Abstract

ABSTRAKOtonomi daerah memberikan kewenangan penuh pada Bupati/Walikota mengatur semua potensi yang ada di daerah, termasuk Sumber Daya Manusia. Dalam periode 2010-2012, Dinas Kesehatan Kota Jayapura telah mengalami 6 kali pergantian Kepala Dinas. Pergantian tersebut berdampak pada situasi kerja staf/karyawan Dinas Kesehatan Kota Jayapura.Tujuan penelitian adalah menjelaskan dampak pergantian pemimpin Dinas Kesehatan terhadap situasi kerja. Penelitian dilakukan dengan metode kualitatif. Informan utama meliputi pejabat eselon 3 (3orang) dan eselon 4 (3orang) serta staf administrative (2orang). Informan triangulasi yaitu Kepala Puskesmas (2orang), Kepala Gudang Farmasi (1orang), Koordinator LSM (2orang) dan Ketua Bappeda (1orang). Pengumpulan data dilakukan dengan wawancara mendalam. Analisis data dilakukan dengan content analysis. Hasil penelitian menunjukkan bahwa staf/karyawan mempersepsikan pergantian pimpinan merupakan kewenangan Walikota berdasarkan pertimbangan tertentu termasuk pertimbangan politis. Pergantian pemimpin merupakan hal wajar karena bersifat tour of duty. Dampak yang ditimbulkan yaitu miskomunikasi berupa terganggunya komunikasi, koordinasi, perubahan kebijakan dan pengawasan. Koordinasi terganggu karena adanya keputusan yang seringkali berbeda, mekanisme pengawasan berubah, hubungan interpersonal cenderung bersikap saling curiga dan persaingan mengakibatkan motivasi kerja menurun yang terjadi di lingkungan Dinas Kesehatan Namun demikian terdapat juga dampak positif yang ditemui berupa penyegaran suasana yang baru oleh karena Kepala Dinas yang baru. Disimpulkan bahwa proses pergantian pemimpin lebih berdampak negatif terhadap situasi kerja berupa perubahan kebijakan, gangguan komunikasi, koordinasi serta penurunan motivasi kerja.Kata kunci : Pergantian Pemimpin, Otonomi Daerah, Kepemimpinan, Situasi KerjaABSTRACTDistrict autonomy status gave full authority for district/ city leader to manage all district/citypotencies including human resource. In the period of 2010-2012, Jayapura city health office had six times of leader change. This change had impact to the work situation of Jayapura city health office workers. Objective of this study was to explain the impact of leader change in the health office toward work situation. This study was done using qualitative method. Main informants were 3 people from the third echelon, 4 people from the fourth echelon, and 2 administrative staffs. Triangulation informants were 2 heads of primary healthcare centers (puskesmas), one head of pharmacy storage, 2 coordinators of non-government organization (LSM), and one Bappeda leader. Data collection was done through in-depth interview. Content analysis was applied in the data analysis. Results of the study showed that workers considered the leader change as a district leader’s authority that was based on certain considerations including political issue. Leader change was an ordinary event because it was a tour of duty. Impact of leader change was miscommunication such as communication disturbance, coordination, policy change, and supervision. Coordination disturbance occurred due to the existence of different decisions, change in the mechanism of supervision, non-conducive interpersonal relationship, and unhealthy competitive work atmosphere. Those situations caused reduction in the work motivation. However, a positive impact was found such as giving a fresh work atmosphere. In conclusion, leader change process gave more negative impacts to the work situation such as change in policies, communication disturbance, communication disturbance, and work motivation reduction.Keywords : leader change, district autonomy, leadership, work situation

