Abstract

This study aims to explore the extent to which participation in the organization, work environment conditions, and organizational citizenship behavior (OCB) affect the morale of subdistrict employees in Lima Puluh Kota Regency. The background of this study is the low morale that has an impact on the quality of public services, especially in several subdistrict areas. The population in this study included all subdistrict employees in Lima Puluh Kota District, with 95 respondents selected randomly and proportionally. Data were collected through the distribution of questionnaires and analyzed using multiple linear regression and path analysis techniques. The results revealed that commitment to the organization, work environment, and OCB together have a significant effect on enthusiasm in providing public services. Among the three, OCB showed the most dominant influence on public service motivation. Based on these results, this study recommends strengthening organizational culture, providing institutional support, and encouraging positive behavior to increase the enthusiasm of the apparatus in public services.

Abstract

Untuk mewujudkan visi, misi, dan tujuan sebuah perguruan tinggi diperlukan sumber daya manusia yang solid berupa tim kerja. Selain dibutuhkan kemampuan individu tim dalam berkomunikasi, berkolaborasi, dan bertoleransi juga dibutuhkan kemampuan berupa perilaku extra-role yang dikenal dengan istilah  organizational citizenship behavior (OCB), hal ini sangat menentukan efektifitas dan efisiensi tim kerja serta merupakan aset berharga bagi keberlangsungan hidup organisasi. Menurut akar sejarahnya, OCB adalah suatu bentuk perilaku kooperatif, inovatif, dan spontan sebagai suatu bentuk perilaku kerelaan invidu di luar peran kerja yang di persyaratkan dalam menyelesaikan suatu pekerjaan. Kepribadian dan Kepuasan Kerja adalah faktor yang dapat mempengaruhi OCB. Sehingga tujuan penelitian ini untuk melihat pengaruh kepribadian dan kepuasan kerja terhadap OCB. Metode penelitian berupa metode kuantitatif, survey, dan asosiatif dengan responden tenaga kependidikan yang berstatus pegawai negeri sipil (PNS) di Universitas Negeri Padang, secara simple random sampling. Dari analisis struktural eqution model (SEM) berbasis partial least square (PLS) disimpulkan bahwa kepribadian berpengaruh positif dan signifikan serta berefek kuat terhadap OCB. Sedangkan kepuasan kerja berpengaruh positif dan signifikan serta berefek sedang terhadap OCB.

Abstract

This study examines the role of the Kopi Aie Langang Sirukam Social Forestry Business Group (KUPS) Non-Governmental Organization in improving the capabilities of Londo coffee farmers in Nagari Sirukam, Solok Regency. Using a qualitative descriptive approach, data were obtained through interviews, direct observations, and document reviews involving KUPS administrators, the Nagari government, the LPHN institution, the non-governmental organization KKI WARSI, and farmers. The results of this study show that KUPS has an important function as a mediator, mentor, and bridge in improving the capabilities and independence of farmers. The empowerment process is carried out through continuous training programs, intensive guidance, and institutional system development, which involves active participation to support joint marketing. KUPS initiatives have succeeded in stabilizing coffee prices, improving post-harvest processing quality, and expanding market reach through digital platforms and exhibitions. However, the implementation of empowerment faces several obstacles, such as limited facilities and equipment, dependence on external funding, and uneven levels of farmer participation. Cooperation between KUPS, the Nagari Government, LPHN, and KKI WARSI has been a major driver in strengthening farmers’ capacity and promoting sustainable local economic growth. Strengthening local institutions and developing independent funding strategies is necessary to ensure long-term sustainability and community resilience.

Abstract

The aims of this study were to determine the effectiveness of market service fee collection management at Nanggalo Market in increasing the local revenue of Padang City, to identify obstacles, and to develop plans to improve performance All 12 traders, the head of the Nanggalo Market Technical Implementation Unit, fee collectors, and employees of the Padang City Trade Office were used as informants. Interviews, field observations, and document studies were used to collect the data. The data validity was tested using triangulation techniques and data sources. The data analysis used the interactive model of Miles, Huberman, and Saldana, which included data presentation, conclusion drawing, and data reduction. Although the target was achieved, the QRIS e-retribution system had a high level of merchant compliance. There are issues with centralistic planning, labor shortages, inadequate telecommunications infrastructure, lack of transparency, and lack of digital literacy. Therefore, even though the target was achieved, the retribution management of the Nanggalo Market is still not optimal overall. Therefore, a participatory forum and the improvement of officers are needed.

