Abstract

The purpose of this study was to determine how a small business coachingSongket Weaving craft carried out by the Department of Industry and TradePekanbaru City and to determine what factors are an obstacle in the development ofsmall businesses Songket weaving handicrafts made by the Department of Industryand Trade Pekanbaru. The methodology of this research consists of the researchsites, informants research, types and sources of data, engineering data collection,and data analysis. Analysis of the data used in this study is a qualitative descriptiveanalysis method which gives a clear picture in detail based on the data that wascollected in the field through the interviews were then drawn a conclusion. Thesurvey results revealed that small business coaching Songket Weaving craft is notmaximized due to lack of funding from the government budget, the limited number ofextension staff (functional) in the Department of Industry and Trade of Pekanbaru,conducive business climate is not maximized, the limited of infrastructure, humanresources limited, access to marketing, mastery of technology and a lack ofpromotion of the government.Keywords: Coaching, Small Business, Craft , Songket Weaving

Abstract

This research background phenomena is along with demands for improvement in public service are good and satisfactory to the community become a necessity that must be met by the Government. Therefore to realize these demands, Siak District Government through the Department of Investment and the One Stop Service (DPMPTSP), utilizing increasingly sophisticated technological development by organizing online licensing system and tracking system. Benchmark of discussion and the research.This research design using qualitative descriptive. Copmplex issue and requires in-depth understanding of the meaning, so it is necessary to do an interview, observations, and documentation in depth to be able to obtain valid data. In tihis research interviews and observations conducted at the office of investment and the one stop service (DPMPTSP) Siak District.Based on result of the research effectiveness of online licensing system and tracking system the office investment and the one stop service Siak District, in can be concluded that the effectiveness of online licensing system and tracking system (SPOTS) in terms of inputs, processes, ouputs, and outcomes, has been able to provide accurate indormation for the public, and it can help people in taking care of all matters related to the licensing. This is because there isi a supporting factor is community participation, human resources and infrastructure.. in addition to supporting the above factors, there are also inhibiting factors is the internet that is uneven in several areas in Siak District, and sometimes there are technical issues sich as blackout.Keyword : Effectiveness, Public Service, Licensing Service

Abstract

Anticipated PDAM Kota Pekanbaru service management in general have not been able to meet the needs of customers well. Technical constraints, especially lack of funds,congestion water delivered, the water is not clear other than that the demage to pipes, drains and Administrative services convoluted in the PDAM Kota Pekanbaru. Supposedly this PDAM Kota Pekanbaru as a company that is trusted by the city government to meet the needs of society pekanbaru,PDAM Kota pekanbaru will be able to realize the goal of clean water of company. The problem in this research is how the conditions of service management at PDAM Kota Pekanbaru in realizing it’s objectives and the factors that affect the service management. The concept is the theory that researchers use PDAM Kota Pekanbaru service management, this study used qualitative research methods to study descriptive data. In collecting the data, researchers use interviewing techniques, observation and documentation. By using key informants as sources of information and literatures. These result indicate that the conditions of service management PDAM Kota Pekanbaru are in the category of not yet effective, which it is seen from city taps away goal achievement PDAM Kota Pekanbaru. Factors that affect the service management this PDAM Kota Pekanbaru there are, human resources, facilities and technology, costs, service personel competence, service time, the duty and authority of employees, employee performance, and coaching employees, which to all of these factors are very influential and must be in line for service management in PDAM Kota Pekanbaru. Abstract

Land is a place for people to exercise their nature as personal and social. Land ownership must be clearly evidenced by a legally registered land title certificate called a land certificate. Certificate of land is very necessary in the order of land administration. To improve the service to the public in the certification of land and in order to bring about the implementation of duties and functions, BPN Kabupaten Kampar carried out the mandate of BPN RI based on the regulation of Head of BPN number 18 Year 2009 to society developed land services called Larasita (People's Service for Land Certification). Still less people in the management of certificates through Larasita and the lack of services received in various regions attracted writers to conduct research titled Evaluation of People Services Program for Land Certification (LARASITA) in Kampar District. In Dunn's theory, there are 6 (six) evaluation indicators, namely: e.factivity, efficiency, adequacy, equity, responsiveness, and policy accuracy. Research method used is descriptive qualitative with purposive sampling technique. Informants in this study were Head of Controlling Section and Empowerment of BPN Kabupaten Kampar, Chief of Larasita, Larasita Secretary, Larasita Member, District Siak Subdistrict Siak Hulu District, Kampar Left and Bankinang Subdistrict, Kades Tanah Merah, Subdistrict River Hope, District Governance Sand Sialang Subdistrict From the results of qualitative descriptive data analysis from the side of the evaluation, the Service Program for Land Certification (Larasita) in the district of Kampar is categorized as yet to be successful. This is evident from the unreachable goals and objectives of the Program. In addition, there are also factors that influence policy evaluation, namely: Lack of Socialization, Lack of Human Resources and Operational Budget, lack of mobilizing vehicles and frequent interruption of communication devices and presuption Community about this program.Keywords: Evaluation, Land, Service, Larasita