Abstract

Kematian ibu di Kabupaten Jepara tahun 2011 sebesar 24 orang (AKI 113/100.00 KelahiranHidup), terutama pada periode kehamilan dan persalinan yang diakibatkan perdarahan.Program P4K sebagai terobosan untuk mengurangi kematian ibu telah dilaksanakan diKabupaten Jepara sejak tahun 2009. Survey pendahuluan menunjukkan meski cakupanindikator P4K sudah baik, namun tidak semua kolom stiker diisi, bidan hanya memberikanstiker pada ibu hamil dan seringkali tidak mendiskusikan rencana persalinan dengan ibu hamildan keluarga. Tujuan penelitian yaitu menjelaskan pelaksanaan P4K dari aspek bidan desasebagai pelaksana di wilayah puskesmas Kabupaten Jepara tahun 2012. Jenis penelitiandeskriptif observasional dengan metode kualitatif. Populasi seluruh bidan desa yang ada diKabupaten Jepara, Informan utama 8 bidan desa dari 4 puskesmas terpilih dengan kriteriapuskesmas di daerah perkotaan sebanyak 2 puskesmas dan 2 puskesmas daerah pedesaan.Informan triangulasi yaitu ibu hamil (8 orang), kader kesehatan (8 orang), Bidan Koordinator(4 orang ) dan Kasie Kesga Dinas Kesehatan. Pengumpulan data melalui wawancaramendalam.. Analisis data dilakukan dengan content-analysis. Berdasarkan hasil penelitiandiperoleh informasi umur bidan desa antara 25–36 tahun, berpendidikan D3 Kebidanan danmasa kerja 3-15 tahundengan rata-rata kerja 9 tahun. Pengetahuan dan sikap bidan tentangP4K sudah baik karena dari 8 bidan sudah memahami tujuan dari P4K dan mendukung P4Kdengan alasan program tersebut dapat membantu pencapaian program KIA, meski pelatihankhusus P4K tidak ada, hanya penunjang dari P4K yaitu APN dan BBLR, namun dana khususpenunjang kegiatan P4K, tidak tersedia. Buku KIA dan stiker P4K sebagai sarana danprasarana tersedia cukup, namun bidan kit belum lengkap. Tidak ada SOP khusus P4K,kecuali SOP penapisan awal dan deteksi bumil resti. Indikator keberhasilan yang dipahamibidan bahwa stiker harus terpasang di setiap rumah ibu hamil yang ada di wilayahnya. Bidandesa melakukan aspek perencanaan persalinan cukup baik, serta melakukan koordinasi dankomunikasi melalui sosialisasi dan pertemuan rutin. The number of maternal death in the district of Jepara in 2011 was 24 people (MMR 113/100.000 live births). It was mainly in pregnancy and delivery periods due to bleeding. Delivery planning and complication prevention program (P4K) as a breakthrough program to reduce maternal mortality had been done in Jepara district since 2009. Preliminary survey showed that although P4K coverage was good, yet not all columns in the stickers were fulfilled. Midwives only gave stickers to pregnant women, and most of midwives did not discuss delivery planning with pregnant women and their family. Objective of this study was to explain the implementation of P4K from midwives aspects as the executors in the area of primary healthcare center (puskesmas) in Jepara district in 2012. This was a descriptive observational study using qualitative method. Study population was all village midwives in Jepara district. Main informants were 8 village midwives from 4 selected puskesmas. These puskesmas were two puskesmas from urban areas and two puskesmas from rural areas. Triangulation informants were 8 pregnant women, 8 health cadres, 4 coordinator midwives, and a head of family health unit of local district health office. Data were collected through in-depth interview. Content analysis was applied in the data analysis. Results of the study showed that age of village midwives was 25-36 years old; level of education was D3 in midwifery. Length of working was 3-15 years with the average of 9 years. Knowledge and attitude of midwives regarding P4K were good; 8 midwives had understood the purpose of P4K, and they supported P4K because it could help KIA program accomplishment. No special training on P4K was conducted; however, support of P4K training was conducted such as APN and BBLR trainings. No specific funding for P4K program was provided. Facilities, KIA books and P4K stickers, were sufficient. On the other hand, midwives kit was not complete. No specific standard operating procedure (SOP) was provided except SOP for early screening and for high risk pregnancy detection. Indicator of success understood by midwives was that stickers should be attached in every house of the pregnant women living in the work coverage area of midwives. Village midwives did a good delivery planning aspect, and they conducted coordination and communication through socialization and routine meetings.

