Abstract

Program-program pemberdayaan di Indonesia diwujudkan dalam berbagai aspek yang menyentuh pelayanan dasar.Rendahnya kapasitas kelompok ibu-ibu Tim Penggerak PKK di Kelurahan Deli Tua Timur Kecamatan Deli Tua Kabupaten Deli Serdang dalam mengatasi permasalahan sampah domestik, khususnya sampah organik. Rendahnya kemampuan dalam mengolah sampah organik ini menjadi briket arang organik,sehingga menjadi peluang usaha yang dapat dikembangkan untuk meningkatkan penghasilan keluarga. Metode yang digunakan dalam bentuk pelatihan pengolahan briket, diskusi kelompok, pengorganisasian dan kegiatan aksi dalam pengolahan limbah organik secara berkelanjutan.Pelatihan dilakukan dengan melakukan presentasi terhadap warga komunitas secara interaktif dan partisipatif terkait peningkatan kapasitas (capacity building) dalam pengolahan briket dari sampah domestik yang dilakukan oleh Tim Pelaksana. Setelah itu diberikan bantuan teknologi tepat guna setelah kelompok benar-benar siap untuk memanfaatkan dan mengelolanya dengan baik. Kegiatan pelatihan pengolahan briket menjadi alternatif pengembangan wirausaha sosial dalam peningkatan ekonomi keluarga sekaligus meminimalisasi permasalahan sampah organik. Kata Kunci: Sampah Organik, Potensi Aset Sumberdaya, Pemberdayaan Kelompok Tim Penggerak PKK, Pengolahan Briket ABSTRACT Empowerment programs in Indonesia are manifested in various aspects that touch basic services. The low capacity of the PKK activating team in Deli Tua Timur Village, Deli Tua District, Deli Serdang Regency, in overcoming the problem of domestic waste, especially organic waste. The low ability to process organic waste into organic charcoal briquettes is a business opportunity that can be developed to increase family income. The method used is in the form of briquette processing training, group discussions, organizing and action activities in managing organic waste in a sustainable manner. The training was carried out by making presentations to community members in an interactive and participatory manner related to capacity building in the processing of briquettes from domestic waste carried out by the Implementation Team. After that, appropriate technology assistance is given after the group is really ready to utilize and manage it properly. The briquette processing training activity is an alternative for social entrepreneurship development in improving the family economy while minimizing the problem of organic waste. Abstract

The tourism sector as one of the pillars of national development has an impact on foreign exchange earnings, regional income and also the absorption of investment and labor in various regions in Indonesia. The development of the Lake Toba Tourism Area is one of the government's priority areas in developing tourism. With the issuance of Presidential Regulation Number 46 of 2016 concerning the Lake Toba Authority Management Agency, it is an initial capital that the government is currently conceptualizing tourism development in the Lake Toba area. The concept of developing a tourist village in the Lake Toba area is very interesting, where the customs and culture of the people are combined with the natural beauty of Lake Toba to become a tourist attraction. The purpose of this study was to find out and analyze what was applied in the development of a tourist village in Meat village. The research method is a descriptive research method with a qualitative approach. The results of this study indicate that the development of tourist villages in Meat is still not optimal, where access, attractions, and amenities are not adequate. Forobstacles in the development of tourist villages in Meat village, budget constraints and lack of human resources in the field of tourism.

Abstract

This paper aims to analyze mangrove ecotourism in Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency as a manifestation of the utilization of coastal and marine natural resources in terms of social, economic, and cultural institutions. This research was conducted with a qualitative approach, in Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency. Data collection techniques with in-depth interviews, and FGD. Data analysis was carried out by descriptive qualitative. The results showed that the fishing community of Sei Nagalawan Village managed mangrove ecotourism in Kampoeng Nipah by forming a cooperative group called Muara Baimbai. Kampoeng Nipah mangrove tourism management group offers mangrove educational tours, processing mangrove plants into food, such as jeruju crackers, mangrove syrup and mangrove tea. The mangrove eco-tourism management group aims to help the economy of the community, especially fishermen, as well as protect the condition of the coast by planting mangroves in coastal areas. Mangrove Ecotourism in Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency provides an example of sustainable utilization of coastal resources. Abstract

This study aims to analyze the influence of open space tourism on regional development, both through visitor satisfaction, image or destination image, and visitor interest and loyalty (intention and loyalty). This research was conducted in several Panatapan spots as open-air tourist spaces in Simalungun Regency, with a total of 313 respondents. The data sources used are primary and secondary data obtained through questionnaires and documentation. The data analysis used in this study uses Structural Equation Modeling (SEM) with SmartPLS 3.0 tools. The results of the study show the importance of developing open space in an effort to build a tourism image, tourist satisfaction, visitor interest and loyalty, in supporting regional development in Simalungun District.

