Abstract

Health is an important aspect of Human Rights (HAM) and capital for the successful development of a nation. Because without health implementation of a comprehensive national development and will not be fully realized. One of the Local Government in Indonesia who have been seriously address the issue of smoking is Padang Panjang. Padang Panjang is the first city in West Sumatra to implement smoke-free areas. Exactly on March 17, 2009 Date of Padang Panjang issued Local Regulation of the Regions and Regions Without Smoke Cigarettes tongue ie Regulation No. 8 of 2009. The purpose of the enactment of this area is to protect public health from the dangers of smoking, cultivate healthy life, suppress growth figures novice smokers. Hospital Padang Panjang included into the category health service stated in Bylaw No. 8 Year 2009 on Regions Without Smoke in Padang Panjang where the implementation of this regulation is not maximized implemented in hospitals of environmental Padang Panjang and also sanctions were not running. The purpose of this study was to evaluate the implementation of this regulation and also to determine factors - factors that affect the implementation of this regulation in the Padang Panjang City Hospital.This research was conducted in hospitals Padang Panjang using qualitative descriptive method. Data collection is done by observation and in-depth interviews of various informants that have been determined. Qualitative research, the data obtained from primary and secondary sources. In analyzing the data of all the information gathered to learn that a conclusion can be drawn into a coherent whole that is the result of research. This research was conducted by using the theory according to William N. Dunn on policy evaluation with the evaluation criteria: effectiveness, efficiency, adequacy, responsiveness, equity, accuracy.Results of this study can be concluded that the evaluation criteria, effectiveness, efficiency, adequacy, responsiveness, equity, accuracy. The implementation of these regulations has not run optimally and also sanctions were not yet firm. Abstract

The role of the Riau Provincial Youth and Sport Office is to step up the sport gradually through various sports activities management, one of which establishes the Center for Education and Training of Student Sports (PPLP) as a forum for the education and coaching of talented student athletes which is a manifestation of the system of manifestation of the mandate of Law Number 3 In 2005 about the National Sport System in creating the seeds of prestigious sporting achievements. Each year there is a national championship between PPLP, this activity is part of a tiered and sustainable nationwide sports competition system. Each year there is a national championship between PPLP, this activity is part of a tiered and sustainable nationwide sports competition system. The purpose of the national championship between PPLP is as the peak coaching of sports achievement of learners and evaluation of various forms of PPLP coaching.The method used in this study was conducted by qualitative approach with descriptive method, with data collection techniques including observation, interview, documentation study related to research objectives. Instrument in this study refers to the theory that Mulyasa (2002) explained that in an organization can not be separated from the roles and managerial aspects that are closely related to the role that is implemented, namely planning, coordinating, processing information for decision making, and evaluation.The results showed that Riau Dispora's role in supporting, facilitating and managing went well. However, the role of Dispora of Riau Province in coordinating the regional unit (athletic branch / Dispora of the city / regency) in Riau Province, athletic club, in order to identify local athletes to find new seeds from the talent that has been owned is still very minimal, most selected athletes originated Or center of selection and coaching athletes focused on students in the city of Pekanbaru. Abstract

The health center is the institution of health services that hold individual health services in plenary that provides out patient services, in patient, and emergency. As the public community health center is expected to provide quality health services to the public. The importance of a services the latest in any agencies have to give priority to the quality of treatment it self both in the private and government. The importance of quality services taht own many carrying an impact with good services agencies in agencies can advance it self and the achievement of the quality of services it self. The main task is to provide health services treatment, care, and health services. In providing health services, health earn income from services and facilites given.This research analyzing about the quality of services to community health centers Simpang Tiga Pekanbaru. The concept of the theory Parasuraman (2000:19) there are 5 indicators to see the quality of services : 1.Tangibles 2. Reability 3. Responsiveness 4. Empaty 5. Assurance. The riset descriptive analysis is use a qualitative analysis of data and fact about the whole describes out. The purpose of research is to analyze the public service on out patient services and to analyse the factors that affect the quality of public service on out patient services in health center Simpang Tiga Pekanbaru.This research and discussion be done about the quality of service analysis for health center Simpang Tiga Pekanbaru, it can be conclude thet the out patients in health center Simpang Tiga pekanbaru is considered to be have a maximum. Abstract

