Abstract

The Impact of Land Use Changes on the Socio-Economic Conditions of Farmers in Subak Sesetan The dense population of Denpasar city causes the increasing demand for land. The largest rice field conversion in Denpasar in 2017-2019 occurred in South Denpasar Sub-district, which replaced 268.15 ha of rice fields. Subak Sesetan is one of the subaks which underwent land use change in the area. The conversion of agricultural land for non-agricultural purposes in Subak Sesetan is expected to continue and affect the socioeconomic condition of farmers. This research aims to analyze the impact of land use change on social, economic, technical, and environmental conditions as well as farmers' endeavours in improving the family economy. The method used is descriptive statistics and interactive data analysis techniques with Miles and Huberman model. The result shows the social impact of land use change is characterized by conflict in the communities around the rice fields due to constructions that blocked the water flow. The economic impact of land use change is characterized by changes in farmers' working hours, and land area changes that affect productivity and income. The land use change in Subak Sesetan also impacted the water needed for agriculture. Environmental damage caused by land use change includes polluted water due to household waste and blocked water flow due to garbage.

The result of study shows that water contribution to the rice production by coefficient elasticity is high. The water price that must be spend by the rice farmer by value of marginal product analysis is Rp 358.515/ha/season. The irrigation trouble that facing the farmer is irrigation way damage, garbage that obstruct water flowing, crab pest that discourage water in rice field, and the river damage that obstruct water flowing. The result of this study leads to the following recommendations. Firstly, the irrigation trouble must be fixed by the all subak member in united without expecting help from other stakeholder. The purpose of this study is to determine the income of rice monoculture farming and tobacco-chili intercropping, to see which farming's R/c ratio is more profitable, and the constraints faced by farmers in Subak Gede Sukawati. The technique of determining the sampling is proportional random sampling with 60 respondents. The analysis technique used is quantitative and qualitative analysis. The results of this study concluded that the income of rice monoculture farming farmers was IDR 13,377,272 per hectare per year, while the income of tobacco-chili intercropping farmers was IDR 115,318,875 per hectare per year. Seen from the R/C ratio of rice monoculture farming at 1.50 and intercropping chili tobacco at 4.47, which means that they are equally profitable because the R/C ratio > 1. The constraints faced by farmers are technically weather, pests and diseases, while non-technical are land conditions and difficult accessibility to land, marketing, and labor.

Abstract

Potential Development of Plantation Commodities in North Tapanuli Regency, North Sumatra The occurrence of inequality of development in the smaller scope of the region in North Tapanuli Regency can prevent an increase in the regional economy. Therefore, a region needs to know the potential of commodities owned and feasible to be developed so that improvements in its economic network can be encouraged to be improved. Emphasis on development policies can be aimed at the superior commodities of this region because of their natural potential and because they have a comparative advantage. So that by optimizing the commodity capital resources can be produced with a relatively short time and the volume of production is increased. The latest data on the distribution of the plantation sub-sector of North Tapanuli Regency to the GRDP at the Basic Price of 2011-2015 shows that the average contribution is quite high on the regional economy so that it is good to be developed. The purpose of this study was to determine the potential for the development of plantation commodities in North Tapanuli. The research method used is the Location Quotient (LQ), Dynamic Location Quotient (DLQ) and Shift Share analysis using secondary data. The results of the LQ and DLQ analysis show that the main commodities of North Tapanuli Regency are the commodity of Frankincense, Arabica Coffee, Sugar Palm, Cinnamon and Cocoa. Then the shift share method shows the development of this commodity, namely Arabica Coffee has a rapid growth category, Cocoa has a developing category, Frankincense and Sugar Palm which has a category that tends to have potential, then Cinnamon has a backward category. The recommended commodity is a priority to be developed in North Tapanuli Regency, namely Arabica Coffee and Cocoa commodities because these commodities meet the criteria of the three analysis tools.
