Abstract

Budaya organisasi merupakan peran penting dalam operasional organisasi. Budaya organisasi merupakan sebuah identitas dari organisasi, namun adanya perpindahan identitas membuat Bank Riau Kepri mengalami fase transisi yaitu dari konvensional menjadi syariah yang membuat budaya organisasi berpengaruh terhadap berubahnya budaya organisasi yang lama dan budaya yang baru. Budaya organisasi sebuah perusahaan berhasil diterapkan pasca perubahan jika dalam melaksanakan perpindahan dari perbandingan budaya organisasi yang baru lebih baik dari budaya organisasi yang lama. Hal ini dilihat dari kinerja Bank Riau Kepri dari tahun 2021 – 2023. Selama periode ini terdapat kenaikan pengaduan nasabah per tahun. Hal tersebut dapat menjadi sebuah evaluasi terhadap perusahaan agar dalam penerapan budaya organisasi yang baru memiliki ouput yang baik bagi nasabah. Sehingga tinjauan dari penerapan budaya organisasi yang baru, dapat meningkatkan kepercayaan dan kenyamanan sehingga mendapatkan berkah dalam bertransaksi sesuai dengan tagline Bank Riau Kepri Syariah yaitu berkah untuk semua. Tujuan dari penelitian ini yaitu menganalisis dan mengidentifikasi faktor - faktor penerapan budaya organisasi Bank Riau Kepri Syariah pasca konversi dari konvensional ke syariah penelitian ini menggunakan teori Budaya Organisasi Schein dalam ambarwati (2018) dan menghasilkan 3 indikator, diantaranya: Asumsi Dasar, Nilai – Nilai, dan Artefak Metode yang digunakan pada penelitian ini adalah metode penelitian kualitatif, dengan teknik pengumpulan data yaitu observasi dan wawancara. Hasil dari penelitian ini adalah pemaparan tentang Penerapan Budaya Organisasi Bank Riau Kepri (BRK) Pasca Konversi Dari Konvensional Ke Syariah yang dapat dikatakan belum Optimal karena adanya pelaksanaan pelatihan pada budaya organisasi yang singkat pada pelaksanaan dan padat pada pembekalan materi.

Abstract

This research paper examines how digital governance evolves and intersects with collaborative governance to reshape the principles and practices of public administration. The research explores how digital platforms facilitate stakeholder collaboration, co-production of public services and evidence-based decision-making. The study also discusses the challenges that public institutions face in adapting to this new paradigm, including issues of digital divide, institutional resistance and governance capacity. These findings underscore the importance of aligning technological innovation with inclusive governance practices to achieve more effective, accountable and citizen-centred governance. The implications of this research suggest that future public sector reforms should prioritise digital inclusion, invest in collaborative capacity building, and strengthen governance networks to respond more adaptively to complex societal needs. Ultimately, this research suggests that the fusion of digital and collaborative governance offers significant potential to address complex policy challenges and enhance democratic legitimacy in contemporary public administration.

Abstract

This study aims to test the effect of corporate governance proxied by institutional ownership, independent board of commissioner, and audit committee and the effect of financial distress on tax avoidance in infrastructure, transportation, and logistics companies. This research uses a descriptive quantitative approach, which is analyzed using linear regression analysis of panel data such as the Chow test, Hausman test, classic assumption test, and hypothesis testing using EViews version 12 software. The population in this study is infrastructure, transportation, and logistic companies listed on the Indonesia Stock Exchange (IDX) from 2018 to 2022. The sample of this study is 24 companies that were determined by purposive sampling method so that 120 observations were obtained. The results of this study partially show that Corporate Governance, which is proxied by Institutional Ownership, Independent Board of Commissioners, and Audit Committee, has no significant effect on Tax Avoidance, and Financial Distress has a significantly negative effect on Tax Avoidance in infrastructure, transportation, and logistic.

