Abstract

The change in policy to distribute Teacher Professional Allowances directly is a concrete step by the government to simplify bureaucracy and guarantee teachers' rights. Teachers, as the spearhead of education, gain certainty and protection of their rights to professional allowances, enabling them to perform their duties optimally and sustainably. This policy is expected not only to improve teachers' welfare but also to be part of a better, more transparent, and accountable education governance reform. The research method used was descriptive qualitative. The research instruments were interviews, observation, and documentation. There were five informants in this study, all of whom were from within the organization. The results of the study show that the policy of distributing Regional Civil Servant Teacher Professional Allowances (TPG) directly to teachers' accounts aims to improve the efficiency, transparency, and timeliness of payments. With this new mechanism, teachers are expected to receive their allowances faster and more reliably, which will have a positive impact on their welfare and motivation, although it requires strong coordination between the central and regional governments to validate teacher data and accounts. Eliminating bureaucratic procedures through local governments will make the process faster and more accountable. Ensuring that teachers receive allowances regularly, ideally every month along with their salaries. Improving teachers' welfare, which is expected to increase their work enthusiasm and the quality of education.

Abstract

The purpose of this study is to analyze the implementation of population information digitalization at the North Bekasi District Office. This study is a qualitative study with structured interviews with 5 informants. The results of the research that has been conducted show that: (1) The implementation of the population information digitalization policy in North Bekasi District still faces obstacles in the implementation of SIAK, such as low competence of service officers, infrastructure that does not meet specifications, unstable internet networks, and socialization and counseling that are not carried out continuously, making the community not understand the procedures that must be carried out in processing population documents. (2) Factors that influence the implementation of the population information digitalization policy in North Bekasi District, include: support, capacity, and value. (3) Strategies that need to be implemented by the apparatus in North Bekasi District in determining the success or failure of implementing the information digitalization policy in their area include: the need to implement minimum service standards as a reference in the performance of the administration of the population administration sector in order to improve the quality of services to the public, the need for improvements in the management of administrative services in North Bekasi District, the need to improve facilities and infrastructure supporting public services, and the need to add service officers, both honorary and contract, and the budget for implementing activities needs to be increased in order to anticipate the increasing number of people using services.

Abstract

This study aims to analyze the communication strategies used by tax officials to improve taxpayer compliance with the Certain Goods and Services Tax (PBJT) in the food and beverage sector in Pondok Gede District, Bekasi City. This study is driven by low tax compliance, despite the culinary sector's significant potential for Regional Original Revenue (PAD). The methodology employed in this study is qualitative with an interpretive approach, including in-depth interviews with the Head of the Tax and Retribution Unit (UPTD) in the Pondokgede area and several taxpayers. The analysis utilizes Cutlip, Center, and Broom's (2016) public communication strategy theory, which emphasizes the importance of strategic communication planning in fostering reciprocal relationships between public organizations and the public. Furthermore, this study relies on public service theory, which emphasizes empathetic communication and transparency as essential elements in public services focused on public satisfaction. The results of this study indicate that communication strategies play a central role in fostering awareness and trust among taxpayers. Three main approaches were used: a humanistic-interpersonal approach that emphasizes empathy and direct communication; a participatory approach that involves taxpayers in outreach activities; and a digital-adaptive approach through the use of social media and online platforms. The conclusion of this study indicates that improving tax compliance depends not only on fiscal policies or sanctions, but also on the quality of public communication that is educational, persuasive, and sustainable. Clear, open, and empathetic communication can build trust and motivate the public to actively participate in paying taxes as a contribution to regional development.

