Abstract

MSMEs have the potential to support economic growth in driving the national economy. In an effort to increase the productivity of batik MSMEs, the government created Kuantan Singingi Regent Regulation Policy No. 36 of 2021. This policy states that batik is made into ASN and honorary uniforms. Every ASN and honorary employee is required to wear Kuansing Batik every Thursday. With this regulation, it is hoped that demand for batik production will increase so that it can increase the economic value for batik MSMEs in Kuantan Singingi. The research method used in this research is a qualitative method. Data collection techniques use interviews, observation and documentation. Data analysis techniques use data reduction, data presentation, drawing conclusions and verification. The research results show that with the Kuantan Singingi Regent's regulatory policy No. 36 of 2021 concerning efforts to increase the productivity of Batik MSMEs in Kuantan Singingi Regency, there has been an increase in demand for Kuantan Singingi batik. Apart from the Kuantan Singingi Regent's regulation No. 36 of 2021, the production of Kuantan Singingi batik MSMEs is also assisted by the Kuantan Singingi Regency Small and Medium Enterprises Cooperatives, Trade and Industry Service as an instructor and provides training to Kuntan Singingi batik craftsmen. Apart from that, the Department of Small and Medium Enterprises Cooperatives, Trade and Industry of Kuantan Singingi Regency introduces Kuantan Singingi batik to the wider community by participating in various expos both nationally and internationally. The factors inhibiting the implementation of the Kuantan Singingi Regent's regulatory policy No. 36 of 2021 as an effort to increase the productivity of Batik MSMEs in Kuantan Singingi Regency are the lack of capital and high selling prices to consumers.

Abstract

The Dumai City Government, through the Environmental Service, is trying to prevent abrasion by carrying out rehabilitation and reforestation by planting mangroves in coastal areas. The increase in sea levels that occurs throughout the world is also a factor in abrasion, resulting in erosion of the coastline in Dumai City. The Dumai City Environmental Service as a Regional Apparatus Organization (OPD) functions to assist the Regional Head in carrying out government duties, especially those related to environmental problems in areas that are expected to play an active role in overcoming environmental damage problems such as preventing coastal erosion. In carrying out its duties and authority, the Dumai City Environmental Service has a legal basis which serves as a guideline in preventing environmental damage problems such as abrasion in the coastal areas of Dumai City, this is contained in Dumai City Regional Regulation No. 5 of 2017 concerning environmental protection and management. This research is a qualitative research type with a case study approach, the required data such as primary data and secondary data are obtained through interviews and documentation and then analyzed based on the research problem. The results of this research show that conservation has evolved from exclusive protection to inclusive protection, involving communities and other stakeholders. Today's conservation is about how to control exploitative human behavior and practices. Efforts made by the Environmental Service are conducting outreach, mangrove planting activities with the community, community complaint facilities.

Abstract

Al-Azhar 54 Islamic Elementary School Pekanbaru has used a new breakthrough, namely online learning based on Digital Classroom or also called learning with the E-Learning method to make it easier for students in their learning. Digital Classroom-based learning is learning that uses a device called a Tablet PC and uses special digital learning applications. The purpose of this study was to describe and analyze the effectiveness of Digital Classroom-based online learning for Islamic Al-Azhar 54 Elementary School Students in Pekanbaru and identify and analyze the Inhibiting Factors of the effectiveness of digital classroom-based online learning for Islamic Al-Azhar Elementary School Students Azhar 54 Pekanbaru. This study uses the theory of work effectiveness in the opinion of Richard M. Steers who uses 4 indicators, namely Organizational Characteristics, Environmental Characteristics, Employee Characteristics, and Management Policy and Practice. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The Effectiveness of Digital Classroom-Based Online Learning for Students of the Al-Azhar 54 Islamic Elementary School Pekanbaru has not run effectively and optimally. This is due to several factors that make the process of Effectiveness of Digital Classroom-Based Online Learning not yet effective and maximal because Teachers are not ready to carry out digital-based learning, there are still many students who do not understand or are used to digital learning and also several other factors that make learning digitally this is not optimal. So that further the effectiveness of Digital Classroom-Based Online Learning can run effectively and maximally, various aspects of the deficiencies mentioned above must be improved even better to achieve an effective and maximum learning.

