On Import Of Parcel. The research objective is to analyze the implementation of PMK No. policy. 199 in Batam City. This study uses qualitative research methods with data collection techniques of observation, interviews, and documentation. This study uses the theoretical basis proposed by Donald Van Meter and Carl Van Horn. The results of this study indicate that The Implementation Policy Of The Minister Of Finance Regulation Number 199/Pmk.010/2019 Regarding Provisions On Customs, Excise And Tax On Import Of Parcels In The City Of Batam has gone quite well, but in its implementation there are still obstacles and rejections from small/medium enterprise and expedition entrepreneurs in Batam City.

Abstract

In the midst of the rapid development of UMKM, their movement has decrreased dwe to the emergence of Covid-19, which has a direct impacts on economics turnover, especially for UMKM. The government through the Ministry of Cooperatives and UKM distributes Presidential Assistance for Micro Business Actors (BPUM). The application for BPUM is carried out one door, namely through the office in charge of cooperatives and UKM in the district/city. BPUM or Assistance for Micro Business Actors is one type of BLT (Direct Cash Assistance) provided by the government. Targeting micro, small and medium entrepreneurs, this assistance is channeled directly into the accounts of BPUM recipients and is aimed at those who meet the requirements and are registered as recipients. The purpose of this study was to determined the Implementation of the Assistanced Program for Miccro Business Actors (BPUM) durings the Covid-19 Pandemics by the Pekanbaru City Cooperative Offices. The types of researched used is qualitatives research and data collections techniques based on interviews, observations, and documentations. The results of this study are that the implementation of the BPUM program at the Pekanbaru City Cooperative Service is quite good, such as forming a special team in implementing the BPUM program so that it can run well but there are still some obstaclesd that occur during implementation, thus hampering the process of implementing the BPUM program.

Abstract

Kebijakan lockdown atau PSBB (Pembatasan Sosial Berskala Besar) yang dilakukan oleh pemerintah berdampak ke sektor perekonomian, banyak masyarakat yang omset usahanya menurun dan penghasilannya berkurang. Mas-yarakat yang punya fasilitas kredit di bank menjadi kesulitan membayar kewajiban angsuran kreditnya sehingga kreditnya macet. Penelitian ini bertujuan untuk melihat implementasi kebijakan OJK di Bank Mandiri Kota Dumai dan apa yang menjadi faktor penghambat dari implementasi kebijakan ini. Metode penelitian yang digunakan adalah kualitatif melalui tahapan mereduksi data, penyajian atau display data dan kesimpulan atau verifikasi data. Untuk memperoleh data yang representatif baik data primer maupun sekunder, peneliti menggunakan beberapa teknik pengumpulan data yang meliputi wawancara, observasi, dokumentasi dan studi perpustakaan. Hasil penelitian evaluasi kebijakan menunjukan bahwa implementasi POJK No 11/POJK.03/2020 belum maksimal, dimana masih banyak nasabah yang tidak mau mengajukan karena lokasi nasabah yang jauh dari kantor bank dan karena adanya biaya yang timbul jika nasabah ingin mengajukan penangguhan pembayaran angsuran kredit, serta karena terbatasnya jumlah SDM sehingga prosesnya menjadi lama.

Abstract

State Civil Apparatus (Aparatur Sipil Negara, abbreviated as ASN) has a crucial role in the success of the bureaucratic reform agenda in government organizations. As executors of government tasks, ASN must meet the demands of a strategic environment marked by the development of the digital world (digital revolution). This study aims to explain the Grand Design of Smart ASN Development and evaluate the implementation of Smart ASN characteristics in Kantor Wilayah XII Badan Kepegawaian Negara Pekanbaru. The research was conducted using a qualitative descriptive method. Data collection was carried out through in-depth interviews, observation, and documentation. Based on the study results, implementing the Grand Design for Smart ASN Development is influenced by factors such as employee composition, digital infrastructure, knowledge management systems, the Team for the Acceleration of Bureaucratic Reform, and the role of agents of change. The output of the Smart ASN program can be seen in improving performance, increasing the achievement of integrity zones and merit systems, improving the quality of human resources through increasing the ASN professionalism index, and increasing welfare. Finally, the results of this research are expected to contribute to the development of Strategic Human Resource Management (SHRM) in developing Smart ASNs in the digital era.

ABSTRACT The tourism object of Pariangan Village is a village located in Pariangan District, Tanah Datar Regency, West Sumatra Province which is quite well-known and has the potential to become a tourist village destination as well as a place where domestic and foreign tourists from various regions can see first hand the traditional Minangkabau specialties. still adhere to the tradition until now. The government and other institutions want to improve the facilities in the village so that they are more optimal in the process so that tourists will get their own satisfaction so that they can increase the number of tourist visits. This study aims to find out how to find out the constraints, conditions and management plans in the tourism object facilities of Pariangan village. This study used descriptive qualitative method. Concept This study uses the theory of facilities. In collecting data, researchers used interview techniques, observation, documentation using key informants and supporting sources as data information. The subjects of this study were the Head of Tourism, Youth, Sports and Tourism of Tanah Datar Regency and Pokdarwis.
