Abstract

ABSTRACT This study aims to determine the implementation of services at PT. Aras Hijrah Toutr And Travel In Pekanbaru. Tangible, Empathy, Reliability Responsiveness and Assurance. This study uses a qualitative method with a qualitative descriptive approach to describe and explain the circumstances that occur by collecting data and information in the field. The key informants in this study are the Main Director, Employees and Customers. In this study, the data collection techniques used were interviews, observation and documentation. Based on the results of the study, it can be concluded that having uniforms is mandatory, providing comfortable waiting rooms, prioritizing service, providing services in good language, providing solutions and providing good facilities for customers. Abstract

Penelitian ini dilatar belakangi oleh banyaknya sengketa pertanahan, perlindungan negara terhadap hak asasi manusia dan akses terhadap tanah dan sumber daya alam lainnya sebagai hak dasar ekonomi, sosial dan budaya yang dijamin dalam konstitusi tidak dapat dipisahkan. Adanya persoalan tentang administrasi pertanahan di Kota Pekanbaru masih belum berjalan dengan maksimal, walaupun pemerintah sudah menerbitkan Program PTSL sebagai salah satu solusi untuk mengatasinya. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis efektivitas dan kendala Program Pendaftaran Tanah Sistematis Lengkap (PTSL) dalam upaya tertib administrasi pertanahan pada Kantor Pertanahan Kota Pekanbaru. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi yang bersifat ekspalanatif dengan teknik pengumpulan data menggunakan wawancara dan observasi. Dari hasil penelitian ditemukan bahwa efektivitas program pendaftaran tanah sistematis lengkap (PTSL) dalam upaya tertib administrasi pertanahan pada Kantor Pertanahan Kota Pekanbaru, maka dapat disimpulkan sudah berjalan dengan efektif. Hal ini menunjukkan bahwa implementasi program PTSL yang dilaksanakan di Kota Pekanbaru oleh Kantor Pertanahan Nasional memiliki dampak yang positif bagi masyarakat. Karena masyarakat sangat merasakan langsung manfaat dari pelaksanaan program PTSL ini. kendala-kendala dalam efektivitas program pendaftaran tanah sistematis lengkap (PTSL) dalam upaya tertib administrasi pertanahan pada Kantor Pertanahan Kota Pekanbaru yaitu: a). kelengkapan dokumen yuridis dan data fisik tanah masyarakat. b). Pembayaran biaya pajak atas bidang tanah (PPH dan BPHTB terhutang). c). Keterbatasan informasi tentang program PTSL dan rendahnya kepedulian masyarakat akan status tanahnya.

Abstract

Implementation is seen broadly as having the meaning of implementing laws in which various actors, organizations, procedures and techniques work together to carry out policies in an effort to achieve the goals of policies or programs. Elderly according to the Law of the Republic of Indonesia Number 13 of 1998, namely men or women aged 60 years or more where a person has reached 60 years and over where his physical and cognitive abilities are decreasing. The purpose of this study is to find out how the implementation of Regional Regulation No. 8 of 2016 and to find out what are the inhibiting factors in the implementation of the Regional Regulation No. 8 of 2016. The theory used is the theory of Van Metter & Van Horn which affects the performance of public policy implementation. This research uses a type of qualitative research with a descriptive approach. The results of this study indicate that: First, the implementation of Regional Regulation No. 8 of 2016 has not run optimally because there are still some that have not been fulfilled from the program, three of the six indicators that the author uses are Standards and policy objectives, Resources, Inter-Organizational Communication and Implementing Activities . Second, the inhibiting factors are lack of communication, inappropriate targets and lack of budget. Keywords : Implemention, Welfare, Elderly

Abstract

Penelitian ini dilaksanakan di Kantor Ombudsman RI Perwakilan Provinsi Riau. Adapun tujuan dari penelitian ini adalah untuk mengetahui dan menganalisa penanganan maladministrasi pada bidang pendidikan Kota Pekanbaru oleh Ombudsman RI Perwakilan Provinsi Riau. Indikator yang digunakan dalam penelitian ini meliputi komunikasi, sumber daya, disposisi, serta struktur birokrasi. Metode penelitian yang digunakan yakni metode pendekatan kualitatif yang berbentuk analisis deskriptif dengan menggambarkan suatu keadaan berdasarkan data dan fakta – fakta yang ada dari berbagai sumber serta menghubungkan fenomena – fenomena sosial dan menelusuri segala fakta yang berhubungan dengan Implementasi Penanganan Maladministrasi di Bidang Pendidikan Kota Pekanbaru Oleh Ombudsman RI Perwakilan Provinsi Riau. Dari hasil penelitian terhadap masing – masing sub indikator menurut George Edward maka kesimpulan Implementasi Penanganan Maladministrasi di Bidang Pendidikan Kota Pekanbaru dikategorikan berjalan dengan cukup baik, yang sebaiknya lebih diperhatikan dan ditingkatkan seperti memperluas area sosialisasi hingga ke masyarakat umum sebagai pengguna pelayanan publik, diperlukan juga sumber daya yang cukup, baik itu sumber daya manusia, anggaran, atau fasilitasnya. Juga dapat menjalin kolaborasi yang kuat dengan pemerintah dalam mengatasi keterbatasan kewenangan mereka.

