Abstract

Infrastructure Development Environment is necessary for the community to support the life sustainability in the surrounding area. One of the tiered development program planning forum provided by the government to accommodate the aspirations of the community in terms of development is the Development Plan Council (Musrenbang). Musrenbang is a planning institutions in the region and as a mechanism to bridge the advance and necessity of the community (bottom up planning) with plan will be programmed by the government (top down planning). But through the process of development planning council in the district of Pekanbaru City, the results of the implementation of these activities is not in line with the expectations and advance of the society’s which is the genuine conditions and needs. The advance from the Pekanbaru Kota district can not be accommodated by the City government. The purpose of this study was to determine the decision making factors of Environmental infrastructure Development through Musrenbang in the Pekanbaru Kota district in 2014.The concept theory used to identify factors that exert influence is theory of decision making by Nigro and Nigro, which is: outside pressures, conservativeness, personality characteristics, influence from outside reference group, and other past conditioning. The research methodology used is descriptive analysis with qualitative approach. Method of data collection techniques in this study is observation, interview, and documentation by data analysis technique using Mies and Huberman model.The research result showed that the decision making process of environmental infrastructure development through Musrenbang in Pekanbaru Kota district in 2014 is ineffective due to overlook on community interest , not able to solve the existing problem in Pekanbaru Kota district, and not in the underlying interests of the communityKeywords : Decision Making, Musrenbang, Environmental Infrastructure

Abstract

Jemur Island with the beautiful panorama and the potency of Jemur Island has promised can become as a natural tourism but in this case is still not handled optimally because it is still not the availability of infrastructure (such as infrastructure) that can support and be used as natural tourism of the Jemur Island that can be enjoyed by tourists and can improve APBD of Rokan Hilir Regency. The purpose of this research to know the efforts of development infrastructure of Jemur Island as a travel object of Rokan Hilir Regency and factors that inhibit in the conduct of development efforts. Theory in this research is Suwantoro’s theory that the principal elements supporting the development of tourism, tourism object and tourism attraction, tourism infrastructure, tourism facilities, governance or infrastructure and communities or the environment. This research has used descriptive qualitative research method. The data collected through interview, documentation and observation. Result of this research has showed that the infrastructure in Jemur Island still in the development stage and therefore still need cooperation between the department related to continue these activities. The factors that inhibit of effort were the policy of the road infrastructure, mobile phone network and the mobilization of the material to the point of construction.Key Words : infrastructure, tourism, the development of tourism

Abstract

Service is one of the things that really need to get the attention of the government, so that the user community services were satisfied with the service provided. In relation to the above Department of Population and Civil Registration Bukit Batu District is one of the agencies authorized to provide services to the community, which of especially in the areas of service. Birth certificate is a certificate issued by the competent authority, which is related to the birth in order to acquire or obtain legal certainty against someone. Deed made based on reports of births conveyed within the time limit no later than 60 (sixty) working days for the citizen and 10 (ten) working days from the date of birth for foreigners baby. The research to aims identify and analyze of Birth Certificate Child Care Arrangements in the District Of Bukit Batu. The writer used qualitative method and the technique of collecting data are interview, observation and documentation. The interview was conducted by the research informants defined through snowball sampling technique.The theory of Bronoos in Sutupo will be used as reference to analyze and ędefines the overall area is service a birth certificate there are some good service quality criteria which professionalism and skills, attitudes and behaviors, and trustworthy reliability, accessibility and flexibility, improved. Data collection using the techniques of observation and interviews. Data analysis techniques using qualitative descriptive techniques.The result of showed, Effectiveness a obtaining of certificate service has not running well based on the minimum service’s standart that have been established in regulations. This matter could be seen from the phenomenon and fact of the implementation of certificate service that occured on the real life. Abstract

Rukun Tetangga (RT) is a division of territory in Indonesia below Rukun Warga (RW). Rukun Tetangga is not including division of government administration, and the formation passes through the citizens meeting. It is formed for social service that fixed by Desa or Kelurahan. Rukun Tetangga is led by Ketua RT who chose by the citizens. An RT consists of a group of houses (head of family).Rukun Warga (RW) is a division of territory in Indonesia below Dusun or Lingkungan. Rukun Warga is not including division of government administration, and the formation passes through the citizens meeting. It is formed for social service that fixed by Desa or Kelurahan. An RW consist of some RT.Rukun Tetangga (RT) and Rukun Warga (RW) are social organizations that established and built up of government to maintain and preserve the value of Indonesia social life based on work together and family principles and for helping increase the smoothness of government jobs, development and the sociality in the village and Kelurahan. Every RT consist of the most of 30 KK (Head of Family) for village and the most of 50 KK (Head of Family) for Kelurahan. The formation of RT and RW are based on Permendagri No. 7/1983.Kelurahan is a work territory of Lurah as area instrument of Kabupaten / Kotamadya / Kota administrasi below Kecamatan. Territory in the government structure at Pekanbaru, Kelurahan is the smallest organization unit and the nearest is social life. The meaning, the top of spear in carrying out the area self-sufficient at Pekanbaru is prearranged by the leader role of Lurahs.In cultivating of the institutions to achieve the social service satisfaction there are some factors that influence RT/RW jobs, and Social service Statisfaction

