Abstract

Kampung Inggris Pare merupakan kawasan eduwisata berbasis pendidikan bahasa Inggris yang telah ditetapkan sebagai kawasan strategis pariwisata daerah melalui Peraturan Daerah Kabupaten Kediri Nomor 2 Tahun 2020 tentang Rencana Induk Pembangunan Kepariwisataan Daerah (RIPPARDA) Kabupaten Kediri Tahun 2019–2034. Meskipun kebijakan tersebut telah dirumuskan, terdapat kesenjangan antara target kebijakan dan kondisi di lapangan, terutama terkait infrastruktur, sosialisasi kebijakan, dan koordinasi antar pemangku kepentingan. Penelitian ini bertujuan mendeskripsikan implementasi kebijakan RIPPARDA dalam pengembangan kawasan eduwisata Kampung Inggris Pare serta dampaknya terhadap pertumbuhan ekonomi masyarakat lokal di Kabupaten Kediri. Penelitian menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara semi-terstruktur, observasi, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif Miles dan Huberman, sedangkan kerangka analisis implementasi mengacu pada model Van Meter dan Van Horn yang mencakup enam variabel, yaitu standar dan tujuan kebijakan, sumber daya, karakteristik badan pelaksana, sikap pelaksana, komunikasi antar organisasi, serta kondisi sosial, ekonomi, dan politik. Hasil penelitian menunjukkan bahwa implementasi RIPPARDA belum berjalan secara optimal karena minimnya sosialisasi kebijakan kepada pemangku kepentingan lokal, keterbatasan fasilitas publik, ketiadaan unit pelaksana teknis di lapangan, serta lemahnya koordinasi antara pemerintah daerah dengan Forum Kampung Bahasa dan pelaku usaha mikro, kecil, dan menengah. Meskipun demikian, pertumbuhan ekonomi masyarakat lokal tetap berkembang signifikan melalui inisiatif mandiri warga dalam sektor jasa dan perdagangan.

Abstract

Developing the competency of State Civil Apparatus (ASN) through education and training (diklat) is a strategic need to support bureaucratic reform and improve the quality of government services. The Secretariat of the Malang Regency DPRD, as one of the regional apparatuses, is required to have ASN competent in carrying out its duties and functions, so the implementation of education and training based on tasks and functions is very important. This study aims to analyze and describe the implementation of education and training for employees based on tasks and functions at the Secretariat of the Malang Regency DPRD. The problems found include three things: training participants who often do not match their duties and functions uet o sudden replacements without considering competency suitability, limited information technology facilities that hinder online training, and the absence of specific SOPs that regulate the selection and replacement of participants based on tasks and functions. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation, as well as using data triangulation. The results show that the implementation of training has generally been running but is not fully optimal. Communication is running well through official letters, internal dispositions, and WhatsApp groups. The implementing human resources are competent and the budget is allocated in the Work Plan, but information technology facilities are still limited. The disposition of implementers is positive and supported by TPP incentives, but the sudden replacement of participants, not based on competency, remains unresolved. The bureaucratic structure demonstrates clear fragmentation of tasks, but there are No. specific SOPs that comprehensively regulate the training implementation mechanism.

Abstract

The Child-Friendly School program is one of the government’s efforts to create an educational environment that is safe, comfortable, inclusive, and free from violence against children. Surabaya City, as a city implementing the Child-Friendly City policy, has implemented the Child-Friendly School Program in various educational institutions, including SDN Ketintang II Surabaya. However, in its implementation, several problems are still found, such as negative verbal behavior among students, the use of harsh language, mockery, and environmental conditions around the school that do not fully support a child-friendly culture. Therefore, this study aims to describe the implementation of the Child-Friendly School Program at SDN Ketintang II Surabaya. This research used a descriptive method with a qualitative approach. Data collection techniques were carried out through observation, interviews, and documentation. The focus of this study used the policy implementation theory of Donald Van Meter and Carl Van Horn which includes policy standards and objectives, resources, inter-organizational communication and implementation activities, characteristics of implementing institutions, implementers’ disposition, as well as social, economic, and political conditions. The results showed that the implementation of the Child-Friendly School Program at SDN Ketintang II Surabaya has been running fairly well through the establishment of the Child-Friendly School team, positive habituation activities, collaboration with various parties, and efforts to create a more child-friendly learning environment. However, the implementation has not been fully optimal due to obstacles such as negative verbal behavior among students and social environmental conditions around the school that do not fully support a child-friendly culture.

