Abstract

The coastal resources management cannot be separated from the power relation of all stakeholders with their interest on beneficial aspects. Some stakeholders may have similar interests, and some others have the dif- ferent ones with their own strategies in terms of meeting their interests. This kind of relation may take place in some forms, such as direct confrontation, physical resistance, persuasion, or collaboration. It may also be in the form of single form, yet flexible and dynamic, depends on the local and national politic situation. The existence of sasi laut is included in power relation dynamics with its own effects. The result of the study shows that the effect of this power relation, both in internal and external levels, tends to weaken the sasi laut. The power relation in the form of confrontation and physical resistance decreased the society compliance as well delegitimized the authorized boards. In contrast, the collaborative relation with external stakeholder like non-governmental organizations, universities, and donor organizations not only strengthened the capacity of the NGO and their organizations, this relation also would result in such centralized figures and empow- erment capitalization in which weakens the sasi laut application.Keywords: coastal resources, sasi laut, power relation, centralized figures, empowerment capitalization

Abstract

Produksi perikanan dunia semakin menurun, sehingga beberapa hukum internasional dikeluarkan untuk mengatasi hal tersebut. Tujuan penelitian ini adalah (1) menganalisis landasan hukum pengelolaan perikanan di laut lepas; dan (2) memaparkan organisasiorganisasi sub-regional dan regional perikanan yang terbentuk di wilayah laut lepas yang berbatasan dengan perairan Indonesia. Metode dalam penelitian ini adalah analisis yuridis normatif melalui pendekatan yuridis historis dan yuridis  komparatif. Analisis hukum mengungkapkan terdapat lima hukum internasional yang mengatur pemberantasan IUU  Fishing, yaitu UNCLOS 1982, FAO Compliance Agreement 1993, UNIA 1995,CCRF 1995, danIPOA on IUU Fishing 2001. Sementara RFMO yang berbatasan dengan perairan Indonesia, adalah IOTC, WCPFC, dan CCSBT. Beberapa hal yang diperhatikan dalam kerjasama  RFMO, yaitu wilayah kewenangan, spesies ikan yang ditangkap, keanggotaan, dan kewajiban para pihak. Abstract

Approaching time is usually used as one of indicator on evaluating the successful of piloting’sservice level of ship in main port in Indonesia. However, in many main ports in some countries, this method is no longer used. This study is aimed to determine the significancy of approaching time as a standard in evaluating the piloting’s service in Indonesia.The research has been conducted in the Port of Tanjung Priok, where involved the respondents of pilotage personnels, ship captains, helmsman, and also some retired pilotage personnels which formerly have worked as pilotage. The data were analized using AHP (Analytical Hierarchy Process), AHP will describe the problem as multi-factor complex into a structured and systematic so easy to understand. The results showedthat 56.59% of respondences agree the approaching time is still important as an indicator on evaluating the service of pilotage, while 43.41% of them thought that it needs more considerations to use the approaching time as an evaluation indicator. It is important to note approaching time since it is a measurable workface in a shipping port in conducting the piloting service. This is caused that the pilotages still depend on the availabilities of all tools such astug boat in which the quantity and its capacity must still be raised again.

Abstract

Vulnerability is a level lack of ability in a society to prevent, defuse, achieve readiness and response the impact of disaster hazards. The coastal area is indicated as one of areas that vulnerable to natural disasters such as earthquake and Tsunami. Every society has different levels of vulnerability to disasters. This research has three main objectives. The First is to identify the level of vulnerability of coastal communities. The level of vulnerability has four aspects, namely; sosio-cultural, economical, environmental, and institutional. The second is to identify efforts of disaster risk reduction by coastal communities. The Third is to analyze thecorrelation beetwen the level of vulnerability of coastal communities with the efforts of disaster risk reduction. The results show that socio-cultural aspect and institutional aspect are in the lowest level of vulnerability, whereas environmental aspect can be categorized to the middle level of vulnerability. On the other hand, on economic aspect using level of walfare as an indicator, 50% respondent show the lowest level of vulnerability and the rest is the highest level of vulnerability. There is significant correlation between the level of walfare with the efforts of disaster risk reduction to implementation of housing reconstruction. Abstract

The study aims to (1) Analyzing attitude of the fishermen towards management system in Lebak Lebung (knowladge, behaviour, and manner), (2) to describing auction system of Lebak Lebung, (3) and to analyze the external and internal characteristic between the institutional and the fishermen towards open waters managed in Lebak Lebung. The study was conducted using survay methods thourgh decriptive analysis and corellation methode which the samples of this study are 100 fishermen in Muara Enim –Sub distict-. The result showed that (1) Lebak Lebung is the open water district which consist of river area and land that forms marshes (lebak) and low land that watery (lebung). Lebak Lebung will be a fishes breeding in ebb season, and in the flow season Lebak Lebung used by villager to catch fishes. The ownership of fish resources in Lebak Lebung will be given to Pegemin auction as a winner of area Lebak Lebung thourgh aution system. The aims of Lebak Lebung-auction is to obtain the income areas, and conservation of Lebuk Lebung, and avoid the confilcts between fishermen.(2) the highly behaviour : knowladge, behaviour, and manner of fihermen in Lubuk Lebung auctions management. (3) Internal characteristic, Lebak lebung institutional and external characteristics that relating to the behavior of fishermen is the level of education, the number of dependents experience of fishermen effort, income of the fishermen, rule, punishment, the performance of fishermen group, the government policy.Keywords: auction, fishermen custom, institutional, Lebak Lebung

