Abstract

Penelitian ini menyajikan perkembangan kebijakan pendidikan di Indonesia guna memberikan analisis komprehensif tentang tren, masalah, dan bentuk kebijakan pendidikan di Indonesia. Penulisan menggunakan Systematic Literature Review dengan prosedur PRISMA 2020 (Preferred Reporting Items for Systematic Reviews and Meta-analysis). Artikel dipilih berdasarkan database Scopus dengan kata kunci “education policy in indonesia” dan dibatasi pada artikel berperingkat Q1, Q2, Q3, dan Q4, yang terbit pada Tahun 2015 hingga 2025. Berdasarkan 14 artikel relevan yang teridentifikasi, menunjukkan bahwa dinamika kebijakan pendidikan di Indonesia dipengaruhi oleh interaksi kompleks antara faktor politik, budaya, ekonomi, dan tuntutan global. Temuan ini menegaskan perlunya desain kebijakan pendidikan yang lebih adaptif, responsif terhadap konteks lokal, dan berkelanjutan, guna memastikan peningkatan akses, kualitas, serta pemerataan layanan pendidikan di Indonesia. Kajian ini memberikan kontribusi signifikan bagi pengambil kebijakan, akademisi, dan praktisi pendidikan dalam merumuskan strategi kebijakan yang lebih efektif dan inklusif.

Abstract

This study aims to determine the strength of variables that are suspected to affect the quality of teacher services. These variables are the Effectiveness of ICT Application, Service Leadership, Knowledge Management, Interpersonal Communication, and Job Satisfaction both directly and indirectly with the variables of teacher service quality. The population of this study is 1,490 civil servant teachers of Bogor Regency State Junior High School. The sampling technique uses Random Sampling, with the Taro Yamane formula with a sample of 211. The results of the study show that: 1) The effectiveness of ICT Implementation (X1) has a direct effect on the Quality of Teacher Services (Y), 2) Servant Leadership (X2) has a direct effect on the Quality of Teacher Services (Y), 3) Knowledge Management (X3) has a direct effect on the Quality of Teacher Services (Y), 4) Interpersonal Communication (X4) has a direct effect on the Quality of Teacher Services (Y), 5) Job Satisfaction (X5) has a direct effect on the Quality of Teacher Services (Y), 6) The Effectiveness of ICT Application (X1) has a direct effect on Job Satisfaction (X5), 7) Serving Leadership (X2) has a direct effect on Job Satisfaction (X5), 8) Knowledge Management (X3) has a direct effect on Job Satisfaction (X5), 9) Interpersonal Communication (X4) has a direct effect on Job Satisfaction (X5), 10) Effectiveness of ICT Application (X1) has an indirect effect on the Quality of Teacher Services (Y) through Job Satisfaction (X5), 11) Serving Leadership (X2) has an indirect effect on the Quality of Teacher Service (Y) through Job Satisfaction (X5), 12) Knowledge Management (X3) has an indirect effect on the Quality of Teacher Service (Y) through Job Satisfaction (X5), 13) Interpersonal Communication (X4) has an indirect effect on the Quality of Teacher Service (Y) through Job Satisfaction (X5). The results of the SITOREM analysis show that there are 12 indicators out of 6 variables that must be improved immediately and 22 indicators out of 6 variables are maintained or developed. This study concludes that strengthening the effectiveness of ICT Application, service leadership, knowledge management, interpersonal communication, and job satisfaction can improve the quality of teacher services.