Abstract

Financial inclusion is a crucial instrument for creating equitable economic growth, particularly for marginalized communities who face limited access to formal financial services. However, a gap remains between the inclusive objectives of public policy and the reality of its implementation on the ground. This study aims to analyze the gap in the role of public policy in promoting financial inclusion for marginalized communities through a qualitative descriptive approach using a literature study method. Data were collected from various literature sources such as scientific journals, policy reports, government regulations, and financial institution documents. The analysis reveals inconsistencies in policy implementation, limited synergy between policy actors, and suboptimal local needs-based interventions. This study concludes that public policy needs to be directed towards a more participatory and contextual approach to address the structural challenges in expanding financial inclusion for marginalized communities.

Abstract

The Jatirenggo Village Government, Glagah District, Lamongan Regency, created a digital-based public service innovation through an application, namely the Jatirenggo Online Integrated Service (JALANTOL) application. In the implementation of this application, several problems occurred, namely the community did not fully understand the procedures for using the features in the application, the community still had minimal digital literacy, especially for the elderly, the application features were not fully utilized optimally, especially the complaint feature. This research method used a qualitative descriptive method. The focus of this study used the policy implementation theory from George. C. Edward III which consists of four main indicators, namely communication, resources, position, and bureaucratic structure. Data collection in this study consisted of observation, interviews, and documentation. The results of the study showed that the Implementation of Jatirenggo Online Integrated Services in Jatirenggo Village, Glagah District, Lamongan Regency was not optimal or in accordance with expectations of digital-based public services. Based on the research results, the following suggestions can be given by the researcher: First, in terms of communication, the Jatirenggo Village Government needs to strengthen its socialization strategy to be more systematic, structured, and sustainable. Second, in order to address the low digital literacy of the community, the Jatirenggo Village Government needs to organize regular training and mentoring programs, especially for the elderly community. Third, regarding the suboptimal utilization of application features, especially the complaint feature, it is necessary to optimize the function and increase the attractiveness of using the application. Fourth, it is necessary to provide a clear, centralized, and easily accessible information channel regarding the procedures for using the JALANTOL application.

Abstract

Community empowerment is an effort to empower vulnerable community groups so they can become more independent and capable. The Kediri City Government has implemented the Prodamas Plus program, which in 2024 will focus on neighborhood-level initiatives in accordance with Kediri Mayor’s Regulation No. 28 of 2023. The Pakelan Subdistrict is carrying out this program with a focus on strengthening the “Kampung Keren” initiative due to its unique cultural characteristics. This study employs a qualitative case study approach using William N. Dunn’s evaluation model, which encompasses effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Data were collected through observation, interviews, and documentation, then analyzed through the stages of data reduction, presentation, and verification. The results indicate that the Prodamas Plus program in Pakelan Subdistrict has been implemented fairly well, with tangible impact on infrastructure, the distribution of social assistance and a shift in residents’ roles toward becoming active agents of development, and the transformation of residents into active agents of development. However, the program still faces weaknesses, including delays in fund disbursement, suboptimal sustainable economic empowerment, a weak response to urgent needs, and an inflexible planning system. It is recommended that the focus of assistance be shifted toward productive activities accompanied by ongoing guidance, that disbursement mechanism be improved, and that the subdistrict design post-development maintenance plans and strengthen a personalized approach toward passive residents.

