Abstract

This research paper examines how digital governance evolves and intersects with collaborative governance to reshape the principles and practices of public administration. The research explores how digital platforms facilitate stakeholder collaboration, co-production of public services and evidence-based decision-making. The study also discusses the challenges that public institutions face in adapting to this new paradigm, including issues of digital divide, institutional resistance and governance capacity. These findings underscore the importance of aligning technological innovation with inclusive governance practices to achieve more effective, accountable and citizen-centred governance. The implications of this research suggest that future public sector reforms should prioritise digital inclusion, invest in collaborative capacity building, and strengthen governance networks to respond more adaptively to complex societal needs. Ultimately, this research suggests that the fusion of digital and collaborative governance offers significant potential to address complex policy challenges and enhance democratic legitimacy in contemporary public administration.

Abstract

This study aims to analyze the implementation of Agile Governance in the healthcare sector through the Kurma Manis (Healthy Community Home Visits) Program in Pekanbaru City. Agile Governance is an adaptive, collaborative, and responsive governance approach that is highly relevant in the dynamic healthcare service system. The Kurma Manis Program is a healthcare innovation that involves direct home visits to deliver preventive and promotive services. This research uses a descriptive qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. The results indicate that Agile Governance principles such as cross-sector collaboration, rapid feedback, and continuous improvement have been effectively implemented in the program. However, several challenges remain, particularly in stakeholder coordination and limited human resources. The study concludes that the application of Agile Governance in the Kurma Manis Program enhances the effectiveness of public healthcare services in Pekanbaru City.

Abstract

This study aims to analyze the influence of digital-based public services on the work environment at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Rokan Hulu Regency. In the digital era, the transformation of public service delivery has become a strategic necessity to improve efficiency, transparency, and responsiveness in government institutions. The implementation of digital systems is expected not only to enhance service quality for the community but also to significantly affect the internal work dynamics of public institutions. This research employs a qualitative descriptive approach, using interviews, observations, and documentation as data collection techniques. The findings indicate that the adoption of digital public service systems has led to improvements in work efficiency, communication, and employee motivation. However, challenges such as limited digital literacy, inadequate infrastructure, and resistance to change remain critical barriers. The study concludes that while digitalization presents numerous benefits, its success depends on comprehensive strategies including training, infrastructure development, and change management to foster a supportive and adaptive work environment.

Abstract

Deforestation remains a critical challenge for sustainable development in Indonesia. This study evaluates the effectiveness of deforestation control policies in supporting the achievement of SDG Target 15.2 on sustainable forest management. Using a qualitative approach with the DPSIR (Drivers-Pressures-State-Impacts-Responses) analytical framework, the research examines policy documents, government reports, and deforestation datasets from Global Forest Watch. The results indicate that while policies such as the forest moratorium and the FOLU Net Sink 2030 commitment have successfully reduced deforestation in priority areas, their implementation continues to face complex challenges. Key findings reveal: (1) Economic incentive disparities between central and local governments drive forest exploitation for local revenue; (2) Weak multi-sectoral coordination between forestry policies and infrastructure development; (3) Limited community participation in decision-making processes; and (4) Real-time monitoring systems that are not yet integrated with rapid response mechanisms. The study recommends strengthening green incentives, enhancing collaborative governance, recognizing indigenous community rights, and optimizing monitoring technologies as strategies to accelerate SDG achievement. These findings make significant contributions to environmental policy literature by offering a holistic perspective on deforestation control challenges in developing countries.

Abstract

Mangrove conservation is essential for enhancing coastal resilience with sustainable development, particularly in areas vulnerable to environmental degradation. This study explores the many factors that influence sustainable mangrove management from both a collaborative governance and public administration perspective. Using a quantitative approach with potential analysis and the MICMAC method, data were collected through expert sampling involving stakeholders with extensive knowledge in environmental policy and coastal governance. The analysis revealed four key enabler variables—stakeholder engagement, regulatory framework, economic conditions, and environmental awareness—all of which showed high influence with low dependency, thus positioning these variables appropriately as critical elements for establishing an effective green governance system. In addition, elements such as environmental education, institutional quality, law enforcement, socio-cultural values, technological innovation, and tourism potential were considered to contribute to long-term sustainability, but with less weighting. Integration and strengthening of these planned enablers remain essential to improving mangrove conservation outcomes, as well as ensuring the long-term well-being of coastal communities. This study highlights the importance of how we should foster a collaborative multi-actor governance model. This will support sustainable coastal ecosystem management within a public administration framework.