Abstract

Self-support extension agents is the main actors who are successful in their business and other community members with his own conscience willing and able to become a counselor. The role of self support extension agents is needed to support the role of civil servants as an alternative that is deemed in accordance with UU No. 16 2006th. But there are still many people, including the main actors themselves who do not know the important role of the non-extension. The purpose of this study is to analyze the role of self-support extension agents in supporting intensification extension cocoa viewed from the aspect of agribusiness. This research is descriptive quantitative survey method with descriptive analysis approach and quantitative paradigm. Research carried out in the Sigi district of Central Sulawesi, which became one of the central largest cocoa producing. The sample in this study is a cocoa farmer extension built by self-help by using the method of proportional cluster random sampling as 96 people. Overall results of farmers' perceptions of the role of self-support extension agents was that extension workers has been instrumentalin supporting themselves-intensification cocoa butonly dominant in farming sector. This happened because the they just get extension related to the cultivation. Whereas if the extension self-given knowledge relating to the harvest and post-harvest and marketing, the role will become more important as supported also by extension the role of self-support extension agents in motivating and help the farmers in the problem solving.Keywords: role, self-support extension agents, cocoa, farmer’s perception

Abstract

This study aim to analyse (1) the behaviour of Bajonesse Fisher’s in making use of mangrove forest and (2) factors that influence the Bajonesse Fisher’s in utilizing the mangrove forest. This research used survey with individual analysis and conducted in Bungku Selatan District. The number of sample is 89 Bajonesse Fisher’s. The data is analysed by using descriptive statistic and correlational. The result of the study indicated that the behaviour of Bajonesse Fisher’s in utilizing of mangrove forest can be categorized fairly good as they put the sustainability aspect as priority as has been thought by their forefather for generations. Internal characteristics included ages and family size, contributed positive significantly correlated with to their behaviours of knowledge, attitudes, and actions. Socio-cultural environment included figures of adoption of costumary norms gived positive impact to their behaviour. Ecological condition of mangrove forest is moderate.

Abstract

Farmer regeneration is a solution to the declining number of farmers. The research aims to analyze descriptively agribusiness activities, entrepreneurial capacity, the role of agricultural extension workers, government support, family, community, market and characteristics, and analyze the factors that influence the entrepreneurial capacity and agribusiness activities of young farmers. Data collection through interviews using research instruments. The instrument was in the form of a valid and reliable questionnaire. Data analysis was performed descriptively and inferentially using Structural Equation Models (SEM). The results found that young farmers had a better education than adult farmers, most of whom had not yet received training and apprenticeships, had access to Information and Communication Technology (ICT), perceptions of agricultural businesses were in the medium category but the motivation was still low. Likewise, young farmers receive external support, the role of agricultural extension workers is still low and has the capacity and agribusiness activities in the low category. Developing entrepreneurial capacity can be done by strengthening the characteristics of young farmers and the role of agricultural extension workers. The characteristics of young farmers are reflected through formal education, access to ICT, perception, and motivation. The role of the agricultural instructor is reflected as a facilitator, communicator, motivator, and consultant. Strengthening the agribusiness activities of young farmers can be done through their entrepreneurial capacity by increasing the ability of adaptation, leadership, ability to manage businesses, cooperation, and the role of agricultural extension workers as facilitators, communicators, motivators, and consultants. Agribusiness activities of young farmers can also be increased by strengthening external support including support from government, families, communities, and markets.