In principle, policy implementation is a way for a policy to achieve its goals, Policies are actions or activities that are intentionally carried out or not carried out by a person, group or government in which there is an element of decision in the form of an effort to choose among the various alternatives available to achieve the goal. State Administrators Asset Report is a report in printed form and / or other forms concerning the description and details of information regarding assets, personal data, including income, expenditure and other data on the assets of State Administrators. The purpose of this research is to find out How to Implement State Officials' Wealth Report Policy in Pekanbaru City Government and determine the factors that influence the implementation process. The theory used is the theory according to the policy implementation approach according to Ripley and Franklin in the Measuring the success of policy implementation is based on three perspectives, namely: The perspective of lower bureaucratic compliance with the bureaucracy above it, the perspective of smooth routines and the absence of problems, The implementation perspective that leads to satisfactory performance for all parties, especially the expected beneficiary groups. namely: the level of bureaucratic compliance, smooth routine and no problems and performance. The type of research carried out is descriptive qualitative. Abstract

The environment of the Indonesian population is not a good settlement, only a smallportion of the population enjoying clean water sanitation facilities. This resulted in a highrate of morbidity and mortality due the various diseases. Improved environmental health areintended to improve the quality of living environmentthat can ensure the health, throught theimprovement of basic sanitation activities as well as prevention and control of physical andbiological condition are not good, including a variety of side effects of development. As wellas environmental sanitation activities and settlements made by Health center staff UPTDshould be implemented by involving the community work together for good result. This studyaims to determine the effectiveness of implementation of the Environmental Health ProgramHealth UPTD Kari Kuantan Singingi District, and the factors that influence the effectivenessof implementation of the Environmental Health Program Health UPTD Kari KuantanSingingi District. Theory used in this study was the effectiveness of the theory put forward bysteers, program, effectiveness of program and environmental health. This study usesqualitative research methods to study descriptive data. In data collection, researchers usingobservation, interviews, documentation, and literature. By using key informan. Abstract

Services of PT. PLN (Limited Liability Company) In Prepaid Consumers Rayon Panam City Pekanbaru has been running since 2009. This research was conducted to obtain and view information about the community in receiving services from PT. Prepaid PLN for consumers. The launch of the prepaid electricity program is a manifestation of PLN's commitment to continuously improve its services to customers with various forms of innovation. The concept of service is not the same, depending on the perceptions of each person who receives the service. Therefore, it is very important for PT PLN (Limited Liability Company) Rayon Panam to find out how much the quality of service for Prepaid consumers they provide to customers and to find out what factors influence the operation of PT. PLN (Limited Liability Company) on consumers prepaid Rayon Panam Pekanbaru City. The theoretical concept used in this study is the service theory in the Budiman book, namely: (1) Reliability, (2) Tangibles (direct evidence), (3) Responsiveness (responsiveness), (4) Assurance (guarantee), (5) Empathy (empathy). This research uses descriptive qualitative method with descriptive data analysis. In data collection researchers used observation, interview and documentation techniques. Based on the results of the study through interviews and observations, it can be seen that the services of PT. PLN (Limited Liability Company) on Prepaid consumers of Rayon Panam Pekanbaru City is considered to still have many shortcomings and is still not going well. In this study, the factors that influence the service of PT. PLN (Limited Liability Company) in the consumer prepaid Rayon Panam City of Pekanbaru, among others, investment study constraints, the lack of socialization of the National Electric Company to the Community, and lack of field officers.Keywords: Services, PT. Abstract

