Abstract

This research is motivated by the importance of implementing discipline for employees and organizations. Discipline will affect work and organizational goals. Employees who do not have good discipline will result in unsatisfactory performance. discipline has an impact on performance, of course, performance is related to employee work results. Because poor work results will certainly affect the goals and even the existence of the organization. The purpose of this study was to determine and analyze the effect of work motivation on employee work discipline with job satisfaction as an intervening variable for employees of the Public Housing and Settlement Area Office of Pekanbaru City. This research method is quantitative descriptive method. Primary data is obtained directly through questionnaire results. The research sample amounted to 45 employees at the Public Housing and Settlement Area Office of Pekanbaru City. Based on the results of the research and discussion, it is concluded that: (1) work motivation, work discipline and job satisfaction of employees of the Public Housing and Settlement Area Office of Pekanbaru City are quite good. This is known from the average assessment of the three variables which are in the good enough category; (2) there is an effect of work motivation on employee work discipline; (3) there is an effect of work motivation on employee job satisfaction; (4) there is no effect of job satisfaction on employee work discipline, and; (5) there is no effect of work motivation on work discipline and job satisfaction as an intervening variable in employees of the Public Housing and Settlement Area Office of Pekanbaru City.

Abstract

Kelompok nelayan membutuhkan pembinaan yang mencakup peningkatan pengetahuan, pemahaman, dan keterampilan terkait pembudidayaan mangrove sehingga menjadi icon daerah atau mampu mengurangi tingkat abrasi yang signifikan di desa pangkalan jambi. Tujuan dari pengabdian ini adalah untuk mendorong masyarakat untuk menjadi lebih kreatif dan mengembangkan sumber daya yang potensial untuk membantu Kelompok Nelayan Mangrove mendapatkan uang. Selain itu, untuk meningkatkan pemahaman dan pengetahuan masyarakat tentang budidaya mangrove dan keterampilan mereka, terutama untuk kelompok sasaran, yaitu kelompok Harapan Bersama. Kegiatan ini dilakukan di Desa pangkalan jambi, kecamatan bukit batu, kabupaten bengkalis, dengan metode yang disesuaikan dengan lingkungan sekitar. Pengabdian ini dilakukan menggunakan model Enterpreneurship Capacity Building (ECB), yang terkait erat dengan kemampuan berwirausaha dan pembuatan produk inovatif dari mangrove. Mitra dalam pengabdian ini adalah  Semua anggota PKK dan Kelompok Nelayan Harapan Bersama yang mengikuti acara ini. Kegiatan pemberdayaan masyarakat ini dapat meningkatkan pemahaman masyarakat tentang cara mengolah bahan mangrove menjadi bahan makanan dan menjadi produk jajanan makanan yang lebih kreatif.  Salah satu hambatan awal program ini adalah masyarakat tidak tahu cara menanam dan membudidayakan tanaman mangrove yang baik dan benar, yang menyebabkan beberapa bibit tidak tumbuh dengan baik pada awal penanaman. Oleh karena itu, kelompok nelayan mangrove memerlukan dukungan dan pendampingan teratur. Agar kelompok nelayan dapat membudidayakan mangrove, yang akan berdampak pada ekonomi kelompok, pendampingan harus terus diberikan. Nilai dari program ini adalah keberlanjutan.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kinerja, faktor penghambat dan pendukung kinerja Aparatur RSUD Arifin Achmad Provinsi Riau. Pentingnya sumber daya manusia dalam organisasi sehingga kinerja sumber daya manusia tentu berpengaruh besar pula terhadap kinerja sebuah organisasi. RSUD Arifin Achmad Provinsi Riau memiliki 999 tenaga aparatur yang tersebar dalam 20 tingkatan pangkat. Meskipun formasi jabatan sudah terisi sepenuhnya, kualitas pelayanan di rumah sakit ini belum optimal. Banyak masyarakat mengeluhkan sikap perawat yang tidak ramah, pelayanan yang lambat, dan sikap dokter yang bernada tinggi, sebagaimana diungkapkan dalam ulasan di Google Maps. Keluhan-keluhan ini menunjukkan adanya masalah serius dalam kualitas pelayanan yang disediakan oleh RSUD Arifin Achmad, yang perlu diperbaiki untuk meningkatkan kepuasan masyarakat. Penelitian ini menggunakan pendekatan penelitian kualitatif. Penelitian ini menggunakan metode kualitatif studi kasus deskriptif di RSUD Arifin Achmad, Riau. Informan dipilih dengan purposive sampling dan mencakup pihak manajemen, pegawai, dan pasien. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Analisis data meliputi pengumpulan, reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kualitas pelayanan di RSUD Arifin Achmad perlu ditingkatkan dalam aspek produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Faktor penghambat meliputi kekurangan fasilitas medis dan kurangnya sosialisasi prosedur kepada masyarakat, sementara faktor pendukung adalah fasilitas medis yang lengkap dan sistem komputerisasi yang baik.