Abstract

Latar Belakang : Tahun 2010 didapatkan AKB sebesar 24/1.000 kelahiran hidup dan AKN 15/1.000 kelahiran hidup. Upaya pelaksanaan penanganan bayi muda dimulai dengan memberikan pelatihan MTBM kepada para bidan desa. Karena sangat penting pelatihan MTBM bagi peningkatan kinerja bidan dalam melaksanakan kunjungan neonatal sesuai pedoman MTBM. Angka kematian bayi di Kabupaten Kudus pada tahun 2009 adalah 5,88/1000 kelahiran hidup, dari jumlah tersebut 80,2% kasus kematian terjadi pada periode neonatal. Tahun 2010 angka kematian bayi sebesar 6,39/1000 kelahiran hidup, dari jumlah tersebut 87,6% kasus kematian terjadi pada periode neonatal. Pada tahun 2011 angka kematian bayi sebesar 6,71/1000 kelahiran hidup, dari jumlah tersebut 78,43% terjadi pada periode neonatal. Tujuan penulisan adalah untuk menganalisis perbedaan kinerja bidan desa yang sudah dilatih dan belum dilatih tentang manajemen terpadu bayi muda dalam penatalaksanaan kunjungan neonatal di Kabupaten Kudus tahun 2011.Metode : Jenis penelitian survey dengan pendekatan cross sectional. Subyek penelitian adalah bidan desa yang sudah dilatih MTBM dan yang belum dilatih MTBM masing-masing sebanyak 35 orang. Data dikumpulkan dengan wawancara. Data yang telah terkumpul dianalisis dengan uji independent samples test.Hasil penelitian : Ada perbedaan kinerja bidan yang sudah dan belum dilatih manajemen terpadu bayi muda (MTBM) dalam penatalaksanaan kunjungan neonatal di Kabupaten Kudus tahun 2011 (p : 0,047) dengan selisih mean = 5,97. Dari aspek kualitas ada perbedaan kinerja bidan desa yang sudah dilatih dan belum dilatih (p:0,000) dengan selisin mean = 8,12. Dari aspek kuantitas (p : 892), ketepatan waktu/timeliness (p : 0,728), efektifitas sumberdaya/cost effectiveness (p:0,981), pengawasan/ kebutuhan akan supervisi (p:0,324), dan hubungan interpersonal (p:0,680).Simpulan : Ada perbedaan kinerja bidan desa yang sudah dan belum dilatih MTBM di Kabupaten Kudus tahun 2011. Bentuk pola pelatihan perlu diubah dari penyampaian materi, evaluasi dan praktik langsung dalam pelatihan sehingga pelatihan mampu meningkatkan semua kriteria evaluasi kinerja bidan desa dalam kunjungan neonatal.Background: Infant mortality rate (AKB) in 2010 was 24/1000 live-births, and neonates mortality rate was 15/1000 live-births. Implementation of neonatal management was started by giving training on neonatal integrated management (MTBM) to village midwives. This MTBM was important to improve work performance of midwives in the implementation of neonatal visit according to MTBM guideline. Infant mortality rates in Kudus district in 2009 was 5.88/1000 live-births, and 80.2% of infant deaths occurred in the neonatal period. Infant mortality rates in 2010 was 6.39/1000 live-births, and 87.6% of infant deaths occurred in the neonatal period. Infant mortality rates in 2011 was 6.71/1000 live-births, and 78.43% of infant deaths occurred in the neonatal period. Objective of this study was to analyze the difference between trained and untrained village midwives on neonatal integrated management in the management of neonatal visit in Kudus district, 2011.Method: This was a study using survey method and cross sectional approach. Study subjects were trained and untrained village midwives on MTBM. Each group of midwives consisted of 35 midwives. Data were collected through interview. Independent samples t-test was applied in the data analysis.Results: There was a work performance difference between trained and untrained midwives on MTBM in the management of neonatal   visit in Kudus district in 2011 (p: 0.047) with a mean difference of 5.97. Quality aspect: there was a work performance difference between trained and untrained village midwives on MTBM (p: 0.000) with a mean difference of 8.12. Quantity aspect (p: 0.892), timeliness (p: 0.728), cost effectiveness (p: 0.981), supervision (p: 0.324), and interpersonal relationship (p: 0.680).                  Conclusion: There was a work performance difference between trained and untrained village midwives on MTBM in Kudus district in 2011. Modification for training pattern such as teaching method, evaluation, and field practice is needed. Therefore, the training will increase the points of all evaluation criteria for work performance of village midwives in conducting neonatal visit.