Tax is one of the main income sources for a country that is paid by the public. Restaurant tax is a mandatory fee charged to entities or persons for services selling food and / or beverages consumed by the purchaser either in the ministry or in another place with free of charge. Effectiveness research restaurant tax collection was conducted in Toba Samosir. The purpose of this study is to determine and analyze the effectiveness of Tax Collection Restaurant and to identify and analyze factors that influence the effectiveness of the Restaurant Tax Collection Revenue Service Financial Management and Wealth Toba Samosir regency. Based on the results of the Restaurant Tax Collection Effectiveness Analysis at the Department of Revenue Financial Management and Wealth Toba Samosir concluded " yet equally effective " because it is not in accordance with the Regional Regulation Number 1 of 2012 on Local Taxes. Internal factors that cause lack of firmness or legal sanction given to taxpayers who do not obey the restaurant to pay taxes and the lack of socialization of the importance of tax made by the Department of Revenue Financial Management and Wealth Toba Samosir regency. While external factors,namely the lack of knowledge of the importance of tax payers taxes and lack of enthusiasm taxpayer in terms of tax payments. Suggestions for future improvement evaluation is Party Revenue Service Financial Management and Wealth Toba Samosir regency should the restaurant tax purposes in accordance with the Toba Samosir Regency Regulation Number 1 of 2012 on Local Taxes, strict application of sanctions to the taxpayer is delinquent payment of taxes and do education and socialization abiding tax intensively Toba Samosir to the public to raise awareness in terms of tax payments.Keywords : Effectiveness , Tax Withholding and Restaurant

Abstract

 Fishery management activity is a economic base and culture fishing community of West Coast of Mandaling Natal District with a variety type of fishing gear. The Ministers of Maritime Affairs and Fisheries secrete policies related to fishing gear and fishing route so there are pros and counter among of the fishing community. This study aims to evaluate the processes and identify the impact of regulation of the Minister of Maritime Affairs and Fisheries Number 71 of  2016 Concerning Fishing Lanes and The Placement of Fishing Gear In The Fisheries Management Area of The Republic of Indonesia in Mandailing Natal District. This research uses descriptive research method with a qualitative approach. The data analisys model used by researchers is the interactive model of Miles and Huberman. The result of the study are the process of implementation and identification of impact the regulation of  the Minister of Maritime Affairs and Fisheries Number 71 of  2016 in Mandailing Natal Regency, North Sumatera Province which is not running optimally and is not effective. The impact arising from the aplication of the regulation has positive and negative on the socio-ecomomic life of the target group and the community and impacts on fisheries management activities in Mandailing Natal Regency, North Sumatera Province.  Keyword : Evaluation, Process, Impact.

Abstract

The increase in the trade central in the Pekanbaru city makes the more companies or individuals who need the storage of goods, which is the warehouse. So a lot of the warehouses are located in Pekanbaru city don’t have the list of the warehouse. Therefore it is necessary to control by the department of industry and trade in the Pekanbaru city. Controlling is irregularity to the illegal storage stuff can be overcome. The study aims to warehouse in the pekanbaru city, at the planning and managed properly so that increasing net income in the Pekanbaru city.The research is used by the qualitative. This research is using the theory of controlling by mindo Manulang to the decided the standard, to assessment, improve the action. This research techniques are the observation, interview, and the documentation by using technical analyze is descriptive set of qualitative.In the research controlling conducted by the department of industry and trade in the Pekanbaru city is not quite optimal. The second is the lack of coordination between the integrated one-stop service and capital investment in the Pekanbaru city in the late delivery of the list data of the warehouse to the department of industry and trade. The third is still a lack of information to the owner of the warehouse. And the fourth is still a lack of the awareness and knowledge of the warehouse on the warehouse rules.The key word : Controlling, licence, warehouse.

Abstract

The high traffic violations and accidents motorcycle drivers in particular underage junior high schoolstudents should not happen given the Law No. Article 77, paragraph 1 and Article 81 paragraph 1 (a)of Law Number 22 Year 2009 on Traffic and Transportation, and Section 24 (a ) and 25 1 (a) thePolice Regulation No. 9 of 2012 on a driver's license that driving a motorcycle under the age of 17years are not allowed. Lack of knowledge of traffic education and awareness in order, security andsafety in driving has led to the rise of motorcycle drivers under age. This study aims to determine howto control the motorcycle driver under age by the Traffic Unit Pekanbaru and determine the factorsthat hinder surveillance motorcycle driver under the age of junior high school students in particular.This study used a qualitative approach to data collection techniques of observation and interviewswith informants obtained from studies that have determined the snowball sampling technique. Wheresupervision motorcycles drivers under age by Traffic Police Unit Pekanbaru is not maximized.
