Abstract

This research aims to collect data nationally using a questionnaire based on statements related to the performance factors of the Technology Business Incubator in Indonesia. This research uses the Structural Equation Modeling (SEM) method to test the validity and reliability of adapted scales. There are five stages starting with an outer model test to test the validity and reliability of the questionnaire's feasibility. The population in this research are organizations that are affiliated with the Indonesian Business Incubator Association (AIBI) and Ministry of Research, Technology and Higher Education, including business incubators belonging to ministries, local governments, the private sector and universities, there are 182 Technology Business Incubators in Indonesia. Testing in this research looks at whether the questions in the questionnaire are valid or not by going through two stages of convergent validity and discriminant validity. The first stage is convergent validity that aim of finding out the correlation between indicators and their latent variables. The second stage is discriminant validity which aims to find out whether the latent variable has adequate discriminant value and this was done to find out whether the statement items in the questionnaire were reliable and consistent in measuring the same symptoms in respondents. This research looks at the results of convergent validity analysis to consider the results of factor loading indicators on relevant factors, the results of testing the validity of all factors with a value greater than 0.50, one of which is an AVE value of 0.550, indicating that the indicators in these variables have a strong contribution in measuring the desired construct, and the reliability test of all variables is reliable because it exceeds 0.70, one of which is the facility variable which has a value of 0.858.

Abstract

Micro, small, and medium enterprises (MSMEs) contribute significantly to national economic growth, yet they still face challenges in expanding their markets. One of the main obstacles is the reliance on conventional promotion methods and the limited use of digital media. This study aims to design a digital marketing strategy model for “Usaha Baru Ibu,” a pineapple chips producer in Kampar Regency, Riau, using the Grounded Theory approach. This qualitative study involved observation, in-depth interviews with business owners, competitors, and consumers, as well as documentation. Data analysis was carried out through open coding, axial coding, and selective coding. The findings revealed 15 variables influencing digital marketing strategies, with seven core variables identified as the most crucial: technological availability, capability, supporting infrastructure, human resource readiness, product uniqueness, customer expectations, and customer social media. A new theory emerged stating that the success of MSMEs’ digital marketing depends on technological readiness, human resource capability, social media utilization, and the delivery of product uniqueness aligned with customer expectations.