Abstract

Terbatasnya pemahaman pentingnya persalinan Nakes terlatih menjadikan dukun sebagai pilihan penolong persalinan, disamping faktor sosial ekonomi, budaya, dan kinerja bidan, yang berdampak peningkatan AKI di Kabupaten Buton. Cakupan persalinan oleh tenaga kesehatan masih rendah, ditandai rendahnya jumlah dukun bermitra dan rendahnya rujukankehamilan dan rujukan persalinan dukun di Puskesmas Wakaokili. Inilah cermin Program Kemitraan Bidan-Dukun oleh Bidan Desa di Puskesmas Wakaokili. Jenis penelitian deskriptif kualitatif. Pengumpulan data dengan wawancara mendalam pada 4 bidan desa dan 9 dukun bersalin sebagai informan utama. Data dianalisis menggunakan metode content analysis. Penelitian menunjukkan tujuan dan indikator keberhasilan program kurang dipahami, tidak ada aturan tertulis, tidak ada SOP dan pencatatan khusus kemitraan bidan-dukun. Diseminasi program bersifat pengenalan, pelaporan tidak didiskusikan. Pembinaan dan magang dukuntidak ada. Sikap pelaksana terhadap kemitraan cenderung mendua dan sumber daya kurang mendukung. Terbukti lingkungan ekonomi, sosial dan politik mempengaruhi keberhasilan program.Kata Kunci : Puskesmas, Program Kemitraan Bidan-Dukun .The limited knowledge on the importance of health workers deliveries, together with some other factors such as economies, social and culture, made traditional birth attendants became a choice of delivery services. This condition resulted in the increase of Maternal MortalityRate in Buton District. The coverage of health workers deliveries in Wakaokili was still low. It was marked by the low rate of traditional birth attendance-midwives’ partnership and deliveries referral to the midwives, as well as high rates of traditional birth attendancedeliveries. This study was a descriptive qualitative study. Data were collected by in depth interviews on 4 village midwives and 9 traditional birth attendants as the main informants. Data were analyzed by content analysis method. Results showed that the goals and program success indicators were not understood well. Dissemination was only an introduction and the report was not discussed. There was no coaching or internship program. The attitude tended to be ambivalent and the resources were not supportive. It is proven that economic, social and political environment influence the program results.

