Implementation of the Feed and Seed Assistance Program for Fish Farming Groups (Pokdakan). This research is motivated by the increasing needs of fish consumption but the productivity of fisheries is still not in accordance with expectations and production targets even though it has a very potential area for the development of fish farming in Kampar Regency. This study aims to analyze the Implementation of the Feed and Seed Assistance Program for Fish Farming Groups (Pokdakan) in Kampar Regency. Data collection techniques in this study used questionnaires, interviews and observations. Data analysis in this study uses interactive model analysis from Miles and Huberman which includes: data reduction, data presentation, and data verification stages to draw conclusions. The results of the study concluded that the implementation of the feed and seed assistance program for the 2017 fish farming group (Pokdakan) in Kampar Regency, Riau Province had run well and was able to provide benefits in increasing fish farming yields. But the program has not been managed well at the fishermen group level, where not all members of the fishermen who are members of the Pokdakan feel the same benefits from the aid donated by the Kampar District Fisheries Service. While the factors that influence the implementation of the feed and seed aid program in Kampar District, namely the contents of the policy, information, support, and potential distribution all have an influence on the successful implementation of the fisheries assistance program.

Management of Hotel Taxes and Restaurant Taxes. This study aims to find out hoteland restaurant taxes in order to increase the Regional Original Income Pelalawan District. Thistype of research is qualitative. The research informant is Head of Secretary of BPKAD, Head ofDivision and Taxpayer. Technical data are interviews and documentation studies. Data analysisusing interactive models. The results showed that the constitution of hotel and restaurant taxmanagement on the Realization of Pendapatan Asli Daerah (PAD) is still very minimum.

Implementation of Songket Songket Development Policy. The purpose of this research is to know the implementation in policy of songket weaving industry development in Pekanbaru city. This research is a qualitative research. The research informants were Head of Department of Trade and Industry, community shop, songket weaving artist and academician. Data collection techniques are interviews, observation and documentation. Data analysis through triangulation process. The result of the study shows that the implementation of policy of songket weaving industry development in Pekanbaru city has not been implemented optimally. The factors found are policy access, human resources, market access, lack of promotion from the government, and low innovation and competitiveness.

Abstract: Standard of Shopping (ASB) on Preparation of Bimtek and Training Budget. This study aims to analyze the ASB that can be applied to the preparation of Bimtek Activities and Training budget in SKPD and identify the factors that have not been applied ASB in the preparation of the budget by the Government of Pekanbaru City. The research was conducted by using quantitative and qualitative descriptive research method. The study population is all technical guidance and training activities. Objects studied is the amount of technical guidance and training budget as outlined in DPA SKPD. Technique of collecting secondary data is in the form of document and financial report of government of Pekanbaru City. Technique of simple regression data analysis. The results obtained by ASB model for Bimtek and Training budget are: Y = 16.741.628,67 + 680.493,02 X, Y is total budget, while X is cost driver. There is one activity with an unusual budget value that exceeds the maximum budget limit of Bimtek Package Regulation on Financial Management.

Management of Distribution of Professional Civil Servant Employee Benefit Fund. This study aims to find out the implementation of the distribution of the allowance fund of the PNSD teacher profession in the Education Office of Dumai City. Key informants are teachers ranging from Kindergarten, Elementary School, Junior High School and High School as many as 5 people. Methods of data collection is done by interview method. After the data collected then analyzed with qualitative descriptive approach. The result of research is known that the improvement of teacher profession certification followed by the provision of new teacher profession allowance can improve teacher welfare as measured, among others by decreasing the proportion of teachers who have additional work. The TPG planning process has not been accurate, as can be seen from the absence of a proper number of teachers who passed the certification, so that TPG can not be accommodated in the current year’s budget and potentially become arrears in the next year.

Implementation of Functional Health Administration Training at UPT. BAPELKES Riau Provincial Health Office. UPT. The Health Training Center (BAPELKES) of the Riau Provincial Health Office that provides assistance to the community must be supported by the UPT Apparatus. Health Training Centers that have predetermined qualifications provide specialized training for Health Administration Functional Positions. However, in the implementation of the Functional Health Administration Training in UPT. BAPELKES of the Riau Provincial Health Service has not met expectations. This research was conducted to Analyze the implementation of Health Administration Functional Training in UPT. BAPELKES of the Riau Provincial Health Office and Analyzing Analyzing the factors that hampered the implementation of the Health Administration Functional Position training at UPT. BAPELKES Riau Provincial Health Office. This research uses Anwar Prabu Mangkunegara's Theory (2005: 51-53) adding that "training indicators include instructors, participants, materials, methods, costs, training facilities, objectives, and targets. This type of research is a descriptive study using qualitative. Data collection method is done by interview, observation and documentation. The results of this study indicate that the implementation of the Health Administration Functional Training at UPT. BAPELKES Riau Provincial Health Office provides several important things about the Resource persons provided in accordance with the needs of trainees related to Health Functional Administration and specifically taken from the environment of the Riau Provincial Health Office, and the material provided in accordance with modules and modules that have been standardized and in accordance with learning standards, and training facilities and supporting infrastructure at the Riau Province Health Training Unit UPT are still inadequate for training needs. The factors that hindered the implementation of the Training were the Rationalization of the Budget that made the Activities unable to run according to the plan, and the Lack of UPT Lecturers. Bapelkes, especially those who have expertise in the fields of Environmental Health, Midwifery and Pharmacists.