Abstract

Penelitian ini bertujuan mengevaluasi tata kelola parkir di Kota Pekanbaru tahun 2023–2024 dalam perspektif good governance dan New Public Management (NPM). Latar belakang penelitian adalah tingginya mobilitas kendaraan yang menimbulkan masalah parkir liar, ketidakjelasan regulasi, serta kesenjangan antara potensi dan realisasi Pendapatan Asli Daerah (PAD). Penelitian menggunakan pendekatan kualitatif dengan teknik observasi, wawancara mendalam, dan dokumentasi, serta dianalisis melalui reduksi, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan tata kelola parkir masih menghadapi kendala berupa lemahnya kapasitas sumber daya manusia, keterbatasan sarana-prasarana, praktik pungutan liar, dan rendahnya partisipasi masyarakat. Meskipun terdapat upaya peningkatan transparansi melalui digitalisasi dan kerja sama dengan pihak ketiga, implementasi di lapangan belum optimal. Faktor penentu utama adalah kualitas aparatur, pengawasan, konsistensi regulasi, dan kesadaran publik. Penelitian menyimpulkan bahwa tata kelola parkir Pekanbaru belum sepenuhnya mencerminkan prinsip transparansi, akuntabilitas, efisiensi, dan keadilan, sehingga diperlukan reformasi kelembagaan, percepatan parkir digital, serta penguatan partisipasi masyarakat untuk mewujudkan sistem parkir yang tertib, modern, dan berkelanjutan

Abstract

The implementation of Agile Governance in developing Integrity Zones (ZI) represents a new strategy in higher education bureaucratic reform in Indonesia. This approach emphasizes responsiveness, collaboration, and continuous improvement in institutional governance. However, its success greatly depends on campus social dynamics, particularly how the academic community receives, understands, and executes policies. This article aims to critically examine the social environment's response to implementing Agile Governance within the context of ZI and analyze the relationship between structural policies and organizational culture. This study employs a document analysis method with a descriptive-qualitative approach, focusing on reviewing policy documents, implementation guidelines, and execution reports of ZI and Agile Governance at several Indonesian universities. The findings indicate that successful governance transformation is not solely determined by administrative completeness but is also significantly influenced by the active participation of the academic community, digital technology readiness, and institutional capacity to overcome cultural resistance. Integrating local values, transformative leadership, and institutionalized reflection mechanisms are key factors in internalizing integrity values and agile principles. This article recommends strengthening value-based governance models, enhancing institutional adaptive capacity, and developing participatory ecosystems as core strategies to achieve successful bureaucratic reform in universities through the Agile Governance approach.

Abstract

Fraud cases in financial institutions in Indonesia have increased. Currently, the banking sector is experiencing intense competition and facing internal problems, including fraud. Banks are institutions that depend on public trust in their operations because banks are considered agents of trust. Therefore, building public trust is very important for banks so that people are interested in using banking services. In the context of PT. Bank Riau Kepri Syariah, they also integrate organizational cultural values as moral guidance in behavior, actions and decision making. These values become a reference for all PT members. Bank Riau Kepri Syariah in assessing whether the actions taken are good or bad, right or wrong. The aim of this research is to analyze how the Principles of Organizational Culture are implemented in preventing fraud among PT employees. Bank Riau Kepri Syariah Pekanbaru Branch uses descriptive qualitative methods with an ethnographic approach which aims to explore behavior that occurs naturally in a culture or a certain social group to understand a particular culture from the perspective of the perpetrator. Data collection techniques in this research are based on the results of interviews, observation and documentation. The results of this research indicate that the application of PT's Cultural Values. Bank Riau Kepri Syariah Pekanbaru Branch has been well organized.   Keywords: Organizational Culture; Fraud; Bank.

