Abstract

This thesis research aims to find out how Organizational Collaboration in implementing the Family Hope Program (PKH) in Sisarahiligamo Village, Gunungstoli Subdistrict, Gunungsitoli City, then also researchers want to know what are the supporting and inhibiting factors of organizational collaboration in implementing PKH in Sisarahiligamo Village. The organizations that are the focus of this research are the Sisarahiligamo village government, the Gunungsitoli sub-district government and the Gunungsitoli City Social Service. This type of research is descriptive with a qualitative approach, using data collection techniques with interviews, observation and documentation studies. This research uses the Collaborative Governance theory proposed by Ansell and Gash to analyze organizational collaboration in the implementation of PKH in Sisarahiligamo Village. The results of this study show that the administrative rules of collaboration have been carried out well starting from the face-to-face dialog that has been carried out, the establishment of a relationship of mutual trust, the existence of mutual commitment, the existence of mutual understanding, and the impact of the results of the collaboration carried out. The sustainability of collaboration is supported by the existence of strong rules regarding the implementation of PKH and the existence of competent human resources in PKH assistance in the field. In the process, there are still several factors that make the collaboration carried out by the Social Service, the Gunungsitoli sub-district government and the Sisarahiligamo village government not optimal, such as frequent changes in the PKH social assistance mechanism and also the lack of budget provided by the City government in the implementation of PKH in Gunungsitoli City, especially in supporting the acceleration of poverty data improvement which is the PKH Program database.

Abstract

This study aimed to understand the utilization of information technology on employee performance at the Lolofitu Moi Sub-District Office. It was found that despite most employees having defined job descriptions, some of them were unable to harness information technology due to limited understanding and skills in technology, as well as issues of accessibility and inadequate infrastructure, particularly concerning stable internet availability. This condition obstructed access and the utilization of information technology, subsequently impacting employee performance. Employing a qualitative method, in-depth interviews were conducted with employees at the Lolofitu Moi Sub-District Office to comprehend their perspectives and experiences regarding the use of information technology and its effects on their performance. The research results revealed that employees faced challenges related to hardware maintenance, software usage, network management, data security, and inadequate infrastructure. Additionally, obstacles in achieving optimal work results, such as differing priorities and expectations between staff and management, and a lack of coordination in task completion were identified. In the context of the office's operations, employee initiatives and mental agility influenced efficiency, while issues of time discipline and attendance were also a primary concern. This research provides a comprehensive overview of the challenges and barriers encountered in utilizing information technology, offering a foundation for further deliberation on improving performance and effectiveness at the Lolofitu Moi Sub-District Office.

Abstract

ABSTRACT This research aims to: 1) To find out the role performed by the Village Head in managing institutional cooperation in the Tetehosi I village government of Gunungsitoli City. 2) To find out the supporting and inhibiting factors of the village head in managing institutional cooperation in the Tetehosi I village government of Gunungsitoli City. 3) The author determines that this research is carried out in a qualitative type of research with a descriptive approach because this type of research has the aim of describing and analyzing phenomena, events, or social activities that occur in society that occur in the present in Tetehosi I village. The results of this study are: 1) the role of the village head is very relevant to the objectives of institutional cooperation in Tetehosi I Village. 2) a. Supporting factors: Active in carrying out tasks, Strong communication, Support and motivation, Controlling the decision-making process, Inclusiveness in decision-making, Encouraging active involvement of team members. b. Inhibiting factors: Limited Information Dissemination, Lack of active involvement of team members, Differences in Priorities and Focus, Lack of Community Participation. 3) The Tetehosi I Village Head has implemented several important strategies to manage institutional cooperation. Abstrak. Penelitian ini bertujuan untuk mengetahui bagaimana pemanfaatan teknologi informasi terhadap kinerja pegawai di Kantor Kecamatan Lolofitu Moi. Ditemukan bahwa meskipun sebagian besar pegawai memiliki tupoksi yang telah ditetapkan, sebagian dari mereka belum mampu memanfaatkan teknologi informasi karena keterbatasan pemahaman dan keterampilan terhadap teknologi, serta masalah aksesibilitas dan infrastruktur yang kurang memadai, terutama dalam ketersediaan internet yang stabil. Kondisi ini menghambat akses dan pemanfaatan teknologi informasi, yang pada gilirannya mempengaruhi kinerja pegawai. Studi ini menggunakan metode kualitatif, melakukan wawancara mendalam dengan pegawai di Kantor Kecamatan Lolofitu Moi untuk memahami pandangan dan pengalaman mereka terhadap penggunaan teknologi informasi serta dampaknya pada kinerja mereka. Hasil penelitian menunjukkan bahwa pegawai menghadapi tantangan terkait perawatan perangkat keras, penggunaan perangkat lunak, manajemen jaringan, dan keamanan data serta kurangnya infrastruktur memadai. Selain itu, tantangan dalam mencapai hasil kerja optimal, seperti perbedaan prioritas dan ekspektasi antara staf dan manajemen, dan kurangnya koordinasi dalam menyelesaikan tugas, juga terdeteksi. Dalam konteks operasional kantor, inisiatif dan kecekatan mental pegawai mempengaruhi efisiensi, sementara masalah disiplin waktu dan absensi juga menjadi perhatian utama. Penelitian ini memberikan gambaran mendalam tentang tantangan dan hambatan yang dihadapi dalam pemanfaatan teknologi informasi dan menyediakan landasan untuk pemikiran lanjutan dalam meningkatkan kinerja dan efektivitas di Kantor Kecamatan Lolofitu Moi.