Abstract

ABSTRACTRumpon or Fish Aggregating Devices (FADs) had been used by purse seine and handline fishermen in Pacitan Regency since 2005. The use of rumpon has been associated with the catching of immature fishes in large number that would disrupt the sustainability of fish resources.  The aims of this study were to measure fishing productivity of purse seine and handline fleets operated around FADs deployed in eastern Indian Ocean waters and analyze the size distribution and gonad maturity index of the catch. This study was conducted at Tamperan Fishing Port of the Pacitan Regency, East Java Province. Daily fish landing data from both fishing fleets were collected from the Tamperan auction hall from January to December 2014 for productivity calculation. About 289 fish samples from 6 dominant species was taken randomly on-board of 3 purse seine and 2 handlines vessels from 8 different FADs for size distribution and gonad analysis. The average productivity of purse seine fleets in 2014were 6,7 tonnes/trip (s = 5 tonnes/trip) while handling fleets average productivity were 0,9 tons/trip (s = 0,6 tons/trip. Purse seine catch were dominated by immature and juvenile fish while handlines catch were larger and already mature fishes.Keywords:FADs, fishing productivity, gonad analysisABSTRAK Rumpon atau Fish Aggregating Devices (FADs) telah digunakan oleh nelayan pukat cincin dan pancing ulur di Kabupaten Pacitan sejak tahun 2005. Penggunaan rumpon seringkali dihubungkan dengan penangkapan ikan yang belum dewasa dalam jumlah yang terlalu banyak sehingga dapat mengganggu keberlanjutan sumber daya ikan.  Penelitian ini bertujuan untuk menghitung produktivitas alat tangkap pukat cincin dan pancing ulur yang dioperasikan dengan menggunakan alat bantu rumpon yang dipasang di Samudera Hindia bagian timur dan menganalisis ukuran dan tingkat kematangan gonad hasil tangkapannya. Penelitian ini dilaksanakan di Pelabuhan Perikanan Tamperan, Kabupaten Pacitan, Propinsi Jawa Timur. Data pendaratan ikan harian selama bulan Januari hingga Desember 2014 diperoleh dari unit pelaksana teknis tempat pelelangan ikan Tamperan untuk perhitungan produktivitas.  Adapun sampel ikan sebanyak 289 ekor diambil dari 3 unit kapal pukat cincin dan 2 unit kapal pancing ulur yang beroperasi di 8 rumpon yang berbeda untuk analisis sebaran ukuran dan tingkat kematangan gonad ikan hasil tangkapan. Produktivitas rata-rata pada tahun 2014 untuk alat tangkap pukat cincin yaitu sebesar 6,7 ton/trip (s = 5 ton/trip), sedangkan pancing ulur yaitu sebesar 0,9 ton/trip (s = 0,6 ton/trip). Hasil tangkapan pukat cincin didominasi oleh ikan berukuran kecil dan belum dewasa, sedangkan pancing ulur menangkap ikan yang berukuran lebih besar dan telah dewasa.Kata kunci: rumpon, produktivitas penangkapan, analisis gonad

Abstract

ABSTRACTThe purpose of this study were to: 1) analyze the strengths, weaknesses, opportunities and threats to develop paddy commodities in an effort to improve food security; 2) analyze alternative formulation of appropriate strategies for the development of paddy in an effort to improve food security; 3) determine the strategic priorities that should be selected for paddy development in an effort to improve food security; 4) provide policy recommendations for central/local government to improve food security. SWOT analysis was used to determine the alternative strategies that can be implemented by the government. QSPM analysis was used to determine the choice of strategy in developing paddy agribusiness priorities in Jember. Descriptive method was used to describe a case study at the Department of Agriculture Jember with 35 people as samples. Motivation of farmers was the main strength of the Jember government. The main weakness that should be corrected was the weak financial condition. The main opportunities were the increase in rice demand, while the main threat was the paddy pest attack. Alternative strategies that could be undertaken by the government include: 1) Intensification of rice farming, 2) Synergy between farmers, industries and government, 3) Strengthening the local food policies that favor the farmers, 4) Revitalization of facilities and infrastructure, 5) product differentiation. The strategy which became the top priority in this study was rice farming intensification strategy.Keywords: food security, Jember, QSPM, rice, SWOTABSTRAKTujuan dari penelitian ini adalah 1) menganalisis kekuatan, kelemahan, peluang dan ancaman untuk mengembangan komoditas padi dalam upaya meningkatkan ketahanan pangan; 2) melakukan analisis rumusan alternatif strategi yang tepat untuk pengembangan komoditas padi dalam upaya meningkatkan ketahanan pangan; 3) menentukan prioritas strategi yang seharusnya dipilih untuk pengembangan komoditas padi dalam upaya meningkatkan ketahanan pangan; 4) memberikan rekomendasi kebijakan yang harus dilakukan pemerintah pusat/ daerah untuk meningkatkan ketahanan pangan. Analisis SWOT digunakan untuk menentukan alternatif strategi yang dapat dilakukan pemerintah. Analisis QSPM berfungsi menentukan pilihan strategi prioritas dalam mengembangkan agribisnis padi di Kabupaten Jember. Metode deskriptif digunakan untuk menjelaskan studi kasus pada Dinas Pertanian Kabupaten Jember dengan sampel responden sebanyak 35 orang. Motivasi petani merupakan kekuatan utama yang dimiliki oleh pemerintah Kabupaten Jember. Kelemahan utama yang harus diperbaiki adalah kondisi finansial yang lemah. Peluang utama yang dimiliki adalah peningkatan permintaan beras dan ancaman utamanya berupa serangan organisme pengganggu tanaman. Alternatif strategi yang dapat dilakukan oleh pemerintah diantaranya: 1) Intensifikasi usahatani padi, 2) Sinergi antara petani, pengusaha dan pemerintah, 3) Penguatan kebijakan pangan daerah yang berpihak kepada petani, 4) Revitalisasi sarana dan prasarana, 5) Diferensiasi produk. Strategi yang menjadi prioritas utama dalam penelitian ini adalah strategi intensifikasi usaha tani padi.Kata kunci: ketahanan pangan, Jember, SWOT, padi, QSPM