Abstract

Riau Province has great potential in ecotourism development, especially in coastal areas, mangrove forests, and tropical peatlands. However, this development is faced with serious challenges in the form of environmental pollution that threatens the sustainability of natural tourism destinations. This study aims to identify the forms of pollution that occur in Riau's ecotourism areas, analyze their impacts on ecosystems and tourism activities, and formulate strategic solutions for sustainable management. The method used is a qualitative approach with case studies in several leading ecotourism locations such as Mangrove Ecotourism in Bengkalis and Zamrud Lake tourism in Siak. Data were collected through interviews, observations, and field documentation. The findings of this study clearly demonstrate that environmental pollution—particularly from domestic waste, peatland fires, and land-use changes—poses a significant threat to the ecological integrity and long-term viability of ecotourism destinations in Riau Province. Without immediate and coordinated intervention, these threats risk undermining the region’s ecotourism potential. Therefore, this study concludes that sustainable ecotourism in Riau can only be achieved through an integrative and participatory management model that involves capacity building for local communities, strict enforcement of environmental regulations, and multi-stakeholder collaboration. Such strategic efforts are essential to preserve the natural assets of Riau and ensure that ecotourism continues to provide ecological, social, and economic benefits in the future.

Abstract

This community service program aims to enhance the competitiveness of local products through the empowerment of coastal communities in Bengkalis Regency, particularly the Biene honey business group. The main problems faced by the partners are weak branding, simple packaging design, and limited market access, which hinder the honey products from competing broadly. The method used is Participatory Action Research (PAR) through training, mentoring, and joint evaluation stages. The interventions carried out include strengthening brand identity, redesigning packaging to meet food safety standards, and facilitating digital marketing through marketplaces and social media. The results of the program indicate an increase in partners’ capacity in business management, marketing, and product handling. The new Biene Honey brand identity has been registered as intellectual property, product packaging has become more attractive and hygienic, and market access has expanded through online sales channels and promotion via local media. Overall, this program has successfully fostered the economic independence of coastal communities by strengthening branding, packaging, and market access, while also contributing to the achievement of sustainable development goals, particularly in the areas of decent work, economic growth, and partnerships.

Abstract

Dana bantuan sosial di Indonesia disalurkan berdasarkan Data Terpadu Kesejahteraan Sosial (DTKS) dimana DTKS merupakan data induk yang digunakan oleh Kementrian sosial dan Pemerintah Daerah dalam hal ini Dinas Sosial Kab/Kota yang berwenang untuk mengelola data tersebut. Teori yang digunakan dalam penelitian ini adalah teori efektivitas kerja oleh Admosoeprapto (dalam Amelya,2022) dengan 5 (lima) indikator : Pencapaian Tujuan, Kualitas Kerja, Kuantitas Kerja, Tepat Waktu dan kepuasan kerja. Tujuan penelitian ini untuk mengetahui efektivitas kerja pegawai Dinas Sosial dalam memverifikasi dan memvalidasi data penerima dana bantuan sosial di Kota Pekanbaru. Dengan menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi yang bersifat deskriptif, menggunakan teknik pengumpulan data secara observasi, wawancara, dan dokumentasi. Hasil dari penelitian yang penulis dapat yaitu kerja pegawai Dinas Sosial dinilai belum efektif dalam melakukan verifikasi dan validasi data penerima dana bantuan sosial, dimana masih memiliki beberapa faktor yang menjadi hambatan yang dialami oleh Dinas Sosial Kota Pekanbaru sehingga menyebabkan pelaksanaan verifikasi dan validasi data tersebut belum efektif. Saran dari peneltian ini adalah dibutuhkan kerjasama, koordinasi dan harmonisasi antara pemerintah pusat dan daerah agar data yang dihasilkan tepat sasaran, efektif dan efisien serta didukung oleh sistem yang baik, terintegrasi, transparan dan akuntabilitas dalam penyaluran bantuan sosial tersebut.

