Abstract

Health in social life is a prosperous state of body, soul, and social that allows every person to live socially and economically productive, where the position of health is very important in improving the life of society. The prevention and elimination of elephantiasis is now a concern of the Government and is one of the disease control programs that should be pursued in a more systematic and sustainable manner. Filariasis or better known also elephantiasis disease is a chronic infectious disease that is always present in the tropics caused by filaria worm infection. The Filariasis Prevention Bulk Drug Program (POPM) is an action that prioritizes people's safety above individual interests. The purpose of this research is to see how the implementation of the program of drug prevention of bulk (POPM) of elephantiasis (filariasis) in Pangko pusako district of Rokan Hilir district. The concept of theory used is, the implementation proposed by Edward III which says that there are four variables that determine the successful implementation of a policy, namely: Communications, Resources, Disposition and Bureaucratic Structure. This research uses qualitative method with descriptive data. In collecting data of researcher use purposive sampling method as source of information and data analysis with triangulation technique. The results showed that the implementation of the program of prevention of bulk foot (elephant) foot mass (filariasis) in Bangko Pusako district of Rokan Hilir district has been running well, but only the lack of comprehensive socialization or counseling in the implementation. In addition, the community should also be the target group of the program has awareness to take the drug, so that the program can be done as expected.Keywords : Implementation, medicine, Filariasis

Abstract

The purpose of this study is to explain how the effectiveness of E-Government Implementation through Integrated Licensing Service Information System (SIPPADU) in Kuantan Singingi Regency. And explain what are the factors that hinder it. The theoretical concept used is the measurement of effectiveness by Siagian in (Wiraperdana, 2015). The research method used is a phenomenological approach to qualitative research, the selection of informants using purposive sampling technique. The technique of collecting data through observation, interviews and documentation. Research Results on the Effectiveness of E-Government Applications Through Integrated Licensing Services Information System (SIPPADU) in Kuantan Singingi District has not been effective due to several factors inhibiting network disruption, lack of training in employees, and lack of socialization to the community. It is better to achieve the success of the implementation of SIPPADU in Kuantan Singingi District, the government will increase what is the barrier to the implementation of SIPPADU.Keywords: Effectiveness, E-Government, Licensing Services

Abstract

The research aims to identify and analyze the implementation of the functions Institute for Agricultural Technology (BPTP) in Riau Farmers Business Development, as well as supporting and inhibiting factors. Formulation of research problems are: (1) How does the implementation of the functions Institute for Agricultural Technology (BPTP) in Riau Farm Development on Commodity Crops Rice Farmers in Rokan Hulu? (2) What are the factors inhibiting and supporting the implementation of the functions Institute for Agricultural Technology (BPTP) in the Development of Farming Lists?The method used is descriptive method with qualitative approach. The research location is in BPTP Riau, and for the purposes of completeness of the data then data collection is also done at Rice Farmers in Rokan Hulu. As respondents used research informants consisting of Riau BPTP Head, Research and Extension Field in the institution, as well as Chairman of Farmers Group. Types of data are primary and secondary data. The data collection technique Interviews, documentation and observation. Data obtained and analyzed by descriptive-qualitative.This study concluded that: Function Assessment Institute for Agricultural Technology (BPTP) in Riau Farming Guidance has been done effectively. This is due to the establishment of clear objectives, scope of duties and responsibilities in accordance with the working ability as well as availability of human resources, delegation of authority and a clear division of labor and in accordance with their duties and functions, and the existence of good coordination of the tasks and subordinates. The inhibiting factors encountered in implementing coaching Riau BPTP farm through program assessment, assembly and development of appropriate agricultural technologies specific for Farmers, among others, are: (a) coordination and synchronization program with local government is less than optimal; (b) the presence of extreme climate change (droughts and floods); (c) the majority of farmer groups are less dynamic in a group activity; and (d) There is still limited availability of human resources in the Ministry of Agriculture. While supporting factor for BPTP Riau in implementing farming guidance through program assessment, assembly and development of appropriate agricultural technologies specific for the Farmers, among others, are: (a) technology introduced to farmers easy to implement, and in additionthe information technology easy obtained, profitable and can be applied in a wide expanse; (b) Participation of the farmers are relatively well enough to collaborate in the success of the program is implemented and accepted technology introduced; and (c) There is support for local government in expanding the application of the technology at the farm level.Keywords: function, development, farming, agricultural technology

