Abstract

The research objective is to improve the performance of the carriage Depot in terms of maintenance personnel, facilities and equipment to support the operational needs of the wagon facility. The Sidotopo Wagon Depot is one of the Depots that carries out periodic maintenance of wagon facilities in Operation Area 8 Surabaya. In carrying out the maintenance of facilities, there are several obstacles, namely the workload that is not in accordance with regular working hours, the minimum number of employees who have competency certification, several measuring instruments that have not been calibrated and several damaged work facilities and equipment. In this research, which will be a sample of maintenance personnel facilities at the Sidotopo Carriage Depot with a population of 28 people. This research uses the Importance Performance Analysis approach method, Cartesian diagram, validity and reliability test, analysis of characteristics and needs of maintenance personnel and analysis of availability of Depot maintenance facilities and equipment. Research results, found that the number of maintenance personnel needed is 30 maintenance personnel. Also, requires improvement efforts on the performance elements that are included in the main priority, namely; the condition of work equipment, calibration of work equipment and number of maintenance personnel.

Abstract

 PT IPC Petikemas Tanjung Priok Jakarta is the service company related to the container terminal sector. The aim of the research is to find out the company’s internal and external factors as well as the company’s strategy to improve its performance especially for the marketing factor. The research method used descriptive method and used SWOT as the data analysis technique. The result in the first quadrant shows an aggressive position. The strategy is using all power it has to take advantage of the existing opportunities. It suggests to formulate the marketing strategies in order to increase the competitiveness of PT IPC Terminal Petikemas and to build the system to improve the effectiveness and efficiency of the operational services. The result also shows that the company should maintain good relation with its customers by giving rewards and discounts, should improve the quality of Human Resources and should create opportunities to develop new innovations. The strategy could be applied through website electronic systems and social media. The company should supervise the operational activities and to promote widely to prepare and overcome the impact of the economic instability.

Abstract

Purpose: This research designs and evaluates a web-based information system for Container Damage Report (CDR) management in container terminal operations. The study emphasizes applied computing, browser-based access, cloud data storage, and human-centered operational usability. The previous CDR process relied on paper forms, verbal confirmation, and separate photo files, resulting in slow retrieval, inconsistent documentation, and limited traceability. Methods: The research applied the 4D development model consisting of define, design, develop, and disseminate stages. The define stage identified operational problems, user roles, data needs, and reporting constraints through field observation, interviews, workflow review, and document analysis. The design stage formulated the reporting flow, required fields, database structure, interface layout, and access mechanism. The development stage implemented a no-code cloud prototype by integrating Tally for online input, Google Sheets for centralized records, and Google Sites as a web portal. The dissemination stage involved a limited introduction and user-acceptance testing. Results: The prototype supports structured online input, photo evidence upload, timestamped records, centralized cloud storage, browser-based retrieval, and monitoring of report status. User validation yielded scores of 76%, 94%, and 84%, with an average of 84.67%, indicating that the prototype is feasible for initial operational use. Novelty: The study contributes a lightweight applied computing model for container damage reporting. It shows how no-code cloud tools can support an affordable transitional architecture before integration with enterprise terminal operating systems.

Abstract

Background: As an archipelagic nation, Indonesia faces complex logistics challenges, including limited connectivity, infrastructure disparities, and high inter regional distribution costs. In response, the government and industry stakeholders have adopted various global best practices in digital logistics transformation, yet their implementation often fails to produce the expected outcomes. Objective: This study analyses the effect of National Logistics Ecosystem (NLE) policy implementation on logistics service performance, with digitalization, digital ecosystem maturity, and openness to global best practices as moderating variables, and explains why openness to global best practices does not strengthen that effect. Methods: The study employed a mixed-methods approach with an explanatory sequential design. Quantitative data from 388 respondents were analyzed using SmartPLS 4 and NVivo 14. Results: NLE policy implementation positively and significantly affects logistics service performance, and this effect is strengthened by digitalization and digital ecosystem maturity. In contrast, openness to global best practices neither moderates the relationship nor exerts a significant direct effect on performance. Qualitative analysis attributes this dual null result to Institutional Decoupling, whereby international standards are formally adopted without operational internalization, driven by inter agency sectoral fragmentation and pronounced infrastructure disparities between western and eastern Indonesia, and compounded by uneven digital literacy and conservative organizational cultures. Conclusion: These findings indicate that, absent foundational domestic harmonization, international standards remain ceremonial and lose operational relevance. A sequenced, domestic first approach is therefore required, one that couples regulatory measures to dismantle sectoral silos with investment in digital literacy and human resource capacity.
