Abstract

Inovasi pelayanan publik merupakan langkah penting untuk mengatasi permasalahan dalam sistem pemerintahan guna memperbaiki dan meningkatkan kualitas pelayanan. Inovasi Aplikasi Jogja Smart Service hadir sebagai bentuk pengimplementasian Peraturan Pemerintah tentang Sistem Pemerintahan Berbasis Elektronik (SPBE), aplikasi ini merupakan platform satu pintu yang menyatukan berbagai macam jenis layanan yang disediakan Pemerintah Kota Yogyakarta untuk memperoleh pelayanan publik secara online yang lebih cepat, mudah, dan transparan. Tujuan penelitian ini yaitu untuk menganalisis pelaksanan inovasi Aplikasi Jogja Smart Service dan menganalisis faktor penghambat dalam pelaksanaan inovasi menggunakan teori atribut inovasi menurut Rogers (dalam Suwarno, 2008:17-18). Penelitian ini menggunakan metode kualitatif dengan mengumpulkan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukan bahwa pelaksanaan Aplikasi Jogja Smart Service belum berjalan optimal dilihat dari atribut inovasi kerumitan dan kesesuaian. Terdapat faktor penghambat pada pelaksanaan inovasi Aplikasi Jogja Smart Service yaitu ketergantungan terhadap high performer, minimnya sosialisasi pengenalan aplikasi, kebijakan alur pendaftaran aplikasi yang rumit, dan tidak adanya penghargaan atau insentif. Saran atau rekomendasi yang dapat peneliti berikan berupa melakukan sosialisasi pengenalan Aplikasi Jogja Smart Service secara lebih rutin dan massif melalui pemanfaatan media sosial, pemberian penghargaan atau reward kepada bidang yang mengelola inovasi agar termotivasi dan bersemangat dalam bekerja, melakukan kerja sama dengan pihak ketiga selain PT Gamatechno, dan mempersingkat proses pendaftaran aplikasi dengan memangkas alur-alur pendaftaran yang menyulitkan dan dikeluhkan masyarakat.

Abstract

This study aims to analyze the implementation of the weekend service program in Banyumanik District, Semarang City. Weekend service is a program carried out by the Semarang City Government to improve public services, especially in terms of administration and licensing. This is done as an effort to improve public services and fulfill the rights of the community to obtain quality public services. The type of research used is a qualitative descriptive method. Data collection techniques used are observation, interviews and documentation. The data analysis technique used is descriptive The results of the study indicate that the implementation of the weekend service program in Banyumanik District has been carried out systematically in accordance with established procedures. However, there are still several obstacles faced, namely in the disposition, namely the absence of incentives given to Banyumanik District employees for the weekend service program. The conclusion of this study is that the implementation of policies in Banyumanik District aims to achieve the target of more accessible public services, especially for workers who cannot take care of administration on weekdays. The weekend service program is designed to change the image of complicated public services, combine administrative services with entertainment, and support local MSMEs. Despite challenges such as high number of visitors in the morning and decreasing number of administrative service users, the program is still appreciated by the community. This is because the program facilitates access to services and supports the local economy. Overall, the program has succeeded in improving the quality of public services to be more efficient and responsive.

Abstract

The e-Simpel innovation is an online-based population document service and is useful in making it easier for people to process population documents. This research aims to analyze e-Simpel innovation and identify the factors driving and inhibiting innovation in improving population services at the Grobogan Regency Population and Civil Registration Department. This research uses the theory of innovation attributes according to Everett M. Rogers, namely relative advantage, suitability, complexity, possibility of being tried, and ease of observation. Meanwhile, according to Harrington Emerson, the driving and inhibiting factors are Man, Money, Materials, Machine, Methods. The research method used is a qualitative descriptive method with data collection techniques through interviews, observation and documentation. The results of research on the implementation of e-Simpel innovation can be seen from the benefits felt by the community in the form of comfort and satisfaction. Judging from the suitability of community needs, values and norms, and in accordance with previous services. Judging from the possibilities, it can be observed in the form of an easy mechanism and cost and time efficiency. The complexity attribute is server problems and low community participation. Judging from the possibilities of being tried, socialization has not yet spread widely. Apart from that, there are driving factors in the form of employees and infrastructure. Meanwhile, inhibiting factors include budget, technology and procedures. In improving e-Simpel innovation, it is recommended that management simplify the process of using e-Simpel, carry out application maintenance and carry out massive outreach.