Abstract

This research aims to find out how bureaucratic reform is implemented in developing human resources for the apparatus at the Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service. Researchers conducted qualitative research using descriptive methods. The research was conducted at the Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service. To select informants using purposive sampling. The data sources for this research are primary and secondary data, which were collected through interviews and documentation. However, triangulation of methods and sources is used to test the validity of the data. Data analysis consists of four stages: data collection, data reduction, data delivery and conclusions. The research results show that the implementation of bureaucratic reform in the development of human resources for the apparatus has gone well, although not optimally. employee skills are still lacking, thus explaining the importance of providing training to State Civil Servants who need it. The Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service has implemented bureaucratic reform in the aspect of human resource development. There are three indicators in human resource development according to Lijan Poltak Sinambela (2016), namely (1) Training and development of human resources such as training for civil servants (Laksa), career advancement training, (2) Compensation (3) Career development. Meanwhile, in the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 18 of 2021 concerning the Road Map for Bureaucratic Reform of the Ministry of State Apparatus Empowerment and Bureaucratic Reform for 2020-2024, there are seven indicators of success in developing human resources, namely (1) Planning employee needs (2 ) Employee recruitment (3) Employee development (4) Promotion, transfer and rotation of employees (5) Implementation of employee performance assessments (6) Enforcement of employee code of ethics (7) Developing a personnel information system. However, in implementing bureaucratic reform, the Dharmasraya Regency Cooperatives, Small and Medium Enterprises and Trade Service experienced obstacles, such as a lack of infrastructure, a lack of budget, and a lack of training provision for ASN. Abstract

Analisis kebutuhan pengembangan kompetensi (Bangkom) adalah proses untuk melakukan pengidentifikasian jenis pengembangan yang tepat berdasarkan keperluan pegawai tanda komanya dengan tujuan memastikan pegawai memiliki keterampilan yang sesuai dengan fungsi dan tugasnya sehingga tujuan dari studi ini yaitu melakukan analisis terhadap pengembangan SDM melalui analisis kebutuhan pengembangan kompetensi (BANGKOM) pegawai pada BPSDM Provinsi Sumatera Barat. Studi ini memakai metode deskriptif dan pendekatan kualitatif. Data yang dikumpulkan berasal dari wawancara dan studi dokumentasi. Hasil dari penelitian menjelaskan bahwasanya analisis kebutuhan pengembangan kompetensi (bangkom) dinilai efektif dalam mengoptimalkan pengembangan SDM serta memberikan manfaat langsung bagi pegawai dan BPSDM Provinsi Sumatera Barat. Adapun kendala dalam optimalisasi SDM dan pelaksanaan program analisis kebutuhan bangkom ini yaitu terbatasnya anggaran untuk melakukan pengembangan SDM secara berkelannjutan dan keterbatasan pegawai dalam mengisi formform yang disediakan untuk analisis.

Abstract

Perkembangan teknologi informasi dan komunikasi telah membawa dampak signifikan dalam transformasi masyarakat modern, terutama dalam konteks kebijakan publik. Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis bagaimana implementasi aplikasi pintar dapat menjadi katalisator dalam membangun masyarakat partisipatif di era kebijakan publik. Studi ini fokus pada peran aplikasi pintar sebagai alat untuk meningkatkan keterlibatan masyarakat dalam proses pengambilan keputusan publik. Melalui analisis literatur dan studi empiris, penelitian ini mencoba mengidentifikasi faktor-faktor kunci yang mendukung keberhasilan implementasi aplikasi pintar dalam meningkatkan partisipasi masyarakat. Hasil penelitian menunjukkan bahwa aplikasi pintar dapat memfasilitasi akses informasi yang lebih cepat, memungkinkan komunikasi dua arah antara pemerintah dan masyarakat, serta memberikan platform untuk kolaborasi aktif. Masyarakat yang terlibat dalam penggunaan aplikasi pintar cenderung memiliki pemahaman yang lebih baik tentang kebijakan publik dan merasa lebih terlibat dalam proses pembuatan keputusan. Namun, penelitian juga menyoroti beberapa tantangan yang perlu diatasi, seperti aksesibilitas teknologi yang tidak merata, kekhawatiran privasi, dan perbedaan tingkat literasi digital di antara anggota masyarakat. Oleh karena itu, perlu adanya upaya yang berkelanjutan dari pemerintah, sektor swasta, dan masyarakat untuk memastikan bahwa implementasi aplikasi pintar berjalan secara inklusif dan merata. Penelitian ini menyimpulkan bahwa membangun masyarakat partisipatif dengan aplikasi pintar di era kebijakan publik merupakan langkah positif dalam meningkatkan efektivitas kebijakan dan memperkuat hubungan antara pemerintah dan masyarakat. Meskipun tantangan ada, potensi positif dari integrasi teknologi dalam proses partisipatif menunjukkan arah yang menjanjikan untuk mewujudkan masyarakat yang lebih demokratis dan responsif terhadap kebutuhan kolektif

