Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pemberdayaan Usaha Mikro, Kecil, dan Menengah (UMKM) kerajinan tangan dan ekonomi kreatif di Provinsi Gorontalo melalui pendekatan Collaborative Governance berbasis Pentahelix. Data diperoleh dari observasi lapangan, wawancara, serta dokumentasi kebijakan pemerintah daerah dan laporan instansi terkait. Hasil penelitian menunjukkan bahwa jumlah UMKM meningkat signifikan dari 82.732 unit pada 2024 menjadi 118.826 unit pada 2025. Produk unggulan seperti sulaman Karawo, anyaman rotan, dan kuliner khas Gorontalo telah berkontribusi pada pertumbuhan ekonomi daerah sekaligus pelestarian budaya. Namun, tantangan utama masih mencakup keterbatasan akses modal, literasi digital rendah, serta program pemberdayaan yang belum berkelanjutan. Evaluasi Collaborative Governance menunjukkan bahwa kolaborasi antaraktor pemerintah, akademisi, pelaku usaha, masyarakat, dan media sudah berjalan, tetapi belum sepenuhnya efektif. Rekomendasi penelitian menekankan perlunya penguatan literasi digital, akses pembiayaan inklusif, serta monitoring lintas aktor yang konsisten untuk memperkuat daya saing UMKM di Gorontalo.

Abstract

This study aims to determine the description of the quality of tax consultant services at the Gorontalo Blessing Consultant Office. This type of research is descriptive qualitative approach. Data collection techniques are done through interviews with a number of informants, observation and documentation. The research focus consists of employee capabilities, data reliability, and employee response. The results showed that: 1) The ability of employees of the Gorontalo Blessing Consultant Office in providing services, namely in tax reporting and preparing client financial reports, is still less competent because of the 4 (four) employees in the Blessing Consultant Office, only 1 (one) person has an accounting education background, while the other 3 (three) people have a background in public administration, management and education. 2) The reliability of data reported by Blessing Konsultan Gorontalo employees is still inaccurate, because every year clients will get a letter from the tax office due to problems with client tax reporting. 3) The response of Blessing Konsultan Gorontalo employees in handling complaints from clients related to problems in tax reporting and financial reports is still not good, this is because there are stillsome client problemsthat are usually not resolved immediately. 4) Overall, the quality of tax consultant services at the Gorontalo Blessing Consultant Office is seen from the ability of employees, data reliability and employee response are still not optimal. It is recommended that the overall services provided by Blessing Consultants Gorontalo still need to be further improved to minimize the problems faced by clients.

Abstract

This study aims to determine the Performance of Village Officials in Administrative Services in Kajulangko Village, Ampana Tete District, Tojo Una-Una Regency, Central Sulawesi Province. This research method uses descriptive qualitative research. The data collection techniques used are observation, interview, and documentation techniques. In accordance with the type of research used is qualitative analysis techniques. The results of the research are in the form of the results of interviews conducted with research informants, related to the sub-focus used to be able to know the Performance of Village Officials in Administrative Services in Kajulangko Village, Ampana Tete District, Tojo Una-una Regency. The sub-focuses used are Responsiveness, Justice and Certainty of time. Based on data collection through in-depth interviews, observation, and documentation, each sub-focus is described as follows. Based on the overall interview results above, it can be concluded that the responsiveness of the performance of village officials in providing administrative services is not yet optimal. Based on the results of the interviews, it can be concluded that the performance of village officials in providing administrative services cannot be said to be optimal and in accordance with applicable standards of justice because there are differences in the treatment of individuals from various social and economic backgrounds although there are efforts to achieve equitable justice, there are still many challenges and obstacles that must be overcome. Based on the overall results of the interviews above, it can be concluded that the certainty of the performance of village officials in providing administrative services is not optimal.

Abstract

Objective: This study aims to analyze the contribution of the Regional Health Laboratory (Labkesda) of Gorontalo Province in increasing Regional Original Revenue (ROR) through service innovation and better management. Theoretical framework: The theoretical framework used includes public service innovation, communication in promotion, and management of resources, facilities, and budgets that affect the performance of Labkesda. Literature review: A literature review examines the role of ROR in regional funding and the challenges faced in increasing its contribution through the health sector. Methods: The method used is qualitative descriptive with data collection through observation, interviews, and documentation. Results: The results of the study show that despite several service innovations such as home care and telephone consultation, Labkesda's contribution to ROR is still limited. Socialization strategies through social media and cooperation between agencies are also not effective because communication tends to be one-way. The main obstacles include limited human resources, infrastructure, budget, and competition with private laboratories. Implications: strengthening service innovation, more creative promotion, and improvements in management to increase Labkesda's contribution to ROR, as well as strengthening its role as a modern and competitive health service provider. Novelty: This research also offers new insights into the gap between the concept of public service innovation and its implementation in the field, as well as provides an overview of the factors that hinder the optimal contribution of Labkesda to ROR.

Abstract

Pengabdian ini bertujuan untuk menyajikan hasil pendataan dan identifikasi kekumuhan di Kelurahan Bugis sebagai dasar pengembangan permukiman layak huni. Metode yang digunakan yakni deskriptif kualitatif. data menunjukkan bahwa kawasan kumuh tersebar pada 6 RT dan 6 RW dengan luas 16,16 Ha, bertipologi tepian air dan dataran rendah, serta mencakup 353 rumah yang teridentifikasi sebagai rumah kumuh. Identifikasi masalah menegaskan persoalan utama pada kepadatan bangunan, jalan lingkungan, drainase, sanitasi, air bersih, dan pengelolaan sampah. Skor enam komponen kekumuhan mencapai 19 yang menunjukkan kategori kumuh sedang. Forum partisipatif juga menempatkan drainase, MCK umum, dan air bersih sebagai isu prioritas. Pendataan terintegrasi, verifikasi lapangan, dan pelibatan warga menjadi prasyarat penting bagi pengembangan permukiman yang lebih layak dan berkelanjutan.