Abstract

Sampah menjadi permasalahan yang tidak ada habisnya, salah satunya adalah keberadaan Tempat Penampungan Sementara (TPS) ilegal yang semakin banyak di setiap sudut Kota Pekanbaru. Masyarakat masih banyak membuang sampah tidak sesuai jadwal dan tempat yang diperbolehkan sehingga membuat persoalan sampah ini sulit dihilangkan. Tentunya ini menjadi target oleh Dinas Lingkungan Hidup dan Kebersihan Kota Pekanbaru dalam mengawasi oknum tidak bertanggung jawab guna meminimalisir penyebaran TPS ilegal. Adapun tujuan dari penelitian ini adalah untuk mengetahui bagaimana pengawasan yang dilakukan oleh Dinas Lingkungan Hidup dan Kebersihan Kota Pekanbaru khususnya di Kecamatan Bukit Raya. Berdasarkan permasalahan yang ditemui pada penelitian ini diidentifikasikan menggunakan teori Amirullah dan Budiyono dalam Saleh (2019). Jenis penelitian ini merupakan penelitian yang menggunakan Metode deskriptif kualitatif. Hasil Penelitian menunjukkan bahwa Masyarakat masih kurang memahami jadwal pembuangan sampah yang telah ditetapkan. Dalam hal ini sangat diperlukan perhatian pemerintah Kota Pekanbaru dalam tindakan proses penegakan hukum dan pengawasan yang berkaitan dengan pengendalian sampah pada tempat penampungan sementara (TPS) ilegal di Kecamatan Bukit Raya dapat terlaksana dengan optimal. Berdasarkan penelitian yang di lakukan dapat disimpulkan bahwa pengawasan Dinas Lingkungan Hidup dan Kebersihan Kota Pekanbaru masih belum optimal, hal ini dikarenakan pada tahun 2023 jumlah TPS ilegal meningkat tajam.

Abstract

Pembangunan kawasan perdesaan merupakan agenda strategis untuk meningkatkan pelayanan publik, memperkuat ekonomi lokal, dan mengurangi kesenjangan antarwilayah. Namun, implementasi Pembangunan Kawasan Perdesaan (PKP) di berbagai daerah masih menghadapi kendala, terutama pada kelembagaan dan koordinasi antardesa. Penelitian ini bertujuan merumuskan strategi penguatan kesiapan wilayah gampong dalam pengusulan PKP di Kecamatan Meureubo, Kabupaten Aceh Barat. Metode yang digunakan adalah analisis SWOT untuk mengidentifikasi faktor internal dan eksternal, yang selanjutnya dipadukan dengan Quantitative Strategic Planning Matrix (QSPM) untuk menentukan prioritas strategi. Hasil penelitian menunjukkan skor IFE sebesar 3,14 dan EFE sebesar 3,04, yang menempatkan wilayah pada Sel I (Growth and Build) dalam Matriks IE. Strategi prioritas yang dihasilkan adalah integrasi kelembagaan, integrasi pasar, serta backward integration dan pembiayaan lokal. Kesimpulannya, penguatan kelembagaan lintas gampong, jaringan pemasaran kolektif, dan kemandirian pembiayaan menjadi kunci utama dalam mendorong kesiapan pengusulan PKP. Kata kunci: Pembangunan Kawasan Perdesaan, Kesiapan Wilayah, SWOT, QSPM

Abstract

The existence of the Peat Arboretum is very important for environmental preservation, especially in areas that have extensive peatlands. It's just that its existence is less of a concern to the parties concerned. The manager has experienced a lack of income due to the absence of adequate management activities. The purpose of this community service activity is to improve the managerial competency of managing the Post-Covid 19 Pandemic Peat Arboretum in Bengkalis Regency. The implementation method used is a participatory approach and counseling and active assistance aimed at the management of the Peat Arboretum in Bukit Batu District, Bengkalis Regency. The results of the dedication show that the management of the Peat Arboretum as eco-tourism requires support from various parties. It is not enough just to rely on corporate CSR or government projects. Especially since the Covid 19 pandemic practically the activity of visiting tourists to locations has been greatly reduced. Managerial competence is felt to be important to the attention of all stakeholders in the management of the Peat Arboretum, because all team members can experience an increase in their leadership competence. Managerial competence makes coordination and communication easier, members are more open, and members feel valued and there is member attachment to the team.

Abstract

This paper describes the dynamics that occur in the use and management of peatlands in Indonesia as a result of various policies that are not integrated. Various policies have been made by the government in an effort to use and manage peatlands properly. The problem is that many of these policies are accused of being motivated by short-term interests that override long-term considerations. This study uses a legal policy approach, which is an approach that is carried out by observing laws and regulations relating to the policy issues under study. The results of the study show that the dynamics of peatland policies in Indonesia, which experience ups and downs, clearly show a paradoxical position, namely the existence of policy variables that emphasize the value of sustainability and variables that prioritize the value of development. The fires and haze that often occur in the dry season and the accompanying diseases in many areas are an unavoidable impact due to errors in peatland utilization and management policies.
