Abstract

This study aims to analyze the implementation of Talent Management policies at the Regional Civil Service Agency (BKD) of East Java Province, based on Governor Regulation Number 62 of 2023 concerning Talent Management. Talent management is a key pillar in the merit system transformation to produce competent and competitive civil servants. However, the transition from a conventional system to a digital talent-based system requires complex structural and behavioral readiness. This study uses a descriptive qualitative approach, utilizing George C. Edwards III's policy implementation theory, which consists of four main variables: Communication, Resources, Disposition, and Bureaucratic Structure. The results indicate that Talent Management implementation at the East Java Regional Civil Service Agency (BKD) has been effective but still faces several technical challenges. In terms of communication, information transmission has been carried out extensively through the Si-Master system, although information clarity at the regional apparatus level far from the center of government still needs to be improved. In terms of resources, the availability of digital infrastructure and a capable Assessment Center are key supports, but the number of certified assessors remains limited compared to the civil servant population. The Disposition variable indicates strong support from leadership, driven by incentives in the form of career certainty for high-performing civil servants. Meanwhile, in the bureaucratic structure, the use of digital SOPs has successfully minimized fragmentation between sectors, thus making the process of mapping ASN into the 9-box matrix more transparent and accountable. This study concludes that the integration of the four Edwards III variables into the digital platform is key to the success of the East Java Regional Civil Service Agency (BKD) in implementing an objective succession plan.

Abstract

Pemerintah pusat telah mendorong pemerintah daerah untuk melakukan inovasi pelayanan administrasi kependudukan. Provinsi Jawa Timur mempunyai perhatian terhadap penyediaan administrasi kependudukan termasuk pada kepemilikan Kartu Identitas Anak (KIA). Melalui Program Kalimasada memberikan kemudahan dalam mengurus dan membentuk ekosistem sadar administrasi kependudukan. Namun, peran pelaksana dan masyarakat akan program masih rendah. Penelitian ini bertujuan untuk menganalisis implementasi Program Kalimasada di Kelurahan Karah, Kecamatan Jambangan, Kota Surabaya pada kepemilikan KIA. Metode penelitian yang digunakan deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis penelitian dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian berfokus pada teori George C. Edward III yaitu komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi Program Kalimasada pada KIA di Kelurahan Karah telah diimplementasikan sesuai teori Edward III tetapi masih ditemukan kendala yaitu kurangnya kesadaran masyarakat mengenai Program Kalimasada khususnya pada kepemilikan KIA, kurangnya peran aktif pelaksana program, keterbatasan Sumber Daya Manusia serta fasilitas. Adanya permasalahan tersebut maka dapat dilakukan jemput bola secara intensif kepada warga dengan memberikan pelayanan dan sosialisasi Program Kalimasada khususnya KIA serta melibatkan pelaksana program.

Abstract

This study examines the implementation gap of the Corporate Social Responsibility (CSR) program at Perumda Air Minum Surya Sembada, Surabaya City, in supporting Sustainable Development Goals (SDGs) Goal 4 on Quality Education. Preliminary findings indicate an anomaly between the company's financial capacity and its educational allocation priorities. In 2024, CSR budget realization reached 100.84 percent, totaling Rp 6.99 billion; however, the allocation for educational assistance significantly declined from Rp 983 million in 2022 to Rp 271 million in 2024, following the elimination of the Scholarship Assistance category. This research aims to analyze the implementation of educational CSR using Van Meter and Van Horn’s policy implementation model. A descriptive qualitative approach was employed through in-depth interviews, observations, and document analysis of regulations, annual reports, and budget realization data. The results indicate that the implementation of educational CSR remains suboptimal due to several key factors: policy standards oriented solely toward budget absorption without long-term impact indicators; a resource imbalance characterized by high financial capacity unmatched by the quantity and competence of human resources; limited supporting infrastructure; and closed external communication. Furthermore, the institutional placement of CSR under the public relations function and strong political influence have contributed to a biased and less inclusive pattern of aid distribution. This study concludes that the implementation of educational CSR at Perumda Air Minum Surya Sembada remains administrative in nature and has failed to transform the company's financial potential into sustainable educational empowerment in accordance with the spirit of the SDGs

