Abstract

The Si Polgan application (Information System and Online Services of Krandegan Village) is an innovation initiated by the Krandegan Village Government to meet the community's needs regarding administrative services, particularly in population management, as the population increases, including the issuance of Certificate of Recognition of Birth. This application- based innovation can be accessed via Android smartphones. This research aims to analyze the attributes of application-based service innovations in the successful implementation of birth certificate issuance, as well as the driving and inhibiting factors of the Si Polgan application innovation in Krandegan Village. The application is analyzed using M. Rogers's innovation attributes theory to examine the research phenomenon and the supporting and inhibiting factors of implementing the Si Polgan application-based birth certificate issuance innovation, using Suwarno's theory. The research results indicate that the application-based Certificate of Recognition of Birth service innovation of Si Polgan in Krandegan Village is not yet optimal because it has not met the criteria of relative advantage, compatibility, complexity, triability, and observability. Supporting factors for this innovation include the desire for self-improvement, availability of facilities and infrastructure, freedom of expression, wise leadership, and a supportive environmental condition. However, there are inhibiting factors, such as administrative constraints, insufficient socialization, lack of rewards or incentives, and a culture of risk aversion.

Abstract

The Kebondowo Village Government has carried out community empowerment through the use of water hyacinth for its community with the aim of improving the standard of living of the people of Kebondowo Village by utilizing the potential that exists in Kebondowo Village, namely Water Hyacinth, more optimally. This research aims to analyze community empowerment through the use of water hyacinth in Kebondowo Village and analyze the driving and inhibiting factors in community empowerment through the use of water hyacinth in Kebondowo Village. The method used is a descriptive qualitative method. Data collection techniques through interviews, observation, documentation and literature study. The results of the findings are that at the awareness and behavior formation stage there is an increase in awareness and willingness of the community to utilize water hyacinth, at the transformation stage the ability increases the skills of the Kebondowo Village community in terms of utilizing water hyacinth, at the intellectual enhancement stage there are results in the form of increasing the community's ability by being taught skills in how to finish products, only However, people have not been given knowledge about marketing methods so that people cannot independently sell their products. The driving factors for empowerment are natural resources and human resources. Factors inhibiting empowerment include limited managerial abilities and limited business capital. The recommendation of this research is to carry out retraining and mentoring by providing more diverse skills, apart from that the Kebondowo Village Government can form an empowerment task force to carry out regular control and monitoring.

Abstract

The Lawu Fresh tourist destination in Puntukrejo Village has the potential to be developed into a prominent tourist destination. Empowering the local community is seen as a crucial step in this development. Identifying the empowerment process that can optimize the development of The Lawu Fresh tourist attraction is necessary. The aim of this research is to identify the community empowerment process in developing The Lawu Fresh tourist attraction, along with factors that support or hinder this empowerment process. This study employs a qualitative descriptive research method. The findings indicate that the empowerment process is underway but not yet fully optimized. In the awareness-raising stage, some community members are reluctant to participate in empowerment activities, while in the capacity-building stage, there are constraints due to limited resources. Supporting factors include the welfare dimension, where community empowerment activities can enhance economic conditions and bring positive impacts to society; the access dimension, through availability of facilities supporting empowerment activities; and the control dimension, involving community involvement in management and equitable utilization. Hindering factors include the critical awareness dimension, where community consistency in participating in empowerment activities is lacking, and the participation dimension, constrained by budget limitations. Recommendations include intensifying community engagement through discussions on the benefits of empowerment and efficiently planning budgets while seeking external sponsors or investors.