Abstract

AbsrakPerencanaan merupakan kegiatan menetapkan jenis dan jumlah obat sesuai kebutuhan. Perencanaan lemah ditandai terjadinya kekosongan atau penumpukan obat. Pada perencanaan obat di Gudang Farmasi Kabupaten Gunung Mas menggunakan data kurang akurat dan terjadi kesenjangan tingkat ketepatan perencanaan obat serta tingkat ketersediaan obat dari ketentuan. Tujuan penelitian adalah melakukan evaluasi terhadap perencanaan obat di GFK Gunung Mas dilihat dari kemampuan petugas dalam merencanakan obat dan kepatuhan petugas GFK menjalankan pedoman perencanaan obat.Jenis penelitian adalah deskriptive. Variabel penelitian yaitu 1) kemampuan petugas dilihat dari pendidikan, pengetahuan, beban kerja, pelatihan serta supervisi. 2) Kepatuhan petugas menjalankan pedoman perencanaan obat. Informan utama adalah Kepala GFK dan dua petugas GFK. Data diperoleh dengan wawancara mendalam dan observasi, Pengolahan data dengan metode analisis isi.Hasil penelitian bahwa perencanaan obat di GFK Gunung Mas belum berjalan baik, hal ini disebabkan karena belum didukung kemampuan petugas yang memadai serta kepatuhan petugas rendah dalam menjalankan pedoman perencanaan. Pendidikan petugas memenuhi ketentuan yaitu pendidikan kefarmasian, sebagian besar pengetahuan petugas sebatas definisi dan kriteria obat, beban kerja petugas GFK berlebihan. Semua petugas belum mendapatkan pelatihan perencanaan obat, supervisi belum dilakukan secara berkala oleh atasan, kepatuhan petugas terhadap pedoman perencanaan obat rendah.Saran kepada Dinas Kesehatan adalah pelatihan teknis perencanaan Obat Terpadu, meningkatkan supervisi secara berkala kepada petugas GFK. Saran kepada GFK Gunung Mas adalah membuat Standart Operating Procedure (SOP)  perencanaan obat, melakukan perhitungan obat dengan benar,melakukan analisis ABC/VEN. AbstractPlanning was an activity to determine type and amount of drugs according to the need. Weak planning was indicated by no stored drugs or drugs accumulation in the storage. Drug planning in Gunung Mas district pharmacy storage (GFK) was based on inaccurate data; therefore, distortion in the drug planning precision and in the level of drug availability occurred. Objective of this study was to evaluate drug planning at GFK Gunung Mas based on the obedience of GFK workers in implementing drug planning guideline. This was a descriptive study. Study variables were 1) ability of workers that was based on their education, workload, training, and supervision; 2) obedience of workers in implementing drug planning guideline. Main informants were the head of GFK and two GFK workers. Data were collected by conducting in-depth interview and observation. Content analysis was applied in the data management.Results of the study showed that drug planning at GFK Gunung Mas was inadequate. This was caused by insufficient number of workers with adequate abilities, and the obedience of workers in implementing planning guideline was insufficient. Workers’ education level was suitable with the requirement namely pharmaceutical school. Majority of workers’ knowledge was limited to definition and drug criteria; majority of GFK workers’ workload was overload. All workers did not get training on drug planning. Supervision by their superior was not done periodically. Obedience of workers to drug planning guideline was insufficient.Suggestions for district health office are to conduct training on integrated drug planning technique, to improve periodic supervision to GFK workers. Suggestions to GFK Gunung Mas are to formulate standard operating procedure for drug planning, to do right drug calculation, to do ABC/ VEN analysis.

Abstract

Background. Hospitals are individual health service facilities that are part of health resources in order to support the implementation of health efforts, one of which is pharmacy services. During pandemic covid-19, all hospitals must continue to provide service to patients,  according to technical instructions, including Aisyiyah Kudus Hospital. The quality of service is determined by various factors, including perception of hospital, facilities, policies and competencies. Purpose. This study aims to analyse factors that affect quality of pharmaceutical services in the outpatient pharmacy installation of Aisyiyah Kudus Hospital. Methods. This study was a quantitative study with cross sectional design, population in this study were outpatients who received pharmacy services at Aisyiyah Kudus Hospital with sample size of 98 respondents. Sampling technique in this study was accidental sampling. Data were analysed by using Chi-Square test and Logistic Regression. Results. The result shows that there is a significant relationship between perceptions of hospital, infrastructure, officer competence and policies with service quality with p value 0.000, in a regression analysis show that there is a very strong influence of independent variables on the dependent variable. Conclusion. There is a significant relationship between perceptions of hospital, infrastructure, officer competence and policies with service quality. Hospital management needs to provide soft skill training for all officers in supporting the improvement of services to patients