Abstract

Zakat is a certain amount of property that is required of Allah SWT, submitted to the people who are entitled. Socio-economically, zakat is expected to help and improve the socio-economic level of its acceptance (mustahik). The form of zakat aid that helps to improve the recipient's economy is productive zakat. Zakat productive is a potential source of funds that can be utilized to advance the welfare of society. In its utilization, zakat is managed to produce something continuously. Sungai Apit Subdistrict Siak Regency is an area that has implemented Zakat poduktif system, but in pity there are still some people who are unable to develop business funds provided by the Unit of Zakat Collection of Sungai Apit District. Therefore it is necessary to see the implementation of productive zakat management in Sungai Apit District Siak District.The reference of productive productive zakat used in this study is the regional regulation number 6 of 2013 on the management of zakat in Siak Regency. Particularly article 24 is to look at the procedure of productive zakat management. This research uses qualitative descriptive method with triangulation technique, data collection with observation, interview and documentation.The result of the research is the implementation of productive zakat management in Sungai Apit Subdistrict Siak Regency is still not optimal because there are still obstacles in the field, therefore it is necessary to see the procedure of utilizing the result of zakat collection for productive business such as: conducting feasibility study, determining the type of productive business, guidance and counseling, monitoring, controlling and supervising, evaluating and reporting. In order for the implementation of productive zakat management can run optimally so that the community who receive the productive zakat assistance can improve the level of the family economy.Keywords: Mustahik, Zakat Productive, Policy Implementation

Abstract

Non-metallic and rock mineral taxes is tax on activities taking mineral not metal and rock, good from source natural in in and / or surface earth for utilized. In Batang Gansal sub-district, there are still some mining management companies that do not have IUP and have not achieved the target of non-metal mineral and rock tax revenue. So that affect the Original Regional Income (PAD). Therefore the Government of Indragiri Hulu District issued Regulation No. 62 of 2011 Regarding the Directive of Non-Metallic Mineral and Metal Tax Executor. The objective of this Regulation is to reduce the existence of illegal and unlicensed mining entrepreneurs, as well as guidelines for acts used by the apparatus in registration, calculation, collection, collection and control of mining companies operating in Indragiri Hulu District. This study aims to determine the Implementation of Non-Metallic Mineral and Stone Taxes in the District of Batang Gansal Indragiri Hulu Regency. In the theory of implementation model by Van Meter dan Van Horn, there are six influential variables in the implementation, namely: Standards and targets of policies, resources, inter-organizational relation, characteristics of implementing agents, socio-political and economic conditions, disposition of implementors.The research method used in this research is qualitative. With technique that is done by purposive sampling , to informant in this research. In this writing, the informants are Head of Regional Income Board of Indragiri Hulu Regency, Secretary of Regional Income Agency, Head of Registration, Data Collection, Calculation, and Mining. Then analyze the data and manage.Based on research and discussion that researchers do in the field, it was found that the implementation of non-metallic mineral and rock tax policy in Batang Gansal District Indragiri Hulu Regency has not been implemented maximally. Abstract

Implementation of public services through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City is implemented to improve the quality of public services (licensing and non-licensing services) by providing the simplification of the system and improving access to services so it is expected to encourage community / business actors to manage licensing according to specification and requirement as legality in conducting business activities.In this research, the concept of the theory used refers to the theory of public service proposed by Dwiyanto (2006) suggests four criteria that can be used to assess the bureaucracy (organization) in providing excellent public services, namely public accountability, responsiveness, service orientation, and efficiency service. This research uses qualitative approach with descriptive method in describing the research result. Data collection techniques include interviews, observation and documentation studies.The results of the research show the implementation of public service through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City, the giver and service system has been running well proven by the transparency of service, openness in the availability of information related to licensing services and non permissions needed by the community and accessible to facilitate the community in terms of business licensing online. However, the output (result) in pushing the target group (users of the service) has not been running optimally, the users of the services using SIMOLEK, dated January 5, 2018 there are 105 users who perform the installation of electronic mobile devices, while issuing licenses as legality of business activities (target group) reaching 3,500-4,000 every year. The low service users use SIMOLEK due to the low socialization directly to the target group (business actors) related to electronic mobile services (SIMOLEK) that impact the ignorance and doubt the community / service users to the service.Key Words: Public Service, Public Accountability, Responsiveness, Service Orientation, Service Efficiency.

Abstract

Restaurants are increasingly growing in Pekanbaru City. The restaurant is a place to eat food and drinks provided with chargeable. The restaurant have adequate tax potential should be able to increase the local revenue from the tax sector ie restaurant tax. The occurrence of problems such as the number of dishonest restaurants reported taxes and the gap between the target and the realization, of course can not be separated from the supervision of the regional income agency in terms of tax revenue restaurant.The concept of the theory that researchers use is Management, Supervision, and Tax. This research type is qualitative research with descriptive method. Selection of informants of this study using the technique "purposive sampling", which this informant is predetermined and the determination of informants based on the consideration that the selected informant is the people who know and involved. Data collection techniques through interviews, documentation, and observation.The results of this study, Supervision of Restaurant Tax Collection by Pekanbaru City Revenue Board considered not maximal. By looking at the number of restaurants that violate the contents of the provisions of Regional Regulation No. 6 of 2011 on Restaurant Tax.
