Abstract

This research was conducted to comprehensively determine the quality of the Covid-19 vaccine service at the Public Health Center in Rokan Hulu Regency, hybridization of collaborations or partnerships between the government, the private sector and the community in the implementation of the Covid-19 19 vaccination services and the factors that hindered the Covid-19 vaccine service in Rokan Hulu Regency. This type of research is qualitative with a phenomenological approach which aims to obtain information by conducting in-depth interviews, observation and review of documents regarding the hybridization of the quality of Covid-19 vaccine services at the Public Health Center in Rokan Hulu Regency. The informants consisted of the Head of the Rokan Hulu Regency Health Office, the Head of the Rokan Hulu Regency Health Services Division, the Head of the Health Center, vaccinators, health promotion officers, sub-district heads, Headman, private sector and communities receiving vaccines. The triangulation used is the triangulation of sources, methods and data. Data analyzed by content analysis. The results of the research and discussion can be concluded that the quality of the Covid-19 vaccine service at the Public Health Center in Rokan Hulu Regency is generally good and in line with what the public expects. Hybridization between the government, the private sector and the community has been going well without any problems. Obstacles in the Covid-19 vaccination service, rejecting and doubting the vaccine, not continuing the vaccine to the next dose because there are no more restrictions on activities and the use of public facilities by the government such as being required to have a Covid-19 vaccine certificate, there are still people who do not have an ID number. The target number from BPS does not match the Public Health Center data. Company employees who take part in the implementation of the hybrid cooperation vaccine cannot get Covid-19 vaccination services at the Public Health Center because their data has been entered into PT's Pcare application Kimi Farma. The need for community engagement with Traditional and Religious Leaders, Smart People as Public Relations for health workers, the need for a mandatory policy to have a Covid-19 vaccine certificate as a condition for obtaining public services. Hybrid needs to be developed again to cover other sectors such as NGOs and informal organizations as well as carry out non-physical development, especially in the health sector

Abstract

This article examines the policies aimed at protecting peat ecosystems in Indonesia and identifies gaps or challenges in controlling forest and land fires (karhutla), particularly concerning the preservation of the Hydrological Unity Policy in Riau Province, Indonesia. The peat ecosystem is a cohesive entity that encompasses various elements, influencing each other to maintain balance, stability, and productivity. The Hydrological Unity of Peat (KHG) refers to the peat ecosystem situated between rivers, between rivers and seas, and/or within swamps. The Peat Ecosystem serves multiple functions, including safeguarding water availability, conserving biodiversity, storing carbon as oxygen producers, and contributing to climate regulation. These functions are categorized into protected and cultivation functions. However, rapid development has exerted significant pressure on preserving the KHG. This study emphasizes the need for comprehensive support from all sectors of society and active community participation to effectively reduce the risk of forest and land fires.

Abstract

The Mobile Community Oke Service Program (LOMAK) is an innovation from the Rumbai District Head in the field of public services which aims to make it easier for people in Rumbai District to get various public services. The LOMAK program itself is a form of integrated sub-district administrative service (PATEN) which is deployed to serve administration in the middle of community settlements or can be said to be an integrated sub-district administrative service around. However, in its implementation the LOMAK Program did not run well. In 4 years the LOMAK Program was only implemented 3 times, while the LOMAK Program should have been implemented once a month. This research aims to evaluate the Mobile Community OK Service Program and the factors that hinder its implementation. The research method used is a descriptive qualitative method and uses policy evaluation theory according to William N. Dunn which consists of several indicators, namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The results of this research are that the LOMAK Program is a very good program. Of the 6 indicators above, only 1 indicator was not met, namely efficiency in terms of time. The inhibiting factors in implementing the LOMAK Program are natural disasters and the managerial abilities of implementers. Researchers provide suggestions so that implementers can find a backup plan in the event of a natural disaster and increase outreach so that the LOMAK Program can reach all levels of society.

Abstract

Street vendors are one of the businesses in the informal sector. The increased number of street vendors, especially in Pekanbaru City, impacts various sectors, including traffic continuity, sublimity, and the immaculacy of the city. The rapid growth of street vendors requires comprehensive efforts from policymakers. Not all traditional markets are managed by the government as street vendors. Only two of the many markets, one of which is Cik Puan Market. The regulations used in this research are Pekanbaru Mayor Regulation Number 100 of 2015 Concerning the Structuring and Empowerment of Street Vendors. This research aims to find out and analyze the mechanism for implementing policies for structuring and empowering street vendors at Cik Puan Market. This research used qualitative research methods with a descriptive approach so the problems can be solved significantly. The results of the research show that (1) communication went quite well. Budget resources and SOP for structuring and empowerment street vendors at Cik Puan Market are not yet available. (2) Mechanism for implementing regulations regarding structuring and empowerment has not been implemented optimally. This is because there are still points in the regulations that have not been implemented in structuring and empowerment at Cik Puan Market. There is no facilitation of access to financing and facilitation of trading facilities for street vendors at Cik Puan Market.