Abstract

This study aims to see the community participation in the satellite area in the construction and maintenance of Drainage in the Village Marindal II District Patumbak Deli Serdang. The research method used to answer the problem in this research is the method of qualitative research approach. Data obtained through in-depth interviews, literature study and documentation. Informant research comes from the elements of sub-district government and community. The results of the research show that the participation, involvement and utilization of drainage facilities are running well

Abstract

People's Business Credit (KUR) is a government program to increase Small, Micro, and Medium Enterprises (UMKM). Micro Business Loan (KUR) is a credit for financing productive business segment of micro, small, medium, and cooperative feasible but not yet bankable for working capital and / or investment credit through direct and indirect financing pattern (linkage) guaranteed by Lembaga Penjamin Kredit. This study aims to examine how the implementation of KUR distribution and its role in the empowerment of women. This research uses mixed methods method. The sample in this research was 71 respondents who were drawn using Taro Yamane formula with precision 0,1. The location of this research is PT. Bank Mandiri branch of Medan Iskandar Muda (Tbk). The results of this study show that the distribution system of KUR PT. Bank Mandiri branch of Medan Iskandar Muda (Tbk) through nine stages using the 5 C standard (Capital, Collateral, condition, character, capacity) as the implementation guideline. The results of the study of obtaining the KUR program have a good impact on the business development and personal debtor. This is because the survey system conducted on an ongoing basis by PT. Bank Mandiri branch of Medan Iskandar Muda (Tbk) forced the debtor to discipline in financial management.

Abstract

The purpose of this research is to know the implementation of livestock cattle fattening program in ketapang livestock area of Aceh Tengah Regency and to analyze the supporting factors and inhibiting factors in the implementation of livestock cattle fattening program in ketapang cattle region of Central Aceh Regency. The analytical method used descriptive qualitative. Primary data collection is done through interviews distributed to 9 resource persons including livestock service officers, bappeda, extension farms, and breeders located in the area of livestock. From the results of field research shows that the program implemented to achieve self-sufficiency of meat indicated to fail because of financial mismatch budget with the results achieved.

Abstract

As an effort to increase food sovereignty, the Government requires protection and welfare for the main actors of food security, one of which is fishermen. The government protects fishermen through the SiMantep independent fishermen insurance program (Trusted Independent Fishermen Insurance). The SiMantep self-insurance program is a continuation of the Fisherman Insurance Premium Assistance (BPAN) program from the Ministry of Maritime Affairs and Fisheries (KKP) which was provided in 2016 and 2017. The purpose of this study was to analyze the implementation of the Trusted Independent Fishermen Insurance Program (Simantep) policy in Sibolga City, and the supporting and inhibiting factors for its implementation. This type of descriptive qualitative research. Methods of collecting data were observation, interviews and documentation. The results of the research. Implementation of the Trusted Independent Fishermen Insurance Program (Simantep) of the Fisheries, Food Security, and Agriculture (PKPP) Sibolga City has been running in accordance with the Regulation of the Director General of Capture Fisheries Number 3 of 2018 concerning Technical Instructions for Trusted Independent Fishermen Insurance (Simantep), but still there are several problems in its implementation, there is information that is not clear, not comprehensive, and the fisherman's thinking ability is still lacking which results in delays in program socialization. According to George Edwards there are four indicators of implementation, among others: Communication factors. The Fisheries Insurance Service for Fishermen has coordinated with PT Jasindo to socialize the implementation of the program to fishermen. Factors Resources, especially the staff they have are still lacking. So that data collection and verification of fishermen is fairly slow. The disposition factor/attitude of the implementers welcomed the policy of guaranteeing protection against the risk of work accidents for fishermen according to the Standard Operating Procedures (SOP) of the KKP technical guidelines. The inhibiting factor in implementation is the lack of participation of fishermen in understanding the importance of guaranteeing protection against the risk of accidents and secondly the lack of staff implementing policies for the guarantee program for protection against the risk of work accidents for fishermen.

Abstract

Local knowledge developed based on experience has been tested for use for centuries and adapted to local culture and environment as well as in Karo Regency. Karo people have long known traditional medicines are diverse, know several types of diseases as well as how to treat them. This knowledge is one of the local wisdom that persists today. This research is qualitative, the determination of informants using Snowball Sampling techniques, data collected through in-depth interviews and observations. Key Informant as many as 17 people from 7 sub-districts. The traditional form of health care in Karo regency is 67% skill, herb 27%, and combination (skill and herb) 6%. Moreover, the age which has a small percentage (20-30 years) of 5.58%, the most significant 51 years and above with a percentage of 70%, how to acquire the most skills is hereditary (empirical) as much as 71%, the most jobs besides Hattra are farmers (59%) and does not have a permit /STPT of 82%. Of the 40 respondents, 80% expressed dissatisfaction and 20% expressed dissatisfaction with hattra's service. The traditional herb by ethnic Karo is known as the "Karo remedy".. Tanaman drugs are often used gagatan harimo, lempuyang, pepper, garlic, shallots, bahing, tinggeren dredge flowers, and small oranges. Abstract

The purpose of this researcher is to analyze the implementation and obstacles in the Regulation of the Minister of Transportation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train in the Ease and Convenience of Service at the Medan Train Station. In this study using a descriptive method using a qualitative approach, how to collect data related to the problem being studied so that it can be explained descriptively. Refers to George Edwards III's theory, namely: communication, resources, disposition and bureaucratic structure. The results of the study show that the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train in the Ease and Convenience of Service at the Medan Train Station from the communication dimension is still not optimal in terms of the availability of written information which is still minimal, resources are not yet optimal. such as the absence of parking spaces and the available information is not clear, the disposition is still experiencing obstacles such as the attitude of some officers who are still not responsive to prospective passengers, the bureaucratic structure is not maximized in terms of coordination between work units and the placement of officers in the station area is very minimal.
