Abstract

AbstractThis study analyzes the effectiveness of developing madrasah principals’ leadership based on local assets and Islamic management values through the Asset-Based Community Development (ABCD) approach in Bandung, Indonesia. A qualitative applied method was employed using the five-phase ABCD framework like Discovery, Dream, Design, Define, and Destiny. Participants included the Head of Madrasah Affairs at the Bandung Ministry of Religious Affairs, four supervisors, and ten principals representing RA, MI, MTs, and MA levels. Data were collected through interviews, focus group discussions (FGDs), structured observations, and document analysis, and validated using triangulation of sources and techniques. The results show that the ABCD approach effectively strengthened principals’ leadership capacities by systematically leveraging human, social, natural, infrastructural, and financial assets. All madrasahs produced validated asset maps; nine action plans achieved feasibility scores ≥70, and seven madrasahs implemented over 70% of their priority actions. The values of amanah (trust), adl (justice), shura (consultation), itqan (excellence), and ihsan (benevolence) served as ethical foundations guiding consistent and collaborative leadership. This study concludes that asset-based and value-driven leadership through small, high-impact actions enhances managerial effectiveness and can be replicated in other urban madrasahs.AbstrakPenelitian ini menganalisis efektivitas pengembangan kepemimpinan kepala madrasah berbasis aset lokal dan nilai-nilai manajemen Islam melalui pendekatan Asset-Based Community Development (ABCD) di Kota Bandung. Metode yang digunakan adalah kualitatif terapan dengan tahapan Discovery, Dream, Design, Define, dan Destiny. Partisipan meliputi Kepala Seksi Pendidikan Madrasah Kemenag Kota Bandung, empat pengawas, dan sepuluh kepala madrasah pada jenjang RA, MI, MTs, dan MA. Data dikumpulkan melalui wawancara, FGD, observasi, dan analisis dokumen, serta divalidasi melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa pendekatan ABCD efektif memperkuat kapasitas kepemimpinan kepala madrasah dengan memanfaatkan aset manusia, sosial, alam, infrastruktur, dan finansial secara terarah. Seluruh madrasah menghasilkan peta aset tervalidasi; sembilan rencana aksi mencapai skor kelayakan ≥70, dan tujuh madrasah merealisasikan lebih dari 70% aksi prioritas. Nilai-nilai amanah, adil, musyawarah, itqan, dan ihsan berfungsi sebagai landasan etis yang menuntun konsistensi dan kolaborasi. Penelitian ini menyimpulkan bahwa kepemimpinan berbasis aset dan nilai Islam melalui langkah-langkah kecil bernilai tinggi mampu meningkatkan efektivitas manajerial kepala madrasah serta layak direplikasi dalam jejaring madrasah urban

Abstract

This article discusses about relations of Islam with environmental education, fiqhul bi’ahand Islamic education based on environmentally. The shifting paradigm in elements oflife especially in education is believed to be a necessity to consider the development ofthe sophistication of environment and as a strategic-ideological effort to increase thecapacity of understanding which in turn could construct a new awareness to supportsbalancing of the ecosystem. Alternative models of education that we could develop is“madrasah adiwiyata”—madrasah of care and environment cultured—aims to increasethe capacities, knowledge, and understanding of management and protection ofenvironment in sustainable development through education. Madrasah adiwiyata isthe right and ideal, to realize responsibility for the protection and management of theenvironment. Madrasah / school is a place to obtains all the sciences and norms, aswell as ethical human beings who can be the basis for the creation of welfare towardssustainable development.

Abstract

Kepemimpinan kepala madrasah yang efektif merupakan faktor penting dalam meningkatkan mutu pendidikan Islam. Namun, banyak kepala madrasah masih berfokus pada kekurangan daripada potensi yang dimiliki. Kegiatan pengabdian ini bertujuan untuk mengembangkan kepemimpinan kepala madrasah berbasis aset lokal dan nilai-nilai manajemen Islam di Kota Bandung. Program dilaksanakan pada Juli–Agustus 2025 dengan menggunakan kerangka Asset-Based Community Development (ABCD). Peserta terdiri dari 1 Kasi Pendidikan Madrasah, 4 pengawas, dan 10 kepala madrasah jenjang RA hingga MA. Proses pelaksanaan melalui lima tahap: discovery, dream, design, define, dan destiny. Tiga intervensi utama yang diterapkan adalah rapat mingguan terstruktur, supervisi akademik singkat dengan umpan balik tertulis, dan komunikasi orang tua yang terjadwal. Hasil menunjukkan seluruh madrasah mampu memetakan aset dengan valid, sembilan rencana aksi mencapai skor kelayakan ≥70, dan tujuh madrasah merealisasikan lebih dari 70% aksi prioritas. Nilai-nilai Islam seperti amanah, adil, musyawarah, itqan, dan ihsan terbukti memperkuat integritas kepemimpinan. Kegiatan ini disarankan untuk direplikasi dengan durasi lebih panjang dan diintegrasikan dalam RKS atau RKAM guna menjamin keberlanjutan peningkatan mutu kepemimpinan madrasah.

