Abstract

The existence of Law No. 6 of 2014 gives villages the opportunity to manage their own governance, including managing village finances. Village financial management itself consists of five stages, namely the planning, implementation, administration, reporting, and accountability stages. To support effective and efficient village financial management, the government through the Finance and Development Supervisory Agency (BPKP) and the Directorate General of Village Government Development, the Ministry of Home Affairs, collaborated to create an application called the Village Financial System (Siskeudes). Where Siskeudes is designed and refers to Permendagri Number 20 of 2018 concerning Village Financial Management. This study aims to determine the village financial management process based on the Village Financial System (Siskeudes) application in Kebun Durian Village, Kampar Regency. The method used in this research is descriptive qualitative, in which the researcher describes events or incidents in the field. The results of this study indicate that village financial management based on the Siskeudes application in Kebun Durian village is in accordance with Permendagri Number 20 of 2018 concerning Village Financial Management. Where all stages starting from planning, implementation, administration, reporting, and accountability have been carried out properly. However, there are still obstacles in the process, namely inadequate human resources, complete facilities and lack of training regarding the Siskeudes application. This study concludes that the Siskeudes application is very helpful for village officials in managing finances and making accountability reports, even though there are several obstacles in the process of operating it. and it is hoped that the village government can overcome some of these obstacles. Abstract

Innovation renewal is present as an effort to use technology to optimize service to the community. One form is in the form of online services for various community affairs by government institutions. This research was conducted to find out how the process of adopting online service innovations via the Online Anywhere Service (OASE) application at the Population and Civil Registration Office of Tanah Datar Regency was carried out by the Population and Civil Registration Office (Disdukcapil) of Tanah Datar Regency using Rogers' Theory. This study uses a descriptive qualitative approach. Data were collected using field research techniques, including observation and in-depth interviews with purposive sampling techniques to determine informants. The results of this study are that online services via the OASE application for the Population and Civil Registration Office of Tanah Datar Regency were successfully adopted from the knowledge stage to the confirmation stage, because the informants considered them to be according to needs and more flexible. Pamphlets and banners are communication channels that act as initial information dissemination tools. It is also known that interpersonal communication between the community and government representatives acts as a process of exchanging information for adopters to obtain additional information. Informants' ability to use technology influences their perceptions in seeing the degree of relative advantage, suitability, and complexity of the innovation.

Abstract

Tata Kelola merupakan upaya sistematis dalam suatu proses yang dilakukan dalam mencapai tujuan organisasi yang didalamnya terdapat proses perumusan tujuan dan penetapan sasaran serta pengawasan dalam rangka mencapai tujuan organisasi. Dinas Pariwisata Dan Kebudayaan Kabupaten Kampar merupakan salah satu organisasi yang ada di kabupaten kampar yang memiliki visi dan misi yang handal dalam meningkatkan pariwisata dan ekonomi kreatif dengan menggunakan sistem informasi pariwisata dan ekonomi kreatif dalam lingkungan masyarakat yang berbudaya dan agamis. Tujuan penelitian ini adalah untuk mengetahui Tata Kelola Sistem Informasi Pariwisata Dan Ekonomi Kreatif Di Dinas Pariwisata Dan Kebudayaan serta mengetahui faktor penghambat dalam pengelolaannya. Penelitian ini menggunakan teori menurut Agus Dwiyanto yang menggunakan 6 indikator yaitu, Partisipasi, Transparansi, Akuntabilitas, Efektif dan Efisien, Kepastian Hukum, Responsif, Metode Penelitian yang digunakan menggunakan metode kualitatif deskriptif dan teknik pengumpulan data melalui data primer dan sekunder yang diperoleh melalui observasi, wawancara dan dokumentasi oleh peneliti lalu di analisis. Hasil penelitian menunjukkan bahwa tata kelola sistem informasi pariwisata dan ekonomi kreatif (siparekraf) di Dinas Pariwisata dan Kebudayaan Kabupaten Kampar sudah dilakukan berdasarkan perencanaanya, namun terdapat beberapa masalah dalam pengelolaannya seperti kurangnya sarana prasana terkait pengelolaan sistem yang disebabkan oleh faktor srana prasarana serta penempatan sumber daya manusia yang tidak sesuai pada kompetensinya. Dengan cara lebih giat lagi dalam melaksakan program-program yang menarik disetiap wisata yang ada di kabupaten kampar supaya dapat memperkenalkan SIPAREKRAF kepada masyarakat.

Abstract

Village Fund Direct Cash Assistance (BLT-DD) is one of the programs issued by the Indonesian government to overcome the impact of economic factors on people affected by the Covid 19 pandemic in the form of financial assistance provided to the poor. This study aims to determine the effectiveness of the Village Fund BLT Program in Sungai Beras Hilir Village, Lubuk Batu Jaya District, Indragiri Hulu Regency and to determine the obstacles that hinder the effectiveness of the Village Fund BLT program in Sungai Beras Hilir Village, Lubuk Batu Jaya District, Indragiri Hulu Regency. The theory used in this study is the Theory of Program Effectiveness by Budiani using 4 indicators, namely Program Accuracy, Program Outreach, Program Objectives, and Program Monitoring. This study used a qualitative research type, the necessary data were obtained through observation, interviews and documentation which were then analyzed. The results of this study indicate that first, the determination of targets in providing BLT-DD to recipient communities has not been effective because the village government has not yet been optimal in setting the target criteria for the BLT-DD program. other than that only indicators of program monitoring are already running well, while indicators of program socialization, program objectives which can be concluded are not yet effective. The two obstacles encountered in the effectiveness of the Village BLT-DD program in Sungai Beras Hilir Village, Lubuk Batu Jaya District, Indragiri Hulu Regency were weak data verification/validation and the attitude of program implementers. The local government needs to increase the understanding of a program by implementers, in order to achieve an understanding of an effective program

