Abstract

Pengelolaan aset desa merupakan salah satu bentuk dari otonomi desa, dan ini penting untuk dilakukan terutama bagi desa yang mempunyai aset desa dan berpotensi menghasilkan pendapatan asli desa. Penelitian ini bertujuan untuk menganalisis pengelolaan aset desa dan faktor penghambat dalam melakukan pengelolaan aset desa tersebut. Riset ini menggunakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Adapun subjek yang terlibat dalam penelitian ini yakni Kepala Desa Desa Bongkal Malang, Ketua BPD Desa Bongkal Malang, Kepala Dinas PMD Kab. Indragiri Hulu, Camat Kelayang, Direktur BUMDes Bongkal Emas, dan Tokoh Masyarakat Desa Bongkal Malang. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini yakni wawancara dan dokumentasi. Serta teknik analisa data dilakukan dengan melakukan analisis terhadap data yang didapatkan dari hasil wawancara dan sekaligus juga menganalisis dokumen yang terkait dengan topik penelitian dan dilakukan secara terus menerus sampai tuntas. Hasil penelitian menunjukan bahwa kebijakan mengenai pengelolaan aset desa sudah dituangkan dalam dokumen perencanaan seperti RPJMDes 2020-2026 dan RKPDes Desa Bongkal Malang Tahun 2020 dan 2021, namun kenyataannya rencana pengelolaan aset desa untuk aset desa seperti tanah kas desa dan pasar desa, batal ditetapkan dalam APBDes Desa Bongkal Malang Tahun 2020 dan 2021, dikarenakan Pemerintah Desa Bongkal Malang ingin merealisasikan program pembangunan lain yang lebih prioritas dibandingkan harus mengurusi pengelolaan aset desa tersebut, dan juga Pemerintah Desa Bongkal Malang menegaskan komitmennya bahwa masih belum ada niatan dan rencana untuk melakukan pengelolaan aset desa tersebut.

Abstract

Environmental matter frequently emerges in every area; this is a concern for all parties, especially as environmental problems are the impact of company activities. As a company responsible for the impact of activities carried out, the company provides public services in the form of a corporate social responsibility program. Good public service management in corporate social responsibility programs certainly has a positive social impact on society and the environment. This has been conducted by PT. Pertamina International Refinery Unit II Sungai Pakning received five best performance awards from the Ministry of Environment and Forestry of the Republic of Indonesia in a row from 2017. The purpose of this research is to analyze public service management in corporate social responsibility. This research uses a qualitative research method with a phenomenological approach. The research results found that there are four stages in public service management in corporate social responsibility, namely planning, implementation, reporting, and accountability. This stage is the basis for implementing corporate social responsibility programs that focus on the fields of education, public health, environment, and infrastructure. It was found that there was an additional general function in the company's CSR public service management, namely accountability.

Abstract

Latar Belakang: Sumber daya kelautan Indonesia yang luas memiliki potensi tinggi di sektor perikanan, yang dapat memberikan nilai ekonomi dan menjadi faktor pendukung dalam meningkatkan pendapatan negara dan memperbaiki kesejahteraan masyarakat pesisir dan pulau, khususnya nelayan. Untuk memanfaatkan sumber daya ini untuk meningkatkan pendapatan negara dan mencapai kesejahteraan masyarakat, diperlukan pengawasan yang efektif terhadap kegiatan penangkapan ikan ilegal. Tujuan: Penelitian ini bertujuan untuk mengkaji pengawasan pemerintah dalam pemberantasan kegiatan penangkapan ikan ilegal di perairan Kepulauan Riau pada tahun 2021-2022. Metode: Metode penelitian yang digunakan adalah pendekatan kualitatif. metode penelitian yang penulis rujuk adalah metode wawancara kualitatif yang dilakukan dengan mengajukan pertanyaan tertutup kepada subjek penelitian dengan sifat wawancara informal, semi-terstruktur, sehingga dapat menghasilkan banyak data yang kemudian dapat penulis pilah untuk penyelesaian penelitian mengenai pengawasan sumber daya kelautan dan perikanan oleh Pemerintah Provinsi Kepulauan Riau dalam pemberantasan kegiatan illegal fishing ini Hasil: Hasil penelitian menunjukkan bahwa pemerintah telah melakukan berbagai upaya pengawasan, seperti meningkatkan patroli, koordinasi antara instansi terkait, dan menjatuhkan sanksi tegas kepada pelaku penangkapan ikan ilegal. Namun, pelaksanaan pengawasan masih menghadapi berbagai tantangan, seperti luasnya wilayah laut, keterbatasan sarana dan prasarana, serta persistensi praktik penangkapan ikan ilegal. Kesimpulan: Pemerintah perlu terus memperkuat upaya pengawasan dan penegakan hukum untuk memberantas kegiatan penangkapan ikan ilegal di perairan Kepulauan Riau dengan meningkatkan koordinasi antar instansi terkait, meningkatkan kapasitas personel pengawas, dan menyediakan sarana dan prasarana yang memadai.