Abstract

Setiap tahunnya pemerintah Indonesia telah mengalokasikan anggaran untuk pupuk bersubsidi Indonesia dengan tujuan agar petani mampu membeli pupuk sesuai kebutuhan dan dengan harga yang lebih terjangkau. Namun pada kenyataannya penyaluran pupuk bersubsidi masih sering timbul masalah terkait sulitnya mendapatkan pupuk bersubsidi dan penyaluran pupuk yang belum tepat waktu. Penelitian ini bertujuan untuk menganalisis efektivitas program pupuk bersubsidi di Kabupaten Lima Puluh Kota dan mengidentifikasi faktor yang menghambat efektivitas program pupuk bersubsidi dengan menggunakan teori efektivitas menurut Sutrisno yang dilihat pada aspek pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Penelitian ini menggunakan jenis penelitian kualitatif bersifat deskriptif dengan metode pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa efektivitas program pupuk bersubsidi di Kabupaten Lima Puluh Kota belum terlaksana dengan baik dan faktor yang menghambat efektivitas program pupuk bersubsidi di Kabupaten Lima Puluh Kota adalah kurangnya anggaran dan kurangnya koordinasi antar pihak terkait penyaluran.

Abstract

Pentingnya akseptabilitas pemerintah Kabupaten terletak pada keberlanjutan dan efektivitas penyelenggaraan pemerintahan lokal. Ketika masyarakat merasa puas dan percaya pada kinerja pemerintah Kabupaten, kemungkinan besar mereka akan mendukung inisiatif-inisiatif pemerintah, serta lebih kooperatif dan terlibat dalam pembangunan dan penyelenggaraan pemerintahan. Sebaliknya, rendahnya akseptabilitas dapat mengakibatkan ketidakpercayaan masyarakat, resistensi terhadap kebijakan, dan bahkan ketidakstabilan politik. Tujuan penelitian ini adalah Untuk mengetahui tentang Akseptabilitas pemerintah kabupaten terhadap Musyawarah Perencanaan Pembangunan (Musrenbang) Kecamatan Pucuk Rantau Kabupaten kuantan singingi, Metode penelitian dalam penulisan ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi . Hasil penelitian ini menunjukkan bahwa Musrenbang Kecamatan Pucuk Rantau telah berjalan tepat waktu dan sesuai waktu. Perwakilan dari setiap kelurahan dan desa berpartisipasi dalam Musrenbang Kecamatan Pucuk Rantau Tahun 2022, yang berfungsi sebagai fasilitator dan pemangku kepentingan, memastikan bahwa sasarannya tercapai dengan tepat. Namun, tetap dalam pelaksanaannya tetap didominasi oleh pihak stakeholder dari pemerintahan dan Pemegang kekuasaan memiliki kendali atas proses pengambilan keputusan, meskipun mereka menerima masukan dari masyarakat

Abstract

This article offers a legal perspective on the intricate web of Indonesian peatland policies, emphasizing their repercussions and inherent contradictions. Through an in-depth analysis of the legal frameworks and regulations governing peatland management in Indonesia, this study unravels the complexities and discrepancies present within these policies. It critically examines the repercussions stemming from these policies, shedding light on their unintended outcomes, including environmental, social, and economic ramifications. To address the complexities surrounding peatland policy in Indonesia, this article employes a multi-faceted legal research methodology. Primarily, it involves a doctrinal analysis, where relevant laws, regulations, and policies are systematically reviewed to identify inconsistencies and gaps. This study highlights the legal intricacies and challenges faced in implementing and enforcing peatland policy, ultimately seeking to propose a pathway for a more coherent, effective and harmonious legal framework to address the complexities of peatland management in Indonesia.