Abstract

A conservation area that has cultural-based fisheries activities, traditional leaders play a role as activity controllers and have a vision to conserve and provide protection in the area around this customary lake. On the other hand, ecologically, Bakuok Lake is very worrying. Based on the rules regarding the prohibition on Lake Bakuok, not all of these rules were carried out and implemented properly, even though there were already monitoring, there were still violations that occurred. The number of institutions involved in the development of Lake Bakuok have so far been temporary or temporary in nature, and have run separately and have not yet formed a systematic collaboration. This study aims to see how to strengthen local institutions in the sustainable management of Lake Bakuok. This research uses qualitative research methods that aim to obtain a holistic (holistic) picture of a phenomenon in Lake Bakuok. The results showed several important items that the institutional strengthening of lolak in the management of Danau Bakuok was not optimal. As seen from the dimension of human resource development that has not been maximized where there is no training or technical provisioning in order to increase skills. The dimension of organizational strengthening is also not optimal even though there is support for several activities but it is only temporary and unsustainable. Meanwhile, in the institutional reform dimension, it was found that several rules and regulations that had been made by ninik mamak were still violated.

Abstract

Permasalahan utama yang terjadi dalam lingkup pendidikan Payakumbuh pada dasarnya melikupi berbagai aspek yang berkaitan dengan kendala dan tantangan dalam mendorong proses pendidikan kedepannya. Dalam hal ini pemerintah Kota Payakumbuh berusaha menyelesaikan permasalahan pendidikan terkait sarana dan prasarana, pendidikan dan tenaga pendidiki, masyarakat, orang tua, sert stakeholder terkait pendididkan di Kota Payakumbuh. Dimana pada saat ini jumlah sekolah dasar yang ada di Kota Payakumbuh masih 71%. Selain itu masih kurangnya jumlah tenaga pengajar sehingga kualitas dari sekolah dasar di Kota Payakumbuh masih terbilang belum merata. Per Mei 2021, dasar yang digunakan Kota Payakumbuh sebagai acuan dalam penerimaan peserta didik baru adalah Peraturan Walikota Nomor 18 Tahun 2021 tentang Penerimaan Peserta Didik Baru pada Taman Kanak-kanak, Sekolah Dasar dan Sekolah Menengah Pertama. Tujuan penelitian ini adalah untuk mendeskripsikan ini serta mengidentifikasi faktor penghambat dari kebijakan ini Penelitian ini menggunakan teori efekktivitas kebijkan menurut Nugroho 2017 dengan 5 indikator yaitu tepat kebijkan, tepat pelaksanaan, tepat target, tepat lingkungan, dan tepat target. Metode penelitian yang digunakan adalah metode penelitian kualitatif yang bersifat deskriptif. Dengan teknik pengumpulan data wawancara, observasi serta dokumentasi. Hasil penelitian ini menunjukkan bahwa Kebijakan Peraturan Walikota Payakumbuh No 18 Tahun 2021 tentang Penerimaan Peserta Didik Baru sudah cukup efektif. Hal ini dapat dilihat bahwa indikator dalam kebijakan ini sudah berjalan dengan efektif. Faktor ynag mendukung efektivitas kebijakan ini adalah 1) Koordinasi antar stakeholder terjalin dengan baik, 2) Sumber Daya Yang Memadai

Abstract

This article examines the policies aimed at protecting peat ecosystems in Indonesia and identifies gaps or challenges in controlling forest and land fires (karhutla), particularly concerning the preservation of the Hydrological Unity Policy in Riau Province, Indonesia. The peat ecosystem is a cohesive entity that encompasses various elements, influencing each other to maintain balance, stability, and productivity. The Hydrological Unity of Peat (KHG) refers to the peat ecosystem situated between rivers, between rivers and seas, and/or within swamps. The Peat Ecosystem serves multiple functions, including safeguarding water availability, conserving biodiversity, storing carbon as oxygen producers, and contributing to climate regulation. These functions are categorized into protected and cultivation functions. However, rapid development has exerted significant pressure on preserving the KHG. This study emphasizes the need for comprehensive support from all sectors of society and active community participation to effectively reduce the risk of forest and land fires.

The analysis presents a comprehensive overview of the legal protections available to these institutions, offering insights into potential measures and strategies to fortify their position in such scenarios.

Abstract

This article discusses aspects of law enforcement related to the criminal act of burning peatlands in Riau Province. The main focus is on law enforcement efforts carried out against environmental crimes, especially those related to peatland burning. Using the case of peatland burning in Riau Province as an example, this article presents an overview of the challenges and steps that can be taken in law enforcement against this serious environmental crime. The discussion involved the role of law enforcement agencies, existing regulations, obstacles in the law enforcement process, as well as strategies to increase prosecution for these violations. The research results show that law enforcement on the criminal act of burning peatlands is necessary to reduce the occurrence of peatland fires caused by human actions. Law enforcement regarding this issue is the main concern, with various aspects such as the role of law enforcement officers, cross-sectoral cooperation, and obstacles experienced in the law enforcement process being the main focus of discussion. Law enforcement against criminal acts of land burning in Riau does not seem to be running optimally.