Abstract

Abstract The inability of pregnant women to identify and recognize danger signs of pregnancy indicates the lack of knowledge, attitudes and perceptions of mothers about healthy pregnancies which has an impact on the low practices of prevention of high risk of pregnancy. Pregnant Women Class Program (KIH) which is held is not optimal because of the low presence of pregnant women for various reasons. The aim of study to determine the effect of the KIH-Virtual model on the practice of preventing high risk of pregnancy. This is a quasi-experimental study with case-control approach. The population is pregnant women in Semarang City. The total sample was 60 mothers for the intervention group and 61 mothers for control group. The independent variable is KIH-Virtual intervention and dependent variable is the practice of preventing high risk pregnancy (covering 7 dimensions). Data collection through interviews and observations with four times measurements (pretest, posttest 1,2,3). Partial analysis using independent-T test and Paired test. Simultaneous analysis with Linear-Mixed-Model. Statistically, there were differences in the practice of preventing high risk pregnancy between intervention groups and control at the last measurement (p<0.05). Although both groups experienced an increase in scores at each measurement stage, it was evident in the intervention group that the increase was higher for all dimensions of practice. The highest increase in the effect of interventions on communication and collaboration practices was followed by health status monitoring practices. Daily self-care practices and lifestyle practices are the dimensions with the lowest intervention effect. Virtual-KIH influences the practice of pregnant women in the prevention of high risk of pregnancy and is able to improve the practice better than conventional models that have been underway. Abstrak Ketidakmampuan ibu hamil mengidentifikasi dan mengenali tanda bahaya kehamilan mengindikasikan rendahnya pengetahuan, sikap dan persepsi ibu tentang kehamilan sehat, yang berdampak pada rendahnya praktik pencegahan risiko tinggi kehamilan. Program Kelas Ibu Hamil (KIH) yang diselenggarakan belum optimal karena terkendala rendahnya kehadiran ibu hamil dengan berbagai alasannya. Tujuan penelitian menganalisis pengaruh model KIH Virtual terhadap praktik pencegahan risiko tinggi kehamilan. Penelitian ini merupakan penelitian quasi experimental dengan pendekatan kasus-kontrol. Populasi adalah ibu hamil di Kota Semarang. Jumlah sampel 60 ibu untuk kelompok intervensi dan 61 ibu untuk kelompok kontrol. Variabel bebas yaitu intervensi KIH Virtual dan variabel terikatnya yaitu praktik pencegahan risiko tinggi kehamilan (meliputi 7 dimensi). Pengumpulan data melalui wawancara dan observasi dengan 4 kali pengukuran (pretest, posttest-1,2,3). Analisis parsial menggunakan uji beda independen dan berpasangan. Analisis simultan dengan Linear-Mixed-Model. Secara statistik ada perbedaan praktik pencegahan risiko tinggi kehamilan antara kelompok intervensi dengan kontrol pada pengukuran terakhir (p<0,05). Meski kedua kelompok mengalami peningkatan skor pada setiap tahap pengukuran, namun terbukti pada kelompok intervensi peningkatannya lebih tinggi untuk semua dimensi praktik. Peningkatan tertinggi efek intervensi pada praktik komunikasi dan kerjasama, diikuti praktik pemantauan status kesehatan. Praktik perawatan diri sehari-hari dan praktik gaya hidup merupakan dimensi praktik dengan efek intervensi terendah. KIH Virtual memengaruhi praktik ibu hamil dalam pencegahan risiko tinggi kehamilan dan mampu meningkatkan praktik tersebut dengan lebih baik dibandingkan model konvensional yang selama ini berlangsung.