Abstract

The thematic village program is one of the programs carried out by the Semarang city government to overcome environmental problems and improve the economy through poverty alleviation and active community participation. Kampung Batik Rejomulyo is one of the villages that has been able to maintain its existence since it was declared a thematic village. The method used in this research is descriptive qualitative with interview, observation and documentation data collection techniques. The indicators used to determine program effectiveness are target accuracy, program outreach, program objectives, and program monitoring. In addition, the driving and inhibiting factors for the program are seen from environmental conditions, inter-organizational relationships, organizational resources for program implementation, and the characteristics and capabilities of implementing agents. The results of the research show that the implementation of the thematic village program in Kampung Batik Rejomulyo cannot be said to be fully effective because there are still people who do not understand the aims and objectives of the program, improving the quality of the economy, environment and community participation is not yet optimal and program monitoring has not provided real changes to the community. Program inhibiting factors come from environmental conditions, inter-organizational relationships, organizational resources, and the ability of program implementers. Suggestions that can be given by the author to optimize the effectiveness of the program are the need to carry out intensive socialization using appropriate media for the community, strengthening cooperation between related parties to innovate in developing batik villages, mutual cooperation between communities to protect the environment and infrastructure as well as evaluation in carry out program supervision. Factors inhibiting the program can be overcome by making innovations in developing batik businesses, strengthening batik associations and coordinating and communicating between stakeholders.

Abstract

The Semarang City Government established the policy for relocating Johar Market through Mayor Regulation No. 19 of 2021 concerning Procedures for Placing Traders from the Former Johar Market Area Post-Revitalization. The implementation of the relocation policy is suspected to have not been executed properly due to several issues leading the Johar Market Traders Association to demand a restructuring. This study aims to analyze the effectiveness of the policy and the factors influencing the implementation of the Johar Market relocation policy in Semarang City. In this research, qualitative research methods were utilized with data collection techniques including interviews, observations, and documentation. The results of this study indicate that the Johar Market relocation policy in Semarang City is running less effectively due to constraints in terms of policy accuracy, implementation accuracy, and target accuracy dimensions, although the environmental accuracy dimension is functioning well. There are supporting factors for the implementation of the Johar Market relocation policy, such as communication, resources, and bureaucratic structure, while inhibiting factors for the implementation of the policy include disposition factors.

Abstract

The effectiveness of the e-parking program in Semarang City faces several challenges. This starts from the number of points as many as 436 points and 376 jukirs, making it difficult for jukirs to supervise 2 to 3 points at once which are located 1km on one road. In addition, the realization of PAD for 2022-2023 is not in accordance with the target set by the government. This study aims to analyze the effectiveness of the program and analyze various factors that drive and inhibit the effectiveness of the e-parking program in developing a smart city in Semarang City. This research method is qualitative descriptive with data collection techniques through interviews, documentation, and observation. The sampling used was snowball sampling and data validity through source triangulation. The data analysis techniques used are data reduction, data presentation, and conclusion drawn. The results of this study were analyzed using the Makmur theory while the driving and inhibiting factors were analyzed using Ripley's theory in Erwan and Dyah. Accuracy in carrying out orders, accuracy of targets, accuracy in determining time, accuracy in measurement have been effective, while accuracy in calculating costs, accuracy in making choices, accuracy in setting goals, accuracy in thinking have not been effective. The supporting factors include coverage, bias, and accountability, while the inhibiting factors are access, frequency, service accuracy, and program suitability. The recommendations of this study are to improve the expansion of access in making complaints, seek to understand the ease of electronic parking, seek to socialize e-parking to the public, seek to increase public awareness about easy, fast, and safe e-parking transactions, suggestions to minimize inhibiting factors related to access by providing socialization of complaints about e-parking, for frequency by seeking awareness of the convenience of e-parking in the community, for the accuracy of services with the socialization of e-parking in the community, for the suitability of programs related to the needs of the community that are easy, fast and safe with the socialization of e-parking in the community.

Abstract

Effectiveness of a program refers to the extent to which a program successfully achieves its intended goals and outcomes. Kampung Keluarga Berkualitas Lestari is one of the villages classified as having high poverty levels and low community welfare in Banyuurip District. The number of family planning acceptors in Kampung Keluarga Berkualitas Lestari is also considered to be lower compared to other Quality Family Village. This study aims to analyze the effectiveness of the Kampung Keluarga Berkualitas Lestari Program in Triwarno Village to increase community participation in family planning in Triwarno Village, Purworejo Regency, as well as its supporting and inhibiting factors. The study uses Sutrisno's program effectiveness theory. The criteria for factors that inhibit and support program effectiveness are evaluated based on environmental conditions, resources, and the characteristics and capabilities of implementing agents. The research method used is descriptive qualitative with data collection techniques including interviews and documentation or literature review. The results indicate that the understanding of the program and target accuracy in the Kampung Keluarga Berkualitas Lestari Program are not yet effective due to the lack of community participation in family planning, especially among men, and the low levels of economic and educational welfare in Triwarno Village, while timeliness and tangible changes are already functioning well. Recommendations include enhancing education and counseling on the benefits of family planning and providing clear information on the various available family planning methods, both short-term and long-term, to achieve the effectiveness of Kampung Keluarga Berkualitas Lestari.