Abstract

Loyalitas karyawan, khususnya dalam bentuk Komitmen Organisasi Afektif, merupakan aset non-finansial krusial di tengah volatilitas bisnis kontemporer, di mana angkatan kerja modern (Gen Milenial dan Z) menuntut perlakuan yang menghargai martabat individu (Kepemimpinan Humanis) alih-alih hanya kompensasi transaksional. Penelitian kualitatif ini bertujuan mengeksplorasi mekanisme interpretatif pengalaman karyawan terhadap praktik Kepemimpinan Humanis dan dampaknya pada loyalitas, mengisi kesenjangan empiris dari studi kuantitatif. Menggunakan pendekatan Fenomenologi Interpretatif melalui wawancara mendalam terhadap 12 partisipan kunci, analisis tematik menemukan bahwa loyalitas tidak terbentuk secara linier, melainkan dimediasi oleh interpretasi kognitif terhadap praktik pemimpin. Temuan kunci menunjukkan bahwa loyalitas sangat bergantung pada Otentisitas Manajerial (konsistensi dan kerentanan) dan Keadilan Interaksional (perlakuan hormat), yang harus dipersepsikan sebagai tulus (non-prosedural). Lebih lanjut, Keamanan Psikologis (Psychological Safety) dan Dukungan Well-being berfungsi sebagai jembatan utama, memicu obligasi timbal balik dan membebaskan energi mental yang diinvestasikan kembali sebagai kinerja extra-role. Disimpulkan, Kepemimpinan Humanis adalah strategi bisnis krusial yang efisien mengubah praktik interaksi menjadi ikatan emosional yang stabil, asalkan didukung oleh konsistensi moral dan bukan sekadar kebijakan 'cek-list' manajemen.

Abstract

Perkembangan teknologi informasi telah mendorong pemerintah daerah untuk memperkenalkan inovasi guna meningkatkan efisiensi serta keterbukaan dalam pelayanan publik. Salah satu contoh inovasi ini adalah penggunaan aplikasi E-KIR oleh Dinas Perhubungan Kota Bekasi sebagai sistem digital untuk uji kendaraan bermotor. Penelitian ini berfokus pada evaluasi pelaksanaan kebijakan E-KIR dengan menerapkan teori George C. Edwards III, yang meliputi empat elemen: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Metode yang diterapkan dalam penelitian ini adalah deskriptif kualitatif melalui wawancara, observasi, dan analisis dokumen. Hasil dari penelitian menunjukkan bahwa E-KIR memberikan efek positif dengan mempercepat proses administrasi dan mengurangi jumlah antrian. Namun, ada beberapa masalah terkait dengan komunikasi dan infrastruktur digital. Oleh sebab itu, disarankan agar pemerintah meningkatkan sosialisasi, memperbaiki infrastruktur, serta memperkuat koordinasi antar sektor untuk mendukung keberlanjutan transformasi digital.

Abstract

Penelitian ini bertujuan menganalisis pemanfaatan kecerdasan artifisial (Artificial Intelligence /AI) dalam pengolahan data historis banjir di Jakarta untuk menghasilkan prediksi dan rekomendasi kebijakan mitigasi berbasis bukti. Pendekatan yang digunakan adalah kualitatif deskriptif dengan fokus pada data curah hujan, tinggi muka air, dan kejadian banjir tahunan selama 2014–2023. Data diperoleh dari Badan Nasional Penanggulangan Bencana (BNPB), Badan Meteorologi, Klimatologi, dan Geofisika (BMKG), serta Badan Penanggulangan Bencana Daerah (BPBD) DKI Jakarta. Analisis dilakukan melalui pendekatan konseptual berbasis data-driven governance untuk memahami keterkaitan antara teknologi digital dan tata kelola kebencanaan. Hasil penelitian menunjukkan bahwa penerapan AI mampu mengidentifikasi pola dan siklus banjir tahunan secara lebih akurat sehingga memperkuat kapasitas pemerintah dalam merumuskan kebijakan mitigasi yang adaptif, efisien, dan berbasis bukti. Penelitian ini menegaskan peran AI sebagai instrumen strategis dalam transformasi digital administrasi publik, memperluas paradigma pemerintahan berbasis data, serta memperkuat pengambilan keputusan kolaboratif dan berkelanjutan dalam mitigasi bencana.

Abstract

Transformasi digital menjadi kebutuhan penting dalam peningkatan kualitas pelayanan publik, termasuk dalam pendampingan layanan kesehatan penerima manfaat residensial dan non residensial di Sentra Mulya Jaya. Aplikasi e-Clinic merupakan sistem manajemen klinik digital terintegrasi yang dikembangkan untuk mendukung klinik primer di Indonesia. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis 1) Implementasi aplikasi e-Clinic sebagai bentuk upaya mendukung digitalisasi layanan Kesehatan di Klinik Pratama Sentra Mulya Jaya 2) Mempermudah pengelolaan data penerima manfaat baik residensial maupun non residensial sehingga layanan kesehatan menjadi efisien, 3) Mendukung integrasi layanan kesehatan sehingga memungkinkan rekam medis dapat terintegrasi dan diakses dari fasilitas kesehatan ke fasilitas kesehatan lainnya secara real time, aman dan terstandar. Metode penelitian menggunakan studi kasus dengan pendekatan kualitatif deskriptif melalui wawancara, observasi dan kuantitatif sederhana menyebarkan kuesioner (Mixed-methods). Hasil penelitian menunjukan bahwa pemanfaatan aplikasi e-Clinic mampu meningkatkan pelayanan kesehatan yang lebih cepat dan efisien, tersedianya rekam medis elektronik yang aman sehingga tenaga kesehatan dapat memonitor gambaran riwayat kesehatan penerima manfaat (pasien) lebih lengkap dan akurat, mengevaluasi dan mengambil Keputusan berbasis data, rekam medis elektronik terintegrasi dengan data kesehatan penerima manfaat (pasien) pada platform SATUSEHAT.