Abstract

Penelitian ini bertujuan untuk menganalisis secara mendalam peran kepemimpinan transformasional terhadap peningkatan kinerja instruktur pada Pusdiklat Media Ilmu Indonesia. Fokus utama penelitian ini adalah bagaimana pemimpin mampu menginspirasi, memotivasi, dan memberdayakan instruktur untuk mencapai tujuan organisasi melalui empat dimensi utama kepemimpinan transformasional: idealized influence, inspirational motivation, intellectual stimulation, dan individualized consideration (Bass & Avolio, 1994). Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan dokumentasi internal perusahaan. Analisis data dilakukan dengan teknik analisis tematik Miles dan Huberman, mencakup reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa gaya kepemimpinan transformasional memiliki pengaruh positif yang signifikan terhadap peningkatan produktivitas, loyalitas, dan kepuasan kerja instruktur. Pemimpin transformasional di Pusdiklat Media Ilmu Indonesia terbukti mampu menumbuhkan budaya kerja kolaboratif, meningkatkan motivasi intrinsik, serta mendorong inovasi individu dalam mencapai target organisasi. Hasil ini sejalan dengan berbagai studi terdahulu, baik nasional maupun internasional, yang menegaskan bahwa kepemimpinan transformasional merupakan faktor kunci dalam membangun kinerja unggul dan organisasi yang berdaya saing tinggi. Urgensi penerapan model kepemimpinan transformasional perlu terus diperkuat untuk menjaga keberlanjutan organisasi di tengah dinamika lingkungan bisnis modern.

Abstract

Rapid technological advances demand innovation in teaching while simultaneously creating challenges in adapting and utilizing digital tools. This study, using the PRISMA-based Systematic Literature Review (SLR) method, explores a model for strengthening Knowledge Management (KM) through digital literacy. The study's findings highlight that strengthening KM with digital technology is key to creating an efficient and innovative academic ecosystem. Utilizing online learning platforms and digital collaboration tools makes knowledge sharing more effective. Furthermore, ongoing training and adequate infrastructure support encourage a more collaborative learning environment. Universities need to design and implement a Knowledge Management integration model that aligns with technological advancements and academic needs. A holistic approach, encompassing technology, processes, and organizational culture, enhances digital literacy and the culture of knowledge sharing among lecturers, ultimately enhancing the effectiveness of knowledge management and academic competitiveness in the digital era.

Abstract

Penelitian ini menganalisis peran kepemimpinan transformasional kepala sekolah dalam membentuk budaya sekolah yang adaptif dan berorientasi mutu. Metode penelitian ini yaitu menggunakan systematic literature review terhadap publikasi 2020–2025. Hasil menunjukkan bahwa empat dimensi utama idealized influence, inspirational motivation, intellectual stimulation, dan individualized consideration berkontribusi terhadap peningkatan kolaborasi, inovasi, dan kesejahteraan guru. Kepala sekolah berperan sebagai teladan moral, motivator, dan fasilitator pembelajaran yang menumbuhkan karakter peserta didik serta budaya kerja positif. Temuan ini menegaskan bahwa kepemimpinan transformasional merupakan paradigma efektif dalam memperkuat budaya sekolah di era disrupsi.

Abstract

The COVID-19 pandemic has triggered a major transformation in education, especially in SMK Citra Negara which focuses on vocational education. This study aims to evaluate the resistance of generation Z teachers to the implementation of technology-based educational transformation and industry needs. Using a qualitative approach, data were collected through interviews, observations, and document analysis. The results of the study indicate that although technology-based curriculum is able to bridge the gap between education and the world of work, resistance among generation Z teachers remains a challenge. Causal factors include lack of training, administrative burden, and limited access to technology. Strategies such as needs-based training, mentoring, and collaboration with industry partners have proven effective in reducing resistance. This study concludes that strong institutional support and a collaborative approach are key to the success of vocational education transformation.

Abstract

This study aims to analyze the effect of the quality of educational quality manuals and principal supervision on teacher innovation in secondary school instruction. Amid ongoing curriculum reforms, many Indonesian schools still face challenges in fostering innovative teaching practices. This research applies a quantitative explanatory method with a Structural Equation Modeling–Partial Least Squares (SEM-PLS) approach to test the influence of two independent variables: quality of the educational quality manual (X1) and principal supervision (X2), on the dependent variable: teacher instructional innovation (Y). The study was conducted at Sekolah Islam Cendekia—covering SD, SMP, and SMA levels—under the management of Yayasan Pribadi Kamila Cianjur, Indonesia, involving 40 respondents selected from this foundation, which has implemented both standardized educational quality manuals and active principal supervision. The results of the outer model analysis show that all indicators are valid (loading factors > 0.7) and reliable (AVE > 0.5, Composite Reliability > 0.9). The inner model results indicate a very high predictive power, where both X1 and X2 simultaneously explain 93.9% of the variance in teacher innovation (R2 = 0.939). Path coefficient testing revealed that the quality of the educational quality manual has a dominant and significant effect on teacher innovation (β = 0.529; p < 0.05), followed by principal supervision which also shows a strong and significant positive effect (β = 0.450; p < 0.05). These findings suggest that teacher innovation is primarily driven by the clarity of quality standards which provide a "safety structure," supported by active mentorship from the principal. Therefore, schools must prioritize the revitalization of quality manuals as living documents and enhance principal coaching practices to create a sustainable innovation ecosystem. The study contributes theoretically to educational leadership and practically to school improvement strategies in Indonesia.