Abstract

Pengembangan produk baru penting dilakukan karena sangat erat kaitannya akan keberlangsungan bertahannya produk tersebut. Dengan melakukan pengembangan produk berdasarkan preferensi konsumen, peluang produk bertahan lama akan lebih besar. Sehingga minat pelanggan akan semakin meningkat begitu pula dengan penjualan yang semakin tinggi. Salah satu produk inovasi yang dilakukan oleh tim dosen Science Techno Park Universitas Andalas ialah Roti Sorgum Vla Dadih. Roti ini sangat kaya akan gizi hingga memiliki banyak manfaat di antaranya dapat mencegah stunting, menurunkan berat badan, dan juga mencegah kadar gula darah. Produk ini hanya memiliki satu varian yaitu roti sorgum yang didampingi dengan vla dadih. Oleh karena itu perlu dilakukan pengembangan produk baru yang mempertimbangkan preferensi konsumen pada produk Roti Sorgum Vla Dadih.Pengembangan produk baru pada penelitian ini menggunakan metode Conjoint Analysis untuk memperoleh kombinasi atribut dan level berdasarkan preferensi konsumen. Selanjutnya digunakan Tabulasi Silang dengan pendekatan Uji Chi-Square untuk memprediksi keinginan konsumen membeli produk Roti Sorgum Vla Dadih. Berdasarkan hasil penelitian yang dilakukan, diperoleh bahwa terdapat lima atribut penting oleh konsumen dalam pengembangan produk roti yaitu atribut rasa, atribut tekstur, atribut kemasan, atribut topping, dan atribut kandungan gizi. Berdasarkan atribut dan level yang dianggap penting oleh konsumen diperoleh 25 kombinasi produk roti. Kombinasi produk terbaik yaitu rasa vla coklat dengan tekstur crunchy dan kemasan yang praktis. Topping yang dipilih pada kombinasi produk roti terbaik ini ialah keju dengan kandungan gizi rendah kalori. Selanjutnya diperoleh minat beli responden yang cukup tinggi baik berdasarkan pekerjaan maupun riwayat terakhir responden mengonsumsi roti. Responden yang bekerja sebagai karyawan memiliki persentase paling tinggi dibanding yang lainnya yaitu 53% dan responden dengan riwayat mengonsumsi roti lebih 3 bulan atau lebih memiliki persentase pasti akan membeli “Roti Sorgum Vla Dadih” sebesar 51%. Hal ini memungkinkan konsumen roti lainnya akan berpindah ke produk “Roti Sorgum Vla Dadih” melihat besarnya persentase responden pada skala pasti akan beli.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh penerapan prinsip good governance terhadap kinerja staf kelurahan di Kecamatan Guguk Panjang. Prinsip good governance yang diteliti meliputi transparansi, akuntabilitas, partisipasi, responsivitas, serta efektivitas dan efisiensi. Latar belakang penelitian ini didasari oleh pentingnya penerapan tata kelola pemerintahan yang baik dalam meningkatkan kinerja aparatur, khususnya ditingkat kelurahan yang bersentuhan langsung dengan masyarakat. Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan regresi linear berganda. Sampel dalam penelitian ini berjumlah 40 orang staf kelurahan yang dipilih melalui teknik total sampling. Analisis data dilakukan dengan menggunakan bantuan program SPSS versi terbaru. Hasil penelitian menunjukkan bahwa secara simultan, penerapan prinsip good governance berpengaruh signifikan terhadap kinerja staf kelurahan (nilai signifikansi = 0,036). Namun secara parsial, hanya prinsip responsivitas yang berpengaruh positif dan signifikan terhadap kinerja staf (p = 0,002), sedangkan prinsip transparansi justru menunjukkan pengaruh negatif yang signifikan (p = 0,005). Prinsip lainnya, yaitu akuntabilitas, partisipasi, serta efektivitas dan efisiensi, tidak berpengaruh signifikan. Dengan demikian, dapat disimpulkan bahwa meskipun secara keseluruhan prinsip good governance berpengaruh terhadap kinerja staf kelurahan, namun tidak semua prinsip memberikan dampak positif. Diperlukan evaluasi lebih lanjut terhadap penerapan prinsip transparansi dan penguatan responsivitas sebagai faktor utama peningkat kinerja.

Abstract

Andalas University has a business incubator unit called the Technology Business Incubator (InBisTek) Andalas University. This study aims to formulate Key Performance Indicators and measure the performance of Inbistek Andalas University in assisting tenants. Performance measurement is carried out using the Balanced Scorecard method which consists of: on four perspectives namely internal business process perspective, growth and learning perspective, financial perspective, and tenants perspective. Performance measurement is carried out using data obtained from direct observation, questionnaires, and interview directly with the Andalas University Inbistek. KPI formulation is followed by a validation step,so that 31 selected KPIs were obtained. Furthermore, the selected KPIs are continued with weighting to determine the level interest in each KPI through a pairwise comparison questionnaire with the Analytical Hierarchy Process method. Then the performance measurement is carried out according to the perspective on the Balanced Scorecard. Obtained results of performance measurement Andalas University Institute of Technology as a whole is 3.4 which is included in the good category. Based on the results performance measurement, there are 5 KPIs with poor performance category, 5 KPIs with fairly good performance category, 12 KPIs withgood performance category, and 9 KPIs with very good performance category.

