Abstract

Program Padat Karya merupakan salah satu upaya pemerintah dalam mengatasi permasalahan pengangguran, khususnya di wilayah perkotaan dengan tingkat pekerjaan informal yang tinggi. Di Kelurahan Manyar Sabrangan, program ini menjadi relevan dalam menjawab keterbatasan akses masyarakat terhadap pekerjaan tetap. Penelitian ini bertujuan untuk menganalisis implementasi Program Padat Karya serta menilai efektivitasnya dalam mengurangi pengangguran di tingkat lokal. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi terhadap pihak-pihak yang terlibat dalam pelaksanaan program. Hasil penelitian menunjukkan bahwa Program Padat Karya telah berjalan cukup efektif dalam menyediakan lapangan kerja sementara dan meningkatkan pendapatan masyarakat. Program ini juga mendorong partisipasi masyarakat dalam kegiatan ekonomi produktif serta memperkuat peran pemerintah kelurahan sebagai fasilitator. Namun, implementasi program masih menghadapi kendala pada aspek komunikasi kebijakan yang belum optimal, keterbatasan kualitas sumber daya manusia, serta belum adanya sistem pengawasan dan standar operasional prosedur yang jelas. Selain itu, program masih cenderung berorientasi jangka pendek dan belum sepenuhnya mampu menciptakan kemandirian ekonomi masyarakat. Dengan demikian, Program Padat Karya efektif sebagai solusi sementara, namun memerlukan penguatan sistem dan keberlanjutan kebijakan agar dampaknya lebih optimal.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan Program Kelurahan Ramah Perempuan dan Peduli Anak (KRPPA) di Kelurahan Sidotopo, Kota Surabaya. Metode analisis yang digunakan mengacu pada teori implementasi kebijakan Van Meter dan Van Horn. Hasil penelitian menunjukkan bahwa pelaksanaan program KRPPA di Kelurahan Sidotopo secara umum telah berjalan secara memadai sebagai upaya konkret dalam memberikan perlindungan bagi perempuan dan anak sebagai kelompok rentan. Keberhasilan program ini didukung oleh rumusan tujuan yang jelas, kolaborasi lintas lembaga, dukungan aktif tokoh masyarakat setempat, serta keberadaan layanan PUSPAGA. Koordinasi antara Kelurahan Sidotopo dan DP3A Kota Surabaya juga telah berlangsung lancar melalui rapat berkala dan pengawasan berbasis digital. Namun, pelaksanaan program masih menghadapi sejumlah kendala, di antaranya keterbatasan anggaran karena belum tersedianya alokasi dana khusus dari APBD, sehingga sebagian besar kegiatan bergantung pada swadaya masyarakat. Selain itu, hambatan budaya patriarki dan stigma terhadap permasalahan rumah tangga menyebabkan rendahnya pelaporan kasus kekerasan. Kapasitas sumber daya manusia, khususnya kader lapangan, juga masih perlu ditingkatkan, seiring dengan perluasan sosialisasi kepada masyarakat. Dengan penguatan pada aspek-aspek tersebut, program KRPPA diharapkan dapat berjalan lebih optimal dan memberikan dampak nyata bagi perlindungan serta pemberdayaan perempuan dan anak di Kelurahan Sidotopo.

Abstract

Tingginya jumlah korban kekerasan terhadap perempuan di Indonesia mencapai 27.658 kasus pada tahun 2024. Surabaya sebagai kota metropolitan mengalami peningkatan jumlah kekerasan terhadap perempuan sekitar 35% pada tahun 2023-2024. Kondisi tersebut menunjukkan bahwa upaya dalam penanganan kekerasan terhadap perempuan di tingkat kota masih perlu diperkuat melalui pendekatan yang lebih sistematis dan berbasis komunitas. Pemerintah kota Surabaya menginisiasi progam Kampunge Arek Suroboyo Ramah Perempuan dan Anak (KAS RPA) sebagai inovasi kebijakan daerah yang sejalan dengan SDGs 5 tentang Kesetaraan Gender. Penelitian ini bertujuan untuk menganalisis implementasi KAS RPA indikator Kampung Aman di kelurahan Balongsari menggunakan teori George C. Edwards III dengan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam dengan pihak kelurahan, DP3APPKB, dan masyarakat perempuan penerima manfaat. Hasil penelitian menunjukkan bahwa implementasi berjalan cukup baik melalui sosialisasi rutin, pembentukan Satgas PPA di tingkat RT dan adanya kolaborasi lintas sektor. Namun, masih terdapat kendala dimana korban memilih diam dan menyelesaikan masalah secara kekeluargaan.

Abstract

The increasing number of elderly individuals living alone as a vulnerable group requires effective policies to fulfill their basic needs, one of which is implemented through the Social Rehabilitation Assistance Program (ATENSI) for Food Support. This program is regulated under the Regulation of the Minister of Social Affairs Number 7 of 2021 and aims to assist vulnerable groups requiring social support. However, its implementation at the sub-district level still faces administrative challenges and limited facilities that may affect its effectiveness. This study aims to analyze the implementation of the ATENSI Food Support Program for elderly individuals living alone in Kembangbahu Sub-district, Lamongan Regency. The research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using policy implementation indicators: communication, resources, disposition, and bureaucratic structure. The results show that communication has been conducted hierarchically, although obstacles remain in information delivery and beneficiary understanding. Human resources are adequate, but facilities are limited. Implementers demonstrate commitment, and the bureaucratic structure supports coordination. Overall, the program has been implemented fairly well but still requires improvement in facilities and administrative simplification.