Abstract

The waste problem is one of the things that cannot be avoided in the lives of the people of South Tangerang City. The geographical area that borders the DKI Jakarta Province and low public awareness means that the number of waste problems in South Tangerang City is still low. South Tangerang City Government continues to make efforts to reduce waste problems through Regional Regulation Number 13 of 2019 concerning Waste Management. It is hoped that the formation of this regulation will be able to increase the city's resilience in maintaining public health and turning waste into a resource as well as significantly reducing the volume of waste in South Tangerang City. This research aims to analyze the implementation of Regional Regulation Number 13 of 2019 concerning Waste Management and analyze the driving and inhibiting factors in its implementation in Ciputat District, South Tangerang City. The research method used in this research is descriptive qualitative using primary data sources obtained through in-depth interviews and field observations as well as secondary data. In this study, researchers analyzed the implementation of Regional Regulation Number 13 of 2019 concerning waste management through the phenomenon of policy content and policy environment. In this research, it was found that the process of implementing Regional Regulation Number 13 of 2019 concerning waste management had been carried out with the problems faced by the South Tangerang City Government. The implementation of Regional Regulation Number 13 of 2019 concerning waste management has also gone well although there are still obstacles regarding the implementation system. In implementing this program there are also driving factors, namely resources and bureaucratic structure, as well as inhibiting factors, namely communication and disposition.

Abstract

The Semarang City Government has established the Rumah Duta Revolusi Mental to address violence against children, but The number of child violence in Semarang City in 2020 was 71 cases, in 2021 it increased to 80 cases, an increase of 12% and in 2022 there were 136 cases or an increase of 70%. This research aims to analyze the effectiveness of the RDRM in preventing cases of child violence and bullying in Semarang City and analyzes the supporting factors that inhibit the effectiveness of the RDRM. The method used is a descriptive qualitative method. Data collection techniques through interviews, observation, documentation and literature study. The findings, namely achieving goals, integration and adaptation, show that on the prevention side, RDRM has not been effective in preventing violence and bullying because psychoeducation services have not been optimal, while on the treatment side RDRM has been said to be effective as proven by the number of clients who have been treated. Inhibiting and supporting factors the effectiveness of RDRM are organizational characteristics, environmental characteristics, employee characteristics and practical and management capabilities. The conclusion is that the prevention of violence and bullying carried out by RDRM organizing institutions has not been effective, while the handling of violence and bullying has been effective. Therefore, the recommendation is to disseminate information on internship recruitment regularly and open internships for students from the computer science category to help manage social media.

Abstract

The problem of stunting in Semarang City is still quite high, with a target of zero stunting by 2024 as a government effort to overcome this problem. In 2023, North Semarang Sub-district recorded the highest stunting rate in Semarang City with the highest rate in Tanjung Mas Village with 72 children. This study aims to analyse the effectiveness of the All Ikut Bergerak Bersama Menangani Stunting (Si Bening) Program in reducing stunting in Tanjung Mas Village, North Semarang District. Efforts to solve the problems and objectives of this study by using the theory of programme effectiveness according to Sutrisno, which measures five indicators: understanding of the programme, accuracy of targets, timeliness, achievement of goals, and real changes. This research uses a qualitative descriptive method, and the data in this research is obtained from primary and secondary data through observation, interviews and literature studies. The results showed that the effectiveness of the Si Bening programme in this location has not been maximised as seen from the indicators of understanding of the programme among mothers of stunting toddlers who have not been able to apply what the aims and objectives of this programme are. The program's goal of reducing stunting rates has been achieved but not maximised because there are still several obstacles from parents and toddlers themselves that make the 2024 zero stunting target in Semarang City not yet realised because it requires a long process.

Abstract

National waste management is the government's effort to reduce waste generation. Various efforts have been made by the Indonesian government which are followed up by the Regional Government to overcome waste generation in each region. One of the efforts is the Desa Mandiri Sampah Program, this program is an effort to manage waste independently at the village level to achieve a clean and healthy environment. This research uses descriptive qualitative methods with interview techniques, literature studies and documentation. The use of theory to answer research problems is Siagian's theory with aspects of effectiveness with the aim of analyzing the effectiveness of the Desa Mandiri Sampah program in Jugo Village, Donorojo District, Jepara Regency and the inhibiting factors in the implementation of the Desa Mandiri Sampah program. The results showed that the clarity of the objectives to be achieved was understood by the people of Jugo Village, the process of analyzing and determining a stable policy was quite effective because there was a Village Regulation on Waste Management specifically for Jugo Village, and infrastructure facilities were not effective enough and helped in the implementation of the Desa Mandiri Sampah. In contrast, the aspects of the effectiveness of program preparation, clarity of goal achievement, careful planning, effective and efficient task implementation, and supervision have not run optimally. The lack of effectiveness of the Desa Mandiri Sampah program is influenced by inhibiting factors, namely human resources, budget resources and the informal sector of waste management by collectors. Recommendations that can be given are to increase motivation regularly to the community, coordinate wages by distinguishing between other needs and waste management needs, establish communication and remind collectors regularly to be on time.

