Implementation, Function of the Plenary Mosque. This study aims to determine andanalyze the implementation of the function of the Plenary Mosque Level District in PekanbaruCity and its supporting and inhibiting factors. This research method uses descriptive qualitativemethod. The research informants were Vice Mayor Pekanbaru, Kabag Kesra, Chairman of theBoard of Trustees, Staff, Chairperson of the Mosque and Jamaah. Data collection techniquescarried out by interview, observation, and documentation. The results showed that the PekanbaruCity Regulation Number 2 Year 2016 regarding the implementation of the Function of the PlenaryMosque at the District level in Pekanbaru City had not been implemented optimally. This is seenbased on the behavioral elements of program implementers who are not aware of their duties torealize the functions of the Plenary Mosque in the fields of idarah, imarah, and ria’ayah.

Effectiveness Program Implementation of Community Empowerment-BasedCommunity Empowerment. This study aims to describe the effectiveness of the implementationof PMBRW in Meranti Village, Rumbai District, Pekanbaru City. This study uses a qualitativedescriptive research method approach. Primary data was obtained directly through interviews fromkey informants, namely the Village Head, the Facilitator Team leader, the RW Companion, theChairperson of the RT / RW Forum. Secondary data is obtained from research documents. Theresults showed that the implementation of the PMBRW program started from the preparationstage, planning stages and implementation stages and viewed from the criteria in terms ofachieving goals, integration and adaptation, that the community empowerment program in MerantiVillage was considered effective.

Effect of Financial Performance on Economic Growth with Capital Expenditures as Intervening Variables. This study aims to examine and obtain empirical evidence of the direct influence of the financial performance of local governments as measured by the ratio of the degree of fiscal decentralization, fiscal dependence, financial independence, effectiveness of local own revenue (PAD), and the level of contribution of BUMD to the ratio of capital expenditure allocation. This research uses a quantitative research method approach. The source of the data used is secondary data in the form of financial statements of regency / city governments throughout Riau Province in 2011 s.d. 2017. Data analysis techniques used path analysis with the program Eviews. The population of this research is all regency / city regional governments in Riau Province in 2011-2017. The results of this study indicate that financial performance simultaneously influences the allocation of capital expenditure and partially, the ratio of fiscal dependence and contribution of BUMD has a positive effect on the allocation of capital expenditure, while the ratio of the degree of decentralization, financial independence and effectiveness of local own revenue (PAD) do not affect the allocation capital expenditure. Capital expenditure allocation does not affect economic growth. Likewise, capital expenditure allocation does not have a mediating effect on the relationship of financial performance to economic growth.

Reward and Punishment Implementation. The background of this research by In an organization or company, a program of rewards and sanctions is urgently needed, because this program is one of the important parts of the company's many work programs. This study aims to describe the implementation of reward and punishment and the factors that influence the implementation of rewards and punishments for employees of the Human Resources Development and Human Resources Agency in Batang Hari Regency. This study uses a qualitative descriptive research method approach. Primary data was obtained directly through interviews from key informants, namely the Head of the BKPSDM Batang Hari Regency, 2 (two) Heads of Fields, and 2 (two) Employees of the BKPSDMD in Batang Hari Regency. The results of the study indicate that the implementation of rewards and punishments at the BKPSDM office in Batang Hari Regency has generally been carried out as applicable regulations.

Leadership, Workload, Motivation and Performance of Nurses. Effect of Leadership and Workload on Nurse Performance with Motivation as an Intervening Variable in Arifin Achmad Regional Hospital in Riau Province. This study aims to see and know the direct and indirect effects of Leadership and Workload on Nurse Motivation and Performance. The population in this study were all nursing nurses who served in 22 inpatients at Arifin Achmad Regional Hospital, amounting to 487 people, the method of selecting samples in this study used the Slovin formula method so that the number of samples obtained in this study was 100 nurses. The results in this study that Leadership and Motivation have a significant positive effect on nurse performance. Workload has a significant negative effect on nurse performance. Leadership and Workload affect nurses' performance through motivation.

Kompetensi Guru, Sarana Prasarana Pendidikan dan Kinerja Guru. Tujuan penelitian adalah mengetahui pengaruh kompetensi guru dan sarana prasarana terhadap kinerja guru. Metode yang di gunakan dalam penelitian ini adalah metode penelitian kuantitatif. Populasi dalam penelitian ini adalah guru SMK yang berjumlah 384 dengan sampel sebanyak 79 orang. Teknik pengumpulan data menggunakan kuesioner dan dokumentasi, sedangkan teknik analisis data menggunakan statistik deskriptif dan statistik inferensial. Hasil penelitian menunjukkan kompetensi guru berpengaruh signifikan dan positif terhadap kinerja guru SMK di Setda Kabupaten Rokan Hulu (Sig. 0,000<0,05), yang artinya semakin tinggi kompetensi kerja guru, maka semakin meningkat kinerja guru. Sarana dan prasarana berpengaruh signifikan terhadap kinerja guru SMK di Setda Kabupaten Rokan Hulu (Sig. 0,000<0,05), yang artinya semakin lengkap sarana dan prasarana maka semakin meningkat kinerja guru SMK di Kabupaten Rokan Hulu.