Abstract

Civil registration is a basic service that must be accessible to all citizens, including people with disabilities, who often face barriers in obtaining an Electronic Identity Card (KTP-el). This study aims to evaluate the implementation of KTP-el registration services for people with disabilities through the Gajah Mada Service innovation organized by the Madiun City Population and Civil Registration Office in Taman District. The study employs a qualitative approach with a descriptive design. Data were collected through interviews, observations, and documentation, then analyzed using William N. Dunn’s six policy evaluation indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results indicate that the service has been functioning fairly well and has provided benefits in improving access to civil registration services for people with disabilities. However, implementation has not yet been fully optimal, as approximately 20% of people with disabilities in Taman Subdistrict have not yet registered for the e-ID. Identified challenges include a service system that remains passive, limited human resources, internet connectivity issues, information disparities, as well as social and cultural barriers within families and the community. Therefore, continuous improvement efforts are needed to make the service more inclusive, equitable, and effective in reaching all people with disabilities.

Abstract

This study aims to analyze the implementation of the Equivalency Education Program by the Lamongan Regency Education Office for Correctional Inmates at the Class IIB Lamongan Prison as an effort to fulfill the right to education. This study uses a qualitative descriptive approach with data collection techniques through interviews, observation, documentation, and literature studies. The analysis of this study uses the George C. Edward III policy implementation model which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the Equivalency Education Program has been running quite well on the disposition and bureaucratic structure indicators. However, in the communication aspect, obstacles are still found in the form of unclear and inconsistencies in the learning schedule which impacts the effectiveness of the learning process for inmates. In addition, in the resource aspect, there are still limitations in human resources, especially the number of Equivalency Education tutors who are not sufficient. Therefore, it is necessary to strengthen the clarity and consistency of communication regarding scheduling and improve human resources to support the successful implementation of the Equivalency Education Program at the Class IIB Lamongan Prison.

Abstract

This study aims to describe the implementation of the Jakpreneur Program for MSMEs assisted by the Sub-Department of Community Empowerment, Women and Child Protection, and Population Control (PPAPP), as well as to identify supporting and inhibiting factors in its implementation. This research employs a qualitative approach with a descriptive research type. Data collection techniques include interviews, observations, and documentation, while data analysis uses the Miles and Huberman model consisting of data reduction, data display, and conclusion drawing. The results show that the implementation of the Jakpreneur Program has been carried out fairly well and in accordance with the established policy framework, as analyzed through Edward III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. The communication aspect has been relatively effective and systematic, although limitations remain due to the insufficient number of facilitators. In terms of resources, budget availability, facilities, and authority are generally adequate, but constraints persist in the number of facilitators and participants’ digital literacy. The disposition of implementers reflects a strong commitment, while the bureaucratic structure is supported by clear standard operating procedures, although inter-agency coordination has not yet been fully optimized.

Abstract

This study aims to describe the evaluation of PKH in Krembangan Utara Village, Surabaya City. This research used a qualitative approach with a descriptive research type. Research subjects were determined using purposive sampling and snowball sampling techniques. The research focus employed William N. Dunns public policy evaluation theory, consisting of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Data collection techniques included observation, interviews, and documentation. The data analysis techniques used were data collection, data reduction, data presentation, and conclusion drawing. The results showed that PKH in Krembangan Utara Village still faces several obstacles in its implementation. In terms of effectiveness, the objectives of PKH have generally been achieved, although the benefits have not been fully felt by all beneficiary families. In terms of efficiency, facilitators still face task limitations and insufficient operational funds. The adequacy indicator has not shown optimal results because assistance remains limited in meeting all the basic needs of beneficiary families. Equity has also not been implemented properly, as there are still beneficiaries who do not match the criteria stipulated in the regulations. Responsiveness is considered very good due to the existence of complaint mechanisms and direct assistance. In terms of accuracy, PKH has not fully addressed the problems faced by poor families because the program benefits have not been fully experienced by all beneficiary families.

Abstract

This study aims to analyze the implementation of the TANOS application as a digital attendance system for outsourced workers at PT Pelindo Daya Sejahtera Regional East Java. The study employed a qualitative descriptive approach. Data were collected through interviews, observation, documentation, and literature review. The analysis was conducted using George C. Edward III’s policy implementation model, which consists of communication, resources, disposition, and bureaucratic structure. The findings reveal that the implementation of TANOS has supported the digital transformation of attendance administration by improving attendance monitoring, discipline control, and data management efficiency. Communication was carried out through socialization and coordination among implementers and users. Resource support was reflected in the availability of information technology personnel, digital infrastructure, and system integration with MyPDS. The disposition of implementers showed a positive commitment toward policy implementation, while the bureaucratic structure was supported by company regulations and internal coordination mechanisms. However, several challenges remain, including user adaptation and technical constraints related to system operation. Therefore, continuous system improvement and periodic evaluation are necessary to enhance the effectiveness and sustainability of TANOS implementation.

Abstract

The high prevalence of dual nutritional problems and stunting among young children in Mimika Regency poses a serious challenge that requires consistent preventive measures. As a strategic step, the government has implemented regulations through Minister of Health Regulation No. 66 of 2014. This study aims to describe and analyze the implementation of the child growth and development monitoring program at the Timika Public Health Center (BLUD Puskesmas), specifically through a case study at the Al-Amiin II Hidayatullah Integrated Kindergarten. The approach used is descriptive qualitative, employing George Edwards III’s policy implementation theory as the analytical framework, which encompasses four main variables. Data in this study were collected through interviews, observations, and documentation involving the community health center, the school, and parents. The results indicate that communication has been clear and real-time through the use of official letters and a WhatsApp group. Regarding resources, collaboration between medical staff and educators was optimal, although the data recording system remained manual. Meanwhile, the disposition aspect demonstrated a high commitment to service from the implementers, and the bureaucratic structure was clearly defined through flexible MoUs and SOPs. This study recommends implementing data digitization for long-term efficiency and providing more private examination rooms at schools.