Abstract

Penelitian ini bertujuan untuk mencapai keefektifan program Posbindu penyakit tidak menular di Kota Bukittinggi (Studi Kasus diPuskesmas Tigo Baleh) perlu dibangun manajemen strategi penguatan program tersebut, informan berjumlah 12 orang yang merupakan Kepala puskesmas 1 orang, Pengelola PTM 1 orang, 2 orang masyarakat dan 8 kader kesehatan di Puskesmas Tigo Baleh. Informan ditentukan dengan menggunakan Purposive sampling yaitu memilih sampel dari populasi dengan pertimbangan dapat memberikan informasi yang lengkap dan valid yang merupakan sampel terbaik menjadi responden penelitian. Hasil Penelitian di Puskesmas Tigo Baleh tentang pelaksanaan program pos pembinaan terpadu penyakit tidak menular adalah Jumlah tenaga pelaksana masih belum mencukupi dan kader belum pernah dilatih oleh Dinas kesehatan hanya dilatih oleh perawat puskesmas, sarana dan prasarana operasional masih belum memadai, biaya operasional untuk pelaksanaan posbindu PTM masih kurang, kurangnya partisipasi pemangku kepentingan untuk ikut dalam kegiatan, Kurang keterlibatan pihak lain seperti camat,lurah atau RW dan RT untuk menggerakkan masyarakat. Pelaksanaan rujukan bagi masyarakat telah dilakukan, pencatatan dan pelaporan telah dilakukan setiap bulan, monitoring dan evaluasi program posbindu PTM sudah dilakukan, Hambatan dalam pelaksanan adalah minimnya biaya operasional, keterbatasan sarana dan prasarana, tenaga kader yang agak kurang, kader yang belum terlatih, kurang antusiasnya masyarakat. Bila analisis secara ilmu ekonomi dan manajemen, penyebaran penyakit bisa menyebabkan terganggunya pertumbuhan ekonomi maupun pembangunan ekonomi masyarakat.

Abstract

Employee engagement is an important issue that is the main concern of the organization's leaders in managing its employees. The changing characteristics of the employee generation are becoming a specific challenge for human resource management. Employees who are engaged with their work will exert all their abilities, efforts, and thoughts and significantly contribute, where the engagement and personal characteristics possessed by employees in carrying out their work can directly impact their performance. This study aimed to analyze employee engagement's effect on employee performance by moderating the generational characteristics of private agency employees in the City of Padang, West Sumatra. Data was collected through questionnaires distributed to 100 employee respondents working in private institutions in the city of Padang, with purposive sampling technique. Then, the data is processed using the Partial Least Square-Structural Equation Modeling (PLS-SEM) method. The results of this study indicate that employee engagement generational characteristics (Y and Z generation) have a positive and significant effect on employee performance. Generational characteristics (Y and Z generation) also positively and significantly impact employee engagement. Generational characteristics do not moderate the relationship between employee involvement and employee performance, but directly employee engagement and employee performance can be improved with generational characteristic variables. Organizational leaders should pay attention to employee engagement and the characteristics of the generation of employees and can make it a potential to improve employee performance.

Abstract

Teacher Certification is an important program in improving the quality and qulity of National Education. Implementation in the key to the success of a program. Failure to implement the program means failure to achieve the objektives of the program.The focus of this study is to analyze the implementation of teacher certification policies at SMP Negeri Payakumbuh  using interactive factors according to George C. Edward III’s ideas, namely communication, resources, disposition and bureaucratic structure thet play a role in policy implementation. The role of these four factors is very meaningful for policy implementation.This study uses a qualitative method through descriptive analysis with a case study model. The research subjects were Payakumbuh City Education Office employees, public junior high school principals, Payakumbuh public junior high school teachers. Data collection reachniques used are interviews and documentation.The result of this study indicate thet the implementation of teacher certification policies at SMP Negeri Payakumbuh has fulfilled four elements. Based on the role of the four elements thet determine the success of policy implementation, each element can be fulfilled even though it is not perfct. There are still many shortcomings in the elements of communication and bureaucratic structure. The delivery of the message makes the teacher confused about the actual program. Inconsistent SOPs, which change every year, make it difficult for teachers to adapt to the ever-new rules. The imperfecttions of the four elements did not hinder the process of implementing the policy for teacher certification at State Junior High Schools in Payakumbuh City.Interactive dialogue and discussion are alternative solusions that need to be considered. The ambiguity of the massage can be overcome by asking directly to the resource persons who master the material about teacher certification. And for the SOPs that are always changing, the regional (Payakumbuh City Education Office) should be able to convey the complaints and aspirations of teachers who are confused about the rule to the Provincial and Central Office because usually it is the policy maker who maka the SOPs so thet the policy can be implemented.