Abstract

Road is a land transportation insfrastucture that covers all part of the road, including traffic facilities. One of the most common road equipment facilities is speed limiters which function to limit the speed of vehicle users. The regulation that governing about these speed limiters are Regulation of Minister of Transportation Number 14 of 2021. This policy was made as a guideline for the implementation of road equipment facilities, including speed limiters. However, in its implementation in Binawidya District, this regulation is rarely known by the public. In the end, many road that require this tool were built independently, without knowing the actual shape and size. The organizer of this regulation for city road is the Mayor, who is assisted by the City Transportation Agency. This research uses a qualitative method and using Malcolm L.Goggin, et al. theory of policy implementation as a reference. The result show that the implementation of these policies is still not optimalized. There are three factors that hinder it, and that is 1) there no separate Regional Regulation regarding speed limiting device, 2) the lack of communication and socialization through social media that are ineffective, and 3) the human resource who understand the technical work of speed limiting device are still lacking..

Abstract

The Pekanbaru City Population and Civil Registration Service has issued an e-government-based service, namely an application-shaped platform to help facilitate the issuance of children's identity documents, called the Cendikia service, which can be accessed via the web on the pekanbaru.go.id/kia page, where the public can submit requests for services. issuing child identity cards online without having to come and queue at the Pekanbaru City Population and Civil Registration Office. In implementing this service, there are still people who do not realize the importance of making KIA, there are overlapping applications in submitting KIA, people who do not understand how to use the Cendikia service, and there is a lack of direct socialization regarding the web-based Cendikia application service. This research aims to determine the effectiveness of Cendikia's services in accelerating the issuance of KIA documents. The theory used is Campbell's (1989) effectiveness theory in Mutiarin and Zainuddin (2014) with 5 (five) indicators, namely Program Success, Target Success, Program Satisfaction, Input and Output Levels, and Overall Goal Achievement. This research uses qualitative methods with data collection techniques obtained through observation, interviews and documentation. The results of this research show that the creation of Child Identity Cards in the Cendikia service has not been effective as seen from the indicators of the level of program success and target success, the Cendikia service still has several factors which are obstacles found in the system (internal) and outside the system (external). thus causing the implementation of these services to be ineffective.

Abstract

Facilities are one of the needs of tourists which is very necessary when in a tourist attraction so that tourism managers must always improve good facilities so that visitors become more comfortable. Agrotourism is a tourist spot that utilizes natural or agricultural resources. Tenayan Raya Agrotourism Park in Pekanbaru City is one of the educational agrotourism that has existed for a long time in Riau Province. This study aims to identify the existing facilities in the Tenayan Raya Agrotourism Park and to increase the number of visitors. Based on research that has been done in the field, this research uses qualitative methods with a descriptive approach by collecting data using observation, documentation and interviews. The results of this study aim to improve the quality of facilities that are better and more comfortable when visiting the Tenayan Raya Agrotourism Park, Pekanbaru City. Abstract

Pada akhir Desember 2019 dunia dihadapkan dengan kemunculan Coronavirus baru yang bermula di Wuhan, Tiongkok dan dinamakan dengan virus Sars-CoV-2 dan penyakitnya disebut Corona Virus Disease 2019 (COVID-19) termasuk di Indonesia. Tingginya tingkat penyebaran dan penularan Covid-19 menimbulkan berbagai dampak, diantaranya adalah dampak ekonomi, kesehatan, pendidikan, bahkan sosial.Komunikasi yang baik dalam penanggulangan wabah covid 19 ini sangat perlu dilakukan Pemerintah agar setiap program yang sudah direncanakan akan terlaksana dengan baik seperti bantuan sosial yang tepat sasaran, pemahaman masyarakat tentang pentingnya menjaga protokol kesehatan dan tentunya mensukseskan program vaksinasi untuk meminimalisir penyebaran virus covid 19 ini.Aspek transmisi dalam komunikasi sumber daya aparatur pemerintah dalam penanggulangan penyebaran covid-19 kepada masyarakat di Kabupaten Kuantan Singingisudah berjalan baik.Pemerintah Kabupaten Kuantan Singingi mengeluarkan Instruksi Bupati dan Surat Edaran sebagai tindaklanjut Instruksi Pemerintah Provinsi Riau dan dikoordinasikan kepada stakeholders seperti Forum Pimpinan Daerah, Satuan Tugas (Satgas) Covid, Kepala Dinas, Camat, Lurah hingga relawan. Namun transmisi dalam penanggulangan ekonomi dengan memberikan Bantuan Sosial kepada masyarakat yang berdampak Covid-19 tidak berjalan dengan maksimal karena masih ditemukan masyarakat tidak mengetahui program sosial yang dikeluarkan oleh Pemerintah Pusat melalui Kementerian Sosial, Bantuan Langsung Tunai dari Pemeritah Kabupaten Kuantan Singingi hingga Bantuan Langsung Tunai dari Dana Desa. Kejelasan informasi dalam komunikasi yang dilakukan aparatur pemerintah dalam penganangan covid-19 masih belum maksimal karena masih ditemukan masyarakat belum memahami tentang pentingnya menjaga kesehatan dengan melakukan protokol kesehatan dan melaksanakan vaksinasi, Pada proses penyaluran bantuan sosial di Kabupaten Kuantan Singingi juga ditemukannya masyarakat yang tidak bisa memanfaatkan secara maksimal dana bantuan sosial. Komunikasi yang dilakukan oleh aparatur pemerintah kepada masyarakat dalam penanganan Covid-19 belum berjalan dengan konsisten, berdasarkan temuan dilapangan bahwasanya aparatur pemerintah hanya melakukan beberapa kali memberikan edukasi dan pemahaman secara langsung dengan mengunjungi beberapa tempat keramaian, Faktor penghambat seperti kurangnya jumlah aparatur pemerintah ditingkat kelurahan hingga desa dalam memberikan edukasi dan pemahaman kepada masyarakat dalam menerapkan protokol kesehatan dan pendataan penerima bantuan sosial. Minimnya tingkat pendidikan sehingga masih ditemukan masyarakat yang tidak percaya dengan keberadaan virus corona ini.Selanjutnya masyarakat juga belum memahami secara keseluruhan anjuran dan pemahaman yang diberikan oleh aparatur pemerintah karena keterbatasan bahasa dalam berkomunikasi. Kurangnya anggaran dalam melakukan komunikasi dengan masyarakat, salahsatunya adalah minimnya baliho dan spanduk-spanduk yang terpasang disetiap daerah di Kabupaten Kuantan Singingi