Abstract

This research was conducted to comprehensively determine the quality of the Covid-19 vaccine service at the Public Health Center in Rokan Hulu Regency, hybridization of collaborations or partnerships between the government, the private sector and the community in the implementation of the Covid-19 19 vaccination services and the factors that hindered the Covid-19 vaccine service in Rokan Hulu Regency. This type of research is qualitative with a phenomenological approach which aims to obtain information by conducting in-depth interviews, observation and review of documents regarding the hybridization of the quality of Covid-19 vaccine services at the Public Health Center in Rokan Hulu Regency. The informants consisted of the Head of the Rokan Hulu Regency Health Office, the Head of the Rokan Hulu Regency Health Services Division, the Head of the Health Center, vaccinators, health promotion officers, sub-district heads, Headman, private sector and communities receiving vaccines. The triangulation used is the triangulation of sources, methods and data. Data analyzed by content analysis. The results of the research and discussion can be concluded that the quality of the Covid-19 vaccine service at the Public Health Center in Rokan Hulu Regency is generally good and in line with what the public expects. Hybridization between the government, the private sector and the community has been going well without any problems. Obstacles in the Covid-19 vaccination service, rejecting and doubting the vaccine, not continuing the vaccine to the next dose because there are no more restrictions on activities and the use of public facilities by the government such as being required to have a Covid-19 vaccine certificate, there are still people who do not have an ID number. The target number from BPS does not match the Public Health Center data. Company employees who take part in the implementation of the hybrid cooperation vaccine cannot get Covid-19 vaccination services at the Public Health Center because their data has been entered into PT's Pcare application Kimi Farma. The need for community engagement with Traditional and Religious Leaders, Smart People as Public Relations for health workers, the need for a mandatory policy to have a Covid-19 vaccine certificate as a condition for obtaining public services. Hybrid needs to be developed again to cover other sectors such as NGOs and informal organizations as well as carry out non-physical development, especially in the health sector

Abstract

Pekanbaru city is a business center in Riau province, therefore many companies invest in Riau province by then placing their big office in Pekanbaru city as their regional head office. This is of course a great opportunity for the city of Pekanbaru because these business activities will require facilities and meeting rooms and lodging. The development of the hospitality industry is currently growing rapidly, apart from being a place to stay, hotels are also used as meeting places. Of course, the hotel industry is growing rapidly, because they offer excellent and dynamic services. The first impression of the whole hotel can be seen from the tidiness and cleanliness of the rooms. Room attendant is a janitor who has responsibility in terms of maintaining cleanliness, tidiness, comfort and completeness of guest rooms at the hotel. A room attendant must be able to manage the rooms that are his duties and responsibilities, because good and bad rooms depend on the quality of the room attendant. Of course, in carrying out their duties, room attendants must work in accordance with directions and regulations which are commonly referred to as standard operating procedures. To improve his quality as a room attendant, a room attendant must comply with standard operating procedures that are used as a reference in carrying out his job of cleaning the room. Because the orientation of the application of standard operating procedures is to provide satisfaction to guests. Abstract

This article examines the policies aimed at protecting peat ecosystems in Indonesia and identifies gaps or challenges in controlling forest and land fires (karhutla), particularly concerning the preservation of the Hydrological Unity Policy in Riau Province, Indonesia. The peat ecosystem is a cohesive entity that encompasses various elements, influencing each other to maintain balance, stability, and productivity. The Hydrological Unity of Peat (KHG) refers to the peat ecosystem situated between rivers, between rivers and seas, and/or within swamps. The Peat Ecosystem serves multiple functions, including safeguarding water availability, conserving biodiversity, storing carbon as oxygen producers, and contributing to climate regulation. These functions are categorized into protected and cultivation functions. However, rapid development has exerted significant pressure on preserving the KHG. This study emphasizes the need for comprehensive support from all sectors of society and active community participation to effectively reduce the risk of forest and land fires.

Abstract

The Mobile Community Oke Service Program (LOMAK) is an innovation from the Rumbai District Head in the field of public services which aims to make it easier for people in Rumbai District to get various public services. The LOMAK program itself is a form of integrated sub-district administrative service (PATEN) which is deployed to serve administration in the middle of community settlements or can be said to be an integrated sub-district administrative service around. However, in its implementation the LOMAK Program did not run well. In 4 years the LOMAK Program was only implemented 3 times, while the LOMAK Program should have been implemented once a month. This research aims to evaluate the Mobile Community OK Service Program and the factors that hinder its implementation. The research method used is a descriptive qualitative method and uses policy evaluation theory according to William N. Dunn which consists of several indicators, namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The results of this research are that the LOMAK Program is a very good program. Of the 6 indicators above, only 1 indicator was not met, namely efficiency in terms of time. The inhibiting factors in implementing the LOMAK Program are natural disasters and the managerial abilities of implementers. Researchers provide suggestions so that implementers can find a backup plan in the event of a natural disaster and increase outreach so that the LOMAK Program can reach all levels of society.