Abstract

Akreditasi merupakan penilaian fasilitas kesehatan oleh Komisi Akreditasi agar fasilitas kesehatan dapat memberikan pelayanan yang berkualitas sesuai standar. Belum dilakukanya akreditasi berdampak pada mutu kinerja Klinik Pratama, kepuasan pasien, kualitas SDM, keamanan SDM dan keberlanjutan kerjasama antara Klinik Pratama dengan BPJS. Penelitian ini bertujuan untuk menganalisis kesiapan Klinik Pratama dalam menghadapi akreditasi di Kapubaten Cirebon dan faktor–faktor yang mempengaruhinya menggunakan metode kualitatif – deskriptif. Pengambilan data dilakukan melalui wawancara mendalam kepada subjek yang dipilih menggunakan teknik purposive sampling. Berdasarkan hasil penelitian, Klinik Pratama di Kabupaten Cirebon belum membentuk tim akreditasi, dikarenakan pengetahuan SDM terkait persiapan akreditasi masih minim dan belum memiliki pedoman akreditasi. Akibatnya, perencanaan administratif manajemen akreditasi belum dilakukan. Selain itu, anggaran akreditasi masih dialokasikan untuk pemenuhan fasilitas yang menyebabkan alokasi anggaran pada akreditasi tidak maksimal. Berdasarkan hal tersebut, Klinik Pratama di Kabupaten Cirebon belum siap menghadapi akreditasi karena terkendala persiapan akreditasi pada faktor standar dan tujuan kebijakan, sumber daya, komunikasi, karakteristik lembaga pelaksana, dan dukungan dinas kesehatan yang belum optimal.

Abstract

Pandemi COVID−19 mengakibatkan capaian kinerja pelayanan kesehatan menurun, salah satunya adalah capaian pelayanan hipertensi. Puskesmas Mlati II merupakan puskesmas yang mengalami penurunan capaian pelayanan hipertensi secara drastis hingga 21,10%. Untuk menjaga kesinambungan upaya kesehatan, puskesmas melakukan adaptasi mekanisme pelayanan. Namun dalam pelaksanaanya puskesmas masih menghadapi banyak keterbatasan sehingga hasilnya belum optimal. Berdasarkan hal tersebut, tujuan utama dari penelitian ini adalah untuk mengetahui bagaimana pelaksanaan pelayanan hipertensi pada era adaptasi kebiasaan baru dengan menganalisis aspek input dan proses. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Metode penelitian dilakukan dengan wawancara kepada subjek penelitian. Hasil penelitian menunjukkan bahwa pada aspek input ditemukan kader belum memiliki pedoman pelaksanaan deteksi dini di masa adaptasi kebiasaan baru, kurangnya tenaga perawat dan jumlah thermo gun, tidak adanya media edukasi di puskesmas, dan penggunaan dana yang belum terserap dengan baik. Pada aspek proses menunjukkan bahwa deteksi dini pada era adaptasi kebiasaan baru terhambat karena pelaksanaan posbindu terhenti sementara, serta adanya ketakutan masyarakat untuk melakukan pemeriksaan ke puskesmas. Pelayanan hipertensi yang dilakukan oleh puskesmas pada era adaptasi kebiasaan baru belum optimal dikarenakan masih adanya kendala pada aspek input dan proses.

Abstract

Background: As a form of health promotion, Antenatal Education (AE) class is expected to improve the knowledge, attitudes, and practices of mothers facing their pregnancy. Access to antenatal classes for mothers has not been optimal because of the low level of participation. Not all mothers are willing to join antenatal classes for various reasons.Aim: This study aimed at analyzing the determinant factors that influence the mother’s participation in antenatal classes.Method: This study was a quantitative study with a cross-sectional approach. The population was all pregnant women in Semarang City with 140 pregnant mothers as samples from 3 Primary Healthcare Centers including Rowosari, Purwoyoso, and Gayamsari which were selected by using a purposive sampling technique. Data were collected through an interview using a structured questionnaire.Results: The findings showed that only 54.3% of mothers attended the antenatal classes. Knowledge, support from health personnel, facilities, and infrastructure, as well as a history of illness and pregnancy,  affect mothers’ participation in antenatal classes where the support of health workers had the most dominant influence (OR 5.394). The overall influence was 39.2%.Conclusion: The low mothers’ participation in antenatal classes was influenced by the lack of knowledge and support, inadequate facilities as well as the low health status of mothers. Further socialization and engagement across related sectors with strong networking are needed to solve this problem.Keywords:  antenatal education, participation, primary healthcare center.