Performance Class I Immigration Office Pekanbaru in Monitoring Illegal Migrants in Pekanbaru current public concern which has not been maximal performance of the immigration office in the supervision of illegal migrants viewed by phenomenas that exist, many of them are illegal migrants who roam the city of Pekanbaru, the number iillegal migrants is increasing and where to place illegal migrants close to the communities Pekanbaru causing problems for society Pekanbaru. Formulation of the problem in this research is how the performance of Class I Immigration Office Pekanbaru in Monitoring Illegal Migrants in Pekanbaru.The purpose of this research is to understand and analyze the performance of Class I Immigration Office Pekanbaru in Monitoring Illegal Migrants in the city of Pekanbaru and to analyze the factors that influence the performance of Class I Immigration Office Pekanbaru in Monitoring Illegal Migrants in the city of Pekanbaru. This research used Mahmudi theory with indicators: Inputs, Process, Outputs, Outcomes, Benefits and Impact.This research methods is using exploratory qualitative approach. Informants in this research are Member of Immigration Office, Member of Parliament Pekanbaru, and Illegal Migrants. Data collection techniques in this research are interviews, observation and documentation.The results of this research is the performance of Class I Immigration Office Pekanbaru in Monitoring Illegal migrants in the city of Pekanbaru less than maximum. This was evidenced by illegal immigrants still roam freely, the ineffectiveness of the rules, the presence of illegal migrants has been bringing negative impacts on society Pekanbaru. This Research focused on The performance Satuan Polisi Pamong Praja in Tembilahan for handling result in curbing Street Vendors have not been effective, Limited employee Satuan Polisi Pamong Praja, lack of response to the needs of Street Vendors, and low assertiveness, no tough sanctions in enforcing penalties or sanctions.Method using by researchers is theory of Dwiyanto with the using of indicators are Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. Method used is qualitative. In collecting The data, the researcher used Interview techniques, Conservation, and Study of literatur. By using Key informan as sources of information. For the location of the research, researchers specializing in Tembilahan.The result showed that the performance of Satuan Polisi Pamong Praja not running optimally, Satuan Polisi Pamong Praja barrier is the lack of employee Satuan Polisi Pamong Praja, Limited budget and no special land for Street Vendors. The works done is conduct roving patrols, outreach to the Street Vendors. Recommendation from this research should Satuan Polisi Pamong Praja Reseachers are more assertive in controlling the Street Vendors.Keywords: Performance, Street Vendors, Control.

Abstract

Pekanbaru city is that the city will be minimal, especially tourism, nature tourism, and in spatial areas already rung can be used as a place of tourism. Goverment Pekanbaru indeed less able to manage the tourist area and to achieve the tourist destination ahead does the government involves a third person in the management, one of which is a recreational park Alam Mayang in Pekanbaru, Recreation Alam Mayang is one of the natural attractions in the city of Pekanbaru in is owned by the private sector, and has a strategic location not far from downtown, but there are some issues that are not in accordance with local regulations in force in the city of Pekanbaru, one of which is abuse Recreation place this as a place sordid causing unrest of visitors and local residents and the lack of facilities available at this recreation area.To analyze these problems the author uses the theory of Van Meter Van Horn which in accordance with these problems, Standard's policy objectives, resources, communication between organizations, implementing characteristics, economic and political environment. This research is a descriptive study with qualitative approach, where data collection techniques are observation and interviews with key informants as key informants.It can be concluded that the implementation of Pekanbaru City Regional Regulation 3 of 2002 on public entertainment (Case Study Recreation Park Alam Mayang In Pekanbaru City) have some problems so that this implementation is not effective because of the constraints faced by internally from them.Keywords: Implementation, Department of Culture and Tourism, Recreation Alam Mayang

But a staff of Education and Culture Kampar Regency at this time we still have any minus and weakness this can be known from the phenomenon that I come across. Human resources Looking, indirectly will can have an effect on the performance of Education and Culture Kampar Regency, So that I'm formulate this research is whether there is a relationship between education and training to employee's competency in the Education and Culture Kampar Regency in the service to the community. Abstract

This study discusses the implementation of the development of the Durian River Basin as a Kampung Rendang. The purpose of this study (1) to determine the implementation of the development of the Durian River Basin as Kampung Rendang, (2) to determine the factors that hinder the implementation of the development of the Durian River Basin as Kampung Rendang. The research method used is a qualitative method. Based on the research results, the implementation of the development of the Durian River Basin as Kampung Rendang has been implemented well. This can be proven by the existence of Kampung Rendang, an area in Payakumbuh City, namely Nagari Sungai Durian where the area is dominated by rendang IKMs that have existed since 2015. Furthermore, the factors that hinder the implementation of the Development of the Durian River Basin as a Rendang Village are the Covid-19 pandemic. which causes delays in various activities related to production to promotion, lack of human resources, and the lack of knowledge of the Rendang IKM about the use of technology. Keywords: Implementation, Development, Rendang

Abstract

The increasing demands for quality public health services, the service function should be improved to provide patient satisfaction. Quality of service is a form of patient assessment of the level of service received by the service expected, most of the government agencies in Indonesia has been implementing service with good but not maximized. But, at the health center Ujung Batu not implement the service properly. The facilities provided by these health centers are still lacking and quite slow in providing services, employee health centers are also less friendly in providing services to patients, as well as employees of the health center are also less response to the complaints of patients treated at this health center. So Puskesmas Ujung Batu has not been able to do a good job. The purpose of this study was to determine the quality of health services at the district health center. Ujung Batu and determine the factors that influence it.Researchers used the theory of Agus Dwiyanto where quality of service can be determined by the dimensions of the officer attitude, procedure, time, facilities, and services. This study uses qualitative exploratory methods, techniques collecting data through observation and interviews in which the parties - the parties involved in this study as an informant.The results of this study indicate that the PHC Ujung Batu had poor service quality in serving the community and not in accordance with what is expected of society. Starting from facilities that are incomplete, slow employees in providing services, employee health centers are also less friendly, employees are less in response to patient complaints. It is not yet meet all the indicators that measureJom FISIP Vol 3 No.2 – Oktober 2016 Page 2the quality of service is good.