Abstract

The Independent Mosquito Larvae Monitoring Program (PJN) is one of the programs implemented by the Semarang City Government to address environmental problems and efforts to prevent and reduce the spread of Dengue Fever (DBD) through independent monitoring and eradication of mosquito nests in each household. Kedungmundu Village is an area that implements the Independent Mosquito Larvae Monitoring Program (PJN). The method used in this study is descriptive qualitative with interview data collection techniques, documentation and literature studies. The indicators used to determine the effectiveness of the program are the accuracy of the program's targets, program socialization, program objectives and program monitoring. In addition, the driving and inhibiting factors of the program are seen from environmental conditions, relationships between organizations, organizational resources for program implementation, and the characteristics and capabilities of implementing agents. The results of the study indicate that the Independent Mosquito Larvae Monitoring Program (PJN) cannot be said to be fully effective because there are still people who do not understand the intent and purpose of the program, improving environmental quality and community participation are not optimal and program monitoring has not provided real changes for the community. The inhibiting factors of the program come from environmental conditions, relationships between organizations, organizational resources, and the capabilities of program implementers. The author's suggestion to optimize the effectiveness of the program is the need to conduct intensive socialization using appropriate media for the community, strengthening cooperation between related parties and the community in developing the Independent Mosquito Larva Monitoring Program (PJN) to protect the environment and reduce the population of mosquitoes that cause high cases of Dengue Fever (DBD). Inhibiting factors of the program can be overcome through coordination and communication between stakeholders.

Abstract

Waste is a problem that has not been resolved properly in Depok City. To reduce the resulting impact, Rumah Harum Main Waste Bank implements community empowerment in waste management. The aim of the research is to analyze community empowerment in managing the Rumah Harum Main Waste Bank, as well as analyzing supporting and inhibiting factors of community empowerment. The theory used is the stages of community empowerment according to Wrihatnolo and Dwidjowijoto (2007) and community empowerment factors according to Anggraini, Noor, and Said (in Tullatifah, 2020) . This research uses a descriptive qualitative method with data accumulation techniques including observation, interviews, and documentation. The research results show that community empowerment is carried out through three stages: awareness, capacity, and empowerment. Community empowerment in managing the Rumah Harum Main Waste Bank has not been running well. There is one stage of the third stage of empowerment that has not yet been underway, namely at the empowerment stage. Regarding supporting factors of empowerment consists of the involvement of surrounding communities and cooperation with other parties. Inhibiting factors of empowerment consist of indiscipline from waste bank customers and society's inappropriate mindset. Suggestions that can be given are training in making waste recycling products, training for administrators, improving waste bank customer discipline, and outreach involving several community leaders.

Abstract

Community empowerment is a process aimed at enhancing the abilities and strengths of a community, enabling individuals to become self-reliant in determining their own future. However, community empowerment through the Sukomakmur Tourism Awareness Group (Pokdarwis Sukomakmur) has been hindered by insufficient levels of training and guidance. The low educational level of its members has resulted in a lack of knowledge regarding tourism village management, and the leadership has been unresponsive to the needs of its members. This research aims to analyze community empowerment efforts through the Sukomakmur Tourism Awareness Group in the development of the Kandri Tourism Village in Semarang City, as well as to identify the supporting and inhibiting factors involved. The research utilizes Mardikanto’s community empowerment theory and Ambar T. Sulistyani’s stages of community empowerment. The method employed is qualitative, with descriptive analysis. Data collection was conducted through interviews, observations, and documentation. Sampling techniques included purposive sampling and snowball sampling. The research findings indicate that, among the three indicators of community empowerment stages, the capability transformation stage in Pokdarwis Sukomakmur is particularly affected by the low educational level of its members, limited human resources, and poor communication due to unresponsive leadership. The intellectual capability stage is also not yet optimal. Additionally, benchmarking studies with other tourism villages have not been effective, leading to a lack of understanding in managing the local tourism village. Inhibiting factors include limitations in human resources and communication. The recommendations from this research are that community empowerment efforts through Pokdarwis Sukomakmur should focus on improving the training and guidance provided to its members through targeted training programs, enhancing internal management and leadership within Pokdarwis Sukomakmur, and fostering better communication between the members and leadership by being more open to ideas and feedback.
