Abstract

Demand for agricultural products in Indonesia increases in response to Indonesia's high population growth. With more limited agricultural land, agricultural productivity can be increased by the addition of fertilizer. Biofertilizer is currently popular fertilizer and can become a solution to increase productivity of agricultural products in limited land. PT PHN is a new company established in 2015 and produces biofertilizer under the brand XYZ . This research was conducted to analyze consumer perception of biofertilizer and XYZ fertilizer. The company tries to understand customer’s problems and provides solutions with customer development model (CDM) method. Understanding and solution to the problem were then used as revision of the company's business model with business model canvas (BMC) approach. Primary and secondary data were used in this research. Primary data were obtained by observation and interview using several respondents. Secondary data were obtained from PT PHN staffs, BPS, and other sources related to this research. The results show that consumers do not have enough understanding about biofertilizer. XYZ fertilizer improves agricultural productivity but has some obstacles in its use. The business model of PT PHN is updated with some additions and subtractions by considering the CDM results. Keywords: BMC, business model, CDM, strategy, customer discovery

Abstract

he agriculture, forestry, and fisheries sectors have a share of 22.05% with 4.21% growth in North Sulawesi. The fisheries sub-sector dominates by 30%. The disbursement of banking institutions' credit for the sector increased by 35% in 2015-2017 but absorbs only 7% of total loans disbursed. The reluctance of formal financial institutions to provide credit to improve small fisheries has increased in non-formal financing. This study identifies factors influencing financing sources choice, comparison of bank and non-bank financing sources, and recommend adaptive financing patterns for small fisheries. Based on descriptive qualitative analysis of in-depth interviews with 32 respondents from 85 Pajeko fishers (mini purse seine) in the Bitung Oceanic Fishing Port (PPS), concluded that 97% of Pajeko fishers in Bitung chose non-bank to finance their operation with determinant factors of financial source: (i) easiness administration (88%), (ii) payment flexibility (78%), and (iii) collateral (69%). The result of comparison simulation shows that boat owner financing with profit sharing for three (boat, boat owner, crews) is the most profitable for the boat owner, while bank loan financing with profit sharing for two (boat owner, crews) is the most profitable for crews. Accordingly, an adaptive financing strategy development is recommended for banking institutions based on influencing factors of fisher’s choices and Pajeko fisher’s characteristics-based approach. Abstract

The Indonesian government has realized the importance of decentralized systems of forest resource management including the management of conservation areas by issuing Government Regulation No. 28/2011 on the Management of Sanctuary Reserve and Nature Conservation Area. The regulation is aimed at providing access to local communities to utilize resources within national parks. This paper aims to: 1) analyze  result of the decentralization of the management of national parks by examining the dimensions of property rights devolved to the local community based on the government regulation No. 28/2011; 2) the proportion  of  power transferred by central government to local communities and 3)learn  the decentralization of resource use within conservation areas in India and Nepal that possibly useful for Indonesia to adopt. This study shows that  traditional use in a national parks' traditional zone can be considered as a form of decentralization.  The level of rights that can be devolved into local communities in the traditional utilization zone is the proprietory rights. Lessons that can be learned from the implementation of decentralization in India and Nepal is that the delegation of limited rights does not produce enough change in either the condition of the resource or the relationship between the government and the local community.

Abstract

Management of natural resources especially for conservation area is still under control of central government, although provincial and regent governments have limited role/authority in the decentralization era. The research aims to analyze the historical evolution of Bali Barat National Park (TNBB) and its management. The results show that the TNBB was originally from wildlife reserve and management of TNBB conservation under the authority of the Ministry of Forestry (MoF) at central government. In the desentralization era, provincial and regent government have role/authority such as in national park planning. Also in that era, people can utilize resources in conservation areas for tourism development, and provide traditional zone for fishermen. For fishermen, the TNBB zoning in 2010 is far better than the previous zoning.

Abstract

The low share of young farmers in Indonesia must be a serious concern of the government in the future agricultural development program. The results of the agricultural census in 2013 showed that the portion of young farmers (<35 years) was 12.87%, far lower than the middle age (35-54 years) 54.37%, and the elderly (> 54 years) 32.76%. This situation encourages the importance of finding solutions to realize farmers’ regeneration. This paper describes the regeneration of farmers (processes, approaches, and strategies) through increasing the role of families, agricultural extension, community, agricultural modernization, and farmer corporations. Regeneration has the same terms as the succession and inheritance of agricultural business, which is the process of presenting new actors in agricultural business. Farmer regeneration can be in the family environment which means that the management of agricultural businesses is inherited from parents to their children, and non-family regeneration, namely inheritance of agricultural businesses, is shifted to newcomers who have no family relations. The regeneration process can be planned that is driven by outsiders and without a plan that is driven by the community itself. Approaches and strategies for farmers’ regeneration processes can be through strengthening the role of families, agricultural extension, community, agricultural modernization, and farmer corporations. The role of the family can be increased through the cultivation of respect, socialization, and inheritance of agricultural businesses. The role of agricultural extension workers as facilitators, communicators, motivators, consultants, and institutional development of young farmers can be strengthened. The role of the community through outreach, information transfer, and consultation can be intensified. Modernization of agriculture can be through the application of agricultural mechanization technology and smart farming or digital farming. Farmer corporations can be developed to attract the interest of the younger generation because they open opportunities for the availability of economically viable land, based on the specialization of expertise, the use of agricultural machinery, and improving the bargaining position of farmers.