Abstract

Desa Tanjung Bungo, Kecamatan Kampa, Kabupaten Kampar merupakan Desa yang memiliki Pendapatan Asli Daerah (PAD) yang cukup tinggi. Namun dalam pelaksanaannya masih banyak mengalami beberapa kendala, mulai dari perencanaan, pelaksanaan, hingga pertanggung jawabannya. Adapun untuk tujuannya dari penelitian ini adalah untuk mengetahui implementasi kebijakan penggunaan dana desa dan untuk mengetahui faktor-faktor yang mendukung maupun menghambat dalam penerapan penggunaan dana desa tahun 2020 di Desa Tanjung Bungo Kecamatan Kampa Kabupaten Kampar. Untuk penelitian ini, jenis penelitian yang dipergunakan ialah penelitian deskriptif dengan pendekatan kualitatif, dan untuk informan penelitian ditentukan dengan menggunakan teknik purposive sampling dan accidental sampling, yang selanjutnya dipilih 9 informan. Sedangkan teknik analisa datanya yang terdiri dari pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan untuk implementasi atau pelaksanaan kebijakan prioritas penggunaan Dana Desa di Desa Tanjung Bungo belum efektif dan masih banyak mengalami kendala antara lain regulasi yang masih tumpang tindih, rendahnya kualitas pendamping desa, sumber daya manusia dalam pemerintah desa yang rendah. Dan untuk faktor pendukung penerapan penggunaan dana desa di Desa Tanjung Bungo adalah meningkatnya partisipasi masyarakat baik dari perencanaan hingga pemanfaatan hasil pembangunan itu sendiri dengan melakukan pengawasan pelaksanaan penggunaan Dana Desa hingga pelaksanaannya berjalan dengan baik. Sementara untuk faktor penghambat penerapan penggunaan dana desa di Desa Tanjung Bungo yaitu masih tumpang tindih regulasi, SDM yang rendah, perencanaan yang belum sesuai kebutuhan prioritas, dan pengawasan tidak berjalan secara efektif.

Abstract

Evaluasi Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Rokan Hulu sudah terlaksana sejak tahun 2017 hingga saat ini. Dimana pada tahun 2021 PTSL di Kabupaten Rokan Hulu bertujuan sebagai penyempurna kegiatan PTSL tahun-tahun sebelumnya dengan strategi mendekat, merapat, dan menyeluruh menjadi dasar dalam penetapan lokasi PTSL untuk mencapai desa lengkap, yang merupakan suatu desa yang seluruh bidang tanahnya sudah terdaftar dan valid baik secara spasial maupun secara tekstual. Dalam melaksanakan percepatan PTSL dengan menerapkan regulasi dan terobosan baru masih terdapat hambatan dan kendala dalam pelaksanaan PTSL, oleh karena itu perlu dilakukannya evaluasi guna memberikan solusi terbaik terhadap permasalahan yang ada dengan menggunakan metode evaluasi CIPP (Context, Input, Process, Product). Penelitin ini merupakan penelitian kualitatif dengan upaya menggambarkan kejadian atau fenomena dengan apa adanya. Hasil penelitian ini menunjukkan cara mengatasi permasalahan dan faktor-faktor penghambat pelaksanaan PTSL di Kabupaten Rokan Hulu.
