Abstract

Leadership strategy is how a leader improves the performance of their employees in line with organizational goals. Improving performance is inevitably linked to several factors that can hinder a person's leadership. However, with the right strategies from a leader, these obstacles can be prevented or resolved using methods employed by leaders to ensure their success in leading an organization. In a government organization, a leader's strategy can determine the performance of an employee, depending on how a leader directs their employees to work so that they can work well and in accordance with the leader's instructions.

Abstract

Every organization, whether public or private, has a leadership style that influences employee performance. A person's leadership style is a benchmark for their progress or decline in the organization they lead. One of the challenges faced by a leader is how to motivate employees to focus their abilities on the interests of the organization. The purpose of this study is to determine the influence of leadership style on employee performance in the Ujung Gurun sub-district and the obstacles and challenges faced by leaders in leading the Ujung Gurun sub-district. The research method used is a qualitative research method using a descriptive approach. This method describes or explains existing problems by providing answers to the problems raised. This research was conducted in the Ujung Gurun sub-district, Padang Barat district, Padang city, West Sumatra. In this study, the object of research was the head of the Ujung Gurun sub-district. The results of the study show that the leadership style applied in Ujung Gurun Village is a democratic leadership style, and the influence of this leadership style on employee performance is the extent to which leaders are able to embrace their members to achieve common goals and overcome the problems faced by their members.

Abstract

Maladministration in public service delivery can reduce service quality and public trust in government institutions. The Ombudsman of the Republic of Indonesia is authorized to oversee public services and handle complaints of maladministration. This study aims to analyze the role of the West Sumatra Representative Office of the Ombudsman in overseeing and handling maladministration at the Padang City Environmental Agency. This study employed a qualitative approach with a descriptive design. Data were collected through interviews and document analysis involving four informants, including the Head of the West Sumatra Ombudsman Representative Office, the Head of the Report Examination Division, and two Ombudsman Assistants involved in complaint handling and public service oversight. Data were analyzed through data reduction, data presentation, and conclusion drawing using the role theory of Jim Ife and Frank Tesoriero, covering facilitative, educational, representative, and technical roles. The findings show that seven complaints concerning the Padang City Environmental Agency were recorded in 2024, with five categorized as maladministration involving procedural deviations. The Ombudsman implemented the four roles through complaint handling, public service education, complainant facilitation and protection, verification, clarification, document review, and examination. However, implementation remains suboptimal due to limited human resources and budgets, low public awareness, delayed institutional responses, and limited authority. Strengthening institutional capacity, public outreach, coordination, and preventive oversight is needed.

Abstract

Abstrak. Penelitian ini bertujuan untuk menganalisis pengaruh servant leadership terhadap psychological safety dan dampaknya terhadap kinerja pegawai di Balai Besar Pengembangan Kompetensi Aparatur Pemerintahan Dalam Negeri I (BBPKA PDN I) Kemendagri Bukittinggi. Penelitian menggunakan pendekatan kuantitatif asosiatif kausal dengan populasi seluruh Aparatur Sipil Negara (ASN) yang memiliki atasan langsung di BBPKA PDN I, berjumlah 84 orang dan seluruhnya dijadikan sampel melalui teknik sensus. Data dikumpulkan melalui kusioner berskala Likert 1-4 dan dianalisis menggunakan Partial Least Squares Structural Equating Modeling (PLS-SEM) berbantuan SmartPLS4. Hasil penelitian menunjukan bahwa servant leadership berpengaruh positif dan signifikan terhadap psychological safety (β = 0,747; T = 13,607; P < 0,001), psychological safety berpengaruh positif dan signifikan terhadap kinerja pegawai (β = 0,638; T = 10,102; P < 0,001), dan servant leadership berpengaruh positif dan signifikan terhadap kinerja pegawai melalui psychological safety sebagai variabel mediasi (β = 0,477; T = 7,369; P < 0,001). Ketiga hipotesis penelitian diterima seluruhnya. Temuan ini mengindikasikan bahwa peningkatan kinerja individual ASN di lingkungan birokrasi berbudaya hierarki tinggi tidak dapat dicapai hanya lewat penguatan kompetensi teknis, melainkan memerlukan penguatan iklim psikologis yang aman terlebih dahulu, yang dibentuk melalui penerapan kepemimpinan yang melayani oleh atasan. This study aims to analyze the effect of servant leadership on psychological safety and its impact on employee performance at the Regional Center for Competency Development of Home Affairs Apparatus I (BBPKA PDN I), Ministry of Home Affairs, Bukittinggi. This study applies a quantitative assosiative causal approach involving the entire population of civil servants who have a direct supervisor at BBPKA PDN I, totaling 84 people, all of whom were used as the research sample through a cencus technique. Data were collected using a 1-4 Likert scale questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS4. The results show that servant leadership has a positive and significant effect on psychological safety (β = 0,747; T = 13,607; P < 0,001), psychological safety has a positive and significant effect on employee performance (β = 0,638; T = 10,102; P < 0,001), and servant leadership has a significant effect on employee performance through psychological safety as a mediating variable (β = 0,477; T = 7,369; P < 0,001). All three hypotheses were fully accepted. These hierarchical bureaucratic culture cannot rely solely on technical competency development, but requires the strengthening of a safe psychological climate first, which is built through the implementation of servant leadership by superiors. Abstract