Abstract

The growing demand for education and the increasing awareness of its value have also had an impact on the financing of higher education. Governments are working to meet the growing demand for sustainable higher education with better quality but with limited resources. Although many governments have launched student loan programs, the debate about the failure of student loan programs in developing countries is still unresolved. This study aims to collect and analyze articles related to the reasons why student loan programs are not more widely recognized in Indonesia by analyzing the implications of student loans. The method used in this study is a literature review by collecting various sources of articles related to the issues discussed. The results of the study show that there are many problems with student loans that are not widely known, such as irrelevant student loan policies, challenges in their application systems, and unrecoverable loans that eventually burden the community. The role of government, bank trust, and community commitment are the factors that determine the level of success in achieving these student loans

Abstract

Perhatian terhadap manajemen pelatihan dalam menerapkan Kurikulum Merdeka bagi guru-guru madrasah sangatlah vital untuk diperhatikan. Kesiapan guru dalam menerapkan Kurikulum Merdeka sangat dipengaruhi oleh seberapa efektif pelatihan yang diselenggarakan. Ini merupakan bagian dari upaya pengembangan sumber daya manusia pendidikan/guru. Namun, hasil dari pengembangan kualitas guru di Indonesia belum sepenuhnya memuaskan sehingga mereka belum mampu bersaing dengan negara lain. Tujuan penelitian ini adalah untuk menggambarkan proses manajemen pelatihan, yang meliputi tahapan perencanaan, pelaksanaan, dan evaluasi, di MTS Az-zahra dan MTSN 2 Bandung Barat. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, dengan Subjek penelitian meliputi kepala madrasah, wakil kepala madrasah bidang kurikulum, ketua pelaksana, dan guru. Metode yang digunakan untuk pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukan manajemen pelatihan kurikulum merdeka secara umum berjalan dengan baik sesuai dengan teori Keith Davies diantaranya, Perencanaan, melibatkan analisis kebutuhan, rumusan tujuan pelatihan, dan perancangan program pelatihan dengan mempertimbangkan berbagai aspek. Kemudian pengajuan program ke Pusdiklat Kemenag. Pelaksanaan. Proses pelaksanaan pelatihan Kurikulum Merdeka terdiri dari tahap persiapan dan pelaksanaan. Tahap persiapan melibatkan rapat kepanitiaan, penyusunan TOR, sosialisasi, persiapan praktis, dan penyesuaian media pelatihan dengan materi. Pelatihan dilaksanakan dalam 2 hari dengan jumlah 16 jam pelajaran. fokus pada pengenalan Kurikulum Merdeka hingga penyusunan perangkat ajar dan Proyek P5 yang disesuaikan dengan kebutuhan madrasah. Evaluasi. Evaluasi dilakukan terhadap proses dan hasil pelatihan. Evaluasi dilakukan melalui berbagai metode seperti pengerjaan soal dan presentasi perangkat ajar. Hasil evaluasi digunakan untuk penyempurnaan pelatihan di masa mendatang. Gagasan yang ditawarkan adalah Kepala madrasah diharapkan berperan penuh dalam mengawasi manajemen pelatihan dari semua aspek yaitu perencanaan, pelaksanaan. Madrasah meningkatkan kerjasama dengan lembaga Diklat untuk program pelatihan secara rutin. Kepala madrasah mendorong guru untuk mengikuti pelatihan dari berbagai platform, salah satunya PINTAR dari Kementrian Agama. Dampak positif dari penelitian ini adalah peningkatan kualitas pembelajaran di Madrasah. Sebagian Guru yang telah mengikuti pelatihan Kurikulum Merdeka dapat menerapkan pendekatan yang lebih inovatif, interaktif, dan berpusat pada siswa dalam proses pembelajaran, sehingga meningkatkan pemahaman dan keterampilan siswa.

Abstract

The cost of education is becoming increasingly expensive. According to an article quoted by detikedu citing BPS statistics, the cost of education rises by 10% to 15% each year. It should be realized that unequal education as a result of the high cost of education will affect all elements of social life. Education is not only expensive in public and private schools or educational institutions. This research uses a literature research approach. The literature search used keywords such as "education financing problems in Indonesia", "rising education costs", "high education costs", and other keyword combinations relevant to the topic. Education financing consists of investment costs, operating costs and personal costs. One of the most important aspects of achieving optimal educational goals is managing expenditure appropriately in accordance with the necessary financing needs. It is a sad reality that, due to lack of resources, disadvantaged children will continue to drop out of primary, junior secondary and senior secondary school, and will never have the opportunity to go to university. Some factors that contribute to the rising cost of education include: 1) Ineffective and inefficient school financing budgets, 2) Lack of democratization and transparency in school management, 3) Weak supervision and control of school fees by the government, 4) Lack of teacher welfare.