Abstract

Monitoring dan evaluasi pembangunan daerah merupakan komponen kritis dalam memastikan efektivitas dan akuntabilitas program pemerintah daerah. Penelitian ini mengkaji penerapan Sistem Informasi Monitoring Evaluasi Terintegrasi dan Dinamis (SIMETRIS) di Badan Perencanaan Pembangunan Daerah (Bappeda) Kota Padang sebagai solusi inovatif untuk meningkatkan kualitas perencanaan dan evaluasi pembangunan daerah. Metode penelitian menggunakan pendekatan kualitatif dengan teknik observasi, wawancara mendalam terhadap stakeholder terkait, dan analisis dokumentasi. Data dikumpulkan dari para pengguna sistem, administrator, dan pejabat di lingkungan Bappeda Kota Padang. Analisis data dilakukan secara deskriptif untuk menggambarkan proses implementasi, tantangan, dan dampak penerapan sistem. Hasil penelitian menunjukkan bahwa implementasi SIMETRIS telah berhasil mengintegrasikan berbagai data perencanaan dan evaluasi pembangunan dalam satu platform digital yang dapat diakses secara real-time. Sistem ini memungkinkan monitoring yang lebih efisien terhadap progress pencapaian target pembangunan, pelaporan yang lebih akurat dan tepat waktu, serta pengambilan keputusan yang berbasis data. Fitur-fitur unggulan SIMETRIS meliputi dashboard interaktif, sistem peringatan dini, integrasi data lintas SKPD, dan kemampuan analisis prediktif. Namun, penelitian ini juga mengidentifikasi beberapa tantangan dalam penerapan SIMETRIS, antara lain resistensi perubahan dari sebagian pegawai, keterbatasan infrastruktur teknologi informasi, serta kebutuhan pelatihan berkelanjutan untuk memaksimalkan pemanfaatan sistem. Kendala teknis seperti konektivitas internet dan kompatibilitas dengan sistem legacy juga menjadi faktor yang mempengaruhi efektivitas implementasi. Penerapan SIMETRIS memberikan dampak positif signifikan terhadap kinerja Bappeda Kota Padang, terutama dalam hal peningkatan transparansi, akuntabilitas, dan efisiensi proses monitoring evaluasi. Sistem ini juga mendukung pencapaian tujuan pembangunan berkelanjutan (SDGs) melalui penyediaan data yang lebih akurat dan komprehensif untuk pengambilan kebijakan.

Abstract

Perkembangan pesat teknologi informasi dan komunikasi mendorong pemerintahan daerah melaksanakan transformasi digital untuk meningkatkan kualitas, efisiensi, dan transparansi layanan publik; penelitian ini menelaah peran kepemimpinan digital di Dinas Komunikasi dan Informatika Kota Padang dalam transformasi pelayanan publik. Penelitian bertujuan mendeskripsikan kompetensi kepemimpinan digital, mendokumentasikan implementasi inovasi layanan digital, serta menilai dampaknya terhadap penyelenggaraan layanan publik. Penelitian deskriptif kualitatif dengan purposive sampling ini melibatkan populasi pegawai Diskominfo dan pemangku kepentingan terkait serta sampel informan kunci yang dipilih secara purposive; instrumen meliputi panduan wawancara semi terstruktur, lembar observasi, dan kajian dokumen. Analisis data menggunakan model interaktif Miles dan Huberman melalui reduksi data, penyajian data, dan penarikan kesimpulan disertai triangulasi untuk validitas. Temuan empiris menunjukkan bahwa kepemimpinan berorientasi visi strategis, adaptasi teknologi, pengambilan keputusan berbasis data, dan pembentukan budaya digital mendorong terwujudnya Padang Mobile, administrasi tanpa kertas, presensi digital, dan dashboard kinerja real time; inovasi ini meningkatkan akses, efisiensi, transparansi, dan peluang ekonomi lokal sementara kendala meliputi literasi digital, cakupan infrastruktur, dan reliabilitas sistem. Kepemimpinan digital merupakan penggerak utama transformasi digital yang berkelanjutan dan agar manfaat maksimal diperlukan penguatan kapasitas, kebijakan inklusif, dan peningkatan infrastruktur. Hasil memaparkan observasi empiris sedangkan kesimpulan menarik implikasi dan rekomendasi tindak lanjut.

Abstract

For the world of government practice today, good mental attitude and administraive were most important to apply. Therefore, this paper was dedicated to the greater purpose of how to realize a good mental attitude and administrative among civil servants as the main target in bureaucratic reform policies in Indonesia; focusing on exploring the quality level of the mental attitude and adminsitrative aspects of civil servants in various government agencies and identifying various factors that influence mental attitudes. This paper also investigated how much influence of these various variables on the mental attitude and administrative aspects of the civil servant. The study was conducted with an associative descriptive and analytical approach. Data was collected through questionnaires. In total, 266 responses were analyzed for all hypotheses using SPSS 26.0; imploring correlation and regression. The study found that work ethic was indeed positively related to apparatus mental attitudes. In the meantime, work discipline and work cooperation were also linked with mental attitudes of the apparatus. However, demographic aspects were not too correlated to mental attitudes. Organizational citizenship behaviour is positively associated with workplace spirituality, and employee performance. Mediation analysis indicated that organizational citizenship behaviour significantly enhances the relationship of workplace spirituality and employee performance. Moderation analysis suggested that employee’s emotional intelligence significantly boosts employee performance.
