Abstract

Maluku Province is one of the regions that has the potential for renewable energy resources which are quite abundant, but they have not been utilized properly due to various obstacles and challenges in the region. In order to overcome the existing problems, Maluku Province has established foreign relations with the Government of New Zealand through the New Zealand Booking program - Maluku Access to Renewable Energy Support (NZMATES) starting from April 2018 to June 2023. This research aims to describe how the efforts taken by the Maluku Provincial Government and the New Zealand Government in developing renewable energy in the Maluku region. By using qualitative methods with data techniques through literature studies and internet-based document searches, this article argues that through the establishment of foreign relations between Maluku Province and New Zealand through the formation of NZMATES it can help and facilitate the process of developing renewable energy in the Maluku region. NZMATES can create a more competent work environment by engaging with several agencies with regional interests to participate in developing renewable energy in Maluku Province.

Abstract

Southeast Asia is a region that is considered to have minimal conflict between countries, but on the other hand, the conflicts that arise tend to come from internal problems. In this case, on February 1 2021 the Myanmar military regime issued a coup statement on the Myanmar government. This of course creates a nightmare in society where the coup is considered to destroy people's daily activities. It didn't just stop there, the coup carried out by the military regime was also noted to have violated a number of human rights. In this case, the researcher seeks to highlight the effectiveness of ASEAN's role as a regional organization in efforts to resolve the coup that occurred in Myanmar through the perspective of the ASEAN Way which is based on the principle of non-intervention. Through qualitative method analysis using literature sources, the author tries to answer to what extent the ASEAN Way norms can resolve the conflict that occurred in Myanmar.

Abstract

This study aims to analyze Al-Jazeera's contribution on the dynamics of the internal conflict in Syria. The method used in this study is qualitative descriptive method with Nicholas Onuf's constructivism approach. Researchers collected primary data by interviewing a number of relevant informants and secondary data through documentation studies, archival, document-based research, and internet-based research. This study found that the media not only functions as a monitor, but can also be used as a driving force by state actors. In addition, it was found that there were actions taken by al - Jazeera as an agent and information service provider which encourages the Syrian people to move and ultimately stimulates the internal conflict between the Syrian regime and the Syrian people. This study has limitation in concern to the dynamics of the conflict in the Middle East extensively, which also participate to provide settings to the internal conflict in Syria. However, this study is able to contribute to the development of the repertoire of International Relations Studies, especially in the understanding of the contribution of global media to the socio-political dynamics of a country.

Abstract

This research aims to analyze paradiplomacy of Bandung City towards global public in the development of halal tourism. Paradiplomacy becomes important for subnational actors in the development of local resources and the use of foreign resources. Potential areas that have the opportunity to be developed is halal tourism, which is one of the new trends in tourism in the world. The Bandung city is one of the leading regions in the creative economy in West Java that sees this potential and participates in driving regional development through halal tourism. The method in this research is qualitative by collecting data through interviews and documentation studies. This research found that paradiplomacy became one of the instrument of the Bandung city in the utilization of foreign sources through halal tourism. Bandung City Government interacts toward global public by introducing Bandung as one of the destination in halal tourism. The results of this research also show that the paradiplomacy of the Bandung city is carried out through several stages, including introducing halal tourism to the global public, increasing positive appreciation of halal tourism, strengthening relationships with other actors abroad and influencing it by bringing cooperation with other actors.

Abstract

The ASEAN Free Trade Area (AFTA) is the first step towards economic liberalization in Southeast Asia. Through AFTA, ASEAN member countries reduce to abolish tariffs on certain products in regional trade schemes. AFTA is a facility for the government to regulate what products will be exported and imported in accordance with applicable tariff rules, it makes the community very dependent on the government and large companies for these products. As technology develops and Southeast Asia's population grows, a digital era is formed in the trade sector that promotes more dynamic e-commerce. E-commerce makes people not dependent on the government and more independent in regional markets. Because it covers each individual and MSME with the convenience of digitalized cross-border transactions. The existence of e-commerce caused the trend to change, from where initially the community was very dependent on the government to becoming independent of the products set by the government. This study uses a qualitative-descriptive method with data collection techniques from literature studies from books, journals, official websites, and so on. The results of the study indicate that there has been a change in the trend of trade in ASEAN. This trend is due to the occurrence of digital transformation which provides opportunities for the MSME community to enter regional and global trade. Participation in regional trade in ASEAN is not only followed by state actors but also enlivened by non-state actors, especially all levels of ASEAN society who take advantage of developing e-commerce platforms. Abstract

This article aims to analyze the efforts of the Government of Bandung City in fulfilling its sub-national interests by utilizing sister city cooperation as a form of foreign sources. The Bandung City Government endeavors to conduct sister city cooperation, which is one of the activities resulting from the paradiplomacy, to meet its needs without having to depend on the central government. To achieve the objective, this research explores and analyzes data using qualitative methods by collecting primary data through interviews with some relevant informants and secondary data through documentation and literature studies. This research finds out that Bandung City Government’s sister city efforts are carried out in economic, social, and cultural cooperation with local governments abroad. However, sister city cooperation has a limitation in fulfilling the sub-national interests of Bandung City due to its government-to-government nature of the relationship. Meanwhile, there are other alternatives in utilizing other foreign sources aside from sister city cooperation, for example, the optimization of individual and private sectors’ paradigmatic activities. Hence, Bandung City Government needs to re-develop wider regional foreign relations by involving other actors besides sub-national actors abroad.