Abstract

Bullying in educational settings is a serious issue that negatively affects students’ psychological, social, and academic development. Although various interventions have been implemented, reactive and administrative approaches have proven insufficient to prevent bullying sustainably. This study aims to systematically analyze the role of philosophy-based character education in preventing bullying in educational environments, as well as to identify prevailing value theories, implementation challenges, and future research prospects. This research employed a Systematic Literature Review (SLR) method following the PRISMA framework. Literature searches were conducted in the Scopus database in December 2025 using keywords related to character education, bullying, and philosophy of education. From 2,559 identified articles, 13 studies met the inclusion criteria and were analyzed qualitatively. In addition, bibliometric analysis using VOSviewer was applied to map conceptual relationships and research trends. The findings indicate that moral philosophy and virtue ethics constitute the dominant foundations for character education programs, supported by the concepts of moral agency, moral identity, and Social Emotional Learning (SEL). Philosophy-based character education plays a significant preventive role in reducing bullying by strengthening moral values, empathy, and the development of ethical and inclusive school climates.

Abstract

Organizational Citizenship Behavior (OCB) plays a crucial role in enhancing the effectiveness of educational institutions, yet its determinants remain fragmented across the literature. This study aims to systematically synthesize the role of work motivation, organizational commitment, employee engagement, and organizational culture in shaping OCB among educators. A Systematic Literature Review approach was employed using the PRISMA protocol to ensure a transparent and rigorous selection process. Relevant literature was obtained from Google Scholar, Scopus, and SINTA databases, focusing on publications within the last decade. A total of seventy-four articles met the inclusion criteria and were analyzed using thematic synthesis. The findings indicate that intrinsic motivation acts as a fundamental internal driver of OCB, while affective commitment strengthens emotional attachment that encourages voluntary extra-role behavior. Employee engagement emerges as the most consistent and dominant predictor, reflecting the role of vigor, dedication, and absorption in translating psychological states into proactive actions. Organizational culture functions as both a direct determinant and a moderating factor that reinforces the influence of individual variables. These results highlight that OCB is shaped by the interaction between psychological and organizational dimensions. The study contributes theoretically by integrating multiple determinants into a unified conceptual framework and offers practical implications for educational institutions in developing strategies to enhance educator performance through strengthening motivation, commitment, engagement, and a supportive organizational culture.

Abstract

The idealism of teachers as professional educators in the era of globalization 4.0 is the focus of this research. Rapid changes in technology and global connectivity give rise to new challenges in the field of education. This research aims to explore an in-depth understanding of how teacher idealism can form a strong foundation in facing changes in this era. Through a descriptive qualitative research method using a literature review, this research explores educational values relevant to the context of globalization 4.0, identifies required technology skills, and explores teacher involvement in professional development. The results of the discussion show that understanding educational values, developing technological skills, and involvement in professional development activities are the main dimensions of teacher idealism. Teachers who understand these values can create inclusive and adaptive learning environments. Strong technology skills enable teachers to integrate digital tools into teaching, while engagement in professional development ensures they continue to develop in the face of dynamic change. In conclusion, teacher idealism plays a crucial role in shaping education that is relevant, adaptive and responsive to the challenges of the era of globalization 4.0. Efforts to strengthen teacher idealism need to be the main focus in facing the dynamics of the future of education.
