Abstract

School Operational Assistance (BOS) is a government program which is basically the provision of funding for non-personnel operating costs for basic education unit, as the executor of compulsory education. Thus the Ministry of Education and Culture issued a regulation the Minister of Education and Culture of the Republic of Indonesia Number 161 of 2014 on Technical Guidelines for Financial Accountability Educational Uses And Fiscal Year 2015. The purpose of this study was to look at the implementation of the School Operational Aid (BOS) in the Implementation of School Education Elementary District of Tebing Tinggi West District Meranti Islands in 2015, especially on the School Operational assistance (BOS) in the Implementation of Primary Education District of Tebing Tinggi West and to determine the factors that affect the implementation fund School Operational assistance (BOS) in the Implementation of Primary Education District of Tebing West high Meranti Islands District 2015, especially on the School Operational assistance (BOS) in the Implementation of the District Primary Education Tebing Tinggi West. In theory the implementation model by Van Meter and Van Horn, there are six variables that establish linkages between policy and performance, namely: standards and policy goals, resources, communication between organizations, implementing characteristics, disposition implementor and environmental conditions of economic, social and political. The method used is descriptive qualitative with purposive sampling technique. Informants in this study is Sasar Superintendent of Education Department of Education and Culture, Primary School Principal, Treasurer Elementary School, and Parents. Based on the research and discussion that researchers do in the field, it was found that the implementation of the School Operational Aid (BOS) in the Implementation of the District Primary Education Tebing Tinggi West Meranti Islands District 2015 has not been implemented to the fullest. That's because the various factors that affect the implementation of this regulation is difficult implemented optimally.

Abstract

PETI (Unlicensed Gold Mining) PETI is a mining business undertaken by an individual, a group of persons or companies whose operations are not licensed by a government agency. The problem of illegal mining is in Kuantan Mudik Subdistrict, where there are still many people doing mining activities and increasingly difficult to overcome. As for the parties - the authorities in handling this issue is the Integrated Control Team based on the Decree of the Regent of Kuantan Singingi Number 13 of 2013. There are several obstacles in the implementation of the control carried out by the Integrated Team in controlling the gold mining conducted by this community, among others, communication, funds and facilities, irresponsible persons, and the community. The concept of theory used by researchers is Evaluation. This research uses qualitative research methods, with descriptive data assessment. In collecting data, the researcher uses interview technique, observation, literature study and documentation, using key informant and informant afterwards as information source. The results of this study indicate that the ineffective implementation of PETI Control by Integrated Team of Penertiban is evident from the existence of people who conduct gold mining activities in the Kuantan Mudik Subdistrict of Kuantan Singingi Regency. Can be seen from the Evaluator indicator of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy.Keywords: Evaluation, Control, Gold Mining

Abstract

The Performance Of Teachers Certified In Elementary School 003Pulau Padang. The performance of a teacher have a benefit fungtion. To that end, theteacher quality improvement efforts have been made one through the teacher certificationprogram. However, seen here not found a fundamental difference of performance betweenteachers who are not certified by the certification, the low motivation of teachers and, stilllack the discipline teacher.The theory used is Supardi theory is the ability and success of teachers in carrying outlearning tasks shown by the indicators. In this study the authors use a qualitative descriptivestudy was conducted in 003 Elementary School District of PulauPadang Singingi RegencyKuantanSingingidistrik.In the data collection be conducted key informant interviews, theleadershif teacher. Analysis of data the performance of teachers certified in ElementarySchool 003 Pulau Padang then analyzed what are the factors that affect the performance ofcertified teachers who are supported by interviews conducted by the researcher then bededuced.The results of the research showed that the performance of teachers certified inElementary School 003 Pulau Padang optimal because it is supported by good leadearshipofthe principal and also a good team work of all the teachers.Then the limiting factor is theperformance of teachers certified individual factors, namely the teachers have not been ableto develop personal skills, system factors, namelyschool facilities are not yet complete..Keywords: Performance, Certification

