Abstract

This study conducts a bibliometric analysis to explore the scholarly landscape on the effectiveness of accountability in public policy, focusing on literature indexed in Scopus. Using VOSviewer, the study visualizes thematic clusters, co-authorship networks, and country collaborations, offering insights into key trends, influential authors, and global research dynamics. Accountability emerges as a central concept, closely linked to transparency, governance, and public trust, with significant applications in sectors such as healthcare, education, and sustainable development. The analysis reveals the interdisciplinary nature of accountability research while highlighting gaps in addressing digital governance and underrepresented regional perspectives. The findings emphasize the importance of robust accountability frameworks in enhancing public policy effectiveness and the need for integrative and inclusive research to address contemporary governance challenges. This study provides valuable insights for academics and policymakers, offering a foundation for advancing accountability frameworks in diverse governance contexts.

Abstract

Saat ini Indonesia merupakan salah negara yang mengalami perkembangan yang cukup pesat,  baik di sektor ekonomi maupun teknologi. Sehingga saat ini masyarakat di Indonesia banyak sekali mendapat kemudahan dalam melakukan peminjaman secara online.Akan tetapi dengan banyaknya perusahaan yang menyediakan jasa peminjaman tersebut, sangat memungkinkan terjadinya permasalahan dikarenakan masih banyak perusahaan yang menyediakan jasa peminjaman tersebut belum terdaftar atau ilegal. Perusahaan peminjaman membuat persyaratan bagi konsumen untuk melampirkan data pribadi, tidak menutup kemungkinan jika perusahaan maupun oknum yang nakal di dalam perusahaan melakukan pelanggaran dengan membocorkan atau menyebarkan data pribadi tanpa seizin konsumen. Untuk menghindari tindakan yang merugikan konsumen maka harus adanya pengawasan terhadap perusahaan yangmenyediakan peminjaman harus legal dan terdaftar dan mempunyai ijin yang dikeluarkan OJK, sehingga jika ada perusahaan yang melakukan pelanggaran dengan membocorkan data pribadi dapat ditindak dengan tegas. Pemerintah harus mempunyai peraturan perundang undangan yang tegas dan jelas dalam mengatur transaksi pinjaman online sehingga apabila terjadi pelanggaran baik Perusahaan dan Konsumen dapat melakukan upaya hukum yang maksimal.

Abstract

Regulation of natural resource management as a pillar of life that is rooted in the welfare and balance of society is a mandate that must be carried out in good faith and with responsibility. One form of this can be found in Regional Owned Enterprises (BUMD), which is one of the channels for managing state assets. The provisions contained in the Minister of Energy and Mineral Resources Regulation Number 37 of 2016 concerning 10% Participating Interest in Oil and Gas Working Areas allow regional governments to participate in management through delegation to BUMD or regional companies. The essence of this effort is to obtain profits that can increase regional income and the welfare of its people. This 10% Participating Interest Regulation, from the start, has succeeded in creating harmony between the rights and obligations between Cooperation Contract Contractors (KKKS) and BUMD. KKKS is responsible for offering 10% participatory interest to regions, as regulated in Minister of Energy and Mineral Resources Regulation Number 37 of 2016. If regions accept this offer through BUMD, they will obtain a maximum management right of 10% in accordance with the mandate stated in the Cooperation Contract between the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) and KKKS. In this way, cooperation between regional governments (BUMD and KKKS) can become a firm foundation for managing natural resources in order to achieve shared prosperity.

Abstract

This study aims to investigate the influence of political participation, civic education, and social media on the political engagement of generation Z in Indonesia. Using a survey method, data were collected from 500 respondents consisting of college and high school students aged 18 to 24 years. Multiple regression analysis was conducted to identify the relationship between independent variables and political engagement. The results showed that all three variables had a significant influence, with civic education and social media use contributing positively to the level of political engagement. These findings indicate the importance of developing educational programs that emphasize civic education and the use of social media as a tool to encourage political participation among the younger generation. This study suggests that educational institutions and the government should work together to create an environment that supports the political engagement of generation Z.