Abstract

This research is motivated by the problems faced by Lolofitu Village officials regarding the use of information technology which is still not optimal. This research aims to find out how information technology is used by Lolofitu Village officials, supporting and inhibiting factors in the use of information technology by Lolofitu Village officials and efforts to use it. information technology for Lolofitu Village officials. This research uses qualitative methods to gain an in-depth understanding of the phenomena related to the effectiveness of the use of information technology for Lolofitu Village officials. The results of this research show that the Lolofitu village office faces a number of challenges in the use of information technology, including lack of adequate infrastructure, limited resources and low knowledge and ability of village officials in operating information technology.

Abstract

Abstract. Utilization of information technology is the behavior of technology employees with their duties, measurement, based on frequency of use in the diversity of applications used. Information technology is the study, design, development, implementation, support or management of computer-based information systems, especially software applications and computer hardware. Lack of use of information technology in the PT area. Taspen (Persero) Nias Islands Branch Office causes obstacles related to information, rights and obligations for Taspen participants, especially for participants who have entered the Retirement Age Limit. Because this obstacle often becomes a problem for a company, where when participants do not know their rights as Taspen participants, the company will be involved in the investigation process for Taspen participants who have obstacles or obstacles in managing their rights. This research aims to find out how information technology is used by participants at PT Taspen (Persero) Nias Islands Branch Office. Based on the research results, it was concluded that PT Taspen (Persero) Nias Islands Branch Office had taken significant steps in utilizing Information Technology (IT) to overcome the obstacles faced by retired participants, such as device non-uniformity, limited digital literacy, and electricity stability problems. However, there are still several challenges that need to be overcome. Improving participants' understanding of applications and web portals, as well as improvements in technical aspects and data security policies, is essential. Outreach and education are key in helping participants, especially older ones, understand the full benefits of IT in managing their retirement. Efforts to improve customer service with faster responses are also needed. With an ongoing commitment to increasing participants' technological understanding, improving the onboarding process, and maintaining strict data security standards, PT. Taspen (Persero) Nias Islands Branch Office can maximize the benefits of IT, provide a positive experience for participants, and maintain a high level of trust in the company.

Abstract

Abstract.     The aim of the research is to find out , as stated in the problem formulation above, To realize this goal, data collection techniques were carried out by means of interviews, observations and documentation with informants namely employees and the community in Ononmaolo II Lot Village . qualitative research based on interviews in processing data, so that the data obtained is more accurate. The results of this research are: As a result of observations by researchers who found problems that occurred in the development program in Ononamolo II LOT Village, where there were still many problems that caused discrepancies among the recipients of the village development program. The discrepancy in the list of recipients was caused by an error in interpretation by the village government, resulting in the recipients of aid not being on target. From the problems that occurred, the researcher then formulated a research title in which the researcher wanted to analyze the internal and external environment contained in the development in Ononamolo II LOT Village. Abstrak. Tujuan penelitian yakni untuk mengetahui untuk mengetahui sebagaimana rumusan masalah yang ada diatas,  untuk mewujudkan tujuan tersebut dilakukan teknik pengumpulan data dengan cara wawancara, pengamatan dan dokumentasi,  kepada informan yakni pegawai dan masyarakat di Desa Ononmaolo II Lot. Skripsi ini menggunakan jenis penelitian kualitatif yang didasari dengan wawancara dalam mengolah data, agar data yang diperoleh lebih akurat.  Hasil dari penelitian ini yakni:Sebagaimana hasil observasi peneliti yang menemukan permasalahan yang terjadi pada program pembangunan pada Desa Ononamolo II LOT dimana masih terdapat banyak permasalahan yang menjadikan adanya ketidaksesuaian pada penerima program pembangunan desa tersebut. Adanya ketidaksesuaian daftar penerima tersebut disebabkan dari adanya kesalahan penafsiran dari pemerintah desa sehingga menyebabkan penerima bantuan tidak tepat sasaran. Dari adanya permasalahan yang terjadi tersebut peneliti kemudian merumuskan judul penelitian dimana peneliti ingin menganilisis lingkungan internal dan eksternal yang terdapat dalam pembangunan pada Desa Ononamolo II LOT tersebut.