Abstract

Social Service Pekanbaru function is to provide guidance to the Homeless and beggars by providing socialization, skills and decent jobs so that they do not return to beg in the streets, while the types of skills that are given Social Service pekanbaru form, though the skills of food, craft-making skills, the skills to make cakes and skills shoe soles.There are some barriers Social Service Pekanbaru to exercise Homeless and beggars in coaching to guide the Homeless and beggars in because of the limited budget and limited space for development due to the Social Service Pekanbaru not have the permanent place to stop coaching Implementation activities Homeless and beggars.The concept of the theory that researchers use the concept of organizational development coaching goal itself to gain awareness in a person must know himself, herself to be able to change someone better, more advanced, more positive. Without knowing yourself, too difficult or even impossible someone would change himself.This study uses qualitative research methods to study descriptive data. In collecting the data, researchers use interviewing techniques, observation and study of literature. By using key informants and informant as a supplementary source of information.These results indicate that the guidance provided Social Service Pekanbaru is insufficient it can be seen from the number of Homeless and beggars in the city of Pekanbaru lack of permanent shelters for conducting the implementation of the guidance.Keywords: Implementation of coaching Homeless and beggar

Abstract

Implementation of Regional Regulation No. 14 of 2006 about Retribution Business Permission of Alcohol Trade in PekanbaruPermission become a problem on process of circulate and selling alcohol in Pekanbaru . It’s because there is connection about supply and demand between sales and buyer of alcohol. In Pekanbaru, process of circulate sponsored by night club , discotic and karaoke which have sprung up in this city. Actually , there is already regional regulation that useful for controlling process of circulate alcohol.Theory implementation of Van Meter and Van Horn have six variables which arranged connection between policy and performance such as : policy purpose , resources , communication between implementors , characteristic of implementor , condition of social,economy and politics and also disposition of implementors. This research used qualitative method and also used snow ball sampling which used key informan . Satpol PP and Disperindag Pekanbaru City are the key informan for this research.Based on research , Implementation of Regional Regulation no. 14 of 2006 about Retribution Business Permission of Alcohol Trade in Pekanbaru has been done by Satpol PP and Disperindag but implementation hasn’t been done like a real content. There’s no sanction in every mistakes which has been done by sales of alcohol. Abstract

The purpose of this study was to determine the effect of leadership on work productivity at the Customs and Excise Supervision and Service Office (KPPBC) of Madya Pabean B Pekanbaru. This research was conducted at the Customs and Excise Supervision and Service Office (KPPBC) of Madya Pabean B Pekanbaru, located on Jenderal Sudirman Street No. 2-4 Senapelan Pekanbaru. In this research method the method used is a statistical test with the SPSS program, where the sample used is employees and the community working area of the Customs and Excise Supervision and Service Office (KPPBC) of Madya Pabean B Pekanbaru. To determine the a questionnaire. The population and sample in this study were equal to 108 respondents consisting of the Customs and Excise Supervision and Service Office (KPPBC) of Madya Pabean B Pekanbaru. From the results of data analysis which includes validity test, reliability test, correlation test and coefficient of determination show that leadership has an influence on work productivity at the Customs and Excise Supervision and Service Office (KPPBC) of Madya Pabean B Pekanbaru with a value of 0.858 means that the influence of leadership variables on work productivity variables is 85.8%. The results of testing the hypothesis found that t-count is greater than t-table which means Ha is accepted.Keywords: Leadership and Work Productivity

Abstract

Disaster management is an action taken at the time before, during, and after disasters. Kampar Regency is one of regencies in Riau Province experienced frequent flood events in some regions. In addition due to the overflow of rivers in Kampar regency result of the opening of the door power (hydropower) Long Koto Kampar, flooding in Kampar also be caused by heavy rains. The purpose of this study was to determine how the flood disaster management conducted by the Regional Disaster Management Agency (BPBD) Kampar and to determine the factors inhibiting the flood disaster management. The research is a qualitative research with descriptive approach. The collection of data is needed both primary data and secondary data were collected through interviews, observation and documentation and then analyzed so that it can be deduced from existing research problems. The results of this study found that implementation of disaster management conducted by the Regional Disaster Management Agency (BPBD) Kampar not implemented to the fullest, it is caused by several factors inhibiting the ability of human resources, people, budgets, and organizational structures that are not performing their duties and functions. Keyword: Disaster Management, Disaster Management Agency