Abstract

The using of Art Anjung Idrus Tintin Hall looked worst because the condition became worse day by day so, the Departement of Tourism and Economic Creative the Province of Riau continues to consider the need for a management agency to manage the Anjung of Idrus Tintin and they formed UPT. Bandar Serai under the direct supervision of the Departement of Tourism and Economic Creative the Province of Riau. The issues discussed in the thesis is described on the optimalitation of using Art Anjung Idrus Tintin in developing tourism sport in Pekanbaru. The purpose of this research is tu figure out how to optimalitation of using Art Anjung Idrus Tintin hall and the factors that effect the optimalitation of using Art Anjung Idrus Tintin hall in Developing tourism sport in Pekanbaru. The researcher used asset optimalitation theory by Siregar (2004) assumed it was the study process of management asset that divided by five levels like asset investation, legal audit, asset evaluation, asset optimalitation, at last audit and control. And the conclusion from the statements about that asset optimalitation was the optimalitation using from an asset that had more useful. Or increased income effectively. Because of that, the researcher applied descriptive qualitative method and collected the data by observation and interview the audience in this part. The result of this research showed that in optimalitation of Art Anjung Idrus Tintin Hall needed increasing asset from inside or outside part of this hall. Beside that increasing of human’s quality and copability needed to create master of plan that formed this hall became the most luxurious hall in Indonesia as international level and also can be icon of Pekanbaru.Keywords : Optimalitation, Management Asset, ASIT Hall in Pekanbaru

Abstract

Wahana Tata Nugraha in an appreciation which is given by central government to the district whether province or regency for the ability and the role of the people to increase the implementation of city-wide transportation system performance. Pekanbaru city gain the Wahana Tata Nugraha Appreciation for the 10th times in 2014. Research is doing for knowing the Pekanbaru Department of Communication in Information Strategy to maintain the Wahana Tata Nugraha Appreciation in 2014. According to Elitan, there are 3 strategies, which are technology strategy,innovation, and operation. Moreover, some factors that influence Pekanbru to be successful for gaining Wahana Tata Nugraha are medium and infrastructure, coordination, human resources, as well the awareness of the society. This research is using descriptive metode, namely analyze that is trying to give detailed illustration based on the real founding on the field. It is then the presentation data can be described by result of interviewing and observation that will help to get the conclusion. The result of the this research shows Pekanbaru Department Comminication and Information strategy to maintain Wahana Tata Nugraha Appreciation in the year of 2014 is good by using Elitan strategy theories, which are technology strategy, innovation and operation. Abstract

Surveillance of protected forests done to explore and assess the implementation of forest management, so that the goal can be achieved to the fullest and is a feedback for improvement or further refinement of forest management, local authorities also conduct surveillance of protected forest communities and individuals also play a role in monitoring the protected forest. The local government is also authorized to monitor, collect information and perform inspection supervision over the implementation of the protected forest. The condition of forests and protected forest areas, especially in Indragiri Hilir very poor condition of the mark with the increasing degradation, reduced investment in forestry, the low progress of plantation establishment, less uncontrolled illegal logging and illegal trade, economic decline within the community and around forests, increasing forest areas that are not conserved in both the government and society To analyze these problems the author uses the theory Manullang which is consistent with the theory that problem. This research is a descriptive qualitative approach, where data collection technique is a technique of observation and interviews with key informants as key informants. It can be concluded that the results of interviews and observation that has been done in the field with respect to the supervision of protected forest conservation has so far been implemented fairly well in accordance with the policies and regulations of the Department of Forestry and Agriculture in accordance with the duties and functions of each office. Human resources are not sufficient to the task of monitoring the implementation of the protected forest conservation that follow in the budget is not adequate to be allocated for personnel and forest conservation in Indragiri Hilir optimally. Abstract

Accountability is a must for each public service department, Department of Spatial Planning and Building is a government agency that provide Building Permit License. People have to be satisfied of the service that given by this department. That is the reason why accountability is a must to accomplish this goal.This study aimed to describe Accountability Services Building Permit License (IMB) in Pekanbaru. The author uses indicators such as Reference Services, Solution Services and Priority Services to look at the accountability of public services. This study uses data collection techniques interview, observation and documentation.Results of this research is the accountability of service delivery Building Permit conducted by the Department of Spatial Planning and Building in Pekanbaru yet fully accountable, guides the work has not been completely oriented to service users, solution services provided to service users not provide facilities, and kepetingan service users yet fully prioritized.Keywords: Accountability, Building Permit

Still the gap between women's participation and the development of men, women's limitedaccess to the activities of the wider public, is part of the issues to be resolved. In addition,women's issues are complex and cut across the field, thus handling the problem can not becarried out by the Ministry of PP and PA alone. Therefore, it needs the support and cooperationamong all stakeholders, both the center and the regions, so that the condition can be handledproperly and thoroughly so, need to be established Agency for Family Planning and WomenEmpowerment (BKBPP) Kampar district. In order for the knowledge, abilities and skills of eachemployee can continue to evolve with the needs of the organization, the employee will need toobtain additional knowledge and skills in the provision of education and training. Abstract

Supervision Installation of billboard in Kecamatan Tampan Pekanbaru City conducted by (Satpol PP) is a government agency responsible for the Supervision of Board Installation and according to city regulation Pekanbaru Number 4 Year 2011 About Reklame and mayor regulation Pekanbaru Number 24 Year 2013 About Implementation of Advertising. The purpose of this study is to find out how the implementation of Monitoring Board Installation in Kecamatan Tampan Pekanbaru City. Theoretical concepts used by the researcher are the indicators that influence the supervision used by Brantas where the indicator used is to determine the standard to be used, measure the implementation or the results achieved, compare the implementation or results with the standard and determine the deviation if there is and take action improvement if there are deviations. This research uses qualitative descriptive method, using interview technique, observation and documentation. The results of this study indicate that (Satpol PP) in this case as an authority in supervising the installation of billboards has not done the supervision of the installation of billboards maximally and there are still many deficiencies in terms of monitoring the installation of billboards such as the number of billboards that have expired time still attached and limited human resources so that the need for additional personnel in the supervision team so supervision runs optimally.