Abstract

The Ten Scholars per Village Scholarship Program is one of the flagship policy initiatives of the Bojonegoro Regency Government, providing educational financial assistance to ten students from each village to pursue higher education at public or private universities in Bojonegoro. This program was designed as a strategic effort to address the low proportion of the population attaining higher education. In addition, the policy aims to improve the quality of human resources and to enhance the Human Development Index (HDI) of Bojonegoro Regency. However, in its implementation, several challenges have been identified, including administrative requirements that hinder prospective beneficiaries, underutilization of allocated funds, and low public interest—particularly in Kepohbaru District—in pursuing higher education. This study aims to describe the implementation of the Ten Scholars per Village Scholarship Program in Kepohbaru District, Bojonegoro Regency. The research employs a qualitative approach with a descriptive research design. The analytical framework is based on the policy implementation model proposed by Donald Van Meter and Carl Van Horn, which identifies six key indicators influencing policy implementation success: (1) policy standards and objectives, (2) resources, (3) characteristics of implementing agencies, (4) dispositions or tendencies of implementers, (5) inter-organizational communication and implementation activities, and (6) economic, social, and political environments. The findings indicate that the implementation of the program in Kepohbaru District has not been fully optimal. Significant obstacles were identified, particularly in the aspects of communication and the socio-economic environment. In terms of communication, program socialization has not reached all segments of the community evenly. Meanwhile, from a socio-economic perspective, a prevailing perception exists that entering the workforce offers a faster path to success than pursuing higher education. This condition is further exacerbated by weak motivational support, resulting in scholarship information being largely overlooked and the program not being utilized to its full potential. Consequently, a gap has emerged between the substantial budget allocation and the actual number of beneficiaries at the local level.

Abstract

The Higher Education Affirmation Scholarship Program or ADik is a government policy aimed at expanding access to higher education for talented students from economically disadvantaged backgrounds, particularly those from 3T regions. Universitas Negeri Surabaya, as one of the host universities for ADik Papua students, plays a strategic role in promoting educational equity. This study examines the effectiveness of the ADik Scholarship implementation at Universitas Negeri Surabaya and its contribution to equitable access to higher education. The research employs a qualitative descriptive approach using Van Meter and Van Horn’s policy implementation framework, which includes policy standards and objectives, resources, characteristics of implementing agencies, implementer disposition, inter organizational communication, and economic, social, and political conditions. The findings indicate that the ADik Scholarship Program at Universitas Negeri Surabaya has effectively supported the educational financing of students from Papua in 3T regions and contributed to more inclusive higher education access. Nevertheless, challenges remain in program outreach, academic and social mentoring, and cross unit coordination in addressing socio cultural diversity. Strengthening human resources, improving integrated communication systems, and adopting culturally inclusive approaches are necessary to ensure sustainable equitable access to higher education.

Abstract

Pengelolaan risiko kebakaran di wilayah perkotaan menuntut pendekatan yang tidak hanya berfokus pada respons darurat, tetapi juga menekankan mitigasi dan kesiapsiagaan yang terencana dan berkelanjutan. Kegiatan pengabdian bertujuan untuk meningkatkan kapasitas pegawai Pemadam Kebakaran Rayon IV Kota Surabaya melalui perancangan model pengurangan risiko bencana berbasis program dan proyek. Urgensi kegiatan ini didasarkan pada tingginya tingkat kerawanan kebakaran di wilayah perkotaan, keterbatasan sumber daya, serta belum optimalnya integrasi pengurangan risiko bencana ke dalam perencanaan kerja aparatur layanan darurat di tingkat lokal. Metode pelaksanaan kegiatan menggunakan pendekatan ceramah dan diskusi partisipatif yang dilengkapi dengan pengukuran pre-test dan post-test untuk menilai perubahan tingkat pemahaman peserta. Hasil kegiatan menunjukkan adanya peningkatan pemahaman peserta terhadap konsep manajemen bencana, peran kebijakan daerah, mekanisme koordinasi antar perangkat daerah, serta integrasi kebijakan dengan peta risiko bencana. Selain itu, kegiatan ini menghasilkan rumusan skenario model pengurangan risiko bencana berbasis program dan proyek yang mengintegrasikan tahapan pra-bencana, tanggap darurat, dan pascabencana secara sistematis. Rekomendasi yang bisa ditawarkan yakni mencakup perlunya pengoptimalan standar operasional prosedur (SOP) yang lebih adaptif, penguatan kolaborasi berbasis pentahelix, pembentukan mekanisme monitoring dan evaluasi pengurangan risiko bencana (PRB) secara berkala, perencanaan studi banding sebagai strategi pembelajaran kelembagaan, serta pengajuan pendanaan alternatif untuk mendukung keberlanjutan program pengurangan risiko bencana di tingkat daerah

Abstract

Universitas Negeri Surabaya (UNESA), as a State University with Legal Entity status (PTNBH), is required to implement transparent, accountable, and performance-based governance in planning and budgeting. The growing complexity of institutional management necessitates innovation through integrated information systems, including the Work Plan, Budget, Monitoring, and Evaluation Application (RAVASA). This study aims to analyse the innovation in the utilization of RAVASA in supporting institutional performance and governance at UNESA. A descriptive qualitative approach with a case study method was employed at the Directorate of Planning, Development, and Reporting. Data were collected through interviews, observations, and documentation, and analysed using the Miles and Huberman model within the framework of Rogers’ Diffusion of Innovation theory. The findings indicate that RAVASA provides a relative advantage by integrating planning, budgeting, monitoring, and evaluation processes, thereby improving efficiency, transparency, and accountability in financial management. The system is compatible with organizational needs and PTNBH regulations, although system complexity remains a challenge for some users. This study recommends strengthening human resource capacity and continuous system refinement to optimize the sustainable use of RAVASA.