Abstract

SMPN 20 PEKANBARU have a high level of cares and also participatives side by whole the school citizen to take care the environment. Also with the work program which is runs on as maximum as possible for the satisfied outcome to the school citizen.The purposes of this research were to find out the implementation of adiwiyata program and to find out the factors which influence the implementation of adiwiyata program. This research using the implementation theory concept which is stated by Syukur in Sumayadi. This research also using qualitative approach by the collecting interview datas technique, observation and documentation.Based on the research result through interview and observation, that’s find that implementation of adiwiyata program in SMPN 20 PEKANBARU has been effective. This things could be observe based on the goal of the work program as the indicator of adiwiyata program. The factor that influences of implementation adiwiyata program are facilitates, participation of the school citizen and financial of the school.Key words: Implementation, Program, Adiwiyata

Abstract

Disaster management is the management of natural and non-natural disasters to minimize the impact of disasters that are generated in an area. There are various kinds of disasters in Indonesia such as earthquakes, tsunamis, landslides, fires, floods, and others. In Agam Regency itself has a complex disaster from other districts in West Sumatra Province. And the most disasters are landslides, this is because the topography and natural structure in Agam Regency have many hills. The purpose of this study was to determine the management of landslides in the Agam District of West Sumatra Province and the factors that hampered the management of the landslides in the Agam District of West Sumatra Province. The technique used is snowball sampling with the type of qualitative research using a descriptive approach and the data needed both primary and secondary data obtained by observation, interviews and documentation. Furthermore, the management of the landslide disaster has proceeded well, but it has been blocked due to factors such as budgeting, limited human resources, coordination with related agencies, and community relations with BPBD.Keyword  Disaster Management, Landslide, BPBD

ABSTRACT : PERDA IMPLEMENTATION OF THE NUMBER 08 IN 2012 IN THEDISTRICT BUSINESS SERVICES LEVY KAMPAR (Levy Case Study PlantationSubsidized In the District of Kampar)The Governance of autonomy is a very precise answer in driving the process ofimplementation of the Government and democratic development. With the granting ofregional autonomy granted by the Central Government to a region that all aim to promote andeducate the general welfare of the Nation, the Government needs to implement the division oftasks, so that the country can be achieved objectives in an optimal way that is efficient andeffective. One of the government programs in the Kampar district is especially plantationprogram subsidized distribution of oil palm seedlings to the community. In carrying out theprogram of subsidized distribution of oil palm seedlings set in Regulation No.. 08 Year 2012on service levies Plantation, Plantation Office under the authority of Kampar district.With the passage of the function and role of the Estates Department officials to create orderand clarity to the people who are in their environment. What is the procedure of withdrawaland levy payments and subsidized the purchase of oil palm seedlings , in Regulation No. 08of 2012 levy is included into the Levy Production Sales Daerah.Namun there are severaldeterminants implementation of the Implementation Regulation No. 08 of 2012 by EdwardIII , namely : communication is the delivery of from policy making to the implementingagency policies and service levies Plantation consistent information delivered , is crucialcommunication success in achieving the goal of implementation is the availability ofresources to implement a Resource policy is one factor that should always be considered .Resources mentioned is sufficient staff , information , authority and facilities that support theimplementation of the course of collection service levies Plantation in Kampar district .Attitude/position that is related to the implementation of the decision showed a positiveattitude towards the decision / policy and know what they are doing and have the capacityand made them commit berkonsisten in running and not doing discriminative policies againstsociety. Abstract

Traffic is the movement of vehicle activies and one of the media interaction that is vital on the life society, especially in areas of develovment and progress invarious fields of science and technology. It can we find in urban areas and especially in this study took place Pekanbaru (Case Study Sudirman Street) which is the center of Pekanbaru city and the center of all activity aspect of city life. The Rules Traffic Controlling done by Satlantas Pekanbaru not running optimally cause of still many cases of violations and traffic accident along with congestion occurs. The pupose of this study was to find out how the traffic controlling does by Satlantas Pekanbru (Case Study Sudirman Street) and to find out the factors that become inhibitor in Rules Traffic Controlling By Satlantas Pekanbaru City (Case Study Sudirman Street).The concept is the theory that researchers use Management And Management Controlling. This study used qualitative research methods to the assessment of descriptive data. In collecting the data, the researcher used interview techniques, observation, documentation and literature. By using key informants as a source of information and as a source of triangulation techniques in data validity.The results of this study indicate that the Rules Traffic Controlling By Satlantas Pekanbaru (Case Study Sudirman Street) is not maximized, because although decreased but still quite a lot of events and violations of traffic accidents each year, and for the officers there were irregularities to benefit personal. Factors that constrain the Rules Traffic Controlling By Satlantas Pekanbaru (Case Study Sudirman Street) is still a lack of personnel to supervise or the number of officers is not comparable to what was observed so that the task is less well done, as well as lack of awareness will drive the good and safe that can be expected to prevent the implementation of supervision can be seen from many riders who do not use safety equipment in driving and violating the warning signs.Keywords: Controlling, the Traffic Rules