Abstract

This study is based on a problem that is taken from a phenomenon that occurs in Karimun District Education Office. The Phenomenon that occur in the office of the District Education Office Karimun, are the unoptimal employee's performance. This case can be viewed from some employees who have not run the main duties and functions well. The ability of an employee should be able to provide good service to the community, but this does not happen in Karimun District Education Office. Employees still considered lacking in terms of providing good service.The objective of the research is to investigate the performance of Karimun Bureau staff and the factors that influence the employee of Karimun District Education Office in the working.The research theories of this study are Mangkunegara theory and factor theory that influence perrformance of the employee by Ruky. The research method used is a qualitative research method.Informants in this study is the Head of Education, Secretary of the Department of Education, District Education Office Employees in Karimun, as well as representatives of the community. The results of the interview will be processed using the techniques of data tringulasi.The results of this study indicate that the performance of Karimun Bureau staff have been implemented, but there are still some aspects that have not been appropriate as expected. Abstract

DHF (Dengue Hemorrhagic Fever) is a contagious disease caused by the dengue virus and transmitted by the Aedes aegypti mosquito, which is characterized by sudden fever for 2-7 days without a clear cause accompanied by weakness / lethargy, restlessness, heartburn accompanied by signs on the skin in the form of red spots, bruises (echymosis) or rash (purpura). Pekanbaru City is the region with the highest DHF (Dengue Hemorrhagic Fever) rate in Riau Province. The Pekanbaru City Government itself through the Pekanbaru City Health Office and Cross sectors continues to strive to eradicate this disease. Efforts to eradicate DHF (Dengue Hemorrhagic Fever) are described in the Decree of the Minister of Health of the Republic of Indonesia Number 581 / Menkes / SK / VII / 1992 concerning the Eradication of Dengue Hemorrhagic Fever. The purpose of this study was to determine how the implementation of the DHF (Dengue Fever) Eradication Policy in Pekanbaru City and its inhibiting factors. This research uses a case study method with a descriptive qualitative approach. Cases and data required both primary data and secondary data obtained through observation, interviews and documentation then analyzed based on research problems. The results of this study indicate that the implementation of Dengue Hemorrhagic Fever (Dengue) Eradication Policy in Pekanbaru City has not been going well with inhibiting factors, namely Resources, Commitment of implementing agents, Communication and Coordination. Keywords: Implementation, Eradication, DHF (Dengue Hemorrhagic Fever)

Abstract

PAD (Local Own-Source Revenue) Enhancement so depends on potention owned by an area. One of the attempt that can be used to increase PAD is by increasing local tax excavation and area retribution of Government City/Regency as optimal as possible. Therefore, it requires the efforts to increase Local Own-Source Revenue through establishment of local finance development management enhancement program. To know intensification and ekstensification program conducted by Department of Finance Management Income and Local Asset of North Labuhanbatu Regency in increasng PAD. Where The regency of North Labuhanbatu had been able to increase PAD in every year since 2008 this area was raised.This research was conducted in North Labuhanbatu Regency, precisely Department of Finance Management Income and Local Asset, where the informan of this research was the Leader of Department of Finance Management Income and Local Asset, also Head of Income Division Department of Finance Management Income and Local Asset. Sampling method by using purposive sampling. In data collection was used field reasearch method, interview, observation, study of literature and documentation. Gathered data then analyzed by using qualitative descriptive analysis.After the research conducted, found that the implementation of Department of Finance Management Income and Local Asset program in increasing PAD North Labuhanbatu Regency had done well and had been able to increase PAD of North Labuhanbatu Regency every year, but it was not maximal yet due to the existence of troubles faced in running the program i.e., Human Resources, People Awareness, and Infrastructure.Key words : Program, PAD Enhancement.