Abstract

There are many taxpayers who have not paid their motor vehicle tax, even though the aim of the motor vehicle tax reduction program in Riau Province is so that taxpayers pay their motor vehicle tax after the tax payment period has passed. This research aims to see how effectively the motor vehicle tax reduction program in Riau Province has been running. The research method this time is using a qualitative research method. The reason the researcher used a qualitative research method was so that the researcher could see and analyze the extent to which the effectiveness of the motor vehicle tax reduction program in Riau Province was running. The theory in this research uses Mahmudi's effectiveness theory which consists of quality, quantity and time. The results of this research are that the motor vehicle tax whitening program that is already underway in Riau Province cannot be said to be effective. According to calculations, the number of vehicles that are in arrears in their motor vehicle tax payments is around 1 million vehicles and so far those who have utilized the motor vehicle tax whitening program in Riau Province are around 390 thousand motor vehicles. With this number of vehicles, researchers can conclude that less than half of the number of motorized vehicles in Riau Province have paid their motor vehicle tax which is in arrears. Of course, the hope is that the vehicle tax reduction program in Riau Province can make people aware of their tax obligations, where this program also exists to relieve people because they no longer need to pay administrative tax fines, they just have to pay the principal tax.

Abstract

State borders are strategically important places. Because of this weakness, the border area as the country's front porch becomes a strategic issue. The border area of Indonesia, as the country's external face, is impressed if its management is based on a safety approach (safety belt method). Villages in Indonesia are still difficult to disentangle; it is frequently stated that he is lagging in development affairs, such that social, economic, infrastructure and other advances appear to be overlooked. The Village Sustainable Development Goals are a development concept that emphasizes ecologically responsible growth while also protecting local culture. The purpose of this research is to determine how the Sustainable Development Goals (SDGs) are implemented in the border communities of the Rokan Hilir region. A qualitative technique is used in this investigation. To acquire a thorough grasp of the research problem, data was gathered using in-depth interviews, observation, and interactive photographic techniques. Purposive sampling was used to identify informants. After collecting the data, it is processed using an analytical technique with the N-Vivo 12 to explain, show, and place the data so that conclusions can be reached. Cooperation in the three components of the SDGs is required to achieve sustainability, which balances development on the economic, social, and environmental dimensions. The study's findings indicate that the Village Sustainable Development Goals, particularly in Teluk Pulai Village in the border area of Rokan Hilir District, have not been realized based on indicators of sustainability fulfillment. Apart from that, it can be seen from the unmet SDGs performance targets, which had an impact on the Village SDGs Score of 35.96 and the Developing Village Index (IDM) with a Developing status. The SDGs goals in the border area have not been realized, including a lack of village development plans, which solely focus on satisfying the requirements of the village community, thus the SDGs Village goals required by the community are not planned.

Abstract

Current Corporate Social Responsibility (CSR) policies are often judged to be less targeted and unsustainable, causing disappointment to the community and government. In order for this CSR policy to be right on target and sustainable, then it needs to be based on the policy of accelerating the achievement of the Village Sustainable Development Goals (SDGs). Bengkalis Regency currently has one large company, namely PT. Pertamina Sungai Pakning which is committed to the implementation of CSR. The company has made a CSR policy from 2014, but this CSR policy has not been based on the Village SDGs. The purpose of this study is to develop CSR policies based on Village SDGs in order to assist villages in accelerating the achievement of national development goals. This study uses a qualitative method. The results of the study found that the development of CSR policies can be formulated using an incremental policy model by maintaining the fields of education, health, the environment and adding several fields, namely the economic, social, institutional and technological fields which have implications for the objectives of the Village SDGs. This policy can be realized through charity programs, infrastructure, capacity building, and community empowerment.

