Abstract

Penelitian ini bertujuan untuk menganalisis peningkatan pelayanan percepatan pengurusan paspor dalam meningkatkan Penerimaan Negara Bukan Pajak (PNBP) di Kantor Imigrasi Kelas I TPI Jakarta Utara berdasarkan dimensi SERVQUAL, yaitu tangibles, reliability, responsiveness, assurance, dan empathy. Kebaruan penelitian ini terletak pada analisis hubungan langsung antara kualitas layanan percepatan paspor dengan kontribusinya terhadap peningkatan PNBP, yang masih jarang dikaji dalam penelitian sebelumnya. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Informan penelitian terdiri atas pejabat struktural, petugas pelayanan, dan masyarakat pengguna layanan percepatan paspor. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan dengan triangulasi untuk menjaga keabsahan data. Hasil penelitian menunjukkan bahwa layanan percepatan paspor telah memenuhi seluruh dimensi kualitas pelayanan, ditandai dengan fasilitas yang memadai, prosedur yang jelas, ketepatan waktu, responsivitas petugas, profesionalisme, serta sikap empatik kepada pemohon. Kondisi tersebut meningkatkan kepuasan dan kepercayaan masyarakat, mendorong penggunaan layanan percepatan paspor, serta berkontribusi langsung terhadap peningkatan PNBP di Kantor Imigrasi Kelas I TPI Jakarta Utara. Kata kunci: Pelayanan Publik, Pelayanan Percepatan Paspor, Kualitas Pelayanan, SERVQUAL, Penerimaan Negara Bukan Pajak (PNBP)

Abstract

Indonesian bureaucracy since the beginning of the reform era has shown little progress because there are still many arrogant bureaucrats who practice corruption, collusion, nepotism, and waste as well as many abuses of government authority and power for personal gain at all levels and systems of government. With the various dynamics that occur, several strategies are carried out by the government for bureaucratic reform by implementing a merit system policy, forming an ethics committee board and encouraging transparency in publication or open complaints against any violation of regulations to issuing bureaucratic reform regulations and institutional transformation. The bureaucratic reform policy in Indonesia is carried out through bureaucratic simplification by transferring administrative positions to functional positions and forming a new work system. This study uses a qualitative descriptive research approach, using data triangulation techniques involving the use of various data sources to examine the same phenomenon, including interview data, observations, and supporting documents. The results of this study indicate that the implementation of the bureaucratic simplification policy in the Tangerang Regency Government has provided quite significant changes and in a positive direction. The implementation of the bureaucratic simplification policy has changed the organizational structure of regional apparatus by eliminating one level of organizational structure. Overall, this study concludes that the simplification of bureaucracy in the Tangerang Regency Government has gone well in terms of administration. However, further evaluation and monitoring are still needed to ensure the efficiency and effectiveness of this policy in accordance with applicable laws and regulations, especially in the aspects of work culture for communication changes, education and training for increasing resources, disposition to the new work system and the running of the bureaucratic structure after bureaucratic simplification.

Abstract

Tenaga Kerja Mandiri Pemula (TKMP) is a program that was created as a source of competency improvement in training and provided financial assistance by the Ministry of Manpower as a step to reduce the number of unemployed as stated in Law Number 13 of 2023 concerning Manpower. This research aims to conduct a comprehensive evaluation of the role of facilitators in the Independent Beginner Employment program in Subang Regency and analyze various factors that influence the success of the role of companions. Qualitative methods were used with interview techniques with key informants of the TKMP program. This research uses qualitative methods by interviewing important informants who are directly involved in the program. The results can provide a comprehensive and in-depth picture of the role of assistants as well as suggestions for increasing the effectiveness of the TKMP program in Subang Regency in the future.

Abstract

The implementation of the goods and services procurement policy through SIPLah at the SMK level education units in West Jakarta shows significant progress in an effort to create a more efficient and transparent procurement system. The implementation of SIPLah is supported by a clear organizational structure with a structured division of roles, starting from the Ministry of Education and Culture at the central level to the education unit. The school principal acts as the main decision-maker and person in charge of the program, assisted by the treasurer and BOSP team members for technical implementation. This research uses a descriptive qualitative approach with data collection through interviews with informants using George C. Edward III's Theory . The results showed that the implementation of goods and services procurement through SIPLah in vocational education units in West Jakarta has had a positive impact in increasing transparency and accountability in the procurement of goods and services in education units. Overall, the implementation of SIPLah has gone well in terms of administrative and operational aspects. However, continuous evaluation and development are still needed, especially in the aspects of improving human resource competencies, optimizing system integration, and improving price control mechanisms. Despite some obstacles, the high commitment of all stakeholders has created a conducive environment for the successful implementation of SIPLah.

Abstract

This study aims to analyze the dynamics of halal certification policies for packaging ink chemicals in Indonesia through the Advocacy Coalition Framework (ACF) approach. AFC is used to understand the interactions and learning processes between actors with different belief systems in the implementation of halal policies in the non-food sector. This study uses a qualitative approach with descriptive-exploratory case studies. Data were obtained through in-depth interviews, observations, and documentation studies of BPJPH, MUI, LPH, industry players, academics, and Islamic community organizations. The results show that policy implementation involves a multi-actor coalition that negotiates between normative (sharia compliance) and technical (industrial efficiency) values. BPJPH acts as a policy broker that bridges these interests through formal and informal forums that produce collective policy learning. The effectiveness of implementation is influenced by external factors such as the harmonization of international halal standards (JAKIM, SFDA, ESMA) and global market pressures, as well as internal factors such as institutional reform, service digitalization, and capacity building of LPH. Abstract