Abstract

Kemiskinan sebagai permasalahan yang kompleks karena tidak hanya berkaitan dengan rendahnya pendapatan tetapi juga keterbatasan masyarakat dalam memenuhi kebutuhan dasar. Pemerintah merespon permasalahan ini melalui berbagai program salah satunya melalui Program Keluarga Harapan (PKH).  Penelitian ini dilatarbelakangi oleh meningkatnya KPM di Desa Ngogri, yang menunjukkan bahwa masih tingginya kebutuhan masyarakat terhadap bantuan PKH serta disertai permasalahan dalam implementasinya, seperti keterbatasan pemahaman KPM terhadap ketentuan program, keterbatasan jumlah pendamping PKH, dan ketidaktepatan sasaran program. Penelitian ini bertujuan untuk mendeskripsikan implementasi PKH di Desa Ngogri Kecamatan Megaluh Kabupaten Jombang. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian deskriptif. Fokus penelitian ini berdasarkan teori George C. Edward III, yang meliputi empat aspek yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi PKH di Desa Ngogri belum berjalan optimal, ditandai dengan keterbatasan pemahaman KPM, jumlah pendamping yang belum memadai, serta kendala sinkronisasi meskipun pelaksanaan program telah berpedoman pada Standar Operasional Prosedur (SOP). Penelitian ini menyarankan perlunya penguatan komunikasi, peningkatan kapasitas pendamping PKH, dan perbaikan sinkronisasi data.

Abstract

Digital transformation in public services is a local government strategy to improve the effectiveness, efficiency, and transparency of services. The Surabaya City Government implemented the Surabaya Single Window (SSW) Alfa as an integrated electronic-based licensing and non-licensing service system. This study aims to evaluate the implementation of the SSW Alfa Program at the Menur Public Service Center (SPP) in Surabaya City. The study used a qualitative approach with data collection techniques through observation, interviews, and documentation. Research informants consisted of the Head of SPP Menur, service officers, and community users of SSW Alfa services. The program evaluation analysis used William N. Dunn's policy evaluation criteria, including effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results showed that from the aspects of effectiveness and efficiency, SSW Alfa was able to accelerate the licensing process and save time and service costs. However, from the aspects of adequacy and equity, the program has not fully reached all community needs, especially related to digital literacy and service access. In terms of responsiveness, services are still not optimal due to slow responses to public complaints. Meanwhile, from the aspect of accuracy, SSW Alfa is considered to be in line with community needs and the direction of Surabaya City's e-government policy. This study recommends improving public digital literacy, enhancing officer responsiveness, and enhancing the system so that all services can be accessed digitally without the applicant's physical presence.

Abstract

The agricultural sector is a vital pillar in maintaining food security and enhancing the livelihoods of rural communities. In an effort to improve agricultural productivity, the Government of Lamongan Regency, through the Food Security and Agriculture Agency (DKPP), has implemented the Agricultural Facilities and Infrastructure Provision and Development Program. This program is designed to strengthen agricultural production capacity by supporting the availability of farming machinery, improving irrigation networks, and developing farm access roads. Despite its strategic importance, the program’s implementation continues to encounter various obstacles, including constrained budget availability, unequal distribution of agricultural facilities, reliance on rain-fed irrigation systems, substandard farm road infrastructure, and limited intensity of agricultural extension services. This research aims to examine the implementation of the Agricultural Facilities and Infrastructure Provision and Development Program in Sukodadi Village, Sukodadi District, Lamongan Regency. The study adopts a qualitative descriptive approach, utilizing data collected through in-depth interviews, direct field observations, and document review. Analysis is conducted using the Van Meter and Van Horn policy implementation framework, which emphasizes six key variables: policy standards and objectives, resource adequacy, characteristics of implementing organizations, inter-organizational communication, implementer disposition, and social, economic, and political conditions. The results reveal that although policy standards and objectives are well defined, program execution remains suboptimal due to limited resources and insufficient institutional support at the operational level. Consequently, stronger coordination among implementing actors and improved resource optimization are necessary to achieve more effective and sustainable agricultural development outcomes.