Abstract

The percentage of Purbalingga's Gross Regional Domestic Product (GRDP) by business field shows that the processing industry sector is the largest contributor with a contribution of 27.24%. Seeing the large role of MSMEs in the economy of Purbalingga Regency, this sector has great potential for further empowerment and development. One of the efforts made by the Purbalingga Regency Government through the Small and Medium Enterprises Cooperative Office is to establish a program or platform for MSMEs to improve the promotion and marketing of their products, known as “Tuka Tuku”. This program is regulated in Purbalingga Regent Regulation Number 71 of 2019 concerning “Tuka Tuku” Purbalingga Products. This study aims to analyze the form of MSME empowerment through the “Tuka Tuku” program implemented by the Office of Cooperatives, Small and Medium Enterprises in Purbalingga Regency. The research method used is qualitative with interviews, where informants are selected using purposive sampling. The results showed that this program focuses on training and coaching services, socio-economic empowerment of the community by providing knowledge about product packaging, licensing, and marketing strategies. In addition, the Tuka Tuku program also strengthens institutions by encouraging the formation of Joint Business Groups (KUB) and collaboration with non-governmental institutions so as to create an ecosystem that supports MSMEs. However, there are several challenges in empowering MSMEs in Purbalingga Regency. Internal constraints include difficulties in managing raw material supply, lengthy processes in obtaining packaging materials, as well as production and delivery logistics issues. External challenges include unpredictable market dynamics, as well as varying levels of success in marketing MSME products through this program.

Abstract

One measure of a country's success can be seen from the country's ability to create policies and then implement them to overcome the problems faced by society, especially in the health sector. This proves that the government needs to make innovative policies and implement these policies to reduce the number of dengue hemorrhagic fever (DHF) cases. In its implementation, there are still problems that show that the government is not yet optimal in implementing dengue fever prevention and control policies in North Bekasi District. The aim of this research is to analyze the implementation of dengue hemorrhagic fever prevention and control policies based on Bekasi Mayor's Instruction Number: 440/94/Dinkes 2019 in North Bekasi District and identify supporting and inhibiting factors for the implementation of dengue hemorrhagic fever prevention and control policies in Bekasi District North. This research uses descriptive research methods with a qualitative approach. The technique for determining informants in this research is purposive sampling with data collection methods through observation, interviews, documentation and triangulation. This research looks at the 5 accuracy of Riant Nugroho's policy implementation, namely policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy. The research results show that there is still an increase in the number of dengue fever cases, a lack of widespread socialization, a lack of public awareness regarding the importance of dengue fever, the involvement of political elites resulting in a lack of supervision in the implementation of fogging, and a lack of resources. It is recommended that the government be more consistent in implementing policies to prevent and control dengue hemorrhagic fever by optimizing the movement to eradicate mosquito nests in the community so that the policy can be implemented well.

Abstract

Pulo Kodok Beach is one of the tourist destinations in Tegal City. Good management will have an impact of the welfare of community around the tourist attraction and can create sustainable tourism. This research is intended to determine the management of Pulo Kodok Beach tourist destinations which is managed by Tourism Awareness Community (Pokdarwis). This research uses a qualitative descriptive research method with data collection through observation, interviews, and documentation. This research enforce a snowball sampling technique. The research results show that the implementation function in managing the Pulo Kodok Beach tourist destination is not yet optimal. This can be seen that the lack of budget is an obstacle for Pokdarwis in managing attractions, accessibility and amenities. The training attended by the management has not able to improve the skills of human resources. Pokdarwis has not been optimal in promoting Pulo Kodok Beach. Recommendations that can be given are that Pokdarwis members can take part in various tourism training, Regarding the lack of budget, Pokdarwis can use a priority scale system in managing tourist destinations or collaborate with investors. Pokdarwis also needs to empower young people around tourist attractions to promote Pulo Kodok Beach by utilizing social media.
