Abstract

Some of the Lebak Lebung and river public water areas in South Sumatra are governed by an auction system that has been carried out for a long time by the local community based on clans, namely "Lelang Lebak Lebung dan Sungai" (L3S). After 1982, the authorities implemented an auction system that transferred the implementation of the auction system to the management regime of the district government to apply regional autonomy. This transition provided governance changes, especially for the increasingly complex actors involved and competing in the L3S battle arena. This article aimed to analyze actor battles in the L3S arena by analyzing specifics about the regime transition change before and after the management of L3S applied, the institutionalization of patronage that was formed, and the social conflicts that occurred. This study used a constructivist paradigm and qualitative research methods. We identified 39 informants as research subjects who were chosen deliberately and analyzed the data using three stages: data reduction, presentation, and conclusion. The study results show that changes in L3S management are dominated by changes in rules and authority holders, which encourage access domination by entrepreneurs/non-fishermen. New working relations are formed by placing local fishermen as laborers and new non-fishermen actors as buyers. As a result, conflicts have occurred between actors.

Abstract

Abstract The social structure of inland fisheries communities tends to place powerful elites in important positions, while local fishermen are subordinate actors. Patronage is a form of social relationship that describes the unequal social structure between these actors. This research aimed to analyze social structure in the inland waters of South Sumatra in the practice of the Lebak Lebung and River Auction (L3S) in OKI District. To achieve this goal, a constructivist paradigm with qualitative research methods was employed, and the sample comprised 39 informants selected as subjects. The data analysis was conducted in three distinct stages, namely data reduction, presentation, and drawing conclusions. The results showed that the regulation of open access for all parties in the local government regime after 1982 created an institutionalized social relations structure where the government, investors, traders, middlemen, and non-fishing actors dominated compared to the fishermen. The participants in this social landscape strived to accumulate capital to enhance their competitiveness within the L3S domain. A patronage system was implemented with middlemen assuming the role of patron and the fishermen acting as their clients. The current institutional social structure has created an unfair distribution of resource benefits for fishing workers. The novelty theories were found in the working relations of the inland waters community of South Sumatra, namely stratified distribution of rights, dual status, multi-stage patronage, and the positive function of patronage for chief fisherman. Further research should be conducted to research policy revitalization and develop strategic inland water management models. Highlight Research The author mentioned 3 highlights from their results research: Auction system in inland waters in South Sumatra presents an unfair distribution for fishermen. Structure of the working relationship formed is an asymmetric patron-client relationship but with novel theories such as the stratified distribution of rights model, dual status, multi-stage patronage, and the positive function of patronage. An imbalance in local access to auction objects due to their weak ability to accumulate capital.

Abstract

The escalating demand for tin has catalyzed extensive mining activities in Central Bangka, particularly among inconventional miners. This study investigates the socio-economic implications of inconventional tin mining on land ownership, social conflicts, and post-mining land reclamation. Employing qualitative research methodologies, including in-depth interviews and field observations, the research elucidates the challenges local communities face, notably land disputes and environmental degradation. The findings reveal that inconventional mining practices frequently incite conflicts between residents and mining enterprises, exacerbating social tensions. Additionally, the absence of effective land reclamation policies has led to significant environmental repercussions, adversely impacting the livelihoods of local populations. This paper underscores the necessity for sustainable resource management policies that account for the socio-economic dynamics inherent in informal mining. Recommendations for enhancing land governance and fostering community engagement in post-mining reclamation initiatives are presented, aiming to promote a more equitable and sustainable framework for tin mining in Central Bangka.

Abstract

Background: PT Prima Kelola IPB business application currently does not have an optimal business model so the right strategy is needed to develop the business model. Purpose: The objectives of this study are to analyze the current business model through a Business Model Canvas mapping (BMC) approach, determine three priority elements on BMC, compile an improvement business model canvas, and formulate alternative strategies to develop. Design/methodology/approach: The method used in this study is the Business Model Canvas approach, Importance Performance Analysis, and SWOT analysis. Findings/Result: The results of this study show that the three priority elements selected on BMC are customer segment, key activities, and key partnerships. Based on the results of SWOT analysis and FGD, the formulated alternative strategies are: 1) creating a strategic alliance for all IPB University in seeking projects; 2) expansion of collaboration with alumni network abroad to reach global markets; 3) optimizing the network by adding expertise, lecturers, practitioners, suppliers, other partners. Conclusion: The development of this business model is expected to be able to encourage the company's portfolio efforts to be maximized in increasing business volume, increasing operational efficiency, and increasing the market reach of PT Prima Kelola IPB through strategic steps that can be taken in this research.Originality/value (State of the art): This research contributes to the limited discourse in the literature on business development strategies of IPB University's subsidiaries by integrating SWOT and AHP methods to produce alternative strategies as a step for companies to develop new business models. Abstract

This research aimed to analyze the factors that influence fresh and processed fish purchasing of working mothers and housewives in Bogor City, West Java. This research involved 200 peoples that were selected purposively. Data were collected by interview and were analyzed by conjoint, Fishbein, and Logit analysis. The result showed that both working mothers and housewives more concerned about fish condition rather than fish types. The knowledge about content, type, and processing of fish of both working mothers and housewives were relatively similar. The attitude of both working mothers and housewives was same. Both of them prefer fresh fish rather than processed fish. Purchasing of fresh and processed fish was measured by the frequency and quantity of purchasing. The factors that affect the frequency of fresh fish purchasing were family expenditure, preference, and knowledge, while the frequency of processed fish purchasing was influenced by education, family size, and attitude. Furthermore, the factors that affect the quantity of fresh fish purchasing were family expenditure, while the quantity of processed fish purchasing was influenced by family size.

