Abstract

The implementation of the Smart Village program in Sugihwaras Village, Candi District, Sidoarjo Regency, adopts a bottom-up approach by utilizing local potential, initiatives, and innovations. This study aims to evaluate the implementation of the Smart Village program within the smart governance pillar by applying William N. Dunn’s policy evaluation framework. The research employs a descriptive qualitative approach. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model proposed by Miles, Huberman, and Saldana. The findings indicate that the program's effectiveness has not yet been optimal due to disparities in community digital literacy in using village-based digital services. In terms of efficiency, the use of information technology has accelerated administrative services; however, limitations in village officials' technical capacity remain a challenge. About adequacy, the program has succeeded in providing information and administrative services through the village website that support community needs. In terms of equity, digital village services are publicly accessible to the community. Regarding responsiveness, the village government has established complaint mechanisms and demonstrated responsiveness to community needs. Meanwhile, in terms of appropriateness, the program still requires improvement due to the limited and suboptimal assistance provided by the local government.

Abstract

The role and concern of the government are essential to support the success of e-commerce activities. One way is by innovating services in applications in terms of economic empowerment and resilience. Surabaya City is one of the cities with technology-based innovations that excels E-PEKEN as a mobile-based application that connects MSMEs with consumers. However, the application, which launched on October 31, 2021, still requires further development and refinement to achieve its stated objectives. Therefore, the government hopes that this new application innovation will prompt a swift public response and feedback regarding the advantages and benefits of the E-PEKEN application. This study aims to analyze and describe the service innovation of the E-PEKEN application (Economic Empowerment and Resilience) by the Surabaya City Communication and Informatics Office. This study uses a qualitative research type with a descriptive method, with data collection techniques using observation techniques, structured interviews, and documentation. The results of the study indicate that the E-PEKEN Surabaya service innovation (Economic Empowerment and Resilience in Surabaya) by the Surabaya City Communication and Informatics Office can be said to be good because it has met all the criteria and characteristics of existing innovations. The E-PEKEN Surabaya service has uniqueness or specificity, proven in terms of ideas, programs, structures, systems, and possible expected results, which are different from before. Furthermore, this service has an element of novelty, as it is an original innovation, truly an idea and a work of thought from members of the Surabaya City Communication and Informatics Office.

Abstract

The limited participation of Village-Owned Enterprises (Badan Usaha Milik Desa, hereafter BUM Desa) in national food distribution networks constitutes a critical governance challenge in Indonesia: as of 2024, only five of 419 BUM Desa in Bojonegoro Regency had established formal partnerships with the State Logistics Agency (Perum Bulog). This study examines the governance of the BUM Desa–Perum Bulog partnership under the Food Supply and Price Stabilization Program (Stabilisasi Pasokan dan Harga Pangan, SPHP), applying the Integrative Framework for Collaborative Governance developed by Emerson, Nabatchi, and Balogh (2012) in combination with the Matrix of Alliances and Conflicts: Tactics, Objectives, and Recommendations (MACTOR) analytical method. A descriptive qualitative design was employed; data were generated through in-depth interviews, non-participant observation, and document analysis, and were interpreted using the Miles, Huberman, and Saldaña (2014) interactive model. The findings show that, while the partnership is functionally operational, it remains predominantly transactional. Across the four collaborative dimensions, drivers are convergent and strong; principled engagement is top-down and lacks deliberative depth; shared motivation is grounded in an organically constructed track record of performance integrity; and capacity for joint action emerges as the weakest dimension, constrained by limited human resources, disproportionate logistical burdens, and the absence of shared standard operating procedures. MACTOR analysis confirms a high degree of interest convergence between Bulog and BUM Desa, yet indicates that collective capacity for joint action requires systematic institutional strengthening. The study contributes to collaborative governance scholarship by integrating a diagnostic (Emerson et al.) and a strategic-relational (MACTOR) framework at the village scale, and by evidencing how state–village institutional asymmetries reshape the operation of principled engagement and joint-action capacity in a Global South food-governance setting. Concrete, evidence-based recommendations are offered for Perum Bulog, BUM Desa, the Department of Community Empowerment and Villages (DPMD), village governments, the National Food Agency, and the Ministry of Villages.

Abstract

Child adoption recommendation services require administrative accuracy and guidance that prospectiveadoptive parents can readily understand. This study describes the quality of the service delivered by theSocial Services and Rehabilitation Division of the Ponorogo Regency Social, Women's Empowerment, andChild Protection Office. A descriptive qualitative approach was applied. Informants were purposivelyselected from division management, service officers, home-visit officers, and prospective adoptive parents.Data were collected through interviews, observation, and documentation, analyzed through datareduction, data display, and conclusion drawing, and verified through source and technique triangulation.The findings show that officer courtesy was good, while responsiveness, access, and communication wereadequate but not yet optimal. Online information did not specify all required documents, users had unequaldigital capabilities, and some applicants had to return because their files were incomplete. Serviceimprovement should prioritize complete digital guidance, a practical document checklist, and earlyconfirmation of applicants' understanding.