Abstract

This study aims to analyze educational financing management at Pesantren Darul Qur’an Insan Cendekia Sukabumi by examining management functions, cost efficiency and effectiveness, as well as accountability and transparency in financial governance. The study employed a qualitative approach using a case study method. Data were collected through in-depth interviews, observations, document analysis, and focused group discussions involving pesantren leaders, financial administrators, and foundation representatives. Qualitative data analysis was conducted through data reduction, data display, and conclusion drawing, with data validity ensured through technique and source triangulation. The findings indicate that educational financing planning at the pesantren is conducted in a structured and participatory manner, involving both pesantren leadership and the foundation, and aligned with the institution’s vision, mission, and flagship programs. The implementation of educational financing follows a controlled fund disbursement mechanism, contributing to efficient and well-targeted use of financial resources. Financial efficiency is maintained through internal analysis and auditing procedures conducted before and after fund disbursement, as well as regular evaluations comparing budget realization with program targets. Financial supervision is carried out through routine monitoring and evaluation, supported by accountability reports and internal audits that strengthen transparency and institutional responsibility. Overall, the study demonstrates that the integration of management functions with principles of efficiency and accountability plays a crucial role in ensuring sustainable and trustworthy educational financing management in pesantren-based educational institutions.

Abstract

Accreditation is a fundamental instrument in ensuring the quality of higher education, which in Indonesia is undergoing a transformation from a centralized system of the National Accreditation Board for Higher Education (BAN-PT) to a discipline-based Independent Accreditation Institution (LAM). This study aims to analyze the implementation of LAM policies using the PESTEL (Political, Economic, Social, Technological, Environmental, Legal) approach. The research method used is a qualitative method through regulatory review, official reports, and the latest scientific publications. The results of the analysis show that politically, LAM gains legitimacy through national regulations that support quality assurance autonomy; economically, there are challenges of accreditation costs that are still burdensome, especially for small universities; socially, resistance to the new system can be reduced through socialization and capacity building; technologically, the digitalization of the accreditation process still faces infrastructure gaps; environmentally, LAM has the opportunity to integrate sustainability indicators into accreditation standards; and legally, harmonization between BAN-PT and LAM needs to be continuously strengthened to avoid overlapping authorities. Thus, the implementation of LAM can be seen as a strategic step towards an accreditation system that is more relevant, efficient, and oriented towards strengthening the global competitiveness of higher education.

Abstract

This study aims to analyze the policy on the implementation of Sekolah Rakyat focusing on institutional governance and student admission procedures, as regulated in the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 7 of 2025 and the Decree of the Minister of Social Affairs Number 189 of 2025. Sekolah Rakyat is a social-based education policy designed to provide free formal education for children from extremely poor, poor, and vulnerable families as part of Indonesia’s strategy to eradicate extreme poverty. This research employs a qualitative approach using policy analysis research through a literature study (library research). Data were collected from policy documents, laws and regulations, books, and relevant scholarly articles. Data analysis was conducted through policy content analysis and normative analysis to assess the alignment of the policy with the principles of educational equity and social justice. The findings indicate that the institutional governance of Sekolah Rakyat has been normatively regulated in a comprehensive manner, including organizational structure, institutional functions, and cross-sectoral coordination mechanisms. The student admission policy applies principles of affirmation, transparency, and non-discrimination, prioritizing school dropouts and children from extremely poor families. This policy has significant potential to support equitable access to education and to function as a social elevator in breaking the cycle of intergenerational poverty. However, the study also identifies several challenges, including the absence of national education standards for Sekolah Rakyat, potential overlaps of authority among ministries, and the need for sustainable funding and a measurable monitoring system. This study concludes that Sekolah Rakyat represents a progressive and relevant affirmative education policy; nevertheless, strengthening regulatory, operational, and sustainability aspects is essential to ensure its optimal contribution to extreme poverty eradication and educational equity in Indonesia.

Abstract

This study is motivated by the urgency to strengthen the financial sustainability of Islamic educational institutions amid the dynamic changes in funding environments and the growing operational demands of schools. The main issue examined is the dependence of SD Plus Intan Al-Sali Bandung on fluctuating funding sources, particularly community donations and foundation subsidies, which may create long-term financial instability. The purpose of this study is to formulate a relevant, measurable, and implementable financial sustainability model for Islamic-based schools by considering the characteristics of philanthropy, governance, and educational management. This research employs a qualitative approach using data collection techniques comprising in-depth interviews, direct observations, and document analysis, which are then examined through thematic analysis to identify funding patterns, financial governance effectiveness, and institutional risks. The findings reveal that the school’s funding structure, which consists of parental contributions, BOS funds, RMP assistance, foundation subsidies, and community donations, has not yet ensured long-term stability due to insufficient income diversification and limited school autonomy in budget decision-making. The analysis also shows that the absence of productive business units and the continued reliance on manual financial administration constitute significant barriers to strengthening governance. This study concludes that a hybrid funding model integrating Islamic philanthropy with educational entrepreneurship is a strategic approach to enhancing the school’s financial resilience. The study further recommends the need for comparative research across various Islamic educational institutions and an in-depth exploration of financial digitalization as a modern instrument for strengthening institutional independence.