Abstract

Regulations permit Plantation Forestry in many abused by some companies in Pelalawan them is PT. RAPP causing a forest fire and haze in Riau Province. Haze is the worst in 2015 which went on for three months. This is due to permit violations of Industrial Plantation Forest (HTI) by PT. RAPP in Pelalawan Riau Province. Therefore the violations permission Industrial Plantation Forest (HTI) and the consequences are detrimental to society then the purpose of the policy is not tercapai.Tujuan forest productivity and production of this study is to evaluate and determine what factors affecting Implementation Evaluation and Licensing of Industrial Plantation Forest ( HTI) in Pelalawan (Case Study PT.RAPP Year 2013-2015) Researchers used the theory of William N Dunn stating that a policy evaluation criteria of effectiveness, efficiency, adequacy, grading, responsiveness and permanence. This study used descriptive qualitative method, data collection through observation and interviews in which the parties involved in this study as an informant. The evaluation results indicate that the implementation of the licensing Licensing of Industrial Plantation Forest (HTI) in Pelalawan (Case Study PT. RAPP Year 2013-2015) as seen from the sixth indicator has not done well in which the purpose of the policy is yet to be achieved. Then this policy still had a negative impact or a negative impact on society around such problems occurred, namely making public land belonging to the conversion of industrial plantations and forest fires which occurred during the opening of new land, causing smog that harm society Riau Province. Abstract

Standard Operasonal procedure (SOP) is a stage of work to carry out the guidelines of the job functions and assessment tool created systematically in order to realize effective and efficient bureaucracy in taking care of any form of service in areas of mail lands in the Office of the head of Sukajadi. Thus Camat Sukajadi 451.15 Number Keputan issued/KSJ/X/2012/071 on standard Operational procedures. The purpose of this research is to know how the implementation of a standard Operational Procedure (SOP) Service Letter lands in the Office of the head of Sukajadi Pekanbaru and to know the factors that become an obstacle the execution of operational standards procedures (SOP) Service Letter lands in the Office of the head of Sukajadi Pekanbaru.The concept of the theory that the authors use standard theory is Operasonal procedure (SOP) by Joko Dwi Santoso, with indicators of efficiency, consistency, minimalisa errors, problem resolution, protection of ternaga work, map work, and limits of Defense. This research uses qualitative research methods with the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.The results of this research show that the implementation of a standard Operational Procedure (SOP) Service Letter lands in the Office of the head of Sukajadi Pekanbaru has yet to run a maximum of views from Parties sub socialisation of less Standard Sukajadi Operasonal procedure (SOP) to the community so that everything is done in accordance with existing regulations will be completed quickly and precisely and how to minimize the errors committed by the Sub-District has not been quick in respond to it because it only depends on the technical instructions. Abstract

Evaluation of District Integrated Administration Service in Rumbai Pesisir Subdistrict undertaken to know the dynamics of the development of local government administration towards good governance, which concerns the needs and demands of society in public service. This is done to find out how far the success of PATEN in Rumbai Pesisir Subdistrict and what is the inhibiting factor in the implementation of PATEN in Rumbai Pesisir District. The research was conducted using qualitative method with descriptive research. This study uses the theory of service quality evaluation by Morgan and Morgtroyd in Warella, Y consisting of Realibility, Responsiveness, competence, acces, courtesy, communication, credibility, security, understanding the customer, appearance presentation. In this research, the techniques are observation, interview, and literature study by using descriptive analysis technique. The result of this research shows that PATEN evaluation in Rumbai Pesisir District can be said good. This is marked by friendly officers, simple and clear service procedures, timing of settlement in accordance with the standard of service, adequate facilities for the community, and cost in accordance with the information. In addition there are inhibiting factors that lack the delegation of authority of the Mayor To the head of sub-district, as well as improved hygiene and supporting equipment for the community and officers PATENT.Keywords: Evaluation, PATEN in Rumbai Pesisir