Abstract

Despite the government of Indonesia’s best efforts, several issues have arisen from the lack of policy integration on implementing comprehensive policies for appropriate peatland management. Criticism claims that many current policies put short-term financial gain ahead of long-term sustainability. This study looks at the dynamics resulting from Indonesia’s disjointed implementation of the country’s peatland policy. This research examines laws and regulations on policy concerns adopted in peatland management through a public policy and legal approach. The study’s conclusions highlight the contradictory state of Indonesia’s peatland policy, which is marked by shifts that highlight competing values—giving development and sustainability equal weight, for example. During the dry season, smoke, recurrent fires, and associated health issues are inevitable.

Abstract

Mangrove ecotourism is a natural tourism potential that holds significant economic and conservation values. This study aims to identify effective strategies for developing mangrove ecotourism to enhance the local community’s economy in Bukit Batu, Bengkalis Regency. The research employs a qualitative approach with data collection techniques including interviews, observations, and document studies. Data analysis is conducted using descriptive analytical methods to examine the potentials, challenges, and opportunities in mangrove ecotourism development. The results reveal that mangrove ecotourism development can increase community income through higher tourist visits, community involvement in management, and the development of tourism products based on local culture and environment. However, challenges such as limited supporting facilities, lack of human resource training, and conservation awareness need to be addressed. Recommended development strategies include improving infrastructure, empowering the community through training and education, and promoting sustainable tourism. With the implementation of these strategies, it is expected that mangrove ecotourism in Bukit Batu will thrive and provide significant economic benefits to the local community.

Abstract

This study aims to analyze the implementation of green open space (GOS) policy in Pekanbaru City and to identify the supporting and inhibiting factors in its execution. Green open spaces play a vital role in maintaining urban ecosystem balance, improving environmental quality, and providing beneficial public spaces for the community. This research uses a qualitative approach with data collected through interviews, observations, and document analysis. The findings indicate that the implementation of GOS policy in Pekanbaru City has not been fully optimized. Several challenges were identified, including limited land availability, lack of inter-agency coordination, and minimal community participation. Nevertheless, the city government has made efforts to increase the quantity and quality of GOS through greening programs and the development of urban parks. This study recommends strengthening regulations, enhancing cross-sectoral synergy, and actively involving the community in the planning and management of GOS to support the achievement of sustainable urban development goals.

Abstract

Waste management is a critical issue in urban environmental management, especially in Pekanbaru, which faces challenges related to the increasing volume of waste due to population growth and urbanization. This study aims to analyze the role of the Environmental Agency (Dinas Lingkungan Hidup - DLH) of Pekanbaru in waste management and the effectiveness of policies implemented to reduce and manage waste in the city. This research uses a qualitative descriptive approach, with data collection techniques including in-depth interviews, field observations, and a review of waste management policy documents. The research informants include officials from the Environmental Agency, waste management staff, and members of the community involved in cleanliness programs. The findings indicate that the role of DLH is crucial in waste management, but several challenges remain, such as the lack of waste sorting facilities at the household level, low community participation, and budget limitations for sustainable waste management programs. Nevertheless, some policies, such as community education and the development of waste management infrastructure, have shown positive results, although further evaluation and improvement are needed. This study recommends better coordination among relevant agencies, increased community participation, and greater budget allocation to support more effective waste management in Pekanbaru.

Abstract

Urban environmental management has become an important issue in modern times, particularly in Pekanbaru, a city experiencing rapid growth and high levels of urbanization. This study aims to analyze public policy-based environmental management in Pekanbaru, focusing on the effectiveness of policies implemented by the local government to preserve environmental sustainability. Using a qualitative approach, data were collected through interviews with government officials, environmental experts, and local residents, as well as a review of relevant policy documents. The findings indicate that although existing environmental management policies are relatively comprehensive, there are several challenges in their implementation, including a lack of public awareness, limited funding, and suboptimal coordination between sectors. Therefore, this study recommends improvements in inter-agency coordination, increased public participation, and regular evaluations of policies to enhance the effectiveness and sustainability of environmental management in Pekanbaru. In this way, public policy-based environmental management is expected to contribute to the creation of a green, clean, and livable city.