Abstract

This research is motivated by the importance of implementing discipline for employees and organizations. Discipline will affect work and organizational goals. Employees who do not have good discipline will result in unsatisfactory performance. discipline has an impact on performance, of course, performance is related to employee work results. Because poor work results will certainly affect the goals and even the existence of the organization. The purpose of this study was to determine and analyze the effect of work motivation on employee work discipline with job satisfaction as an intervening variable for employees of the Public Housing and Settlement Area Office of Pekanbaru City. This research method is quantitative descriptive method. Primary data is obtained directly through questionnaire results. The research sample amounted to 45 employees at the Public Housing and Settlement Area Office of Pekanbaru City. Based on the results of the research and discussion, it is concluded that: (1) work motivation, work discipline and job satisfaction of employees of the Public Housing and Settlement Area Office of Pekanbaru City are quite good. This is known from the average assessment of the three variables which are in the good enough category; (2) there is an effect of work motivation on employee work discipline; (3) there is an effect of work motivation on employee job satisfaction; (4) there is no effect of job satisfaction on employee work discipline, and; (5) there is no effect of work motivation on work discipline and job satisfaction as an intervening variable in employees of the Public Housing and Settlement Area Office of Pekanbaru City.

Abstract

The Sungai Pakning sub-district has a vast area of peatland, which presents significant opportunities for the development of the agricultural sector. However, the potential of the region has not been fully realized by the local population. Farmers in this area face a range of challenges, including the adverse effects of climate change, limited access to resources, and a lack of knowledge about agricultural techniques suitable for peatlands. These obstacles have been the primary hindrances to enhancing agricultural productivity and optimizing the utilization of peatlands in Sungai Pakning Village. The objective of the study is to explore the possibilities of institutional development of farmer groups as a potential solution to improving the welfare of peat farmers in the village. The research employs a qualitative approach and field survey methods to identify the challenges faced by farmers. The findings of the research reveal that the institutional structure of farmer groups in this area is not entirely organized. Their role in supporting peat farmers can be improved by enhancing organizational structures, providing technical training, and increasing access to resources.

Abstract

Community empowerment is a main pillar in the development of a region. Increasing public participation and services is crucial for achieving inclusive and sustainable development goals. Amid the dynamics of modern society, the role of subdistrict libraries in enhancing public services and community participation is increasingly emphasized. According to UNESCO data, the reading interest of Indonesians is very concerning, at only 0.001%. This means that out of 1,000 Indonesians, only one person regularly reads. A different study titled "World’s Most Literate Nations Ranked," conducted by Central Connecticut State University in March 2016, ranked Indonesia 60th out of 61 countries in reading interest, just below Thailand (59) and above Botswana (61).One important element in providing quality public services is the subdistrict library. As a knowledge institution and source of information, the subdistrict library has great potential to improve public services and encourage community participation. Through various programs and activities, the subdistrict library can serve as a center for information, education, and community activities relevant to the needs of the local community.

Abstract

Abstract Since January 2020, Corona Virus Disease 2019 (COVID-19) has infected more than 2,245,872 people including in Indonesia. Covid-19 is very dangerous to society due to the rapid increase in people affected by Covid-19 in Indonesia, including in Pekanbaru City. The city of Pekanbaru is one of the cities with the most dense population, making it easy for this virus to spread. The high spread of Covid-19 in society has prompted the Indonesian government to issue Minister of Health Regulation Number 18 of 2021 concerning the Implementation of Vaccinations in the Context of Mitigating the Corona Virus Diease (Covid-19). This vaccination policy aims to reduce transmission, reduce morbidity and mortality, achieve group immunity in the community, protect the community from Covid-19 so that they remain socially and economically productive. In this study using qualitative methods with data collection techniques by observation, interviews, and documentation. The data were analyzed qualitatively using the theory of Yulianto Kadji policy implementation model, namely MSN- Approach (Mentaliti, System, Networking) using the system-approach indicator. The results of this study based on system-approach indicate that the implementation of the vaccination policy has been going quite well but in its implementation there are still obstacles and rejections, namely there are still elderly people who have not been vaccinated, limited vaccine stock, long queues for vaccine implementation.
