Abstract

Abstract

National salt management in Indonesia is encountering overlapping regulations between the central and regional governments. Therefore, this study aimed to analyze salt management regulations in Indonesia and examine the reinforcement of the national salt management policy through harmonization between central and regional government regulations. The analysis used a normative legal method, focusing on the analysis of positive legal norms regulating the governance of salt sector in Indonesia. The results showed that salt management regulations in Indonesia comprised multiple legal instruments. The analysis further showed that laws primarily prioritized the protection and welfare of farmers, while government regulations permitted imports, leading to the suppression of domestic salt prices. As laws secured a market for locally produced salt, the ministerial regulation facilitated industry access to imported salt. Government regulations predominantly focused on achieving quantitative self-sufficiency targets, and statutory laws prioritized welfare as well as social protection of salt farmers. Regional regulations protected local salt production, and Minister of Trade Regulation advanced industry interests. This study assumed that salt management regulations were available, but there was a regulatory asymmetry between laws and their subordinate regulations. The analysis recommended the development of an incorporated, participatory, and impact-based grand design for a national salt management policy, ensuring social justice in the governance in salt sector of Indonesia.

Abstract

Aluminum black dross is a type of hazardous waste because it readily reacts with water to produce gas. Previous studies have reported the potential dangers of aluminum black dross to humans and the environment. This study examined the characteristics of aluminum black dross from Jombang Regency, East Java Province. The properties investigated included the volume of gas produced during leaching, the solubility of salts and aluminum under various conditions, and the mineral characteristics analyzed via Fourier transform infrared (FTIR) spectroscopy, X-ray fluorescence (XRF), and X-ray diffraction (XRD). Notably, 115 mL of gas was produced from each 0.5 g of aluminum black dross that reacted with water, and the gas was identified as a mixture of hydrogen, methane, and ammonia. Alkaline conditions (pH = 10) during the leaching process were optimal for both gas production and aluminum solubility. The highest amount of dissolved salts was observed under acidic leaching conditions. The nitride phase, responsible for producing corrosive ammonia, was detected via FTIR and XRD analyses. Aluminum black dross is significant as an alumina-based material owing to its high Al2O3 content, which increases after leaching, as demonstrated via XRF measurements. This study provides an alternative leaching process for aluminum black dross based on the gases produced and the residue generated. This study presents the characterization of aluminum black dross as hazardous waste due to its emission of gases harmful to human health and the environment. The results highlight the urgent need for implementing safe handling and management practices for aluminum black dross to minimize potential risks

Abstract

Food waste is a common issue in countries around the world and become the global concern that planned in SDGs (Sustainable Development Goals) Number 12. Huge percentage of food waste discarded and low number of recycled shows that the existing fight is not optimal. This research aims to analyse the influence factors and strategies for reducing food waste from small scope of household level using SWOT analysis. Based on the result, the highest strength is the “Control and management over food needs by family” score of 0.357. The weakness is “No proper planning to process food waste” score of 0.481. The highest opportunity is “Ability to recreate leftover food" score of 0.39. and the highest threat is “Easy to buy food with affordable price" score of 0.496. SWOT analysis shows that the total value of the Strength (S) is lower than Weaknesses (W) with the difference of -0.312. While the total value of the Opportunities (O) is lower than Threats (T) with the difference of -0.125. So, with this unfavored position, the strategy that will be developed to reduce food waste at the household level is a defensive strategy or also called minimizing weakness to survive against threat.