Abstract

Penelitian ini bertujuan untuk menganalisis dan membandingkan efektivitas dua metode pelaksanaan Pembinaan Ideologi Pancasila (PIP), yaitu luring (tatap muka), dan daring (online) Pendekatan kuantitatif melalui uji t berpasangan menunjukkan adanya perbedaan yang signifikan antara metode pelatihan, dengan nilai t-hitung (5,537) lebih besar dari t-tabel (2,262) pada taraf signifikansi 0,05. Hasil ini membuktikan bahwa metode luring lebih efektif dalam meningkatkan pemahaman, internalisasi nilai-nilai Pancasila, serta penguatan karakter dan interaksi afektif peserta. Analisis SWOT memperkuat temuan tersebut, di mana metode luring unggul dalam aspek kedisiplinan, suasana belajar kondusif, dan interaksi sosial, sementara metode daring unggul dalam efisiensi biaya, fleksibilitas, dan jangkauan luas. Metode blended learning direkomendasikan sebagai pendekatan adaptif yang mengkombinasikan keunggulan keduanya. Oleh karena itu, kebijakan pelaksanaan PIP ke depan perlu dirancang secara evidence-based dan kontekstual untuk memastikan efektivitas pembinaan ideologi secara berkelanjutan di era transformasi digital.

Abstract

This study discussed the relevance of individual candidates in Indonesian democracy, which had regulated the requirements for candidates to advance in Pilkada through individuals. In the Pilkada of Bekasi, candidate of Obon Tabroni and Bambang Sumaryono accepted support from various elements of society, this was the background for the candidate Obon Tabroni and Bambang Sumaryono to advance as candidates in the Pilkada of Bekasi as individuals. NGOs and labor unions were a strong asset in Bekasi, considering that part of the area was an industrial area. Other than that, Obon Tabroni was also the Director of Serikat Pekerja Metal Indonesia (FSPMI) Bekasi. although they had sufficiently strong support, in fact this candidate lost in the regional elections. This was also the concern in this research. This research used the theory of democracy and local elections. This regulation was ratified by the Constitutional Court (MK) 2007, as well as in Constitution, Article 40 no. 10 in 2016 which regulated the requirements for candidates to advance through the independent. In Indonesia, the individual was less popular, considering that the regional head or presidential candidates mostly used political parties as a vehicle to win. The problems that was faced by individual candidates also still struggled around clichéd issues, namely financial and logistical limitations, the lack of second-class voter participation, as well as other problems that were also frequently encountered by candidate who run through the party. With the increasing number of candidates nominating individually and seeing the conditions put forward by the KPU, it seemed that the existence of these individual candidates needed to be appreciated. This could also be a benchmark, that there had been growing political awareness in our society. Even though the chances of winning the Pilkada through individual were still small.

Abstract

The aim of this paper is to provide a structured literature review on the constructs of workload, work stress, employee performance, and empirical evidence on the relationship between workload, work stress, and employee performance in Indonesia context. 23 (twenty three) papers published during 2018-2022 that investigates workload, work stress, employee performance, and the relationship between workload, work stress, employee performance were reviewed. The results of the review show that workload and work stress have significant effect on employee performance, but the direction of effect varies. 84.61% of 13 (thirteen) empirical results show that workload has a positive effect on employee performance, while the remaining 15.39% has a negative effect. Likewise with work stress. 50.00% of the 10 (ten) empirical results show that work stress has a positive effect, while the remaining 50% has a negative effect. The variety of empirical results requires organizations to determine employee workload and analyze employee work stress carefully, with the hope that these two variables can have a positive impact on employee performance.