Communication, Leadership, and Employee Performance. The purpose of this study was to analyze the influence of communication and leadership on employee performance at the Pekanbaru Regional Secretariat Office. The population in this study were all employees at the Regional Secretariat of Pekanbaru City who were taken in saturated sampling so that the study sample of 61 employees was obtained. The research variable uses two variables, namely the independent variable and the dependent variable. The dependent variable (y) in this study is employee performance. Independent variable (x) includes: communication (x1) and leadership (x2). This research is quantitative research. The method of data analysis uses multiple linear regression analysis. Processing data using the SPSS program for Windows Release 23.0. The results showed that partially the communication and leadership variables had an effect on the performance of employees at the Regional Secretariat of Pekanbaru City. The results of the analysis showed that communication had a more dominant influence than leadership on employee performance.

Quality Of Service In Electronic Signature Card (Ktp-El) Service In The Popula-tion And Civil Registration Of Indragiri District. This research is motivated by Analysis of ser-vice quality in the population and civil registration services of Indragiri Hilir Regency. The pur-pose of this study was to analyze the quality of services in electronic population and civil registra-tion services in the Indragiri Hilir district. This research uses a descriptive qualitative research method approach. Primary data were obtained directly through interviews from key informants, namely the Head of the Population and Civil Registration Office of Indragiri Hilir Regency acting as the Head of Section in the Making of KTP-el. which runs within the scope of the organization and is included in their SOP, Implementing Officer for KTP-el Population and Civil Registration Office of Indragiri Hilir Regency. Indragiri Hiilir Regency (Petitioner) is a party who directly feels the service process in the Population and Civil Registry Office of Indragiri Hilir Regency. Second-ary data were obtained from research documents. The results showed that the analysis of human resources was known to be sufficient. The service process provided by officers is known that: The Population and Civil Registry Administration Office of Indragiri Hilir Regency has not yet ful-filled adequate service facilities such as limited service rooms. Administrative administration is still slow. This is due to the limited number of employees. Discipline of employees in carrying out their duties is still not good. There are still employees who come not on time. Still, officers were found to be less consistent in determining rest hours. Regarding the assurance dimension, it can be concluded that the guaranteed time of service and guarantee of service costs is good enough but has not provided satisfaction to the community as service users. There were cases of officers who still collected fees from the applicant. Officers who still provide services also behave unfairly and are still discriminating. Analysis of the satisfaction of the applicant / customer for the services provided by the officers is that the community is still not satisfied with the facilities at the Popula-tion and Civil Registration Administration Office of Indragiri Hilir Regency, and they also reveal the length of KTP-el that leaves them overwhelming in managing other needs

Evaluation of Results of Refreshing Training for Family Planning Field Planning.The purpose of this study was to find out the refreshing training of family planning extensionofficers of the BKKBN Representative Office of Riau Province in 2017. This study used aquantitative descriptive approach. The study population was all trainees totaling 100 people.Primary data is obtained directly by using questionnaires, interviews, observation anddocumentation. Data were analyzed using descriptive statistical methods based on Likert scale.The results showed that every indicator in the refreshing training program at the Family PlanningField Extension Workers (PLKB) Representative Office of the BKKBN of Riau Province in 2017was good and quite good. Resource persons' activities in refreshing training were good enough,with the average response rate of respondents 3.39. Motivation of participants to take refreshingtraining is good.

Incentives, Training and Performance Education. The purpose of this study is to know how the influence of partial and simultaneous variables from the provision of incentives and training education on the performance of high school teachers in Kampar District Tambang District. This research uses quantitative descriptive method. The population of research is SMA / SMK Kecamatan Tambang as many as 140 people. Samples counted 63 people by using purposive sampling technique. Data collection techniques are questionnaires, interviews and observations. Data analysis techniques use multiple linear regression. The results showed that there was a significant influence between the incentives to teachers on the performance of high school teachers in Kampar District Mining Subdistrict and there was also a significant influence between the variables of training education on the performance of high school teachers in Kampar District Tambang District. Simultaneously incentives and training education have an effect on to the performance of high school teachers in Kecamatan Tambang Kabupaten Kampar with a very significant level of influence. Where from determination test of R2 known that incentive variable and training education have influence equal to 68,6% and rest of 31,4% influenced by variable not examined in this research.