Abstract

Indonesia merupakan negara multikulturalisme yang kaya akan keberagaman ras, suku, budaya, agama, dan lain-lain. Meski telah puluhan tahun merdeka, di era modernisasi, sikap rasisme dan diskriminasi terhadap masyarakat Papua masih ditemui. Stereotipe negatif yang dipercayai masyarakat seolah menjadi peraturan tidak tertulis yang dijalankan dalam kehidupan bermasyarakat. Hal ini pada akhirnya mengarah pada konflik sosial yang mengganggu stabilitas dan keamanan nasional. Penulis ingin menganalisis konflik secara mendalam dan menemukan resolusi konflik yang relevan dalam sudut pandang teori kesalahpahaman antarbudaya dengan pendekatan kualitatif. Penelitian ini memanfaatkan data sekunder. Hasil penelitian menunjukkan bahwa konflik sosial yang terjadi pada masyarakat Papua diakibatkan oleh perbedaan norma, budaya, dan tradisi yang akhirnya menghasilkan ketidakcocokan dalam cara berkomunikasi. Permasalahan tersebut menjadi berkepanjangan karena resolusi konflik yang digunakan belum memanfaatkan unsur pendidikan, kolaborasi, dan pendekatan budaya.

Abstract

Latar belakang penelitian ini terkait dengan adanya batik sebagai bagian yang tidak terpisahkan dari budaya Indonesia. Mahasiswa Indonesia sebagai generasi muda berperan dalam memperkenalkan batik secara global melalui mobilitas mereka. Tujuan dari penelitian ini adalah untuk mengeksplorasi kegiatan pengenalan batik dalam rangka penyebaran budaya Indonesia kepada mahasiswa internasional yang menempuh pendidikan di Universiti Sains Malaysia. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dimana pengumpulan data dilakukan melalui studi literatur dan penyebaran kuesioner. Subjek penelitian ini adalah mahasiswa internasional yang menempuh pendidikan di Universiti Sains Malaysia. Hasil penelitian menunjukkan bahwa kegiatan ini telah berhasil memperkenalkan batik sebagai budaya Indonesia kepada mahasiswa internasional. Mahasiswa internasional dapat memperkaya pemahaman dan meningkatkan apresiasi budaya terhadap batik, sambil memperkuat hubungan dengan mahasiswa Indonesia. Kesimpulannya, pengenalan batik menjadi sarana efektif dalam menyebarkan warisan budaya Indonesia dan mempromosikan nilai-nilai keberagaman di lingkungan pendidikan tinggi lintas negara.

Abstract

Regional economic growth is a support for countries in certain regions. One of the regions with a fairly high level of regional economic growth is Southeast Asia. Regional economic growth in this region cannot be separated from the existence of ASEAN (Association of Southeast Asian Nations) as a regional organization in the region. There is an area of regional economic growth in this region that is interesting to study, namely IMT-GT (Indonesia-Malaysia-Thailand Growth Triangle), a sub-regional cooperation in ASEAN with the membership of Indonesia, Malaysia, and Thailand as three countries with regional borders. The challenge of IMT-GT is economic recovery after the Covid-19 pandemic. This research method is qualitative with data collection techniques through documentation studies, archival studies, and internet search studies. This research found that the dynamics of economic conditions in the three IMT-GT member countries are one of the pillars for post-Covid-19 economic recovery in the region, and the IMT-GT has even become a support for these three countries to get through the COVID-19 pandemic. Cooperation between regions that directly border the ASEAN region is important to establish because it can increase economic growth in the three regions involved in IMT-GT

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a crucial role in the regional economy of Central Java, Indonesia. However, they face resource limitations that impact their performance, especially in foreign trade. To support MSMEs, the Central Java Provincial Government, through agencies like the Industry and Trade Office and the Koperasi and SMEs Office, promotes them via international exhibitions. Notable events from 2019 to 2023 include Festival Indonesia in Moscow, UKM Virtual Expo, a furniture exhibition in Antwerp, and Expo Indonesia en Mexico in Mexico City. The Covid-19 pandemic heightened the need for government intervention to expand MSMEs' markets abroad. This research analyzes these international activities as a form of paradiplomacy, where subnational actors like provincial governments engage in foreign relations. A qualitative research approach was used, involving literature reviews and interviews, with data triangulation to ensure validity and reliability. The findings indicate that the Central Java Provincial Government has successfully promoted MSMEs internationally through paradiplomacy, aligning with national diplomatic strategies and policies aimed at mitigating Covid-19's impact on MSMEs.