Human resource management (HR) plays an important role in the success of an agency, because HR is the main factor in utilizing work facilities and facilities. Employee work discipline is one important aspect that determines the productivity and image of the agency. However, the application of work discipline in several agencies, including BKPSDM Sungai Penuh City and Kerinci Regency, is still not optimal, as evidenced by violations of working hours and untimely completion of tasks by employees. In addition, the role of leadership, especially gender differences in leaders, is believed to affect employee work discipline. This study aims to examine the influence of leadership based on gender (women in Sungai Penuh City and men in Kerinci Regency) on employee work discipline in BKPSDM of the two regions. The method used is quantitative research with a descriptive research approach, which describes real facts and conditions without special treatment. This data was collected through a questionnaire with a Likert scale and analyzed using SmartPLS SEM (Partial Least Squares-Structural Equation Modeling) software to test validity, reliability, and relationships between variables. The results of the analysis showed that neither female leadership in Sungai Penuh City nor male leadership in Kerinci Regency had a significant effect on employee work discipline. This finding indicates that the gender of the leader is not the main factor in shaping work discipline. Still, internal agency factors such as work culture, reward and sanction systems, and effective supervision are more instrumental in improving employee discipline. The research confirms that leadership effectiveness in improving work discipline is influenced more by the leader's style, competence, and communication skills than by gender.

Abstract

This study examines community empowerment-based waste management in subsidized housing areas in Padang Pariaman Regency. It aims to describe existing waste management practices, identify supporting and inhibiting factors, and formulate appropriate development strategies. The study employed a qualitative case-study design. Data were collected through in-depth interviews, observation, documentation, and a Focus Group Discussion involving 12 informants representing the Environmental Agency, nagari government, housing developers and managers, neighborhood organizations, community leaders, waste-bank administrators, and residents. Data were analyzed using an interactive process comprising data reduction, data display, conclusion drawing, and verification, followed by SWOT analysis. The results indicate that waste management remains focused on waste collection and transportation, while waste reduction at source, household sorting, and reduce, reuse, and recycle practices have not yet become established community routines. Community empowerment has been initiated through socialization, community meetings, communal disposal facilities, and coordinated collection services. However, empowerment and protection mechanisms remain limited because participation is uneven, technical skills are inadequate, local institutions are weak, training is irregular, and waste management depends heavily on transportation services. The study concludes that Weaknesses–Opportunities strategies should be prioritized through regular practical training, provision of separated waste bins, institutional strengthening, reactivation of the waste bank, and the establishment of a coordinated waste collection schedule.

Abstract

This study analyzes the development strategy for administrative digitalization through the Dukcapil Ceria Mobile innovation to improve public service accessibility at the Population and Civil Registration Office of Padang Pariaman Regency. A descriptive qualitative approach was employed through interviews, observation, and documentation involving managers, officers, information technology personnel, users, and non-users. Data were analyzed through reduction, display, conclusion drawing, and SWOT analysis. The findings show that Dukcapil Ceria Mobile facilitates document submission, reduces face-to-face visits, accelerates service delivery, saves time and costs, and enables applicants to monitor application status. Its development is supported by electronic-based government policies, technological advancement, smartphone use, demand for practical services, and collaboration with village governments. However, implementation remains constrained by limited staff competence and numbers, application disruptions, system maintenance needs, unequal socialization, internet access, low digital literacy, device limitations, preference for conventional services, and data security concerns. The study recommends improving system quality, strengthening staff capacity, expanding outreach and user assistance, enhancing data protection, integrating digital and conventional services, and sustaining collaboration with village governments to ensure inclusive, reliable, secure, and accessible population administration services.