Abstract

According to SDGs 2030, food security must have 3 principles, namely; Availability, Affordability; and Benefits, hereinafter referred to as food security aspects. Rokan Hilir is an area with a high level of stunting. Referring to the problem formulation, the objectives of this research are: 1) to analyze and describe the effectiveness of the implementation of the Food Security Policy; 2) to analyze and describe the factors that constrain the effectiveness of implementing the Food Security Policy in Rehabilitation Efforts to Handle Stunting in Rokan Hilir. The approach taken is a qualitative approach with descriptive analysis methods. The data required in this research consists of primary data and secondary data. The units of analysis in this research are people or parties who are considered to have knowledge about the implementation of food security policy innovations in dealing with stunting and also from the policy implementing apparatus, some of whom have certain positions, including staff, the community and also from NGOs which are parties involved in implementing food security policy innovations to combat stunting in Rokan Hilir. The research results show that stunting in children will have an impact on metabolic disorders, low immunity, and suboptimal physical body size. The better the coordination and communication between the parties involved in an implementation process, the less likely it is that errors will occur.

Abstract

The problem in this research is early marriage which continues to occur in Pekanbaru City and is a national issue currently facing Indonesia. Early marriage is a serious problem because it violates children's rights. One of the regional government's efforts to prevent early marriage is through the flagship program of the Ministry of Women's Empowerment and Child Protection (PPPA) known as the Family Learning Center (Puspaga). The Family Learning Center (Puspaga) plays an important role in efforts to prevent early marriage by providing knowledge and professional guidance to help protect children's rights. How effective is the Puspaga (Family Learning Center) program in preventing early marriage in Pekanbaru City. The aim is to analyze and describe the effectiveness of policies and identify actions that need to be followed up using Campbell's theory in Mutiarin (2021) which is seen from indicators of program success, target success, satisfaction with the program, level of input and output, and achievement of overall goals. This research uses descriptive qualitative methods. The results of this research show that the program has been quite successful with the socialization and services that continue to be provided. The success of the target has not been achieved because many people do not know Puspaga. Satisfaction with the program has not been felt by many people. Input and output levels can be said to be effective because they have good human resource input and service output provided. Achievement of overall goals has not yet been achieved. Actions that need to be followed up are increasing human resources, providing scheduled outreach and cross-sectoral collaboration.

Abstract

Peat restoration is a government strategic program which is a top priority area, especially for Riau Province. Peat restoration is also one of the pilot projects that must be handled correctly, quickly and thoroughly so that it does not repeat the wounds of the disaster like 7 years ago. This is because, as the owner of the largest peatland in Sumatra, history has also been categorized as the biggest source of forest and land fires. It was suspected that the restoration of the peat was originally due to forest and peatland fires, so that the World Bank once estimated that the economic loss from the karhutla disaster reached Rp. 221 Trillion (Mileva et al. 2016). In accordance with Presidential Decree No. 1 of 2016, the government established the Peat Restoration Agency which is the leader in implementing peat restoration in Indonesia (Lebaran et al. 2016). It should be known that peat restoration is indeed designed within the framework of collaboration with many elites (representative groups that are considered capable), namely the Government, communities, NGOs and the private sector, which are the key elites for the implementation of peat restoration (collaborative governance). The elite approach strategy is the focus of this study by using collaborative governance theory as the main research framework. This study uses a qualitative method with a case study approach assisted by literature studies. Researchers found that there was a failure of peat restoration management strategy in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda became the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors become the main ones because peat restoration is related to investments in forestry and oil palm plantations. Then the cause of the failure of the management strategy, namely failure to understand communication between elites, was also caused by a lack of commitment from elite leaders in Riau.

Abstract

Attraction is one of the things that can attract tourists to visit tourist event locations. A tourist object must meet development requirements in the form of something to see, something to do, something to buy, something to arrived and something to stay in order to attract tourists. This study aims to determine the tourist attraction of the Pacu jalur event in Setako Raya Village and to find out the obstacles and efforts made by the manager of the Pacu jalur event in Setako Raya Village, Peranap District, Indragiri Hulu Regency. Researchers used research methods in the form of observation, interviews and documentation. The results of this study can be concluded that Setako Raya Village fulfills the five development requirements in the form of something to see, something to do, something to buy, something to arrived, and also something to stay. However, the implementation of these five conditions has not been fully optimal and sufficient for tourists. Keywords: Attraction, Event, Pacu Jalur, Setako Raya Village