ABSTRACT The monitoring and evaluation sistem for budget performance is an essential instrument in performance-based budgeting to ensure effectiveness, efficiency, and accountability in the management of the State Budget. This sistem is implemented under the Regulation of the Minister of Finance Number 62 of 2023, which integrates monitoring and evaluation into budget planning and implementation. This study aims to evaluate the policy implementation of the budget performance monitoring and evaluation sistem at the Directorate General of Islamic Community Guidance, Ministry of Religious Affairs. The study employs a qualitative approach using the Context, Input, Process, and Product evaluation model. Data were collected through document analysis and in-depth interviews and analyzed using interactive data analysis techniques, with validity ensured through source and method triangulation. The findings indicate that, from the context aspect, the monitoring and evaluation sistem is aligned with performance-based budgeting policies, regulatory frameworks, and organizational needs. From the input aspect, several challenges remain, including regulatory inconsistencies, duplication of assessment indicators, and limitations in information sistems. From the process aspect, the monitoring and evaluation activities have been implemented adequately through periodic monitoring and inter-unit coordination. However, from the product aspect, evaluation results have mainly been used for rewards and sanctions and have not been optimally utilized in formulating subsequent budget policies. ABSTRAK Sistem monitoring dan evaluasi kinerja anggaran merupakan instrumen penting dalam penganggaran berbasis kinerja untuk menjamin efektivitas, efisiensi, dan akuntabilitas pengelolaan Anggaran Pendapatan dan Belanja Negara. Penerapan sistem ini diatur dalam Peraturan Menteri Keuangan Nomor 62 Tahun 2023 yang mengintegrasikan monitoring dan evaluasi pada tahap perencanaan dan pelaksanaan anggaran. Penelitian ini bertujuan mengevaluasi kebijakan penerapan sistem monitoring dan evaluasi kinerja anggaran pada Direktorat Jenderal Bimbingan Masyarakat Islam, Kementerian Agama. Penelitian menggunakan pendekatan kualitatif dengan model evaluasi Context, Input, Process, dan Product. Data dikumpulkan melalui studi dokumentasi dan wawancara mendalam, kemudian dianalisis menggunakan teknik analisis data interaktif serta diuji keabsahannya melalui triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa dari aspek konteks, sistem monitoring dan evaluasi telah selaras dengan kebijakan penganggaran berbasis kinerja, regulasi, dan kebutuhan organisasi. Dari aspek input, masih ditemukan kendala berupa ketidaksinkronan regulasi, duplikasi indikator penilaian, serta keterbatasan sistem informasi. Dari aspek proses, pelaksanaan monitoring dan evaluasi berjalan cukup baik melalui pemantauan berkala dan koordinasi antarunit. Sementara itu, dari aspek produk, hasil evaluasi telah dimanfaatkan untuk pemberian penghargaan dan sanksi, namun belum optimal dalam mendukung penyusunan kebijakan anggaran tahun berikutnya.

Abstract

Purpose of the study: This study aims to improve the transparency and efficiency of administrative and organizational governance in mosque management through the development of Smart Mosque Digital Technology (SMDT) and a cloning system, enhancing financial administration and operational processes. Methodology: The study employs a mixed-methods approach, including literature review, interviews, surveys, and observational data collection. The SMDT application was developed using the Waterfall model of the System Development Life Cycle (SDLC). User satisfaction was measured through a questionnaire based on the End-User Computing Satisfaction (EUCS) model and analyzed using descriptive statistics with a sample of direct users from Nurul Jihad Mosque in Jakarta. Main Findings: The implementation of SMDT significantly improved transparency, accuracy, and efficiency in financial and administrative governance. User satisfaction levels were categorized as "very satisfied" across all measured dimensions, with scores ranging from 50% to 76.5% in the highest satisfaction category. The system enhanced data management, financial reporting, governance transparency, and operational efficiency in mosque operations. Novelty/Originality of this study: This study presents a novel approach to mosque administration by introducing a fully integrated digital system that streamlines operational processes, improves transparency, and provides a replicable model that can be cloned across other mosques. The integration of digital technology into mosque governance represents a significant advancement in the field of religious organizational management, addressing the gap between traditional administration methods and contemporary digital transformation requirements.

Abstract

Purpose of the study: This study aims to develop and evaluate the Electronic Teacher Performance Assessment System (E-PKG) as a digital platform to transform teacher evaluation in vocational education from administrative compliance into strategic professional development to better align vocational graduate competencies with industry requirements. Methodology: This study employs a Research and Development (R&D) design through four stages: needs analysis via stakeholder consultation, prototype development using user-centered design, iterative field testing in vocational schools and industry partnerships, and refinement from empirical feedback. Data were collected from 34 respondents using questionnaires, structured observations, and interviews, and analyzed with descriptive statistics and thematic analysis. Main Findings: The E-PKG system reduced assessment completion time by 67%, eliminated data entry errors, and improved inter-rater reliability from 0.62 to 0.89. Real-time analytics supported evidence-based professional development planning. User satisfaction ranged from 3.88 to 4.26 (5-point scale), with highest scores for system stability and navigation ease, though challenges remained in interface clarity for non-technical users and indicator comprehension. Novelty/Originality of this study: This study introduces a comprehensive digital teacher assessment system specifically tailored to vocational education, directly linking evaluation results to industry competency frameworks. It advances knowledge by demonstrating how technology-mediated assessment can strategically connect quality improvement and workforce development in economically disadvantaged settings, while emphasizing the importance of pedagogical alignment, stakeholder inclusivity, and contextual adaptation.