Abstract

The management of on-street parking in Surabaya continues to face problems, including illegal parking, unauthorized parking attendants, and noncompliance with established parking fees. In response, the Surabaya City Government introduced an electronic parking payment policy to improve service quality, order, safety, and local revenue. However, its implementation remains constrained by malfunctioning parking meters, the public’s preference for cash payments, and unmet revenue targets. This study aims to describe the implementation of the electronic parking payment policy on Serayu Street, Surabaya. A descriptive qualitative approach was employed, with data collected through interviews, observations, and document analysis. The analysis refers to George C. Edwards III’s policy implementation model, covering communication, resources, disposition, and bureaucratic structure. The findings indicate that internal communication is effective, although public outreach remains limited. Operational staff are adequate, but the number of supervisors and available budget are insufficient. Policy implementers generally demonstrate a supportive attitude, although the cashless payment system has not been applied consistently. The bureaucratic structure is supported by clear standard operating procedures and supervision mechanisms. Therefore, greater public awareness, stronger supervision, and additional training for parking attendants are required.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi Peraturan Wali Kota Surabaya Nomor 51 Tahun 2023 sebagai peraturan pelaksanaan Peraturan Daerah Kota Surabaya Nomor 1 Tahun 2023 tentang Perdagangan dan Perindustrian di Bidang Pasar Rakyat di Pasar Gunung Anyar Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan informan dari unsur pemerintah, pengelola pasar, pedagang, dan masyarakat. Analisis data dilakukan menggunakan model interaktif melalui reduksi data, penyajian data, dan penarikan kesimpulan. Kerangka analisis menggunakan teori implementasi kebijakan ambiguitas-konflik Richard Matland dengan indikator “lima tepat” menurut Nugroho, yaitu ketepatan kebijakan, pelaksanaan, target, lingkungan, dan proses. Hasil penelitian menunjukkan bahwa implementasi kebijakan telah berjalan secara normatif, namun belum optimal, terutama pada ketepatan target dan lingkungan akibat rendahnya partisipasi pedagang dan minat pengunjung pascapandemi. Oleh karena itu, diperlukan penguatan manajemen pasar dan pendekatan teknokratis agar revitalisasi pasar rakyat berjalan lebih efektif.

Abstract

The development of health infrastructure in border areas is a strategic agenda to ensure sovereignty and reduce community dependence on neighboring countries' health facilities. This study aims to analyze the implementation of the policy for the construction of the Class D Pratama Sebatik Hospital, Nunukan Regency, using the Van Meter and Van Horn implementation model. The research method used is descriptive qualitative with data collection through interviews, observation, and documentation. The results of the study indicate a gap between policy objectives and field reality. Despite a high level of commitment (disposition) from implementers, implementation is hampered by resource and environmental variables. The main obstacles include: (1) Implementation of human resources influenced by regulations on honorary workers and dependence on specialist doctors assisted by the central government; (2) Budget management due to non-BLUD status; and (3) Suboptimal cross-sector communication resulting in the main road access to the hospital being in a state of severe disrepair. In conclusion, the physical construction of the hospital building is ineffective without the support of an infrastructure ecosystem and bureaucratic flexibility, resulting in people still choosing to seek treatment in Tawau, Malaysia. Abstract

Universitas Negeri Surabaya (UNESA), as a State University with Legal Entity status (PTNBH), is required to implement transparent, accountable, and performance-based governance in planning and budgeting. The growing complexity of institutional management necessitates innovation through integrated information systems, including the Work Plan, Budget, Monitoring, and Evaluation Application (RAVASA). This study aims to analyse the innovation in the utilization of RAVASA in supporting institutional performance and governance at UNESA. A descriptive qualitative approach with a case study method was employed at the Directorate of Planning, Development, and Reporting. Data were collected through interviews, observations, and documentation, and analysed using the Miles and Huberman model within the framework of Rogers’ Diffusion of Innovation theory. The findings indicate that RAVASA provides a relative advantage by integrating planning, budgeting, monitoring, and evaluation processes, thereby improving efficiency, transparency, and accountability in financial management. The system is compatible with organizational needs and PTNBH regulations, although system complexity remains a challenge for some users. This study recommends strengthening human resource capacity and continuous system refinement to optimize the sustainable use of RAVASA.