Abstract

Raja Ampat merupakan kawasan potensial ekowisata bahari di jantung segitiga terumbu karang dunia dan untuk mengembangkan potensi tersebut, pemerintah setempat menetapkan pembentukan kampung-kampung wisata di sejumlah lokasi. Dalam perkembangannya, kelembagaan pengelolaan kampung-kampung wisata ini tidak terlepas dari tantangan untuk mengakomodasikan berbagai kepentingan dan pengaruh para pemangku kepentingan. Penelitian ini bertujuan untuk: (i) mengkaji kepentingan dan pengaruh pemangku kepentingan yang ada, (ii) mengidentifikasi kendala kelembagaannya, dan (iii) merumuskan program strategis yang dibutuhkan untuk meningkatkan kinerja pengelolaan kampung-kampung wisata tersebut. Lokasi penelitian mencakup Kampung Arborek, Yenbuba dan Sawinggrai Distrik Meos Mansar Kabupaten Raja Ampat. Penelitian dilaksanakan pada bulan September hingga Oktober 2020, dengan dua pendekatan analisis yaitu Interpretative Structural Modeling (ISM) dan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pemerintah, Dewan Adat Suku Maya, dan Conservation International Indonesia berada pada posisi key player, dengan kepentingan dan pengaruh yang tinggi terhadap pengelolaan ekowisata bahari di kampungkampung wisata. Kelompok masyarakat dan swasta berada pada posisi subyek dengan kepentingan yang tinggi terhadap sumber daya alam tinggi, namun memiiki pengaruh yang rendah dalam pengambilan keputusan. Hasil penelitian juga menunjukkan adanya kendala kelembagaan dalam pengelolaan kampung wisata, yaitu konflik pemanfaatan ruang dalam sistem pengelolaan tarif Kartu Jasa Lingkungan (KJL). Penelitian ini merekomendasikan sebuah intervensi kebijakan berupa program strategis yang terdiri dari beberapa level dan diprioritaskan pada: (i) pengembangan pengelolaan kolaboratif antar stakeholders, (ii) pemberdayaan masyarakat, (iii) peningkatan efektivitas konservasi, dan (iv) pendistribusian akses yang adil kepada masyarakat. Title:  Strategic Programs for Overcoming Institutional Obstacles of Marine Ecotourism Management in Raja Ampat (Case Study: Tourism Villages in Meos Mansar District )Raja Ampat is a potential marine tourism area located in the coral triangle. In 2009, the Raja Ampat Regency Government designated several villages as tourism villages to encourage economic growth in the community in the tourism sector. The management of marine ecotourism in Raja Ampat Tourism Village is inseparable from several institutional obstacles. Every stakeholder involved in management has an interest and influence. This study aims to examine stakeholder mapping, institutional constraints, and strategic programs needed for marine ecotourism management in tourist villages. The research location is in Arborek Village, Yenbuba and Sawinggrai, Meos Mansar District, Raja Ampat Regency. The analysis technique used is Interpretative Structural Modeling (ISM) and qualitative descriptive analysis. The results showed that the government, the Maya tribe Adat Council, and Conservation International Indonesia are the key players who had a high interest and influence on marine ecotourism management. Community and private groups are in subjects position who had a high interest in natural resources, but their influence in decision-making is low. The management of marine ecotourism in the tourist village of Raja Ampat has several institutional obstacles. The main obstacle is conflict over space utilization in the environmental service card tariff management system. To overcome the obstacles, it is necessary to implement strategic programs effectively. This study suggests a strategic program consisting of several levels. The strategic programs that are prioritized are the development of collaborative management among stakeholders, community empowerment, increasing conservation effectiveness, and distributing access to the community.

Abstract

Mangrove ecosystem rehabilitation is one of the strategic agendas for blue carbon climate change mitigation. Environmental communication studies are crucial in advancing mangrove ecosystem rehabilitation by facilitating collaboration among diverse stakeholders with varying roles and interests. Grounded in fostering mutual understanding, environmental communication aims to enhance dialogue and engagement in conservation. Therefore, this research aims to analyze 1) the effectiveness of environmental communication strategies in the mangrove ecosystem rehabilitation and 2) factors that influence the effectiveness of environmental communication of the mangrove ecosystem rehabilitation. This research was conducted in Muara Gembong District, Bekasi Regency, West Java. This research employs quantitative and qualitative methods. This research shows that in developing persuasive communication of the mangrove rehabilitation agenda, the two-way communication model is most effective in fostering an attitude of altruism in preserving the environment. In the digital technology development era, face-to-face communication has become the most effective choice for communicating with people with limited access to digital infrastructure and low literacy. Message senders often ignore evaluations to assess the effectiveness of communication. Evaluation will encourage improvement and continuity of communication until the expected impact can be achieved.