Abstract

Indonesian citizens aged 17 years and over have an Identity Card (KTP) as their iden- tity. Children also have their own identity cards. The government has implemented MCH by issuing Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards. Permendagri Number 67 of 2020, the central government sets a target in achieving the Issuance of Child Identity Cards (KIA) for Provinces and Regencies/Cities throughout Indonesia. The targets that must be realized by Provinces and Municipalities from 2020- 2024 are: 20% in 2020, 30% in 2021, 40% in 2022, 50% in 2023, 60% in 2024. MCH Policy in the City Payakumbuh is still not fully known by the public. Some of the people do not know about the existence of MCH and the benefits of MCH. For people who already know about MCH, they also have a lack of awareness to manage MCH where people think MCH is not really needed, especially for children under 5 years old where all children’s activities are under the supervision of their parents. So that the issuance of MCH in Payakumbuh is still low. In addition to the lack of public knowledge about MCH, the community is also reluctant to take their children to the Population and Civil Registration Office on the grounds that the children are in school, the location of the Population and Civil Registration Office is quite far or the community lacks time to take their children so they can have a Child Identity Card ( KIA) because they work. The purpose of this study is to describe the effectiveness of the ball pick-up service carried out by the Population and Civil Registration Service in increasing MCH ownership and to find out the supporting factors and inhibiting factors in the Payakumbuh City Population and Civil Registration Service. This type of research is qual- itative research In the study, it was found that the number of residents aged 0-17 years less than 1 day who had a Child Identity Card (KIA) in Payakumbuh City was quite a lot and almost met the targeted MCH ownership standards. This is sufficient to prove that the MCH services provided are adequate by implementing the Ball Pick-up program, namely direct services to various places in Payakumbuh City including the Kelurahan office, schools and others to provide direct services with the aim of making it easier for the community to manage MCH. However, the services provided are still experiencing various kinds of obstacles where the ball pick-up service has not been scheduled due to an inadequate budget, besides that the facilities and infrastructure are still inadequate. to the center and the lack of socializa- tion specifically to the community regarding the importance of MCH so that the community considers MCH as a form of service for population administration documents that are less important so they are lazy to manage it. Abstract

The problems occurred at the Pelalawan Population and Civil Registration Service are wasteful in the time of service for population administration. Therefore, this study aims to make improvements in reducing waste of service time and provide recommendations for managing the administrative service process, thus, it can be used as a reference in the process of improving government service organizations. The method used is the Define, Measure, Analyze, Improve, and Control (DMAIC) method, by removing unproductive process steps, which focus on measurements, and applying technology to improve the quality of the target towards Six-Sigma. The results obtained by following the DMAIC process are the smallest timeliness in providing services with a gap value=(-1,196), σ=1,62; the ease of the service procedure with the gap value=(-0,917), σ=1,76; the competence of the officers in the service with the gap value=(-0,897), σ=1,76; and written and electronic information resources that are needed by the gap value=(-0,876), σ=1,78. The study proposes improvements by creating digital document archive settings, conducting the performance measurements using VSM map, building the queue system, creating a flow of services, designing a one door services, and improving the quality of resources by training the officers.