Brand Image, Product Quality, Purchase Interests and Purchasing Decisions. Thepurpose of this study is to determine the brand image, product quality, buying interest andpurchasing decisions. The number of respondents as many as 90 people were randomly drawnfrom the population. Data collection techniques are questionnaires from the results of data analysiswhich include outer models, convergent validity, discriminant validity, composite reliability,average variance extracted, and inner models show that brand image and product quality have aninfluence on buying interest and purchasing decisions for MPV types of Suzuki brands. Ertiga atPT. Sejahtera Buana Trada Pekanbaru with a value of 0.75 means that the i nfluence of brandimage variables and product quality on buying interest and purchasing decisions is 75%. Theresults of hypothesis testing found that the f-count is greater than the f-table which means that Hais accepted.

Implementation of Tourism Development Strategy. This study aims to find out,analyze and to find out the supporting and inhibiting factors that influence the Implementation ofthe Tourism Development Strategy of the Sultan Riau Mosque of Penyengat Island. This type ofresearch is qualitative descriptive research. Data collection by observing interviews anddocumentation with selected informants consisting of the Head and Staff of the Office of Cultureand Tourism, Mosque Management, Malay Customary Institution, Tourism Awareness Group andTourists. The results of the study concluded that the implementation of the tourism developmentstrategy of Sultan Riau Grand Mosque from program indicators, resources and procedures was notoptimal because there were still inhibiting factors for the implementation of tourism developmentstrategies such as facilities and infrastructure, budget, human resources, not optimal synergy andpartnership, but still there are supporting factors that must be optimized by the Tanjungpinang CityTourism and Culture Office, the regional strategic position, the potential for cultural diversity, thedevelopment of tourist market trends, and the opening of opportunities for cooperation.

Career Development, Competence, Leadership, Organizational Commitment and Performance. The purpose of this study was to determine the effect of career development, competence and leadership on employee performance with organizational commitment as an intervening variable in the Department of Industry and Trade of Riau Province. This study uses primary data using questionnaires, then processed by the path analysis method. The population is all employees of Industry and Trade in Riau Province as many as 220 people and samples taken 142 using Slovin formula. The results of this study are that competence and leadership statistically significantly affect organizational commitment. However, there is no significant relationship between career development and organizational commitment. Competence and leadership are statistically significant in influencing performance while career development and organizational commitment do not exist.

Penelitian ini bersifat deskriptif kuantitatif. Sifat penelitian adalah deskriptif explanatory research. Explanatory research yaitu untuk menjelaskan kedudukan variabel-variabel yang diteliti serta hubungan antara variabel dengan variabel yang lain. Hasil penelitian menunjukkan bahwa dalam implementasi program Kelompok Usaha Bersama (KUBE) untuk fakir miskin yang dilaksanakan oleh Bidang Pemberdayaan Fakir Miskin Dinas Sosial Provinsi Riau terdapat beberapa indikator yang harus diperhatikan yaitu adanya komunikasi, sumberdaya, disposisi dan struktur birokrasi. Keempat faktor tersebut menjadi hal penting karena dapat menentukan keberhasilan dalam implementasi program KUBE. Apabila Bidang Pemberdayaan Fakir Miskin Dinas Sosial Provinsi Riau tidak dapat menjalankan empat faktor tersebut maka akan timbul hambatan-hambatan yang dapat memicu terjadinya kegagalan dalam mengimplementasikan program KUBE. Sementara itu faktor penghambat implementasi program Kelompok Usaha Bersama (KUBE) dalam pemberdayaan fakir miskin yang dilaksanakan Dinas Sosial Provinsi Riau diantaranya 1). Penggunaan dana bantuan program Kelompok Usaha Bersama (KUBE) yang tidak sesuai. 2). Proses pencairan dana bantuan program Kelompok Usaha Bersama (KUBE) yang tidak menentu. 3). Penyelewengan modal usaha program Kelompok Usaha Bersama (KUBE). 4). Kurangnya kesadaran masyarakat dalam memanfaatkan bantuan Program KUBE dari pemerintah. 5). Kurangnya pengetahuan dan keterampilan aparatur Bidang Pemberdayaan Fakir Miskin Dinas Sosial Provinsi Riau pelaksana program KUBE