Abstract

Abstract. Evaluation is an activity to assess the level of performance of a policy by systematically investigating the effectiveness of the program. Meanwhile, learning evaluation is a continuous process of collecting and interpreting information, in assessing decisions made to design a learning system. This research aims to determine the performance of the Simandraolo Village Head during 2022. To find out how the Simandraolo Village Head's performance has been evaluated in achieving success in his duties and responsibilities during 2022 as reviewed by LKPJ. And to analyze how efforts will be made to improve the Performance Evaluation of the Simandraolo Village Head in the future. This research uses qualitative and descriptive research methods. Data collection in this research was interviews, observation and documentation. The data analysis technique includes three stages, namely data reduction, data presentation, and drawing conclusions. From the research results it can be seen that: (1) The Village Head of Simandraolo is considered good by the Village officials, but the community feels there are shortcomings. Several areas need to be improved, including cooperation, program effectiveness, work knowledge, and responsibilities which are considered unsatisfactory. (2) The Simandraolo Village Head has the authority to lead the Village government. In carrying out development, the Village Head plans by involving deliberation between the government and the Village community, in accordance with aspirations, needs and applicable regulations. (3) To improve the performance of village officials, it is necessary to increase intensive communication between village heads, officials and the community.

Abstract. The aims of this research are 1) To analyze the leadership style of the chairman of the Panwaslu sub-district of Gunungsitoli Idanoi in the 2024 election stages, 2) To analyze the leadership style applied by the chairman of the Panwaslu of Gungsitoli Idanoi sub-district in the 2024 election stages and 3) To analyze the efforts made take action to overcome obstacles and obstacles to the leadership style of the chairman of the Panwaslu, Gunungsitoli Idanoi sub-district in the 2024 election stages in Gunungsitoli Idanoi sub-district. Data analysis techniques use data reduction, data presentation and drawing conclusions. The research results show that 1) the leadership style of the Chair of the Panwaslu of Gunungsitoli Idanoi sub-district in the 2024 General Election stages is categorized as good, 2) the Chair of the Panwaslu of Gunungsitoli Idanoi sub-district applies a democratic leadership style and 3) The efforts made by the Chair of the Panwaslu of Gunungsitoli Idanoi sub-district in overcoming obstacles and barriers by The leadership style he applies is to proactively provide solutions and be firm and increase member discipline during plenary meetings so that decisions can be made quickly

Abstract

The need to obtain superior and professional human resources is highly expected by every organization. So much human resource development funding is spent for this purpose, but it often results in disappointment. In achieving its goals, organizations strive to create human resources who are reliable and have the ability by opening the mindset of human resources in the organization. Employee development is an integral part of talent management. Skills refer to the combination of knowledge, attitudes and behaviors that enable a person to succeed in a particular job or task. Employee development involves a series of efforts designed to improve individual abilities, knowledge and skills so that they can achieve better performance and be more relevant to job demands. By integrating talent management with employee development, organizations can create an environment where individuals feel valued, have opportunities to grow, and make greater contributions to the organization's success. This research used qualitative methods with informants as many as 8 employees at the Nias Regency Tourism, Youth and Sports Office. The research results show that the employee development program is designed to improve the skills, knowledge and abilities of employees so that they can make a greater contribution to their duties and responsibilities in carrying out their assigned tasks. With employee development carried out at the Nias Regency Tourism, Youth and Sports Department, employees experience increased skills, work motivation, work enthusiasm, job or position promotions as well as improving employee leadership, competence and performance through training activities and providing opportunities for employees to program further education.