Abstract

Tujuan pengabdian kepada masyarakat khususnya untuk anggota bawaslu dan para tokoh masyarakat dan organisasi kemasyarakatan di Bawaslu RI bertempat di Hotel Swiss-Belcourt Bogor, terdapat suatu hal penting untuk peningkatan kesadaran toleransi antar masyarakat berdasarakan keragaman masyarakat. Sehingga kami dari Universitas Bung Karno Jakarta sangat penting melaksanakan Pengabdian masyarakat pemetaan kerawanan pemilihan umum (pemilu) serentak tahun 2024 (pencegahan kampanye politisasi sara, hoax dan ujaran kebencian) di Bawaslu RI, sebagai salah satu pembinaan bagi masyarakat dan elemen bangsa. Diharapkan pengabdian masyarakat ini dapat memberikan kesadaran dalam pelaksanaan Pemilihan Umum (Pemilu) serentak di Tahun 2024 dapat berjalan tertib aman dan lancar tidak terjadi kerawanan dalam politisasi Sara, Hoax dan ujaran kebencian dan tercipta toleransi antar sesama masyarakat bangsa.

Sehingga kami dari Universitas Bung Karno Jakarta sangat penting melaksanakan Pengabdian Masyarakat Pelatihan Pencegahan Kode Etik Penyelenggara Pemilihan Umum (Pemilu) Kepala Daerah Tahun 2024 Di Bawaslu Jakarta Utara, sebagai salah satu pembinaan bagi masyarakat dan elemen bangsa. Diharapkan pengabdian masyarakat ini dapat memberikan kesadaran dalam penerapan kode etik pelaksanaan Pemilu Kepala Daerah di Tahun 2024 dan dapat berjalan tertib aman dan lancar.

Abstract

Community empowerment assistance is an important strategy in developing a sustainable and inclusive village economy, where village communities can obtain greater economic benefits and improve their quality of life. This assistance aims to help rural communities develop their area's economic potential to increase the community's income and welfare. The method used in this community service is Community Based Research (CBR) using the Forum Group Discussion (FGD) approach in training and mentoring. The result of this service is that community empowerment assistance can be an effective strategy for improving the village economy. Assistance can be obtained by applying various relevant theories, such as community empowerment, local economic development, social entrepreneurship, and sustainable development. In practice, community empowerment assistance must be carried out in a participatory manner by involving village communities in planning and developing businesses that benefit them.

Abstract

Animal protection must be developed as a counterweight to the democratic system developed by humans. The concept of animal protection can be understood in the context of a balanced relationship between God, nature and humans. So far, power relations have only been seen as a human problem. In democracy, only humans, called the people, are made the starting point and center of attention, which will lead to massive exploitation of nature.The research method used is the Normative Juridical research type, in accordance with the objectives the author wants to achieve, the methodology in designing the thesis research uses two types of approaches, namely the Statutory Approach and the Conceptual Approach. The Statute Approach is an approach carried out by examining all laws with the concept of law. Authority for Endemic Animals Protected in the Conservation of Biological Natural Resources and Their Ecosystems, Based on the material regulated in this Law, Law no. 5 of 1990 contains fundamental weaknesses, namely: It only categorizes types into protected and unprotected. For protected species, the provisions regarding sanctions for violations are clearly regulated and adequate.Legal Protection of Endemic Animals which are Protected Based on Law Number 5 of 1990 Conservation of Living Natural Resources and Their Ecosystems, Regulations that regulate the balance between utilization and balancing must also be balanced. It must always be controlled to maintain forest stability

Abstract

Sexual violence against women, particularly rape, remains a serious issue in Indonesia despite the enactment of Law Number 12 of 2022 on Sexual Violence Crimes (UU TPKS). However, in practice, there is a significant gap between normative ideals and the reality of law enforcement. Many law enforcement officers are reluctant or have yet to fully understand the UU TPKS, resulting in sexual violence cases still being processed under the KUHP. Consequently, victims experience revictimization, limited access to restitution and recovery services, and a legal system that fails to recognize women’s experiences as complete legal subjects. This study employs a normative legal method with a qualitative approach. The primary sources of data consist of secondary legal materials, including legislation (particularly UU TPKS and the KUHP), court decisions (West Jakarta District Court Decisions Number 412/Pid.B/2023 and 722/Pid.B/2023), scholarly journals, and literature related to Feminist Legal Theory. The analytical technique used is sociological interpretation to connect legal norms with social realities, examined through the framework of Feminist Legal Theory (FLT) as a critical tool to identify gender bias within the legal system. The findings reveal that legal protection for women who are victims of rape has not yet fully aligned with the principles of substantive justice and feminist perspectives. Although the UU TPKS offers a victim-centered approach and recognizes various forms of non-physical violence, its implementation remains hindered by patriarchal legal culture, insufficient training for law enforcement officers, and weak inter-institutional coordination. Court decisions applying the UU TPKS tend to be more responsive to victims’ trauma compared with those applying the KUHP.
